For approximately the last two-and-a-half decades it has been a stated goal of both Honduran and U.S. policy to improve the welfare of the Honduran people, both directly through the provision of services and indirectly through the promotion of economic development. The need is great; Honduras has the lowest per capita GNP in Central America ($660 in 1984) and the highest population growth rate (3.4%). It also has the second highest percentage of its population living in rural areas (61%). Consequently, rural development has been a primary concern of development programs.

In Bolivia, expectations for a decolonised society turned into a political crisis in the autumn of 2019. Discussing the limitations of progressive politics in cultivating democracy, this article identifies three narratives of authoritarianism – liberal democratic, developmentalist and colonial – which the opponents of Evo Morales use to frame their disillusionment with his rule. It argues that these multiple narratives lend meaning to contradictory experiences in a context in which hopes for a major decolonising state-transformation process have devolved into a deep polarisation of Bolivian society. The events in Bolivia are discussed in the context of rising authoritarianism throughout Latin America.

Historians generally recognize that the writing of contemporary history is an exercise of some delicacy. Narrating the contests of the Christian sects at the time of Constantine, Edward Gibbon remarks that ‘the fierce and partial writers of the times, ascribing all virtue to themselves and all guilt to their adversaries, have painted the battle of the angels and the daemons. Our calmer reason,’ he goes on, ‘will reject such pure and perfect monsters of vice and sanctity.’

General overviews of Latin American labour (Erickson, Peppe, Spalding, 1974; Roxborough, 1986) have contributed to a synthesis of the major findings on the subject resulting from the work of labour historians and political scientists. Yet the authors have focused on recent contributions without trying to establish the sequence according to which the field has developed. This article discusses the evolution of Latin American labour studies from what was once the privileged domain of ideologues and militants (Mariátegui, 1928; Jobet, 1955; Ramírez Necochea, 1956; Lora, 1967) to a more sociological approach in recent years. Our purpose is to show how the analysis of labour has undergone a profound transformation as a result of this change in focus. While the ideological focus gave importance to the historical reconstruction of the different phases of the process of working-class formation and to the narration of the ‘heroic moments’ when labour forged its identity struggling against the State, what we can call the sociological focus has emphasised such factors as the geographical and sectoral distribution of the working population, the process of unionisation, the attitudes of workers in relation to industrial labour, democracy and relations of authority on the shop floor, worker consciousness and the collective bargaining process.1
