Refugee history at present lacks a conceptual framework, notwithstanding the proliferation of recent contributions that contribute to enlarging the field. Our article seeks to advance refugee history by drawing upon extensive research into historical case studies and proposing the framework of refugeedom. Refugeedom takes proper account of the states and other actors that defined the ‘refugee’ as a category and sought to manage refugees as figures of concern, but it also insists upon the need to consider refugees as an active and assertive historical presence in situations of crisis and constraint. It offers a promising approach for analysing episodes and sites of mass population displacement from the perspectives of governments, intergovernmental and non-governmental organizations. Crucially, refugeedom incorporates the experiences of refugees and how they narrated displacement. Finally, the article outlines a direction for global history by drawing attention to past episodes of displacement in ways that capture not only its global scale, but also the multiple relationships and practices of refugeedom.

This article provides a history of the First World Agricultural Census of 1930, an ambitious international attempt to evaluate world agricultural resources through the compilation of global statistics on crops, livestock, and agricultural production. Based on primary archival material, it explores how the census emerged from the connections between American and international institutions at a time when food security and the need to address problems of trade and competition appeared as central economic concerns of interstate relations. The article focuses on the role played by the American agricultural expert Leon Estabrook (1869–1937) and a related network of scientists and economists in the preparation and implementation of the statistical survey. By examining how Estabrook’s vision of economic development and scientific planning was shaped by his national background and redefined by his transnational engagement, the article sheds light on the global dominance and limitations of American scientific knowledge and agricultural practices in the interwar years. It uncovers the political manoeuvrings and negotiations that were necessary to move forward with the project, and assesses the survey’s outcome against the backdrop of the global economic downturn of the 1930s.

This article examines boundary disputes between Qajar Persia and the emerging state of Afghanistan in the nineteenth century. It argues that disputes between these two Islamic polities were central to the creation of modern states through the territorialization of political identity, in the form of border delineation. The demarcation of territorial boundaries represented the ‘indigenization’ of Western norms of statehood. Indigenous political actors increasingly understood and envisaged their political communities in terms of territorial states, reinterpreting and redeploying European political concepts in indigenous spaces. The Perso-Afghan case exemplifies the assimilation of ideas of political territoriality, central to the construction of a modern state-based international order, in Muslim regions outside direct colonial control.

The aim of this paper is to compare international migrations in two different periods of history, both of them marked by a rapid increase in the trend: the first period runs from 1870 to 1914, and the second from 1965 to 2000. Historical and current migration system maps are compared, together with their different combinations of push and pull factors, and of coerced and free migrations. The various repercussions that international migrations have on demographic structure and on the economic systems of the sending and receiving countries are counterbalanced by a number of significant analogies that occur at the microlevel (individual and community) of the mechanisms governing the decision to migrate, and of migrants’ identities and behavioural patterns. The final section shows that migrants in both periods retain ties to both their old and new countries (as indicated by remittances and return migration), despite the major obstacles that stand in the way of the free circulation of international migrants today. This suggests that an analysis of migration systems, emphasizing ongoing interactions of various sorts between sending and receiving areas, is superior to either a model based on the presumption that assimilation will occur over time or one which presumes an irreducible ‘multiculturalism’.

This article examines the diffusion of evaporation technology along multi-centred and overlapping scientific, industrial, and commercial knowledge networks. It follows the circulation of vacuum pan (steam evaporator) technology in the Greater Caribbean, the North Atlantic, and the East Indies in order to understand the dual processes of invention and globalization. The article demonstrates that the tropical sugar plantation served as an experimental laboratory and, as such, vital inventions and engineering developments that took place in this space were subsequently incorporated into manufacturing designs in the North Atlantic, helping to modernize European industries in the process. As transient intermediaries, scientists, industrialists, and engineers modified and adapted vacuum pan technologies to meet the local demands of planters in the Greater Caribbean, thereby integrating this area into an increasingly globalized economy.

Since the beginning of the twenty-first century, China has witnessed a surge in world history research and a reorientation towards what is called a ‘global view on history’. This article will demonstrate, however, that the ‘global’ in these discussions is not regarded as the substance of the historical process but merely as the context for the development of the nation-state as the uncontested historical unit. This specific orientation is caused by a persistent nationalism, discursive traditions, and alliances of world history writing with contemporary political discourse. Three major concepts will be discussed: integration/interaction as a response to China's ‘open door’ policy and in connection with discourse on globalization; ‘modernization’ in its relation to the Four Modernizations of state ideology; and the ‘rise of the great powers’ as related to discussions of ‘China's rise’. Particular attention will be given to the problem of Eurocentrism in Chinese world history writing.

Security concerns during the early Cold War prompted United States strategists to solicit worldwide assistance in studying Earth’s physical environment. Comprehensive geophysical knowledge required cooperation between researchers on every part of the planet, leading practitioners to tout transnational earth science – despite direct military applications in an age of submarines and ballistic missiles – as a non-political form of peaceful universalism. This article examines the 1957–58 International Geophysical Year as a powerful fulcrum in the transfer of ideas about Earth’s global environment from Western security establishments to conservationists worldwide. For eighteen months, tens of thousands of researchers across every continent pooled resources for data collection to create a scientific benchmark for future comparisons. Illuminating Earth as dynamic and interconnected, participants robustly conceptualized humanity’s emergence as a geophysical force, capable of ‘artificially’ modifying the natural world. Studies of anthropogenic geophysics, including satellites, nuclear fallout, and climate change, conditioned the global rise of environmentalism.

Action sports such as beach volleyball and snowboarding have recently become popular commodities at the Olympics. While some observers view these new sports as global phenomena with transnational origins, they were incubated in California and are linked to the promotion of American visions of affluence. The encroachment of these sports onto global stages at the Olympics signals the continuing historical power of Californization, a particular brand of Americanization. The efforts to Californize the world through Olympic sports is considerably older than the debut of action sports, dating to the 1920s and 1930s when a coalition of US government agents, sports promoters, and corporate entrepreneurs began to articulate a strategy to mask Americanization campaigns in the world's leading sporting event under the veneer of California style. In the process they ‘dis’-invented historical traditions, in particular Olympic sports, in order to amplify their prospects in global markets.

Sewing machines, one of the first mechanical consumer goods to be mass produced and sold worldwide, provide an important case study for the understanding of global history in terms of the global diffusion of goods. However, as the case of colonial India demonstrates, it is what happens to such goods on their arrival in the recipient society – their emergent social history and growing indigeneity – that then demands analytical consideration. By tracing the changing nature of India’s sewing culture and sewing-machine use, linking it to occupational shifts, racial identities, and gender roles, to changing marketing techniques and advertising strategies, this article shows how closely the relative success of the sewing machine was bound up with local artisanal practices, commercial agency, and the transformative forces present in Indian society. It further indicates how Indian production of sewing machines by the 1950s built on several decades of acculturation and local experience of their sale and use.

This article explains how oil as an energy carrier evolved alongside the technology of the steam engine. In practical terms, fuel oil was adapted to machines that were originally devised to be coal-fuelled and this led to the flexible switchover between energy carriers. The article links the micro account of technological developments with the macro records of energy consumption, to reveal how steam technology set the stage for the commoditization of oil, the customary fuel of the internal combustion engine. The analysis of the oil–steam combine embraces its diffusion across leading producing nations such as Russia and the United States, the diffusion in industrial and transport activities in South America, and the diffusion throughout European navies. What was at stake was the transformation of oil into a geostrategic good and the triggering of an international race for the seizure of fossil fuels.

The aim of this article is to analyse the dynamics of international trade in cereals, primarily wheat, in the first third of the twentieth century, with a special focus on the causes of the fall in exchanges and prices that took place in the 1930s. Developments over this period are compared with the general trade in food and agricultural products. An examination of the structure of the trade in wheat, maize, and rice shows the operation of their respective markets, giving special attention to the import and export flows between consumers and producers. To understand the functioning of the market for these products, the article examines the changes in supply, demand, and prices, and the emergence and development of intermediary companies in this business. The argument draws from a new database, based on the statistics published by the International Institute of Agriculture.

This article examines an aspect of the globalization of commodity production, exchange, and consumption in the interwar years: the differential impact of protectionism on primary producers in the context of the Great Depression. Focusing on West African oilseeds, especially Nigerian palm produce, it highlights the dilemma of imperial Britain in the synchronic interplay of forces that operated in the north and south, and globally in the two-dimensional inter-product competition of the late 1920s and 1930s. Imperial Britain was caught in intricate and interlocking facets of inter-product competition on the world market, both north–south (palm produce versus whale oil), and south–south (West African palm produce, Indian groundnuts, and Dutch East Indies palm produce). The article highlights the implications and consequences of the extensive interchangeability of these products, the dilemmas of the colonial and imperial governments, reactions to protectionist policies, and the differential impact of the interwar depression upon the growth and freedom of commodity flows within the global economy.

This article analyses three fisheries crises in the post-war world – the Far East Asian Kamchatka salmon in the late 1950s, the north Atlantic Atlanto-Scandian herring of the late 1960s, and the Peruvian anchoveta of the early 1970s – to understand how each instance came to be understood as a ‘collapse’ in widely differing contexts and institutional settings, and how these crises led to changes in practices of natural resource administration and in politico-economic structures of the fishing industry. Fishery collapses were broadly understood as state failures and, in response, individual states increasingly claimed sovereignty over fish stocks and the responsibility to administer their exploitation. Collapses thus became events critical in the remaking of management regimes. Furthermore, the concept of a fisheries collapse was reconfigured in the 1970s into a global issue, representing the possible future threat of depletion of the oceans on a planetary scale.

Land was an unambiguous constraint for growth in the pre-industrial period. In Britain it was overcome partly through the transition from traditional land-based goods to coal (vertical expansion) and partly through accessing overseas land, primarily from colonies (horizontal expansion). Kenneth Pomeranz suggested that horizontal expansion may have outweighed vertical expansion in the first decades of the nineteenth century. Taking a more complete approach to trade, we find that Britain was a net exporter of land embodied in traded commodities, apart from in the early nineteenth century, when potash (rather than cotton or timber) constituted the major land-demanding import from North America. The vertical expansion was generally larger than the horizontal expansion. In other words, Britain was not simply appropriating flows of land and resources from abroad but simultaneously providing its trading partners with even more land-expanding resources.

Against the simplistic thesis that hill peoples are marginal and unruly groups by choice, in conflict with state power, this article shows that, in the context of mainland Southeast Asia, hill peoples develop relationships with lowland state societies that are more complex and ambiguous than usually portrayed. Ethnographic and historical evidence reveals that they compromise and cooperate with the lowland state more often than they oppose it. Although hill peoples are commonly conceived as ‘barbarians’ of the periphery, and ill-treated or instrumentalized accordingly, in some circumstances they played a central role in the defence and the reshaping of pre-modern and modern Southeast Asian states. Moreover, their political and religious acculturation by lowland societies sometimes proves to have been instrumental in the perpetuation of a specific identity under the guise of surface assimilation. This article not only highlights the dynamics of past and present interactions between lowland and upland societies but also questions the future of the latter, in the context of an increasing engulfment by nation-states and, conversely, of new perspectives offered by globalization. The analysis thus demonstrates that hill peoples often take advantage of new forms of partnership resulting from globalization to renegotiate their image and status more favourably, and to counter the pressure exerted by the dominant society. Finally, they appear to be neither Zomian – that is, uncompromising rebels to ‘stateness’ in James C. Scott’s formulation – nor zombies, unable to adapt.

Comparing three of the major hydroelectric power-producing countries during the war – Canada, the United States, and Germany – this article considers the implications of expanding hydroelectricity for war production and strategy, and how wartime decisions structured the longer-term evolution of large technological systems. Despite different starting points, all three countries pursued similar strategies in attempting to mobilize hydroelectricity for the war effort. The different access to and use of hydro in these states produced a vital economic and ultimately military advantage or disadvantage. The global dimensions of hydroelectric development during the war, moreover, demonstrate that this conflict was a turning point in the history of electrification.

In 1975, the OECD created a research committee entitled ‘Interfutures. Research project into the development of the advanced industrial societies in harmony with the developing world’. The purpose of Interfutures was to examine how the new tools of futures research could be put to use in order to shape strategies for dealing with a new phenomenon of ‘interdependence’, and to set out a ‘long-term vision’ of the Western world. This article argues that Interfutures was appointed in order to draft an alternative image of the future to two radical visions of the early 1970s. The first was the so-called New International Economic Order. The second was the 1972 Club of Rome report, The limits to growth. As a response to these two visions, Interfutures presented a vision of globalization as a process oriented around an expanding world market, piloted by Western interests and continued resource extraction.

This article considers Asianism in the Indian trade union movement, against the backdrop of increasing international cooperation between Asian trade union movements in the interwar period, which culminated in the short-lived Asiatic Labour Congress (1934–37). It demonstrates how Asianist enthusiasm both propelled and hampered Indian workers’ representation at the International Labour Organization and other international bodies. Finally, it considers Asianism as a crucial characteristic of Indian trade unionism in the interwar period, by showing how the All-India Trade Union Congress, once the hope of Indian labour as an organized force, split into rival federations over the issue of its Asian affiliations.

This article contributes to the historiography on human rights and (religious) internationalism by tracing how the ecumenical movement in the post-war decades sought to protect the religious freedom of its co-religionists in Catholic and Muslim countries, specifically Italy, Nigeria, and Indonesia. In cooperation with local actors, the Commission of the Churches on International Affairs worked to anchor international human rights in the domestic sphere through constitutional provisions. These activities constituted a significant strand of Christian human rights engagement from the 1940s to the 1960s, which intersected with the Cold War and decolonization. The article then contrasts this with the turn to a more pluralistic and communitarian conception of human rights in the 1970s, animated by liberation theologies. As the World Council of Churches embraced a ‘revolutionary’ tradition and worked to resist military dictatorships in Latin America, racism, and global inequality, it gravitated towards Marxism-inflected and anti-colonial strands of human rights discourse.

Research is now turning to the missing place of technology and ‘useful knowledge’ in the debate on the ‘great divergence’ between East and West. Parallel research in the history of science has sought the global dimensions of European knowledge. Joel Mokyr's recent The Enlightened Economy (2009) argued the place of an exceptional ‘industrial enlightenment’ in Europe in explaining industrialization there, but neglected the wide geographic framework of European investigation of the arts and manufactures. This article presents two case studies of European industrial travellers who accessed and described Indian crafts and industries at the time of Britain's industrial revolution and Europe's Enlightenment discourse on crafts and manufactures. The efforts of Anton Hove and Benjamin Heyne to ‘codify’ the ‘tacit’ knowledge of a part of the world distant from Europe were hindered by the English East India Company and the British state. Their accounts, only published much later, provide insight into European perceptions of India's ‘useful knowledge’.
