In China, as among many of the African and Asian peoples, early nationalism was almost the monopoly of the urban, educated elite. It was nurtured on anti-imperialist sentiment and was brought to maturity by a knowledge of Western civilization rather than a mastery of Chinese tradition. It was often closely associated with the revolt of youth against their fathers, with the younger generation seeking a more rapid modernization than the older generation. Little wonder, then, that student movements punctuate the definition of nationalism and provide exclamation points in its expression.

The progressive shift of formerly subject peoples from political acquiescence to participatory citizenship has been the focus of numerous diverse studies of modernization in India and elsewhere. As modernization proceeds, such studies inform us, this transformation is reflected in new attitudes and new social relationships. At the same time, there is not a complete break with the past, but rather an adaptation of traditional structures and relationships to meet modern needs.

The surviving private papers of Robert Hart, Inspector General of the Imperial Maritime Customs, 1863-1911, were deposited at Queen's University, Belfast, Northern Ireland, in 1971. They have been studied in part by a few scholars, including the present writer. Most of Hart's papers, private and official, were destroyed in the Boxer Revolution, when his house and office were burned, but his private diary, in 77 volumes, was saved from the general destruction by a 4th Assistant (B) of the Customs who carried it from the house in a black tin chest. Apart from the diary, the papers consist of loose materials, some 120 packages of private letters and miscellaneous printed Customs reports for the period 1900 through 1908.
