INTEGRAZIONE E DEMOCRAZIA: UN'ANALISI EVOLUZIONISTA DELL'UNIONE EUROPEA

Avviato per produrre alcune politiche comuni e creare un grande mercato per favorire crescita economica e relazioni pacifiche in Europa, il processo di integrazione ha seguito un percorso evolutivo in continuo scambio ed adattamento alle condizioni dell'ambiente. L'evoluzione è stata indirizzata da progetti strategici proposti da governi e da altri attori significativi del processo integrativo come la Commissione, i gruppi del Parlamento europeo e i maggiori interessi sociali organizzati. Questi attori si sono incontrati in sedi informali o in fori istituzionali come le Conferenze intergovernative, hanno proposto alternative e hanno selezionato di volta in volta opzioni che hanno riformato il processo integrativo. La selezione è stata fatta sulla base dell'esperienza maturata e dell'esigenza di giungere a una mediazione tra le strategie proposte e gli interessi difesi dagli attori stessi.

Summary

The essay adopts the learning and selection approach of the evolutionary analysis of political systems developed by George Modelski for the analysis of the global system. Making the European Union a democracy is a continous process of selection among different strategies proposed by the Eu institutional and political actors. The evolutionary analysis of the reforms of the Eu in the fields of the legislative process, the election of the President of the Commission and the role of the national parliaments demonstrates that the European Parliament is moving toward the centre of the Eu democratic political system. According to such analysis, the selection of the President of the Commission is the most important issue of reform for the next intergovernmental conference. In the final section, the essay offers a proposal for such a reform
