Colonial and postcolonial port cities in the Atlantic and Indian Ocean regions functioned as crucial hubs in the commodity flows that accompanied the emergence and expansion of global capitalism. They did so by bringing together laboring populations of many different backgrounds and statuses – legally free or semi-free wage laborers, soldiers, sailors, and the self-employed, indentured servants, convicts, and slaves. Focusing on the period from the seventeenth to the mid-nineteenth centuries, a crucial moment in the establishment of the world market, the transformation of colonial states, and the reorganization of labor and labor migration on a transoceanic scale, the contributions in this special issue address the consequences of the presence of these “motley crews” on and around the docks and the neighborhoods that stretched behind them. The introduction places the articles within the context of the development of the field of Global Labor History more generally. It argues that the dense daily interaction that took place in port cities makes them an ideal vantage point from which to investigate the consequences of the “simultaneity” of different labor relations for questions such as the organization of the work process under developing capitalism, the emergence of new forms of social control, the impact of forced and free migration on class formation, and the role of social diversity in shaping different forms of group and class solidarity. The introduction also discusses the significance of the articles presented in this special issue for three prevailing but problematic dichotomies in labor historiography: the sharp borders drawn between so-called free and unfree labor, between the Atlantic and the Indian oceans, and the pre-modern and modern eras.
Early modern globalization depended on labour-intensive production and transport of global commodities. Throughout the Dutch Empire of the seventeenth and eighteenth centuries labour was mobilized through a variety of different labour relations (especially casual, contract, slave, and corvée labour). The mobilization of these workers often entailed movements over short, but more often long, distances. Port cities were crucial nodal points connecting various sites of production and circuits of distribution. Furthermore, these ports were themselves also important working environments (ranging from transport and storage, to production and security). As a result, workers from various regional, social, and cultural backgrounds worked in the same environments and were confronted with each other – as well as with the legal and disciplining regimes of early modern urban and corporate authorities. This article studies the development of labour relations in the port work of the Dutch Asian empire, looking at the mobilization and control of labour for dock work (loading and unloading of ships) and transport in its urban surroundings. It will analyse and compare the development of the need for labour, the employment of different sets of labour relations, and the mechanisms of control that developed from it. As the largest trading company active in Asia (up to the 1750s), the case of the Dutch East India Company (VOC) is crucial in understanding the impact of early imperial and capitalist development in changing global social and labour relations.
This article considers how enslaved salvage divers cooperated and conspired with slaveholders and white employers to salvage shipwrecks and often smuggle recovered goods into homeports, permitting them to exchange their expertise for semi-independent lives of privileged exploitation. Knowing harsh treatment could preclude diving, white salvagers cultivated reciprocal relationships with divers, promoting arduousness by avoiding coercive discipline while nurturing a sense of mutual obligation arising from collective responsibilities and material rewards. Enslaved salvagers were, in several important ways, treated like free, wage-earning men. They were well fed, receiving daily allowances of fresh meat. Most resided in seaports, were hired out, and received equal shares of recovered goods, allowing many to purchase their freedom and that of family members. Divers produced spectacular amounts of wealth for their mother countries, owners, and colonial governments, especially in the maritime colonies of Bermuda, the Bahamas, and Cayman Islands. Their expertise was not confined to maritime colonies. Even as plantation slavery was taking root during the mid-seventeenth century, salvage divers provided an important source of income for planter-merchants.
This article examines the various experiences of slavery and freedom of female household workers in the Dutch and English East India Company (VOC and EIC, respectively) ports in Bengal in the early eighteenth century. Enslaved household workers in Bengal came from various Asian societies dotting the Indian Ocean littoral. Once manumitted, they entered the fold of the free Christian or Portuguese communities of the settlements. The most common, if not the only, occupation of the women of these communities was household or caregiving labour. The patriarchy of the settlements was defined by the labour and subjection of these women. Yet, domestic service to VOC/EIC officials only partially explains their subjectivity. This article identifies the agency of enslaved and women of free Christian or Portuguese communities in their efforts to resist or bypass the institution of the European household in the settlements. These efforts ranged from murdering their slave masters to creating independent businesses to the formation of sexual liaisons and parental/fraternal/sororal relationships disregarding the approval or needs of their settlement masters.
Starting from an incident in the colonial port city of Paramaribo in the autumn of 1750 in which, according to the Dutch governor Mauricius, many of the proper barriers separating rich and poor, men and women, adults and children, white citizens and black slaves were crossed, this article traces some of the complexities of everyday social control in colonial Suriname. As gateways for the trade in commodities and the movement of people, meeting points for free and unfree labourers, and administrative centres for emerging colonial settlements, early modern port cities became focal points for policing interaction across racial and social boundaries. Much of the literature on the relationship between slavery and race focuses on the plantation as “race-making institution” and the planter class as the immediate progenitors of “racial capitalism”. Studies of urban slavery, on the other hand, have emphasized the greater possibilities of social contact between blacks, mestizos, and whites of various social status in the bustling port cities of the Atlantic. This article attempts to understand practices of racialization and control in the port city of Paramaribo not by contrasting the city with its plantation environment, but by underlining the connections between the two social settings that together shaped colonial geography. The article focuses on everyday activities in Paramaribo (dancing, working, drinking, arguing) that reveal the extent of contact between slaves and non-slaves. The imposition of racialized forms of repression that set one group against the other, frequently understood primarily as a means to justify the apparent stasis of the plantation system with its rigid internal divisions, in practice often functioned precisely to fight the pernicious effects of mobility in mixed social contexts.
Military labor played a key role in conquering and preserving ports as nodes in trading networks. This article treats the military labor of the British occupation of Manila from 1762 to 1764, during the Seven Years War. It examines the motley crew that formed the British forces, exploring British categories of military laborers sent from Madras. The particular combination of forces composed for this expedition had more to do with the East India Company's concerns in Madras than with what was thought to be needed to take and hold Manila. These military laborers were sometimes unruly, insisting on better pay, and deserting when it was not forthcoming. The story of the British occupation of Manila highlights how ideas about desertion traveled along with military laborers from one port city to another in the Indian Ocean world, and what happened when they did.
Havana's status as a colonial port shaped both its infrastructure needs and the patterns of labor recruitment and coercion used to build it. The port city's initial economic and political orientation was maritime, with capital and labor invested largely in defense and shipbuilding. By the nineteenth century, Cuba had become a plantation colony based on African enslavement, exporting increasing quantities of sugar to Europe and North America. Because the island was relatively underpopulated, workers for infrastructure projects and plantations had to be imported through global circuits of coerced labor, such as the transatlantic slave trade, the transportation of prisoners, and, in the 1800s, indentured workers from Europe, Mexico, or Asia. Cuban elites and colonial officials in charge of transportation projects experimented with different mixes of workers, who labored on the roads and railways under various degrees of coercion, but always within the socio-economic and cultural framework of a society based on the enslavement of people considered racially distinct. Thus, the indenture of white workers became a crucial supplement to other forms of labor coercion in the building of rail lines in the 1830s, but Cuban elites determined that these workers’ whiteness was too great a risk to the racial hierarchy of the Cuban labor market and therefore sought more racially distinct contract workers after 1840.
From 1834 to 1850, Latin America's first penitentiary, the Casa de Correção in Rio de Janeiro, was a construction site where slaves, “liberated Africans”, convicts, and unfree workers interacted daily, forged identities, and deployed resistance strategies against the pressures of confinement and the demands of Brazil's eclectic labor regimes. This article examines the utilization of this motley crew of workers, the interactions among “liberated Africans”, slaves, and convict laborers, and the government's intervention between 1848 and 1850 to restrict slave labor at the prison in favor of free waged workers. It asserts that the abolition of the slave trade in 1850 and the subsequent inauguration of the penitentiary augured profound changes in Rio's labor landscape, from a predominantly unfree to a free wage labor force.
This article explores the transportation of Indian convicts to the port cities of the Bay of Bengal and the Indian Ocean during the period 1789 to 1866. It considers the relationship between East India Company transportation and earlier and concurrent British Crown transportation to the Americas and Australia. It is concerned in particular with the interconnection between convictism and enslavement in the Atlantic and Indian Ocean worlds. Examining the roots of transportation in South Asia in the repressive policies of the East India Company, especially in relation to its occupation of land and expropriation of resources, it moves on to discuss aspects of convicts’ lives in Moulmein, Singapore, Mauritius, and Aden. This includes their labour regime and their relationship to other workers. It argues that Indian convict transportation was part of a carceral circuit of repression and coerced labour extraction that was intertwined with the expansion of East India Company governance and trade. The Company used transportation as a means of removing resistant subjects from their homes, and of supplying an unfree labour force to develop commodity exports and to build the infrastructure necessary for the establishment, population, and connection of littoral nodes. However, the close confinement and association of convicts during transportation rendered the punishment a vector for the development of transregional political solidarities, centred in and around the Company's port cities.
This article focuses on African women (Quitandeiras) who worked in the food sector of the fast-growing port city of Rio de Janeiro during the first half of the nineteenth century. The growing need to supply the harbour workers as well as the crews and captives on the slave ships stimulated the food economy in Rio de Janeiro. The absence of effective government food infrastructure offered opportunities for small businesses. The maritime world on a ship was, in many ways, male. However, there were a high number of female workers in the ports, especially in the informal food sector, frequently mentioned by contemporary authors. This article analyses the involvement of these women as part of a growing working class, who contributed to Rio de Janeiro's crucial role in global networks. The research also focuses on the formation of self-organized groups of female vendors. Thus, it provides further insights into strategies of local actors. By grouping together, the women gained some measure of protection, which empowered them to survive in a difficult and highly competitive market. Through their activities, they also changed the urban space of the port area, leaving their mark on it. They acted as crucial vectors for establishing different diaspora dishes, which met huge demand among many consumers. In doing so, they contributed to the formation of an African-American food culture on the streets of Rio de Janeiro.
This essay reflects on the workers in Atlantic and Indian Ocean port cities who made possible the rapidly expanding system of global capitalism between 1650 and 1850. In all of the ports treated in this volume, a mixture of multi-ethnic, male and female, unskilled, often unwaged laborers collectively served as the linchpins that connected local hinterlands (and seas) to bustling waterfronts, tall ships, and finally the world market. Although the precise combination of workers varied from one port to the next, all had an occupational structure in which half or more of the population worked in trade or the defense of trade, for example in shipbuilding/repair, the hauling of commodities to and from ships, and the building of colonial infrastructure, the docks and roads instrumental to commerce. This “motley crew” – a working combination of enslaved Africans, European/Indian/Chinese indentured servants, sailors, soldiers, convicts, domestic workers, and artisans – were essential to the production and worldwide circulation of commodities and profits.
