The 40th session of the International Labor Organization (ILO) Conference, was held in Geneva from June 5 to 27, 1957, under the presidency of Mr. H. E. Holt (government delegate and Minister for Labor and National Service, Australia). The meetings were attended by delegates, advisers, and observers from 73 member countries and ten territories.

The Ministerial Council of the North Atlantic Treaty Organization (NATO) held its eleventh annual ministerial review at NATO headquarters in Paris from December 16 to 18, 1960. The main topic of discussion at the meeting was the announcement by United States Secretary of State Christian Herter of what he reportedly termed a new concept for the operation of medium-range ballistic missiles. The United States plan included: 1) a proposal that NATO discuss a multilateral system for the political control of the weapons; 2) an offer to place five ballistic missile submarines armed with 80 Polaris missiles under the command of the Supreme Allied Commander, Europe (SACEUR), by the end of 1963; and 3) a suggestion that the other members of the alliance contribute approximately 100 more medium-range ballistic missiles by purchasing them in the United States. The press reported that Lord Home, Foreign Secretary of the United Kingdom, welcomed the United States proposal and said that NATO should examine the possibility of a medium-range ballistic missile force under multilateral control, a suggestion in which M. Couve de Murville, the French Foreign Minister, concurred. The West German Defense Minister, Franz Joseph Strauss, told the Ministers, the press announced, that concrete decisions on the United States proposal should be taken in the near future, and that plans for NATO control of the Polaris missile force should be pushed through by military and political authorities early in the spring of 1961. The Council of Ministers decided to pass on to its Permanent Comand other related materials, according to the press.

The Executive Board of the United Nations Educational, Scientific, and Cultural Organization (UNESCO) held its 57th session in Paris from October 28 to December 12, 1960. Under the heading, Execution of the Program, die Board discussed the item “Commemoration of anniversaries of great personalities and events.” In connection with diis item it was decided to request the Director-General to dispatch circular letters to member states, national commissions, and nongovernmental organizations drawing dieir attention to an attached list of great personalities and events and asking them to inform the Director-General of action taken by them to organize such commemorative celebrations as they deemed appropriate.

The first meeting of the twelve French-speaking African states which subsequently became known as the “Brazzaville group”—Cameroun, Central African Republic, Chad, Congo (Brazzaville), Dahomey, Gabon, Ivory Coast, Malagasy, Mauritania, Niger, Senegal, and Upper Volta—was held at Abidjan in the Ivory Coast in October 1960. The meeting was organized by President Félix Houphouet-Boigny of the Ivory Coast for the purpose of discussing whether the independent African states could mediate or in some other way help bring the Algerian conflict to an end without alienating France. The final communiqué stated that the conference had examined the Algerian, Congolese, and Mauritanian questions, that all the countries attending would support Mauritania's application for membership in the UN, and that further meetings would be held.

Meetings of the Commission

The nineteenth meeting of the Caribbean Commission was held in Trinidad, instead of French Guiana as originally scheduled, from November 29 to December 4, 1954, under the chairmanship of H. R. van Houten (Netherlands). Because of the last minute change in the site, it was agreed to make the meeting a purely working session. The substantive work of the meeting took place in committees which studied the various items on the agenda and prepared reports for the plenary session; the principal items on the agenda concerned the proposed work program and budget for 1955. At the final session the report of the Central Secretariat's activities since the eighteenth meeting was approved by the Commission, which noted with satisfaction the increased number of requests for information received by the Secretariate. The Commission also approved the 1955 work program which included various conferences, meetings, and two cacao cultivation tours in Trinidad. The Secretary-General was directed by the Commission to request the Food and Agriculture Organization (FAO) for the following: 1) a fellowship to be given for the training of a Caribbean home economist who would be appointed to work with the Commission after she had finished her training; 2) a forestry expert and a fisheries expert to be assigned to the Caribbean area; and 3) a three-week training course in home economics in the French Caribbean Departments. The latter request was also to be presented to the United States Foreign Operations Administration. The Commission approved in principle the recommendation of the Joint Conference on Education and Small-Scale Farming that the United Nations Educational Scientific and Cultural Organization (UNESCO) assignan educational consultant to the area to beattached to the Central Secretariat. In accordance with a recommendation of the Trade PromotionConference, the Commission agreed that a trade promotion officer should be attached to its staff at the Central Secretariat. The Commission decided to convene in 1956 a Conference on Cooperatives in the Caribbean, jointly sponsored by the Commission and the FAO, and a Conference on Town and Country Development Planning.

In Lisa Blaydes's article, “Rewarding Impatience: A Bargaining and Enforcement Model of OPEC,” (International Organization, Spring 2004), the oil production of members of the Organization of Petroleum Exporting Countries (OPEC) depends on the extent to which they discount future gains. This comment discusses computer-related errors in the original article and determines how the results change when the errors are rectified. I then add country fixed effects and some additional control variables to the corrected models.I would like to thank Lisa Blaydes for data and helpful discussions and to thank Jim Alt and Mike Kellerman for comments on previous drafts. This study explores how race impacts the legitimacy of international organizations (IOs). Specifically, we examine whether the representation of Black people in IO leadership positions influences perceptions of IO legitimacy among Black and white individuals. To do so, we fielded seven survey experiments in two racially diverse countries, South Africa and the United States, and three experiments in one predominantly Black country, Kenya. Our experiments were designed to distinguish the effects of an IO leader's race from their region of origin. We find that Black IO leadership enhances perceptions of institutional legitimacy among Black citizens, but does not strongly influence the legitimacy perceptions of their white counterparts. Our findings suggest that improving the representation of historically marginalized racial groups within IOs can enhance their popular legitimacy.

The General Assembly held its fifth emergency special session at the request of the Union of Soviet Socialist Republics with the concurrence of a majority of Member States. The session comprised the 1525th–1558th plenary meetings, held between July 4 and 21, 1967, with a final meeting, the 1559th, held on September 18, 1967. Abdul Rahman Pazhwak (Afghanistan), President of the 21st session of the General Assembly, presided over the emergency session

At the 845th meeting of the Security Council, held at headquarters on January 30, 1959, a discussion of the Palestine question in terms of a letter dated January 26, from the permanent representative of Israel to the UN, began with statements by the parties concerned. The special meeting had been convened by die President of the Council in response to a request from the government of Israel.

The Management Council of the Consultative Committee for Postal Studies of the Universal Postal Union (UPU) held its annual session in Tokyo on October 2–22, 1961. In view of the proximity of the fifteenth Universal Postal Congress, which was to meet in 1963, the Council decided not to meet in 1962. The 1961 plenary meetings of the Council were preceded by meetings of 24 working groups, which discussed the technical, business, and economic problems of post office management.

“The nations seem to be advancing to unity,” wrote Alexis de Tocqueville in 1835. “Our means of intellectual intercourse unite the most remote parts of the earth; and it is impossible for men to remain strangers to each other, or to be ignorant of the events which are taking place in any corner of the globe.”

Before considering evolving relations between the United States and the Atlantic Community, it is useful to examine briefly the meaning of the words “Atlantic Community,” a term that means different things to different people. It has no agreed definition because it is still a concept and not yet an institution. It purports to be geographically descriptive. However, when one considers the North Atlantic Treaty Organization (NATO), which is generally regarded as the most important institutional reflection of a community of interests between the European and North American countries bordering the Atlantic basin, one finds Italy, Greece, and Turkey are members while Spain and Eire, both Atlantic countries, are absent. Similarly, if one looks at the membership of the Organization for Economic Cooperation and Development (OECD), which is another institution generally regarded as reflecting common interests of the “Atlantic Community,” one finds that all the NATO members belong as well as Eire, Austria, Switzerland, Sweden, Finland, and Spain. Although there are political reasons to account for all this confusion, at the present time the term “Atlantic Community” connotes neither an agreed geographic area nor a specific group of countries.

The Council of the North Atlantic Treaty Organization (NATO) held its regular semiannual ministerial meeting at Ottawa on May 22–24, 1963. According to the communique released at the end of the meeting, the Ministers emphasized that the enduring character of the North Atlantic alliance, founded on the principles of interdependence and common defense, constituted a basic guarantee for the maintenance of peace.

The Korean war will no doubt long be regarded as the crucial test of the ability of the United Nations to meet armed aggression with international force. In view of the complexity of the events connected with the war, it may be useful to attempt a tentative appraisal of the United Nations' role up to the point of truce negotiations

Since the summer of 1949 a number of resolutions embodying proposals for world or regional federation have been pending in the Congress of the United States. During the early months of 1950, extended hearings on these various proposals have been held by the Senate Subcommittee on Foreign Relations headed by Senator Elbert Thomas. The purpose of this article is to present a critical study of the background, content, and the implications of the projects thus submitted for congressional action.

Covering the financial year from April 1, 1962, to March 31, 1963, the 33rd annual report of the Bank for International Settlements (BIS) was submitted to the annual general meeting of the Bank held in Basle on June 10, 1963.

Budget Estimates for the Financial Year 1966 and Information Annexes; Report of the Advisory Committee on Administrative and Budgetary Questions: In its report to the General Assembly on the budget estimates for the financial year 1966, the Advisory Committee on Administrative and Budgetary Questions noted that the Secretary-General had proposed for 1966 a gross expenditure budget of $116,737,110, an increase of $8,361,405 over the total 1965 gross level of $108,375,705 recommended by the Committee. Of the total estimated income of $17,918,800 for 1966, income from staff assessment (for distribution to Member governments as credits through the Tax Equalization Fund) was calculated at $11,530,000 and income from all other sources (for deduction from gross appropriations for purposes of the assessment of contributions) at $6,388,800. After deduction of estimated income, the net expenditure level for 1966 would be $98,818,310, an increase of $7,402,505 over the total 1965 net level of $91,415,805 recommended by the Advisory Committee. In its report the Advisory Committee recommended reductions in the expenditure estimates totaling $2,130,590. These, together with adjustments in the income estimates, would reduce the net expenditure level for 1966 from $98,818,310, as proposed by the Secretary-General, to $96,814,220. After detailing the contributions made to other organizations in the United Nations family during the years 1961–1966, the Advisory Committee pointed out that, with the 1966 budget estimates submitted by the Secretary-General for the United Nations, the aggregate which member states of the various organizations would be asked to appropriate for the year 1966 would amount to approximately $254·3 million as against $234·7 million for 1965 and $213·3 million for 1964.

The European Parliament met in Strasbourg on May 14–15, 1963. Mr. Albert Coppé, Vice President of the High Authority of the European Coal and Steel Community (ECSC), presented the Community's annual report. He stressed the urgent need of a common energy policy and exposed the disturbing position of the steel market in which production was at its maximum and yet imports were rising. Mr. Coppé expressed the High Authority's wish that the problems now facing ECSC be included in the discussions of proposals for synchronization of European Community programs, and he reaffirmed the High Authority's position which was in principle favorable to the merger of the European Community's executive institutions.

There was announced in Paris, in July, a series of meetings attended by representatives of the eighteen member countries of the Organization for European Economic Cooperation (OEEC), as well as by representatives of the United States, Canada, and the European Communities, which were concerned with the framework and scope of the new Organization for European Cooperation and Development (OECD), intended to replace OEEC. Discussion centered on whether or not the solution of trade problems should be included as one of the objectives of the future organization, with differences of opinion over the scope of the organization being expressed by proponents of the Europe of the old OEEC versus participants in the European Economic Community (EEC) and others, the former convinced of the need for a European forum of discussion of trade questions, and the latter preferring to work out such problems through the world organization of the General Agreement on Tariffs and Trade (GATT). A special report, considered at a previous meeting of the same representatives in May, had recommended the establishment of an organization which was to be largely a consultative body with no definite responsibility for trade questions, but because of disagreement on the part of some of the smaller countries, notably Sweden and Switzerland, a working party had been set up, which, at the July meeting, recommended the establishment of a trade committee, whose task was to be the examination of all trade questions, subject to some liberalization of OEEC obligations.

The behavior of the Afro-Asian states on the Hungarian Question has been cited as an outstanding example of the discrepancy that exists between their moralistic pronouncements on international conduct and their true actions. It has also served to strengthen the view that they forma cohesive unit which is unduly solicitous of Soviet interests.
