Im Mittelpunkt der folgenden Betrachtungen steht ein Begriff, der wissenschaftlich zuerst von der Psychologie, genauer : der Marktpsychologie, in Anspruch genommen worden ist, der aber darüber hinaus alle Aussicht hat, zu einer fruchtbaren Kategorie auch der Soziologie zu werden. Allerdings ist es — außer für die Zwecke der Konsumforschung — bis jetzt den Sozialwissenschaften noch nicht gelungen, die Bedeutung des Image-Begriffs klar zu umreißen. Mit Recht konnte Ralf Dahrendorf kürzlich feststellen : »The terms ‘image’ and ‘self-image’ have become rather fashionable of late, although one suspects that this fashion has not added either to their denniteness or to their usefulness« (1). Aber die wachsende Beliebtheit von Begriff en wie »soziales Image«, »soziales Weltbild«, »Gesellschaftsbild«, »Selbstverständnis« u.ä. scheint doch darauf hinzuweisen, daß hier eine Sache von wesentlicher Bedeutung gemeint ist. Allen diesen Begriffen ist gemeinsam, daß sie sich auf ein subjektives Element im gesellschaftlichen Gefüge beziehen, dem offenbar ein besonderes Gewicht beigemessen wird.

La mise en relation de deux ou plusieurs faits, ou séries de faits, ne constitue pas en soi une explication. Celle-ci ne prend naissance que quand la relation est elle-même définie de sorte que les termes soient réduits à l'unité d'un processus. Cette unité n'est jamais que celle d'un mode d'action. Mais elle peut être de deux types. L'histoire constitue des ensembles concrets, situés dans le temps et dans l'espace, des totalités singulières d'autant plus « solides » qu'elles lient plus directement des conduites ouvertes, collectives et organisées. L'unité provient ici du fait, admirablement analysé par Weber, qu'aucune conduite n'est — sauf cas exceptionnels — liée exclusivement à son objet. C'est parce qu'il n'existe pas de conduites purement économiques, politiques ou religieuses qu'une description organised est possible, conduisant l'histoire bien au-delà de son niveau événementiel et de son illusion de départ de reconstituer le passé, wie es geschehen ist, selon le mot de Ranke.

American higher education is currently undergoing an enormous and rapid expansion. Between 1939 and 1961 the number of students enrolled in colleges and universities and earning credits toward degrees rose from about 1.3 million to over 3.9 million (1). This three-fold increase has resulted almost completely from increasing rates of enrollment, since the population of college age—that is, the 18 to 21 year olds—was almost exactly as large in 1939 as in 1960 (2). The difference is that in 1939 college and university enrollments comprised about 14% of the 18–21 year old population, while by 1961 that figure was about 38%. This rate has been increasing at an average of 1% a year since the end of World War II.

Von der deutschen Universität wird vielfach entweder gar nicht oder in apokalyptischer Erregung gesprochen (1). Je mehr die Kritiker von der Krise reden und schreiben, desto ungestörter scheinen die Träger der Universität und ihre Dienstherren die ihnen aufgetragenen Geschäfte zu verwalten. Für den, der in die soziale Wirklichkeit der akademischen Institutionen steuernd eingreifen will, ist offenbar weder die eine noch die andere Haltung angemessen: Wäre er der Meinung, daß die Universität in ihrer gegenwärtigen Form alle Wünsche und Aufgaben erfülle, dann bedürfte es seines Eingriffs nicht; glaubte er andererseits, der »Zusammenbruch« der deutschen Universität stünde unmittelbar bevor, dann könnte er sich allenfalls noch als Chronist dieser Katastrophe betätigen. Wenngleich tatsächlich mancher deutsche Soziologe in diesem Sinne erst mit der einbrechenden Dämmerung seinen Flug beginnen möchte, wollen wir hier versuchen, einige Aspekte der deutschen Universität im hellen Licht des Tages auf die Möglichkeit der Reform hin zu prüfen. Und weil dieses Unternehmen nachgerade zum Gemeinplatz geworden ist, soil es hier präziser darum gehen, die Punkte zu lokalisieren, an denen die Institution der deutschen Universität zum Nachteil ihrer Träger und Umwelt erstarrt bzw. für neue Entwicklungen offen ist, indem wir die Richtungen erörtern, in die die Entwicklung der Universität tatsächlich geht und eigentlich gehen sollte.

Universities engage in teaching and research. They prepare students to become men of action in practical politics, the civil service, the practice of law, medicine, surgery etc. Others studying at universities want to become scholars and scientists whose style of work is far removed from the on-the-spot decisionmaking which is so important among the former category. The professions and disciplines taught and developed at universities require a great variety of manpower and organization of entirely different kinds. Universities nevertheless insist on comprising all of them, in the name of an idea stemming from a time when one person was really able to master all the arts and sciences. They, furthermore, attempt to perform all these complex tasks within the framework of corporate self-government reminiscent of medieval guilds. Indeed there have been serious doubts about the efficiency of the university since the 18th century. Reformers of the “Enlightenment” advocated the abolition of the universities as useless remnants of past tradition and establish in their stead specialized schools for the training of professional people and academies for the advancement of science and learning. This program was actually put into effect by the Revolution and the subsequent reorganization of higher education by Napoleon in France. The present day organization of higher education in the Soviet Union still reflects the belief in the efficiency of specialized professional schools as well as specialized academic research institutions.

The university is a social institution which, like any other institution, has aims or functions for its members, for other social groups and for society as a whole; it has also a structure of roles, denned, sanctioned and provided with facilities for their performance. The normative conception of the institution—in this case the ‘idea of a university’—may or may not faithfully reproduce an objective description of statistical norms of behaviour. Under conditions of institutional change the two norms do not coincide. In this essay I will consider the British university from these two points of view (i. e. the ‘idea’ of a university and the ‘facts’) in an attempt to understand the discrepancy (i. e. the processes of change which lie behind the differences between wish and reality).

Les universités européennes sont des institutions historiques auxquelles la société moderne, de type industriel, impose et imposera de plus en plus des transformations profondes.

Deux faits sont à l'origine de la crise, ressentie à un degré ou à un autre, dans tous les pays d'Occident. Le premier est l'élévation du taux de scolarisation, secondaire et supérieure, c'est-à-dire du rapport entre le nombre des jeunes, garçons et filles, d'un certain âge qui continuent à étudier et le nombre total des jeunes de cet âge. Le taux de scolarisation à 17, 18 et 20 ans s'élève pour de multiples causes, les mêmes dans tous les pays industrialisés, qu'ils soient libéraux ou communistes. Le poste auquel chacun peut prétendre dépend de plus en plus de la formation qu'il a reçue. La quantité des tâches qui exigent une éducation secondaire semble augmenter avec la croissance économique. Les parents sont de plus en plus conscients de cette relation entre formation et position dans la hiérarchie sociale. lis souhaitent de plus en plus fréquemment que leurs enfants fassent des études. A mesure que le niveau de vie s'élève, les parents acceptent mieux de retarder le moment ou les enfants gagneront leur vie. Est-il besoin d'ajouter qu'il s'agit là de tendances générales et que cette attitude à l'égard de l'instruction est loin d'être encore répandue dans tous les milieux sociaux et que des différences substantielles subsistent, entre les pays, les régimes et les classes (1)?
