The success of natural resource management depends on monitoring, assessment and enforcement. In support of these efforts, reference points (RPs) are often viewed as critical values of management-relevant indicators. This paper considers RPs from the standpoint of objective-driven decision making in dynamic resource systems, guided by principles of structured decision making (SDM) and adaptive resource management (AM). During the development of natural resource policy, RPs have been variously treated as either ‘targets’ or ‘triggers’. Under a SDM/AM paradigm, target RPs correspond approximately to value-based objectives, which may in turn be either of fundamental interest to stakeholders or intermediaries to other central objectives. By contrast, trigger RPs correspond to decision rules that are presumed to lead to desirable outcomes (such as the programme targets). Casting RPs as triggers or targets within a SDM framework is helpful towards clarifying why (or whether) a particular metric is appropriate. Further, the benefits of a SDM/AM process include elucidation of underlying untested assumptions that may reveal alternative metrics for use as RPs. Likewise, a structured decision-analytic framework may also reveal that failure to achieve management goals is not because the metrics are wrong, but because the decision-making process in which they are embedded is insufficiently robust to uncertainty, is not efficiently directed at producing a resource objective, or is incapable of adaptation to new knowledge.

Differences are emerging in decentralization of forest and community management in Zimbabwe, Mozambique and South Africa. This paper draws on case studies in each country to examine five aspects of their decentralization experience, namely forest tenure, new organizational structures, accountability and livelihood outcomes. Tenure arrangements developed as a result of decentralization are important for communities, as these determine the nature of access sanctioned by the state and security of the arrangements. The transfer of power to new organizations is proving to be a challenge. Experiences across the three case studies show that new committees were formed for these forestry initiatives by outside agencies and attempts were made to make them relevant to the way local communities managed forests. One of the main tenets of decentralization revolves around accountability of community representatives to their constituents rather than to the state. Although moves have been made to promote the accountability of community representatives, these have produced mixed results in Zimbabwe, Mozambique and South Africa. Only after changes in the approach taken by the state in Zimbabwe did community representatives become more accountable. In Mozambique, because of the special arrangements around the specific case, greater authority was given to community representatives, whereas, in South Africa, the state retained authority over representatives. Decentralization may bring benefits and improve communities' livelihoods from forestry activities, however much more still needs to be done by states in order for forests to take communities out of poverty.

This article appreciatively reviews environmental education practice on islands through the lens of four key strands of environmental education discourse: biodiversity, conservation and science-framed education; place-based, indigenized and bioregional education; climate change and disaster risk reduction education; and education for sustainable development. Arising from these strands and their interface, six questions are asked of the examples of island practice reviewed. A final section asks what is distinctive about environmental education on islands and comes up with five principal findings. First, it is observed that environmental education initiatives on islands are markedly eclectic in their rich blending of practice from within the different strands. Second, it is noted that environmental education practice on different islands, especially in the Pacific, is marked by a return to indigenous, community-based learning. Third, the emergence of a distinctive pedagogy is remarked upon, especially the greater weighting given to relational, socio-affective and action-orientated learning. Fourth, the paucity of inter-island cosmopolitan dialogue is noted and questions are asked about how to ensure island learners steeped in learning about place can be brought to connect with the global environmental problematic. Fifth, the frequency of cross-curricular, interdisciplinary, even trans-disciplinary framing of environmental education initiatives is identified as bringing distinctiveness to island practice.

A comparative study of institutional arrangements for the implementation of environmental policies serves several purposes. First, it provides a better understanding of the governmental systems of the respective countries which are examined. Second, it provides a basis for the potential formulation of more effective environmental protection policies; this can be accomplished through a detailed analysis of the implementation efforts of countries which experience similar environmental problems, but may use different implementation strategies to deal with such problems. Third, it prompts the analyst to consider the effect of varying political cultures on the policy implementation process (Enloe, 1975). Fourth, such study often identifies the need for greater harmonization of environmental laws between different countries (Lutz, 1975). In sum, such study can reveal the key relationships between governmental structures and environmental policies which account for successful policy implementation (Lundqvist, 1974).

The biological status of an isolated, man-made pond established in 1957 is described principally after its first 20 years of existence. The pond is located in the dry sagebrush region of south-central Washington (USA), and is colonized by Bulrushes, Cattails, and numerous Algae. Migratory waterfowl were the first vertebrate users of the pond; and with the establishment of shoreline plant communities and submerged macrophytes, the pond now provides nesting habitat for several duck species, American Coots, and Pied-billed Grebes. Use of the pond by large mammals is limited to visits by Mule Deer, Coyotes, and Raccoons. There are no Muskrats or Beavers in the pond. Turtles and Garter Snakes are not found in or around the pond but are present in the near-by Columbia and Yakima Rivers. The absence of these vertebrate animals is attributed to the isolation of the pond and the absence of connecting surface waterways between the pond and the regional watercourses. The only fish in the pond are Goldfish—presumably of artificial introduction.

Some of the more sedentary pond organisms—aquatic arthropods, crustaceans, and snails—may have reached the pond in raw Columbia River water, or been transported as eggs externally attached to waterfowl, or possibly been voided into the pond along with avian faecal material.

The pond contains low levels of industrially-derived radionuclides—especially caesium-137. Radiocaesium is mostly confined to bottom sediments, but is readily assimilated by biota and so appears in all trophic levels. Some of the societal concerns and research potentials associated with the pond are discussed with special references to food-chain and biotic transport mechanisms.

Environmental problems of agriculture constitute some of the most complex and significant problems of modern times. They are found in all countries, but are most prominent—and tend to be most serious—in Third World countries located in ecologically vulnerable areas. Their roots commonly lie in the culture of the population, the farmers' behaviour, or the economy of the area.

In order to assess patterns of agricultural development in general, or to assess the implications of development projects, we must include the environmental, behavioural, and policy, dimensions of the agricultural production system into a single framework, so that we can understand both the problems as narrowly defined and the measures which must be taken in order to solve them.

One way of doing this is through a comprehensive, out qualitative, overview of the system. This provides a general framework for any analysis, and it can be so simplified that a particular problem can be treated in a meaningful and adequate fashion.

The Picos de Europa are representative of the diverse cultural landscapes of Spain that are currently threatened by changes in traditional management practices. They contain the first national park to be declared in Europe, and, although this has recently been extended, there is no policy to support the traditional agricultural practices that maintain the landscape. The Environmentally Sensitive Area (ESA) scheme in Britain is described in order to provide an appropriate policy background within which the ecological characteristics of the region could be maintained. The general background to the environment of the region is then described, with its unique interactions amongst limestone rock, climate, species and anthropogenic influences that have produced a complex cultural landscape. A statistical classification of the region was constructed which, in conjunction with a field survey, enabled the ecological resources to be assessed, and also identified the principal threats to the character of the region. It is suggested that ESA-style legislation could provide a valuable policy instrument to encourage maintenance of the cultural landscape and some appropriate prescriptions are proposed for this purpose.

As natural and anthropogenic forcings impel anticipated climate change, their effects on biodiversity and environmental sustainability are evident. A fundamental question that is often overlooked is: which changes in climate will cause the redistribution or extinction of threatened species? Here, we mapped and modelled the current and future geographical distributions of the four threatened medicinal plants – Aconitum heterophyllum Wall. ex Royle, Fritillaria cirrhosa D.Don, Meconopsis aculeata Royle and Rheum webbianum Royle – in Kashmir Himalaya using maximum entropy (MaxEnt) modelling. Species occurrence records were collated from detailed field studies carried out between the years 2010 and 2020. Four general circulation models for Representative Concentration Pathway (RCP) 4.5 and RCP8.5 climate change scenarios were chosen for future range changes over periods around 2050 (average for 2041–2060) and 2070 (average of 2061–2080). Notable differences existed between species in their responses to predictive environmental variables of temperature and precipitation. Increase in the most suitable habitat, except for A. heterophyllum and R. webbianum, were evident across Himalayan Mountain regions, while the Pir Panjal mountain region exhibited a decrease for all four species under future climate change scenarios. This study exemplifies the idiosyncratic response of narrow-range plants to expected future climate change and highlights conservation implications.

We investigated how the socio–political and ecological environment are associated with the conservation management strategies for two rare, endemic and almost identical Australian white-tailed black-cockatoos: Baudin's (Calyptorhynchus baudinii) and Carnaby's black-cockatoo (C. latirostris). Substantially less investment and action has occurred for Baudin's black-cockatoo. Interviews with key informants revealed that this disparity has probably arisen because Baudin's black-cockatoo has long been considered a pest to the apple industry, lives primarily in tall forests and has had little research undertaken on its biology and threats. By contrast, Carnaby's black-cockatoo has been the subject of one of the longest running research projects in Australia, is highly visible within the urban environment and does not appear to affect the livelihoods of any strong stakeholder group. We suggest the social context within which recovery efforts occur could be an important determinant in species persistence. We argue that social research is fundamental to a better understanding of the nature of efforts to conserve particular species, the factors associated with these efforts and their likelihood of success.

A conventional conservation strategy is establishing protected areas to help combat anthropogenic and climate change impacts on tropical ecosystems, but the effectiveness of these measures is often hampered in upland areas by resource conflicts among armed groups, citizens and government institutions. Improved governance and community participation are key to effectively conserving these areas, yet little is known regarding citizen perceptions in such places. Here, a representative protected area in Colombia is used in order to analyse rural and urban citizen perceptions regarding conservation, conflicts with guerrilla groups and nature’s contributions to people (NCPs) around Chingaza National Natural Park. We used on-site, semi-structured in-person surveys, geospatial data and statistics to understand these perceptions and the roles of armed conflict and deforestation. Perceptions on ecosystem degradation were correlated with deforestation and past guerrilla attacks. Age and place of residence were influential pro-conservation factors, while younger respondents were most willing to invest time in conservation activities. Air purification and water supply and quality were the most identified NCPs and citizens differentiated conservation-related recreation activities from natural resource extraction. We suggest that the legacy of past armed conflict still affects conservation strategies and communities living near tropical highland protected areas.

There is an urgent need to understand how climate change, including sea-level rise, is likely to threaten biodiversity and cause secondary effects, such as agro-ecosystem alteration and human displacement. The consequences of climate change, and the resulting sea-level rise within the Forests of East Australia biodiversity hotspot, were modelled and assessed for the 2070–2099 period. Climate change effects were predicted to affect c. 100000 km2, and a rise in sea level an area of 860 km2; this could potentially lead to the displacement of 20600 inhabitants. The two threats were projected to mainly affect natural and agricultural areas. The greatest conservation benefits would be obtained by either maintaining or increasing the conservation status of areas in the northern (Wet Tropics) or southern (Sydney Basin) extremities of the hotspot, as they constitute about half of the area predicted to be affected by climate change, and both areas harbour high species richness. Increasing the connectivity of protected areas for Wet Tropics and Sydney Basin species to enable them to move into new habitat areas is also important. This study provides a basis for future research on the effects on local biodiversity and agriculture.

Technological change in the UK herring industry took place rapidly after 1965, due in part to the active encouragement encouragement given to fishermen to switch from driftnetting to pelagic trawling and purse-seining. The adoption and diffusion of these modern methods of capture stimulated a major expansion of output, but this very success was undermined by the depletion of the fish-stocks on which the industry depended. In the case of the West of Scotland herring fisheries, which were especially important to UK fishermen, the decline in fish-stock biomass caused vessel catch-rates to fall after 1973. The failure of international fisheries management, which acted as a permissive factor in the intensification of fishing effort, also had important economic implications as it resulted in the dissipation of resource-rent. The Authors calculate that the maximum sustainable ‘rent’ which could have been generated from the West of Scotland herring fishery was approximately £14 millions per annum at 1976-equivalent prices.

The resource-rent effectively financed the overcapitalization of the fleet and the decline which followed, and it is the speed with which this occurred that most distinguishes the herring fishery from others where technological change has taken place. The article concludes by arguing that, although the UK public authorities (notably the Herring Industry Board) might reasonably be criticized for pursuing a development strategy which resulted in economic and biological over-fishing, the international regime of fisheries management which prevailed at the time gave them little choice but to adopt a pro-active approach to technical innovation.

Taking the various values ascribed to biodiversity as its point of departure rather many years ago, the present study aims at deriving a conservation strategy for Uttara Kannada. This hilly district, with the highest proportion of its area under forests in South India, is divided into five ecological zones: coastal, northern evergreen, southern evergreen, moist deciduous, and dry deciduous. The heavily-populated coastal zone includes mangrove forests and estuarine wetlands. The evergreen forests are particularly rich in the diversity of plant species which they support — including wild relatives of a number of cultivated plants. They also serve a vital function in watershed conservation. The moist deciduous forests are rich in bird species; both moist and dry deciduous forests include a number of freshwater ponds and lakes that support a high diversity of aquatic birds.

Reviewing the overall distribution of biodiversity, we identify specific localities — including estuaries, evergreen forests, and moist deciduous forests — which should be set aside as Nature reserves. These larger reserves must be complemented by a network of traditionally-protected sacred groves and sacred trees that are distributed throughout the district and that protect today, for instance, the finest surviving stand of dipterocarp trees.

We also spell out the necessary policy-changes in overall development strategy that should stem the ongoing decimation of biodiversity. These include (1) revitalizing community-based systems of sustainable management of village forests and protection of sacred groves and trees; (2) reorienting the usage-pattern of reserve forests from production of a limited variety of timber and softwood species for industrial consumers, to production of a larger diversity of non-wood forest produce of commercial value to support the rural economy; (3) utilizing marginal lands under private ownership for generating industrial wood supplies; and (4) provision of incentives for in situ maintenance of land-races of cultivated plants — especially evergreen, fruit-yielding trees — by the local people.

It is proposed that this broad framework be now taken to the local communities, and that an action-plan be developed on the basis of inputs provided — and initiatives taken — by them.

Human population is a predictor of mammal extinction risk, an indicator of conservation conflict and habitat conversion, and is thus associated with the threats to primate species. Priority areas that represent endemic primates in Atlantic Forest were identified where all counties had the same cost or where the costs of counties varied according to human population size (HPS); networks for both approaches consisted of nine counties. In the networks without human constraint, the average HPS was not higher than expected by chance alone. In the approach with human population constraint, HPS was not lower than the average of the null distribution. Although it is possible to minimize human conservation conflict, available occurrence data of endemic primates seems to be related to highly populated areas. The sum of HPS is greater in counties with some occurrence data than expected by chance. Conservation conflicts in the Atlantic Forest will continue to exist once this is the Brazilian most populous region, and data availability is directly related to counties' HPS. Field surveys are necessary to minimize Wallacean shortfall and efforts must be made to maintain the few natural areas remaining in this biome to promote the conservation of endemic primates and other biodiversity elements.

Current threshold-dominated methodologies of vulnerability analysis do not give sufficient emphasis to the processes that shape the environment and define the behaviour of environmental systems. While there has been widespread recognition for developing comprehensive approaches to assessing vulnerability, there has been relatively little theoretical debate on limitations and opportunities for improving the application of vulnerability analysis to environmental management, particularly in terms of a more complex systems perspective. A functional-based approach to ‘vulnerability’ is a means whereby the dynamics of vulnerable systems could be more fully integrated within vulnerability analysis. Functionality is seen as the ability of the environment to deliver outputs through time. Vulnerability analysis that is focused not only on thresholds that define the limits of system behaviour, but also on the process-defined capacity of systems to maintain this behaviour and deliver those outputs, could emerge as a useful element in integrated environmental management. Linking threshold analysis with a clear understanding of the interactions, differences and similarities between system processes which define coping ranges and system performance is a relatively simple conceptual development in vulnerability analysis. Such a development could, if successful, be of great value to those managing complex environments.

Understanding of processes of change in the global environment comes from analysis of evidence that spans the boundaries between nations and between disciplines. Scientists are obliged to work across those boundaries in a variety of ways if they are to arrive at reasonably accurate judgements as to what is known or not known about the alterations that are taking place in the air, water, soil, and biota, of the Earth. One of the devices which they have used since 1969 is the Scientific Committee on Problems of the Environment (SCOPE).

Regional marine programmes are by no means a new phenomenon, the first such activity (International Council for the Exploration of the Sea, ICES) having been in operation since 1902. While in most cases early regional activities began as research programmes, they frequently provided a foundation for the management of marine living resources and, approaching the 1970s, for the control of marine pollution.

The 1972 United Nations Conference on the Human Environment (Stockholm) outlined a ‘master-plan’ for protecting the world's environment which linked environmental assessment, environmental management, and supporting measures, as basic and inseparable elements—also recognizing the advantages of a regional approach in contributing to the solution of global problems. The development of UNEP's Regional Seas Programme, since the Action Plan for the Mediterranean was adopted in 1975, demonstrates that the basic concepts formulated at Stockholm can effectively foster regional cooperation among interested States, and that such cooperation can and does benefit greatly from the support of the United Nations system as a whole.

The viability of any long-term regional programme lies with the political and financial commitment of the Governments concerned. Within the UNEP Regional Seas Programme this commitment is usually formalized through binding regional legal agreements, and is manifested concretely through an agreed set of activities that are revised periodically by the Governments involved. It is expected that these activities will be adequately supported by financial resources put at the disposal of each of the regional programmes primarily by the Governments concerned.

Although the degree of coordination and cooperation achieved generally within the regional programmes reviewed in this paper appears to be satisfactory, it would be surprising if some difficulties did not arise. This is especially true because of the complexity of the venture and the fact that, in many cases, an entirely new type of cooperation is called for and new activities are required in geographical areas with often little experience, limited facilities, and weak infrastructures. For the most part the Governments, their national institutions, and the international, intergovernmental, and regional, organizations involved, are doing their best to work together effectively. Their resources are, however, often very limited, and so it is essential that they be utilized to the best possible advantage.

UNEP, as the major financial contributor to the initial phases of the action plans developed in the framework of the Regional Seas Programme, and as their overall coordinator, has a difficult task to perform if it is to see its early successes in the Mediterranean Region matched elsewhere with real action and positive results.

The concentration of carbon dioxide (CO2) in Earth's atmosphere has been steadily increasing since the inception of the Industrial Revolution. Believed to be due primarily to the burning of fossil fuels and the clearing of forests, this phenomenon has two potential consequences of global importance.

Many scientists believe that the CO2 increases projected for Earth's atmosphere by the middle of the next century will lead to a significant warming of the planet which could severely impact world agriculture and cause a melting of polar ice which would greatly raise sea-levels and lead to the flooding of coastal lowlands. Others, however, point to the demonstrable positive effects of elevated concentrations of atmospheric CO2 on plant productivity and wateruse efficiency, suggesting that more CO2 in the air will be beneficial to The Biosphere. Against this backlog of controversy, scientists of both persuasions have attempted the ‘first detection’ of either or both of these effects on a global scale.

With respect to the quest for a climatic ‘signal’, numerous studies conducted to date have come up emptyhanded; it is just not discernible from the natural variations inherent in the data. However, there does appear to be a manifestation of enhanced global photosynthetic activity in the yearly amplitude of atmospheric CO2 concentrations at a number of sites around the world; and the most logical explanation of that seems to be the CO2-induced enhancement of plant growth and development which has been demonstrated to occur in hundreds of laboratory and field experiments.

Spatial models are increasingly being used to target the most suitable areas for biodiversity conservation. This study investigates how the spatial tool Marxan with Zones (MARZONE) can be used to support the design of cost-effective biodiversity conservation policy. New in this study is the spatial analysis of the costs and effectiveness of different agro-environmental measures (AEMs) for habitat and biodiversity conservation in the Montado ecosystem in Portugal. A distinction is made between the financial costs paid to participating landowners and farmers for adopting AEMs and the broader economic opportunity costs of the corresponding land-use changes. Habitat and species conservation targets are furthermore defined interactively with the local government agency responsible for the management of protected areas, while the costs of agro-forestry activities and alternative land uses are estimated in direct consultation with local landowners. MARZONE identifies the spatial distribution of priority areas for conservation and the associated costs, some of which overlap with existing protected areas. These results provide useful insights into the trade-offs between nature conservation and the opportunity costs of protecting ecologically vulnerable areas, helping to improve current and future conservation policy design.

A brief description is given of the physiography, climate, and natural vegetation, of Iran. Subsequently an analysis is made of the environmental problems which are building up to crisis proportions. Of particular concern is the alteration and destruction of natural ecosystems through the impact of Man over a period of many centuries. As a result of H. I. M. the Shahanshah's personal attention to this problem, forests were nationalized, range improvement measures have been instigated, and the Department of the Environment has undertaken a comprehensive programme of conservation and management of areas of national importance.

A programme of scientific investigation and management of wildlife resources has been initiated. Intensive studies of Wild Sheep, gazelles, and Persian Ibex, are now under way. In all reserves the condition of the vegetation is closely monitored. Due to these measures, wildlife populations have increased in most reserves. Iran has some of the finest wetlands in south-west Asia, and has made much progress towards their preservation, over one million hectares of the most important wetlands being now fully protected.

The Department of the Environment has had considerable success in its programme of protection of endangered species—including the Onager, the Persian Fallow Deer, the Asiatic Black Bear, the Asiatic Cheetah, the Marsh Crocodile, the Great Bustard, and the Caucasian Black Grouse. The future of these species is now almost certainly ensured in national reserves.

Iran now has four categories of reserves: National Parks, Protected Areas, Wildlife Refuges, and National Nature Monuments. Thirteen National Parks have recently been approved. Currently there are 27 Wildlife Refuges. An extension of this network of national reserves is planned within an international framework.
