Brazil's National Plan for Climate Change (PNMC [Plano Nacional sobre Mudança do Clima]) brought the good news of quantified ‘objectives’ for deforestation reduction in Brazilian Amazonia, a departure from past policy, under which the Brazilian government has steadfastly refused any quantitative goals deforestation reduction in the context of reducing greenhouse gas emissions. However, the ‘objectives’ given in the PNMC carry no consequences if they are not met, other than possible suspension of contributions to the new Amazon Fund. The PNMC offers little information on how deforestation would be reduced, which is critical to achieving the results it proposes. Effective control of deforestation is needed both to avoid direct loss of the forest and to leverage the international commitment needed to contain global warming within a reasonable limit, such as 2°C. This is approximately the limit for avoiding replacement of substantial areas of Amazonian forest by either savannah or degraded secondary scrub. Brazil needs to move quickly to take the lead in the effort to halt global warming because it is one of the countries with the most to lose from climate change, including risk to the country's Amazon forest.

This paper provides the first analysis of imports and exports of fish leather by the USA. Estimates of minimum levels of trade were obtained from the records of the United States Fish and Wildlife Service for 1997–2001, and possible conservation consequences were considered. Data show that imported leather items used the skins of at least 51 types of fish. Of the 41 identified to species level, six were freshwater fish, eight diadromous and 27 were fully marine. Eels and hagfishes (marketed as ‘eelskin’; eight named species), stingrays (10 named species) and sharks (15 named species) dominated the trade. An average of 725 000 fish-leather products, worth over US$ 6 million, was imported each year to the USA. A significant decline in fish leather imports over the five-year period studied derived largely from changes in ‘eelskin’ imports. Fish leather in the USA was reportedly sourced primarily from the Republic of Korea, mainland China and Thailand, although the records were flawed. About 93% of leather products were obtained from wild fish. Exports from the USA totalled approximately 5% of imports by volume. Many of the fish species comprising the largest imports for leather were characterized by low resilience to exploitation, with one-third of known species considered threatened or near threatened by the World Conservation Union (IUCN). This pilot assessment indicates the need for better record keeping if sustainability of fish exploitation for leather is to be evaluated.

Understanding of processes of change in the global environment comes from analysis of evidence that spans the boundaries between nations and between disciplines. Scientists are obliged to work across those boundaries in a variety of ways if they are to arrive at reasonably accurate judgements as to what is known or not known about the alterations that are taking place in the air, water, soil, and biota, of the Earth. One of the devices which they have used since 1969 is the Scientific Committee on Problems of the Environment (SCOPE).

The physics problems remaining to be solved to achieve practical fusion power by magnetic confinement techniques are believed to be well posed and soluble. A programme plan recently developed in the United States calls for progressively larger plasma confinement experiments to address these physics questions in line with a serious programme in fusion power engineering. Implementation of the plan is expected to lead to the first production of power from a deuterium–tritium-fuelled system in 1980. Thereafter, three progressively larger experimental electrical power reactors are planned, leading to fusion power commercialization in the later 1990s.

The environmental characteristics of fusion reactors have been estimated by analyzing conceptual reactor designs. It is projected that the only volatile radioactive material in a fusion power-plant will be the tritium fuel. Analyses indicate that tritium leakage can be held to very low levels and accordingly should not pose a significant environmental hazard.

Careful selection of the materials of construction of a fusion reactor core will minimize radioactivity induced by neutron activation. This activity will be nonvolatile, and it can be isolated from the environment by the use of existing techniques. Because this induced activity is short-lived, it does not represent a long-term storage problem.

Anticipated thermal efficiencies of fusion powerplants range from present-day levels (30–40%) using standard conversion systems to about 50% when more exotic techniques (such as liquid-metal topping cycles) are utilized.

Protected areas have numerous roles (such as biodiversity preservation, the development of scientific research and the sustainable use of natural resources), but they are under threat from political and economic forces. The 837 000-ha Serra do Divisor National Park (SDNP) in the south-western Brazilian Amazon combines the conservation of natural resources and the maintenance of the productive activities of c. 400 resident families. The Brazilian and Peruvian governments have proposed a road linking Acre (Brazil) to Ucayali (Peru) that would bisect the SDNP. Another threat to the SDNP is a bill proposing its downgrading to an ‘environmental protection area’. This study aims to map the land cover of the SDNP and its surroundings from 1988 to 2018 and to analyse the dynamics of land-use change. Analysis of Landsat satellite images with supervised classification using the MaxVer algorithm show that, during the 30-year period, pasture showed the highest absolute land-cover gain, with 1986 ha in the interior and 7661 ha along the periphery of the SDNP. Only 1% of the park’s primary forest was lost by 2018, but the proposed road and potential downgrading may result in accelerated deforestation and forest degradation in the near future.

No-strings-attached lending is anathema to the serious commercial banker, who sees only a wafer-thin line between such ‘lending’ and the un-bank-like practice of giving (non-returnable) grants. Such doubts, indeed, are not confined to the banking industry. In the face of home grown problems of unemployment or health-care, for instance, democratically elected governments of donor countries are finding themselves under increasing pressure from their voters to cut back on bilateral assistance to hopelessly indebted taker-states. Multilateral lending and development institutions are facing an uncertain future, trapped in the vicious circle of bad debts that are all-too-steadily increasing, capital and funding quotas that are failing to materialize (eyes are currently on the US Congress), and borrowing that is becoming ever-more expensive. The African Development Bank is faltering; a Middle East Development Bank is in danger of being stillborn. The World Bank has recently been trying bravely to redress the balance: it has created a ‘multilateral debt facility’ for the most severely-indebted countries, and devised a numerical scale of national well-being that is more appropriate for the measurement of ecologically sustainable development than GNP per head of population. While these initiatives should not be belittled, good ideas are too often murdered by gangs of ugly facts.

Starting with some clarifying definitions of the senses in which the key words in its title are used, this paper outlines the concept and actuality of The Biosphere, which is defined as ‘The integrated living and life-supporting system comprising the peripheral envelope of Planet Earth together with its surrounding atmosphere so far down, and up, as any form of life exists naturally.’ Two ‘round- dozens’ of the key facts about The Biosphere are then given—including Mankind's constitution of an integral part of it as well as utter dependence on it and yet increasing threat to it—with emphasis on the vital importance of understanding and fostering it as our own and Nature's sole life-support. To such understanding and concomitant fostering for survival, education is the key, and to such ends the World Campaign for The Biosphere was developed through various stages and finally declared on World Environment Day 1982 with the No. 1 aim of making the concept and reality of ‘Our Biosphere intimately and personally meaningful to people of all ages and cultures throughout the world.’

Hunting is a major threat to the endangered jaguar in Brazil. Effective interventions for jaguar conservation demand a better understanding of the prevalence and motivations for hunting. In this study, I investigate the prevalence of jaguar hunting and the potential factors driving the acceptance of this behaviour among residents of two extractive reserves in the eastern Brazilian Amazonia. Between September and October 2013, I surveyed 134 households to assess people’s acceptance of jaguar hunting and potential predictors of acceptance using multiple-item rating scales. To estimate the prevalence of jaguar hunting, I used direct questioning and the randomized response technique. Acceptance of jaguar hunting was neutral to slightly positive on average, being related negatively to educational level and to people’s perceptions of risk of suffering sanctions for hunting a jaguar and related positively to perception of jaguars as a threat to humans. The prevalence rates of jaguar hunting among surveyed households were 9% and 23% according to direct questioning and the randomized response technique, respectively. The results suggest that investments in education and law enforcement may help decrease local support for jaguar hunting in the study area.

In many developing countries, people rely on natural resources for subsistence and cash income. The trade ban on species listed as critically endangered by the International Union for the Conservation of Nature (IUCN) Red List may be counter-productive, as increasing the rarity and thus price of these species acts as a stimulus to illegal markets rather than a deterrent. Since illegal markets cannot have legal property rights, there is no basis for any form of sustainable harvesting based on property rights. The Malagsy radiated tortoise (Astrochelys radiata) is an example of a species that is threatened by domestic and international trade; legalizing international trade could, under certain circumstances, provide financial incentives that might effectively reduce the domestic trade and subsistence harvest of this animal. This paper argues this critically-endangered species may be more effectively conserved by assigning trading rights to local communities, rather than demanding a trade ban that cannot be enforced successfully.

The hundreds of lake associations in Minnesota are examples of voluntary collective action organizations. Although these groups are organized for several purposes, their main concern is environmental management and specifically the improvement or preservation of lake water quality. Social capital probably affects organizational effectiveness. Survey and biophysical data were used to examine the determinants and efficacy of social capital in lake associations. Social capital production in lake associations was associated with water quality, lake size, recreational preferences, seasonality of residents, location, information sharing, per caput budget and relations with local government. Social capital also had a significant but small positive relationship with lake water clarity. Natural resource policy makers might consider investments in social capital as part of their strategy portfolio. Although statistical analyses of the role of social capital in local environmental management using large sample sizes are promising, several measurement and methodological difficulties remain.

While many species are affected by trafficking in their products, some take centre stage, including elephants, rhinos, pangolins and helmeted hornbills, and we report an open trade that continued in these items in eastern Myanmar between 2015 and 2020. We surveyed Myanmar’s border towns of Tachilek and Mong La, recording volumes, prices, origins and trade routes. We observed c. 16 500 ivory items, 8 helmeted hornbill casques and 264 beads, over 100 African rhino horn items and over 250 pangolins (mainly skins and scales). In 2020, asking prices in Mong La for rhino horn tips were US$10 770, rhino horn bracelets US$5385, helmeted hornbill casques US$2424 and big ivory bangles c. US$800, with prices being stable overall since 2017. We estimate the combined monetary values at US$0.25–0.30 million for Tachilek and US$0.75–2.00 million for Mong La. Mong La’s market today far surpasses Tachilek’s, being on the border of mainland China. Mobile phones and online trading allow customers to order items without bothering to cross the borders. Commitment to address the illegal wildlife trade across Myanmar’s borders requires a greater degree of cooperation and coordination amongst the relevant authorities in Myanmar, China and Thailand.

Increasing evidence indicates that a major portion of the enormous amount of polymorphism present in natural populations is maintained by natural selection. This polymorphism is necessary for adaptation. In the absence of a suitable amount of genetic diversity, a species will tend to die out in a changing environment.

The genetic diversity of most species has been considerably reduced in historical times. Breeding for uniformity, and reduction in the number and size of wild populations, are largely responsible for this loss. Replacement of a natural forest ecosystem by modern agriculture reduces the genetic diversity by three orders of magnitude at the very least. A comparison of the estimated prehistoric and present amount of genetic diversity leads to the alarming conclusion that we may already have lost as much as 90% of the total genetic diversity of the biosphere. Further loss is expected because of the rapid growth of human population.

Sustainable development requires that resources are used as conservationally and as optimally as possible in order to maintain an adequate resource-base for future generations. It is not an easily-defined concept, nor is there any single way of achieving it. It does, however, focus on the environment, as this provides the resource-base that supports all society. Among the recently-evolved scientific developments, biotechnology has many applications that can improve resource-use. It involves the manipulation of organisms to undertake specific processes and includes genetic manipulation or ‘engineering’.

In an environmental context, biotechnology has its greatest contribution to make in agriculture — especially by improving crop-yields. It offers opportunities to design crops for specific environments and to make crops more efficient producers of food-energy than otherwise. Biotechnology can thus manipulate primary energy-flows; it can also reduce fossil-fuel energy inputs into agricultural systems. It could also contribute to the mitigation of environmental problems such as deforestation and soil erosion. Both food- and fuel-energy resources are key components of sustainability. Sources produced biotechnologically, e.g. SCPs and biomass fuels, can supplement those produced conventionally.

Resource recovery and recycling, and hazardous-waste disposal, are other environmentally-beneficial facets of biotechnology. These are equally pertinent to sustainable development because they extend the resource-base. In this context, biotechnology constitutes a vehicle for the improved manipulation of biogeochemical cycles.

There are, however, potentially significant drawbacks in the use of biotechnology. These focus on technology transfer between the Developed and Developing World; this is economic and political, and relates to intellectual property rights, etc. Environmentally, the disadvantages concern the potential creation of ‘ecological ogres’ which could generate ecological disasters. Moreover, biotechnology relies heavily on the availability of a sustainable genepool, i.e. on biodiversity; indeed the two are interdependent. The high rates of extinction of plant and animal species that are currently occurring are thus limiting biotechnological opportunities for the future.

This paper presents a review of the basic concepts underlying the economic evaluation of forest conservation benefits, summarizes major documented case-studies in which attempts have been made to apply valuation methods to forest-conserving land-uses, and discusses the applicability of the methods used according to the different types of benefit.

Considerable public and political debate over the environmental consequences of large-scale operations associated with Tasmania's export forest industries prompted the present review and continuing field-studies. There are no known publications on the effect of forestry on inland waters of Tasmania, but relevant research in the Northern Hemisphere, the Australian mainland, and New Zealand, is summarized.

Forest operations considered are roading, logging, and burning. In general, roading increases water-yield, reduces water quality, and modifies the physical structure of streams—particularly at bridge-sites. The impact of logging depends on the harvesting method used (generally, tractor and skidder-logging in Tasmania), the proportion of trees felled, the proportion of the catchment logged, and the precautions taken. However, stream-flows, sediment loads, nutrient levels, dissolved inorganic materials, and wood debris, all increase with logging. If riparian vegetation is cut, water temperature usually increases in summer and decreases slightly in winter, but temperature tolerances of most aquatic animals in Tasmania remain unknown. The effects of burning Australian forests are poorly understood, but there are changes in water-yield and a decrease in water quality.

Demographic comparisons between wild and restored populations of at-risk plant species can reveal key management strategies for effective conservation, but few such studies exist. This paper evaluates the potential restoration success of Alyxia stellata, a Hawaiian vine. Stage-structured matrix projection models that compared long-term and transient dynamics of wild versus restored A. stellata populations, and restored populations under different levels of canopy cover, were built from demographic data collected over a four year period. Stochastic models of wild populations projected stable or slightly declining long-term growth rates depending on frequency of dry years. Projected long-term population growth rates of restored populations were significantly higher in closed than open canopy conditions, but indicated population decline under both conditions. Life table response experiments illustrated that lower survival rates, especially of small adults and juveniles, contributed to diminished population growth rates in restored populations. Transient analyses for restored populations projected short-term decline occurring even faster than predicted by asymptotic dynamics. Restored populations will not be viable over the long term under conditions commonly found in restoration projects and interventions will likely be necessary. This study illustrates how the combination of long-term population modelling and transient analyses can be effective in providing relevant information for plant demographers and restoration practitioners to promote self-sustaining native populations, including under future climates.

The implications of world population growth for future fertilizer use and impact on the environment have scarcely been predicted. We investigated world protein production using a global nitrogen balance model. The model assumes that world population continues to grow and crop yield per unit area is closely related to nitrogen fertilizer use. About five times more cereal protein is needed to produce meat protein through farming. Advanced countries consume more meat than people in developing countries. Assuming the world's arable land remains constant in area in the next century, and if the meat consumption in advanced countries is matched by the rest of the world, the demand for fertilizer will increase and reach 220 Tg y-1 by the middle of the next century. This is approximately three times more fertilizer than is currently used, and would accelerate environmental deterioration. The world would be suffering from conflict between supplying sufficient protein and greater nitrogen pollution of the environment.

There is significant concern about potential ecological effects of introduced organisms, including non-indigenous species and those created by genetic modification. This paper presents an Ecopath with Ecosim modelling approach, designed to examine long-term trophic effects of growth hormone (GH) transgenic coho salmon should they ever escape to a coastal salmonid ecosystem, namely the Strait of Georgia in British Columbia (Canada). The model showed that the effects of introduced GH transgenic coho salmon varied with their biomass, diet, structure of the invaded ecosystem, and environmental conditions. Occasional escapes of non-reproductive salmon did not have a significant impact on the example ecosystem. However, effects of GH coho salmon varied with their diet when large numbers of these fish were present in the simulated ecosystem (for example, when they constituted 20% of total current aquaculture production in the area). Further, climate-driven changes in the biomass of low trophic levels (bottom-up effects) could have a greater impact on the ecosystem than the introduction of large numbers of GH coho salmon. A new version of Ecopath with Ecosim's Monte Carlo approach showed that the model predictions were robust to GH coho salmon's Ecopath parameters, but more sensitive to vulnerabilities of prey to GH coho salmon. Modelling ecosystem effects of genetically modified organisms provides a complementary approach for risk assessments when data from nature are not readily obtainable.

Bioregionalism claims that interaction between the biophysical and human components of a region generates place-based environmental and social understanding and concern, which lead to locally shared power and responsibility in cooperative land management and governance. The Man and the Biosphere Programme's Seville Strategy calls for local community participation in a multi-stakeholder ecosystem-based approach to conservation, but it is unclear if tenets of bioregionalism play a role in its implementation. Bookmark Biosphere Reserve (BBR) in Australia has substantially succeeded in scientific research and monitoring, conservation, environmental education and sustainable land-use initiatives. Aspects of bioregionalism (for example recognition of the region's unique identity, local community sense of responsibility, integration of local knowledge, presence of motivated local leaders and cooperative community-based management through a network of groups) have contributed to success. Other crucial factors were funding, technical and scientific information and support from government agencies, leadership from members of state and federal government and from private philanthropic foundations, community capacity-building for sustainable land management and availability of volunteers from outside the region. Nevertheless, conflict arose in relation to governance, originating from the recognized difficulties of reconciling a diversity of allegiances, motivations, management styles and personalities, and resulted in division of BBR into two, one section being managed largely through the private sector and community volunteers, the other (renamed Riverland Biosphere Reserve) coordinated by a committee with more diverse affiliations. Bioregionalism can play a role in biosphere reserves but motivations and resources of external public and private organizations are also vital. Avoiding weaknesses of bioregional approaches requires greater attention to social aspects of environmental management. Governance structures and processes need to be inclusive, flexible and equitable in decision making and access to funds. They should support both agency and community-initiated activities and include conflict resolution mechanisms.
