Marsilius of Padua: The Defender of the Peace, Annabel Brett, ed. and trans., Cambridge: Cambridge University Press, 2005, pp. lxi, 569.

Marsilius of Padua's Defensor Pacis is one of the key texts of medieval political theory. His thought forms a cornerstone of the transition from medieval to modern political reasoning and is one of the Western classics in the history of political ideas. This early fourteenth-century thinker is not only well known for his secular political thought but also for a theory of the Church that foreshadows the Reformation. The importance of Marsilius of Padua is demonstrated by a continuing and increasing scholarly interest in his ideas. Moreover, the growing number of translations and re-translations of Marsilius's writings indicates his significance for graduate and undergraduate education as well as for scholars whose primary expertise is not in medieval political thought.

Rules, Rules, Rules, Rules: Multilevel Regulatory Governance, G. Bruce Doern and Robert Johnson, eds., Studies in Comparative Political Economy and Public Policy; Toronto: University of Toronto Press, 2006, xi, 372.

The first stated purpose of this edited collection is to “clarify conceptually the nature, causes, and dynamics of regulatory governance in, or affecting, Canada” in a world where the international, federal, provincial and local spheres are “interacting, reinforcing and colliding.” The second is to “contribute practically to the debate on what kinds of principles and institutional approaches and changes can lessen the problems of multilevel regulatory governance” (3).

The Essential Thomas Jefferson, Jean M. Yarbrough, ed., Indianapolis and Cambridge: Hackett Publishing Company, Inc., 2006, pp. xxxvii, 287.

This is a useful collection of Jefferson's political writings well suited to undergraduate and graduate courses in political theory and especially in American political thought. There are twelve public papers and addresses (including “A Summary View of the Rights of British America” and, of course, the Declaration of Independence, excerpts from the “Notes on Virginia,” and 44 letters to various correspondents. This compares favourably with an older and larger anthology edited by the distinguished Jefferson scholar Merrill Peterson (The Portable Thomas Jefferson, New York: Viking, 1975), which features roughly the same number of public papers and addresses but also contains the “Notes on Virginia” in its entirety and some 75 letters. While the Peterson volume is more inclusive, Yarbrough's decision to excerpt the “Notes” is understandable, given how few chapters bear directly on political questions, and the selected correspondence provides an ample survey of Jefferson's views on a variety of topics.

Negotiating Claims: The Emergence of Indigenous Land Claim Negotiation Policies in Australia, Canada, New Zealand, and the United States, Christa Scholtz, New York and London: Routledge, 2006, pp. viii, 259.

In this well-crafted study, Christa Scholtz sets herself a simple but important question: “Why do [settler-society] governments choose to negotiate [Aborignal] land claims rather than resolve claims through some other means?” (2). Through close analysis of the context and internal dynamics of executive decision making in Canada, New Zealand, Australia and the United States, she provides a convincing answer. And it is a good deal more than simply that landmark high court decisions—the 1973 Calder case in Canada being the archetypical example—forced governments' hands, though she demonstrates that such judicial decisions are crucial catalysts in the decision-making process.

Marginal Man: The Dark Vision of Harold Innis, Alexander John Watson, Toronto: University of Toronto Press, 2006, cloth, $65.00, pp. xi, 525.

In the study of Canadian political thought, a young doctoral student wrote, and defended in 1981, an excellent PhD dissertation on Harold Innis. Unlike many works, it was based as much on an exhaustive examination of Harold Innis' papers as it was on Innis' published works. Unfortunately, A. John Watson did not continue in academia and his work was ultimately accessible only to the committed Innis specialist, willing to visit the U of T's Robarts Library or consult microfilm. After half a career as CEO of Care Canada, the international relief organization, Alexander John Watson has revised and published this work, making it accessible to a much broader audience.

Cet ouvrage, qui recueille les thèses présentées par 14 auteurs du monde universitaire canadien lors d'un colloque sur la mondialisation qui s'est tenu à l'Université du Québec à Montréal à l'automne 2003, propose un aperçu des différents débats que suscite ce thème dans le monde de la philosophie politique et sociale.

Dans Le fédéralisme canadien contemporain. Fondements, traditions, institutions, Alain-G. Gagnon, directeur de l'ouvrage, avait deux défis à relever : offrir d'abord un regard nouveau sur le fédéralisme canadien, car tant de choses ont été écrites sur le sujet au cours des trente dernières années; proposer ensuite un collectif qui représente davantage qu'une collection de textes portant sur un thème commun. Ces deux défis, Alain-G. Gagnon les a magnifiquement relevés.

Mondialisation et bien être, Helliwell, John F., Presses de l'Université Laval, 2005, 105 pages.

L'ouvrage de John Helliwell est la compilation de trois conférences données par l'auteur en 2000 ; retravaillées et mises à jour, elles présentent la réflexion de Helliwell sur la mondialisation et le bien-être, ce dernier sujet étant le thème principal de l'ouvrage. Le lien entre la mondialisation et le bien-être est faible, les deux sujets étant traités souvent de façon séparée. Par conséquent, le lecteur qui s'attendrait à une analyse approfondie des effets de la mondialisation sur le bien-être humain en sortira peut-être déçu. Le phénomène de la mondialisation est l'un des sujets de la réflexion de Helliwell, mais c'est loin d'être le plus important – le livre concerne par exemple beaucoup plus les relations bilatérales entre le Canada et les États-Unis ou encore le rôle du Canada dans le monde actuel et il faut attendre le troisième et dernier chapitre qui constitue une réflexion sur la façon de “ combiner bien-être national et bien-être mondial ” pour voir la relation entre le contenu des deux premiers chapitres et la mondialisation. Cependant, il faut rendre justice à l'auteur qui prévient le lecteur que “ cet ouvrage met l'accent sur le bien-être comme centre d'intérêt pour les chercheurs et les responsables de l'élaboration des politiques publiques ” (p. 1). En effet, ce serait une erreur grave de nier que l'ouvrage de Helliwell a ses points forts et la réflexion de l'auteur ne décevra pas un lecteur intéressé par le sujet. Je me concentrerai d'abord sur la troisième partie du livre, qui me semble la plus féconde.

This new translation of Nietzsche's magnum opus is by far the best available in the English language. It should find its way to the desk of all students who do not have access to the original German.

Rien qu'en France, plus d'une centaine de livres ont été publiés sur la présidence de François Mitterrand (1916–1996), et plusieurs biographies sont parues autour de 2006 pour souligner le dixième anniversaire de sa mort. Toutefois, parmi ces multiples références, le présent ouvrage mérite une attention toute particulière. Auteur d'une quarantaine de livres, principalement des essais rigoureux et des romans, Jacques Attali a aussi été le plus proche conseiller du président François Mitterrand, non seulement durant ses deux septennats (soit entre 1981 et 1995), mais dès 1974, lorsque ce dernier était déjà candidat socialiste aux élections présidentielles. Les deux hommes se sont côtoyés, presque quotidiennement, durant une vingtaine d'années. Cet ouvrage, le quatrième que Jacques Attali consacre à l'ancien président français, est à la fois un portrait, une biographie partielle, une suite de souvenirs très précis et une critique déchirante à propos d'un homme jugé admirable – mais au passé obscur et secret.

There is a small but dedicated community of scholars who work in the field of Canadian public administration. These researchers have produced research of outstanding interest and quality. Digital State at the Leading Edge is no exception to this rule; it is an excellent example of evidence-based research.

The Peace of Illusions: American Grand Strategy from 1940 to the Present, Christopher Layne, Cornell Studies in Security Affairs; Ithaca and London: Cornell University Press, 2006, pp. 304, xi.

In The Peace of Illusions, Christopher Layne explores the issue of American grand strategy, past, present and future. Adopting a classical realist approach, which incorporates both domestic politics and external security concerns, Layne offers provocative conclusions about the nature of American foreign policy and the challenges facing the country in the years to come. This book contributes to a debate that began with the end of the Cold War. It was eclipsed by September 11, but has re-emerged as scholars have begun to contemplate the limits of US hegemony and the need for coherent strategy.

The Constitution of Law: Legality in a Time of Emergency, David Dyzenhaus, Cambridge: Cambridge University Press, 2006, pp. xv, 250.

This book, which began life as the 2004 J.C. Smuts lectures at the University of Cambridge, is contribution to the burgeoning debate about emergency powers in post-9/11 liberal democracies. States that pride themselves on their commitment to constitutionalism and the rule of law find themselves engaged in the difficult task of suspending or restricting the operation of civil liberties while simultaneously trumpeting their own commitment to the liberal values that they purport to be defending against threat. As Dyzenhaus usefully reminds us, the predicament is not a new one. Smuts himself not only survived being on the wrong side of a colonial insurrection but, before becoming prime-minister of South Africa and a leading architect of apartheid (a paradigm example of injustice carried on under colour of legality), played a walk-on role in legal opposition to the notorious DORA, the Defence of the Realm (Consolidation) Act that allowed detention without trial in the United Kingdom during the First World War. These are murky waters, indeed.

The Liberal Conscience: Politics and Principle in a World of Religious Pluralism, Lucas Swaine, New York: Columbia University Press, 2006, pp. xxii, 215.

The Liberal Conscience by Lucas Swaine represents a response from a liberal to those who affirm a theocratic conception of the good. Swaine distinguishes between logic and rhetoric, between that which should persuade and that which is likely to persuade. He suggests that a justification of liberal principles founded on conscience should persuade honest theocrats and Swaine makes the case that this should matter to both liberals and theocrats. The liberal, who founds a justification of liberal principles in conscience and accommodates those whose conscience forces them to seek exemption from certain conventional norms, in Swaine's view, is acting in a manner consistent with the authentic spirit of liberal principles. A liberal democratic state reflecting such a spirit, Swaine argues, is in a stronger position logically to expect theocrats to view it as a legitimate political authority. Otherwise, it is presumptuous, he suggests, for a liberal democratic state to expect the allegiance of theocrats.

Keynes et ses combats, Gilles Dostaler, Paris, Albin Michel, 2005, 535 pages.

L'ouvrage de Gilles Dostaler, Keynes et ses combats, cherche à réunir toutes les facettes de la vie et de l'œuvre de l'économiste anglais qui inspira une révolution économique après la Seconde Guerre mondiale. Cet ouvrage est difficile à classer : il ne s'agit pas d'une biographie, même si de nombreux référents biographiques y sont inclus. Il ne s'agit pas non plus d'une introduction à la théorie économique de Keynes, même si Dostaler en fait l'axe central de son analyse des différents éléments de la pensée keynésienne. À travers les quatre principaux combats que Keynes a menés au cours de sa vie—philosophique, politique, artistique, et économique—l'auteur retrace de manière généalogique les influences et les inspirations de sa synthèse théorique, La Théorie générale. L'apport fondamental de l'ouvrage de Dostaler est de démontrer que la pensée économique de Keynes ne peut être comprise indépendamment de sa vision politique et de sa conception de la vie philosophique et sociale. De fait, avant d'être une science aux lois implacables à laquelle tous doivent se conformer, l'économie, selon Keynes, est politique, en ce qu'elle est le résultat d'un “ combat ” concernant la compréhension et l'interprétation de son objet étude. Aux yeux de Keynes, l'économie est non seulement politique, mais elle est aussi sociale, culturelle, morale, esthétique et même libidinale.

Brazilian Politics, Alfred P. Montero, Cambridge: Polity Press, 2005, pp. 167.

Brazil is a country of contrasts. This is one of the first, and most ubiquitous, phrases that one encounters with respect to this intriguing country. Visitors to Brazil soon echo this sentiment as they note its cultural sophistication in the arts, technological expertise in a number of industries, its vast, diverse territory, as well as its extreme economic and social disparity. It is the ninth-largest economy in the world, yet it is also one of the most inequitable; the top 1 per cent of the population retains 40 per cent of the country's wealth (5). It is fitting then that this reality provides the integrative theme in Alfred Montero's primer on Brazilian politics. The topic is first introduced with an effective depiction of Brazilian president “Lula” da Silva as he struggles to bridge competing social and economic imperatives when he attends the World Social Forum held at Porto Alegre, Brazil, and the World Economic Forum at Davos, Switzerland. The text concludes with an observation that the president's adoption of a pragmatic agenda in order to secure economic growth through global markets will not adequately satisfy the desperate and immediate need for social reform where millions suffer and comparatively few prosper. Montero asserts that the root of this misery can be traced to the state's historic pattern of clientelistic politics, oligarchical rule and bureaucratic-authoritarianism (25).

Collective Dreams: Political Imagination and Community, Keally D. McBride, University Park PA: Penn State University Press, 2005, pp. 157.

Political imagination is greatly underrated, not least because there is so little of it in what passes for “official” politics these days. But it is also understudied by political theorists whose domain encompasses the many imagined but rarely realized versions of the “good society” handed down from the past. And yet political imagination is arguably central to every vision of an alternative political order. Plato never lived in his Republic; Hobbes never wandered through the state of nature; and Marx never knew the rule of the “associated producers.” But, all of them may have felt that they had glimpsed elements of these alternate futures in their own time. Hobbes, after all, lived through the English Revolution which he may have thought resembled a “war of all against all” and Marx witnessed the heady days of the Paris Commune. This is surely as true today. Social conservatives may espy the glimmerings of a heavenly utopia in their local church group. Progressive social activists may see a new social order prefigured in their food co-op or trade union. Political imagination, in other words, is just as much a part of the world we inhabit as it is of those we dream of inhabiting. However, as Keally McBride observes, “Imagination itself, as opposed to its products, is generally not studied in political science. But it is our best tool for changing the world” (1).

Coloniser, exterminer : sur la guerre et l'état colonial, Olivier Le Cour Grandmaison, 2005, Paris : Fayard, 365 pages.

Dans un livre bien documenté, précis, courageux et bien écrit, cet universitaire français décrit avec retenue la violence de ces minorités qui, dans son pays, depuis la prise d'Alger en 1830, se sont livrées à la colonisation et les maux provoqués par cette barbarie tant chez les victimes que chez les exécutants.

De la démocratie au Québec 1940–1970. Anthologie des débats autour de l'idée de démocratie de la Seconde Guerre mondiale à la Crise d'octobre, Lévesque, Michel (avec la collaboration de Lucie Blanchet), Montréal : Lux Éditeur, 2005, xxxvi, 338 pages.

La réflexion théorique et les débats idéologiques entourant la notion de démocratie ne sont pas près de s'épuiser. Il s'agit d'un thème important, sinon central, dans nos sociétés libérales, qui ne perd jamais de son actualité. La littérature contemporaine en philosophie politique, ainsi que les études comparées des politiques canadienne et québécoise, abordent régulièrement le thème de la démocratie, des conditions de sa réalisation et des mécanismes institutionnels qui lui donnent corps. L'ouvrage de Michel Lévesque nous rappelle que les enjeux idéologiques qui y sont associés ont aussi fait l'objet de réflexions et de débats au Québec entre 1940 et 1970. La lecture de ces textes illustre bien le fait que la démocratie se présente toujours comme un idéal à réaliser, mais surtout que les évaluations que l'on peut en faire sont en grande partie déterminées par le contexte historique. Michel Lévesque note “ une tendance manifeste chez plusieurs auteurs à présenter leur présupposés comme des vérités établies en s'appuyant sur une interprétation empirique de l'histoire en lieu et place d'analyses approfondies et étoffées ” (p. xxxv). Le passage du temps nous permet de réaliser la pertinence de cette remarque à la lumière des préoccupations qui dominaient au milieu du 20e siècle au Québec et au Canada. Toutefois, il pourrait tout aussi bien s'agir d'un rappel méthodologique à l'endroit des jugements qui sont posés aujourd'hui sur l'état de la démocratie canadienne et québécoise.

One of the debates accompanying the reception of Leo Strauss's lifework as it grows into an inescapable force in political philosophy has been this: Where does Strauss really stand on the relation between reason and revelation? Heinrich Meier's new book ends that debate.
