Larry Diamond and Leonardo Morlino's edited volume, Assessing the Quality of Democracy, explores substantive and procedural variables that seek, as the title suggests, to measure the “quality” of consolidated democracies. The book is divided into two sections. The first section expands on eight “dimensions of democratic quality” outlined in Diamond and Morlino's introductory chapter. The second section applies the criteria, with varying degrees of exactitude, to six regionally linked pairs of cases.

The Politics of Electoral Systems is the most recent and thorough work currently available on electoral systems. There is, of course, The Handbook of Electoral Choice (Josep M. Colomer, ed., London and New York: Palgrave Macmillan, 2004) but this work focuses more specifically on the issue of electoral reform in relation to democratization. The Politics of Electoral Systems covers a wide variety of electoral systems from theoretical and empirical perspectives—and it does so excellently. This brand new work is destined to become no less than the bible of electoral systems.

Recognizing Aboriginal Title: The Mabo Case and Indigenous Resistance to English-Settler Colonialism, Peter H. Russell, Toronto, Buffalo and London: University of Toronto Press, 2005, pp. xii, 470.

Peter Russell's insightful book on Aboriginal land rights in Australia weaves together two tales, that of Indigenous crusader Eddie Koiki Mabo and the slow and arduous struggle of Torres Strait Islanders and mainland Aborigines to have their native land rights recognized by Australian governments in the hope of forging a new, post-colonial relationship. Along the way, Russell places these stories in the context of the push and pull of international events and movements that affected Australia's domestic politics and assesses the political progress of Indigenous peoples in Canada, the United States and New Zealand.

In their collaboratively written book Development Beyond Neoliberalism? Governance, Poverty Reduction and Political Economy, David Craig and Doug Porter set out to make sense of recent changes in the liberal development project and, in doing so, chart the emergence of good governance and poverty reduction strategies (PRSs), two of the guiding principles of the post-Washington consensus. Both authors have been participants in many of the events examined, empirically resting their arguments on participatory observation in four countries while theoretically drawing on governmentality studies. The main focus of the book is development's shift towards institution building, decentralized governance and poverty reduction, which is part of the larger move from the Washington to the post-Washington consensus.

Canada's Governors General: Biography and Constitutional Evolution 1847–1878, Barbara J. Messamore, Toronto: University of Toronto Press, 2006, pp. viii, 308.

There is no comprehensive history of the office of governor general, a scholarly lapse that this book goes only part way in repairing. Canada's Governors General covers the period 1847 to 1878, that is, from Lord Elgin's signing of the controversial Rebellion Losses Bill, because his advisers who controlled the colonial legislative assembly advised him to do so, to the receipt of new Letters Patent and Instructions thirty years later from London. The intent of these last was to provide greater certainty about the function and role of the governor general following Lord Dufferin's excitable interventions in the wake of the Pacific Scandal to maintain British Columbia's adhesion to Confederation.

Ruling Canada: Corporate Cohesion and Democracy, Jamie Brownlee, Halifax: Fernwood Books, 2005, pp. 168.

For a discipline explicitly engaged in the study of power, particularly as exercised in liberal democracies, it is striking how little Canadian political science has actually done to examine the concentration of private economic power, the political organization of the business classes and the extension of that power into the political realm. Indeed, Canadian political science has been principally preoccupied with power insofar as it pertains to the constitutional distribution of power and the relative access to political power of the multinational and multicultural constituent groups comprising Canada. The enormous concentration of economic power—the top 25 firms accounting for over 40 per cent of business assets and the monopolies with over $100 million in revenue accounting for 80 percent of business assets (p. 31)—has largely been occluded from serious scrutiny. The mythologies of a pluralist Canadian democracy are better preserved in the absence of conceptual and empirical debate about the economic foundations of political power.

La question linguistique au Canada, intronisée au cœur des années soixante par le mandat et les travaux de la Commission sur le bilinguisme et le biculturalisme, initie encore aujourd'hui, près de cinquante ans plus tard, de brillants travaux. En outre, cette question occupe, au moment de rédiger cette recension, le cœur de l'actualité politique canadienne, comme en témoigne éloquemment un récent essai de Graham Fraser (Sorry, I Don't Speak French).

Le français, langue de la diversité québécoise. Une réflexion pluridisciplinaire, Georgeault, Pierre, et Michel Pagé (dir.), Montréal, Québec Amérique, 2006, 347 pages.

Pierre Georgeault et Michel Pagé procèdent à une réflexion multidisciplinaire pertinente et attendue sur la dynamique des langues et la prise en compte de la pluralité dans la société québécoise dans l'ouvrage collectif Le français, langue de la diversité québécoise. À l'invitation du Conseil supérieur de la langue française, 15 spécialistes de la vaste problématique de la langue française se sont attelés à la tâche d'étudier le concept d'intégration linguistique et la notion de langue d'usage public dans le contexte québécois. Ce recueil se consacre de front à la question linguistique et à l'intégration de la diversité, problématique trop souvent négligée ou traitée seulement dans le prolongement du débat sur la définition de la nation québécoise. Malgré tout, même cet ouvrage ne fait pas exception puisqu'il aborde la nécessaire question de la nation, indubitablement associée à celle de la politique linguistique. Cependant, l'ouvrage de Georgeault et Pagé explore aussi d'autres avenues fort intéressantes, comme celles qu'empruntent les approches socioculturelles et psychosociologiques.

L'extrême-gauche plurielle. Entre démocratie radicale et révolution, Philippe Raynaud, Paris, Ed. Autrement, 2006, 206 p.

Si le candidat d'extrême-droite Jean-Marie Le Pen a pu participer au deuxième tour de l'élection présidentielle d'avril 2002, c'est entre autres, assez paradoxalement, parce que des candidats d'extrême-gauche avaient grugé suffisamment de voix au candidat socialiste Lionel Jospin pour l'empêcher d'aller au-delà du premier tour. Comparée aux autres démocraties libérales, la France aurait donc un profil atypique, non pas du fait de la force, chez elle, de l'extrême-droite (celle-ci est aussi très présente dans beaucoup d'autres pays européens), mais plutôt du fait de la présence d'une “ gauche de la gauche ” qui recueille un nombre significatif de voix et a un poids certain dans la vie politique du pays.

The New Politics of Old Age Policy, Robert H. Hudson, ed., Baltimore: John Hopkins University Press, 2005, pp. 309.

The New Politics of Old Age Policy presents a collection of essays devoted to the policy and political challenges related to population aging in the United States. This book will be of particular interest for those seeking analyses of Social Security and health policies (especially Medicare and Medicaid). With the exception of a few texts, most contributions are rooted within the discipline of sociology, focusing on how current policies and reform proposals accentuate (or decrease) traditional cleavages based on gender, race and occupational status. With few references made to current debates surrounding the “new” politics of the welfare state, the engagement with the political science literature is quite limited. Unfortunately, most chapters do not seek to engage in debates outside the US borders, limiting this book's appeal in Canada (the chapters written by Myles and Teles are noticeable exceptions). Nonetheless, this book represents a good text for an upper undergraduate and/or graduate comparative course on old age policy for those seeking to study the United States.

Utility and Democracy: The Political Thought of Jeremy Bentham, Philip Schofield, Oxford: Oxford University Press, 2006, pp. ix, 370.

This book is part of ongoing work to improve on what is known of how the influential utilitarian of the nineteenth century Jeremy Bentham became an articulate defender of representative democracy. Philip Schofield, director of the Bentham Project that holds a voluminous Bentham collection, has been with the project for the past twenty years. The prevailing view of interpreters was that Bentham became enthusiastic about democracy when observing the French Revolution but, following the violent turn of events in France from 1792 onwards, he substantially revised his initial optimism. Schofield's views do not coincide with those of earlier interpreters, such as J.R. Dinwiddy and E. Halevy that it might have been association with James Mill in 1808 that turned Bentham into a political radical. The evidence of passages from Bentham's writings indicates that the cause was Bentham's understanding around 1804 of “sinister interest.” His failed attempts to construct the panopticon led him to develop an account of sinister interest and to come to the conclusion that democracy is essential to the achievement of good government.

Minority Rights, Jennifer Jackson Preece, Cambridge (UK) and Malden MA: Polity Press, 2005, pp. ix, 213.

This book is not, as its title might be thought to suggest, an abstract conceptual analysis of a particular sub-set of rights. Although it builds on, and acknowledges, the work of Kymlicka, Raz, Taylor and Shklar (160), the narrative thread that gives it unity is historical. It deepens our understanding of the nature of the discourse of minority rights by contextualizing that discourse both temporally (through historical examples) and spatially (through adroitly selected comparative examples). With extraordinary succinctness and clarity the author guides us through a succession of political epochs: the time of the Christian and Islamic medieval universitae, the period of the dynastic re-organization of Europe, the modern era of popular sovereignty with its attendant notions of civic and ethnic nationalism, and especially the contradiction-laden time of European imperialism and its post-imperial and post-colonial reverberations. As this narrative unfolds we follow the vicissitudes of religious, racial, linguistic and ethnic minorities and observe the successive forms taken by the “problem of minorities.”

Le pouvoir et l'appartenance, Une approche structurale du politique, Lemieux, V. (2006), Les Presses de l'Université Laval.

Vincent Lemieux expose ainsi le but de son ouvrage : “ présenter puis appliquer une approche structurale du politique, inspirée principalement du structuralisme de Claude Lévi-Strauss ” (p. 1). En terme d'anatomie littéraire, le livre de Lemieux comporte 192 pages, 12 énoncés, 13 chapitres et un article en annexe intitulé La théorie des coalitions et des alliances. Les chapitres un à sept sont successivement des définitions de la structure et du politique puis un raisonnement formel et conceptuel menant à l'énoncé huit, fondement du livre de Lemieux puisque constituant la thèse scientifique et épistémologique défendue. Les quatre chapitres suivants mettent “ cette modélisation et cette visée explicative à l'épreuve, dans quatre domaines du politique ” (p. 3), à savoir la décentralisation, le clientélisme, la coordination dans les partis et les réseaux dans la régulation des affaires publiques. Nous résumerons ici l'approche en quatre temps de Lemieux : la structure, le politique, le pouvoir et l'appartenance, enfin les principes et les exemples.

Problems and Methods in the Study of Politics, Ian Shapiro, Rogers M. Smith and Tarek E. Masoud, eds., Cambridge: Cambridge University Press, 2004, pp. xi., 419.

This important volume recounts a meeting of some the best minds in political science, but, in the end, it is a meeting in the physical sense (as the volume comes out of a conference held at Yale in 2002) and not really in any intellectual sense. The ostensible goal of the volume is to proffer answers to what the editors call “a fundamental question about the proper place of problems and methods in the study of politics…. Which should political scientists chose first, a problem or a method?” (1). Unfortunately, a good many of the contributors to the volume ask whether this is a question at all. Perhaps unsurprisingly, most of those who reject the question do not have objections to the increased technical and mathematical nature of modern political science. And, equally unsurprising, those who suggest that method has too often come before problem are those who have earlier, and often eloquently, bemoaned the rise of rational choice theory and econometric applications. As an intellectual rapprochement, the work fails. It rather resembles a dinner of extended family, where long-held differences and grievances are kept just under the breath, but as a collection of essays by leading scholars which consider the methodologies and epistemologies of political science, the volume is a smashing success.

L'action politique des mouvements sociaux d'aujourd'hui : Le déclin du politique comme procès de politisation?, Denis, Serge. Édité par Guy Laforest,, Coll. Prisme. Québec: Presses de l'Université Laval, 2005.

Le constat d'une fracture du rapport entre l'électorat et les grands partis politiques n'est plus à faire. Des analyses sociopolitiques calculent les taux d'abstention au vote et les expliquent par les désarticulations entre les aspirations des électeurs/électrices et les politiques d'orientation néolibérale adoptées récemment par les partis au pouvoir (Sommier, Le renouveau des mouvements contestataires à l'heure de la mondialisation, 2003). On parle de “ désenchantement ” démocratique (Perrineau, Le désenchantement démocratique, 2003). Ce contexte incite d'aucuns à parler de “ dépolitisation ” d'un électorat qui se tournerait vers les mouvements sociaux afin de trouver une issue à ce marasme. Est-ce la fin de la politique traditionnelle ou un nouveau départ?

Intégration de la dimension genre à la lutte contre la pauvreté et objectifs du Millénaire pour le développement—manuel à l'intention des instances de décision et d'intervention, Naila Kabeer, Les Presses de l'Université Laval/CRDI, 2005, 336 p.

Ce livre est l'adaptation d'un ouvrage en anglais de Naila Kabeer, intitulé Gender Equality, Poverty Eradication and the Millennuim Developpement Goals : Maximising Synergies and Minimising Trade-offs. Dans son ouvrage, Naila Kabeer met l'accent sur l'égalité des genres en tant que condition de l'éradication de la pauvreté. Avec ce postulat, l'auteure espère, à notre avis, attirer l'attention des personnes et des instances chargées de l'élaboration des politiques publiques ainsi que de la planification et de la mise en œuvre des programmes de développement. Cet ouvrage représente une contribution considérable, dans la mesure où il analyse et étudie les objectifs du Millénaire pour le développement (OMD) adoptés par les chefs d'État et de gouvernement lors d'un sommet spécial des Nations Unies qui s'est tenu en l'an 2000.

Le Canada: une nation américaine? Réflexion sur le continentalisme, l'identité et la mentalité canadienne., Allan Smith (traduit par S. Coupal), 2005, Québec : Les Presses de l'Université Laval, Collection Américana, XI, 379 pages.

Quelle vision du Canada retrouve-t-on chez les intellectuels canadiens depuis le début du dix-neuvième siècle? Comment ont-ils perçu le Canada face aux États-Unis? Allan Smith a consacré de nombreuses années à l'étude de ces questions et cet ouvrage rassemble quelques-uns de ses textes publiés sur une période d'une trentaine d'années. Le recueil se divise en trois parties. La première porte sur le continentalisme, la seconde sur l'identité canadienne et la troisième sur la mentalité canadienne. L'ensemble de ces textes présente une histoire des idées sur le Canada. L'approche de Smith se veut à la fois subjective, envisageant les choses du point de vue des acteurs, et objective, recherchant les causes et leurs effets. Il tente donc de comprendre, et de nous faire comprendre, le point de vue des auteurs, tout en s'efforçant de relever les influences américaines sur ces auteurs.

How do we explain a widespread international phenomenon that only occasionally contributes to the geo-strategic or economic interests of the participating states? This book is about interregionalism, the international organizations and institutions that link regional organizations from more than one region of the world (as, for example, ASEM, also known as Asia-Europe Meeting) or that span across more than one region, such as APEC (Asia-Pacific Economic Co-operation) or FTAA (Free Trade Area of the Americas). The fact is that few of these institutions have accomplished much in concrete terms, yet they continue to proliferate, as the four-and-a-half page list of acronyms at the beginning of this volume amply demonstrates.
