Prime ministers in parliamentary systems confront a challenging agency problem in leading cabinets toward cross-government priorities: ministers tend to prioritize departmental interests and may lack incentives and/or information enabling co-ordinated effort. In Canada, a novel mechanism for both increasing incentives and information provision has been developed in recent decades: the mandate letter. These letters are issued by Canadian prime ministers to their ministers, reinforcing government priorities, each minister's responsibilities, and specific policy expectations. This article examines mandate letters as mechanisms inducing interministerial policy co-ordination, focusing on the 2015–2021 period, under Justin Trudeau, as the first Canadian prime minister to release these letters publicly. Using topic modelling and social network analysis, I find that Trudeau has increasingly sought to strengthen ministerial co-ordination and ministers’ focus on crosscutting policy priorities. This case study contributes to our understanding of intraexecutive co-ordination and the agency problem in cabinet government.

The life of the overseas Dominions in the past generation has been dominated by the related movements of democracy and nationalism. Here my concern is with a general and comparative treatment of the nature of Dominion nationalism and its influence on the relations of the Dominions to the outer world.

In some important and obvious respects nationality within all the Dominions has common features: it is a growth among immigrant peoples not politically severed entirely from the parent state, and not devoid of loyalty to the parent stock; it is mainly rooted in a culture derived from an older land, and draws inspiration from no wells of a past distinctive only to itself; it cannot in the nature of things nurture the sentiment of “we alone,” and it has not attempted to do so; it is expressed principally in a language common to two powerful world states, one of which has had a great literature for many centuries, and hence it has to be content only with such idioms of speech as local environment slowly brings. In all cases this Dominion nationality has a short history with the emotional shallowness of such. Its spirit is not steeped in the legendary glories of country and town. Unlike the small and intense nationalities of Europe, including the Irish, it rests its claims upon present achievements and future hopes rather than on reference to an epic past, or the tale of oppression suffered at the hands of another. In every Dominion it was both inspired by and expressed in the struggle of people for self-government and democracy, and the political institutions arid ideologies to which it is wedded have a common ancestry. It has arisen within Communities which grew big and prosperous quickly, thanks to a conjuncture of highly favourable world circumstances, notably the rapid industrialization which brought speedy benefit to frontier countries with rich natural resources and abundant land, countries linked to the heart of industrialism and world trade in the period, the British Islands. Related intimately to this circumstance was the Pax Britannica, or long era of relative peace secured by British sea power, which controlled the exits and entrances to the strategic seas and enabled the flow of people and capital, the unhampered occupation of wide territories, and the pursuit of the arts of peace to absorb these frontier communities, and thus achieve that sense of community expressed in their nationality.

Cet article offre un éclairage inédit sur les différentes manières dont ces personnes renommées ont répondu à l'appel ainsi que sur les formes de leurs réponses à l'aide d'une analyse de contenu de leur vidéo partagée sur les réseaux sociaux. Le codage des vidéos s'est fait à partir d'une grille d'analyse qualitative de contenu, inspirée de celle de Fields (1988). Il ressort des analyses que différents moyens ont permis d'accentuer le sentiment de proximité entre la célébrité et son public, dans le but d'augmenter l'adhésion au message. L'utilisation du pronom « On », l'emploi de formules narratives et l'intimité qui se dégage des vidéos informatives vont en ce sens.

Although the existence of strategic voting in the United Kingdom and Canada has been well documented, quantifying when a voter will cast a strategic ballot has yet to be done. This article draws on electoral data from five UK and Canadian elections in order to address this gap by identifying a precise “tipping point” for when a non-viable party supporter's probability of voting strategically crosses a 50 per cent threshold. I find the best tipping point measure occurs when a voter rates their favourite viable party greater than 59 out of 100 in the UK and greater than 73 out of 100 in Canada. Both countries also have clear tipping points for the likeability of an individual's highest preferred party and perceptions of that party's distance from contention. Overall, by calculating these tipping points, researchers can better gauge voter behaviour and how, or when, certain factors contribute to strategic voting.

The limitations imposed upon the central and provincial governments by the Canadian federal system have been discussed elsewhere in some detail. But almost no attention has been paid to those difficulties of maintaining an efficient structure of local government which arise from the prior existence of two superior tiers of administration. This does not imply that there has been no interest in local government, but that interest has been partial and spasmodic. Many theories have been formed concerning the role of the provinces, but few have examined the proper role of municipalities. There could be no constitutional argument to focus opinion: local government lies unequivocally within the realm of provincial power, and in an age and a country where legal dispute and politics have gone hand in hand, the affairs of roads and sewers, dog-catchers and relieving officers have seemed prosaic and uninteresting. Education is in a class of its own, for it has been elevated to the arena of constitutional conflict. Outside that arena educational administration has been the concern of only a few interested groups.

Local government has no deep historical roots in Canada. It was discouraged by the French administration, and no counterpart to the New England town meeting appeared. After the Revolution, British policy was hostile to any local demonstrations of independent action. Lord Durham regarded this as a major weakness, and Lord Sydenham set about remedying the deficiency.

The role of such left-wing Liberals as Frederic Harrison, Professor E. S. Beesly, A. J. Mundella, Vernon Harcourt, and Tom Hughes in bringing the English working classes into politics on the side of the Liberals in the late 1860's and early 1870's has long been appreciated. What has not, perhaps, been sufficiently realized is the quandary in which these middle-class radicals found themselves when the general election of 1874 approached. The years following the Hornby v. Close case and the appointment of the great royal commission on trade unions in 1867 had seen a rapid development in the political consciousness of the workmen—especially of the unionists—which was, from the point of view of the radicals, all to the good; but they had also seen the politically conscious among the working classes turning bitterly against the Liberals. The milestones in the latter of these two important political trends were the Liberals' Criminal Law Amendment Act of 1871, the Gas Stokers' and Chipping Norton cases and the persistent refusal of the Gladstone Government to respond to the demands of the unions' lobby for the reform of the labour laws of the country. Labour feeling with regard to the Liberal party was reflected, for example, in the discussions of the Labour Representation League in 1871. A meeting of September 2 voiced strong disapproval of the Government's treatment of the working-class legislative demands and of its general attitude of hostility. The meeting decided to initiate discussions on the advisability of forming a third party. There was also a great deal of criticism of the Liberals at the Trades Union Congress of 1872 and, in the following year, the Parliamentary Committee of the Congress minced no words in discussing the matter in its report on the year's work. After reciting the fruitless efforts of the labour lobby during the 1872 session, the report concluded with the remark that a Liberal government under which such a legal situation could be consolidated was a mockery. And in two bye-elections in August, 1873, at Dundee and Greenwich, the workmen supported independent candidates in opposition to the official Liberals. Gladstone's cabinet shuffle of that same month probably did little to improve relations. Robert Lowe, who took the Home Office, was considered an enemy of the working classes and John Bright was well known as an opponent of unions and of all state action in industrial affairs.

The paper delineates the role of reporters in the coverage of governmental activities. The sources of news and their evaluation are emphasized. The paper investigates the mutual dependence of government officials and correspondents, the channels of information preferred by the latter, the manner in which they seek news, and their evaluation of the collaboration of government officials.

After interviewing most of the reporters of the Quebec government “galerie de la presse” during 1968–9, the author indicates that the correspondents prefer informal ways of uncovering news and do not think highly of information officers. In general, they look for partisan information rather than a formal presentation of administrative activities, and controversial subjects particularly are considered to be of special interest. In all, the role of the reporters may be more passive than active, but “their presence serves as a constant guarantee of responsible public information.”

Exchange control can be considered as an extension of the principle of war-time rationing. There is a scarcity of the means available for making payments and therefore purchases abroad are limited. As a result the central authority allocates these resources according to its own list of priorities, instead of leaving the selection of the needs to be satisfied to be determined by competitive bidding in the market. This requires the control of imports and may also be taken to include restrictions on transfers of capital and other foreign payments. Another feature of exchange control—the requisitioning of assets which can be realized for foreign exchange—can similarly be regarded as part of the general policy of commandeering resources necessary for the purposes of war. But a comprehensive system of exchange control involves a further essential feature—the pegging of exchange rates. Theoretically it would still be possible for the central authority to leave exchange rates to be freely determined in the market, although the quantities demanded and supplied were controlled by such methods; for the possible dangers of inflationary increases in domestic prices could be overcome by the use of subsidies to offset exchange depreciation.

However, several important reasons can be given for a country at war maintaining fixed exchange rates. Bear speculators might have a bad effect on the country's prestige especially when the fortunes of war were adverse. Secondly, it is easier to requisition international assets on terms which do not give large windfall profits to the sellers, if extensive depreciation of the currency can be avoided. Thirdly, consideration of the “terms of trade” offers the most substantial ground for maintaining exchange stability. In conditions of total war the resources that are used to produce exports must be reduced to the minimum. For this reason the object of policy must be to achieve the best possible price for a restricted quantity of exports rather than to expand the volume of exports by offering them as cheaply as possible.

Socialism is often defined in terms of “community,” or, as Professor John Wilson once put it, as a “society of friends.” Thus defined, it is contrasted with the competitive relations of bourgeois society. But in some recent theory and practice, political competition is taken to be a defining feature of a legitimate socialist order. The persistence of political institutions is thus stressed, both by Western socialist theorists and by reformers in Eastern and Central Europe, and the orthodox view that “state” is to be superseded by “community” is sharply rejected. These two critiques differ, however, in one major respect: for Western socialists, the state is to be legitimated by the principles of socialist rationality, while for many reformers of Eastern and Central Europe it is to be legitimated by political life itself. From this second point of view, neither “friendship” nor “rationality” responds to the tensions which a socialist polity, no less than any other, will face: for both these concepts, to the extent that they are taken to set pre-established norms, constrict the “space for political action, ” and thus remove the necessary conditions for legitimacy.

To many Canadians anti-Americanism is not only as old as Canada itself, but it also seems to have been and still is an integral part of the entire Canadian experience. To the historian Baker, anti-Americanism is a recurring theme in Canadian history and exists today as it did a century ago. However, anti-Americanism, to the best knowledge of the authors, has not been investigated through systematic behavioural empirical research. The development of a scale to measure anti-American attitudes is a necessary step in the empirical investigation of Canadian anti-Americanism. The purpose of this research note is to present some data that contribute to the empirical development of a measure of Canadian attitudes towards Americans which may be used as an anti-American scale.
