Despite considerable research, the theory of gender difference in electoral behaviour remains underdeveloped, especially in accounting for variation across elections. We focus on two aspects requiring particular attention: (1) accounts of gender difference, especially distinguishing between positional explanations, in which gender differences stem from men and women taking the same considerations into account, but having different positions on those considerations, or structural explanations, in which gender differences stem from men and women taking different considerations into account in making judgements; (2) the effects of electoral context in cuing gender as a consideration, thus stimulating or inhibiting the appearance of gender differences. We use a case study of the 1992 US presidential election, often labelled ‘The Year of the Woman’, to explore these problems.

Political folk wisdom has long suggested that the electoral fortunes of left-of-centre political parties are affected by the rate of turnout. As is so often the case, the conventional wisdom has yet to be subjected to wide empirical scrutiny. In this Note, we attempt such an examination in the context of national elections in industrial democracies.

The theory of delegation developed by Epstein and O'Halloran for the US federal system is used here to generate original hypotheses on the politics of delegation in the European Community (EC). It is argued that two institutional features of the Community, namely the decision rules of the Council of Ministers and the possibility of relying on both the Commission and the member states for policy implementation are at the core of the choices of delegation of EC legislators. Using an original dataset of 158 major EC legislative acts, it is demonstrated that the Council delegates greater policy authority to national institutions if legislation is adopted unanimously or in issue areas that require specialized and technical knowledge, while it relies to a greater extent on the Commission when acts are adopted by qualified majority voting or require general managerial skills at the supranational level.

Results also show that national administrators are the main providers of policy expertise, while the informational role of the Commission appears to be secondary, though not negligible. Finally, these findings qualify propositions on the relation between veto players and bureaucratic autonomy and on that between conflict within the legislature and delegation outcomes.

This article uses the British Election Panel Study to assess the impact of voters' and party positions vis-à-vis European integration on Conservative electoral support between 1992 and 1996. Over this period levels of public support for European integration declined markedly, so that by 1996 the Conservative party was even closer to aggregate public opinion, when compared with its main competitors, than it had been at the time of the 1992 election. However, an analysis of the proximity between individuals' positions on integration and the positions they then attributed to the parties indicates that Conservative divisions over Europe helped turn this potential electoral asset into a liability, leaving the party further from individual voters' own positions than were either of the other two main political contenders. Moreover, as issue proximity on integration predicts voting even when past vote and proximity on other issues are controlled for, it is likely that the European question will have resulted in electoral costs rather than the benefits it could have produced. One implication of these findings is that if the Conservatives hope to do well on this issue they will need to adopt a consistent Eurosceptic line, but such a strategy is unlikely to be easily maintained.

Some political theorists argue that patriotism differs from nationalism in being compatible with universalist liberalism. The theories offered range from the more cosmopolitan constitutional patriotism of Habermas to more rooted republican versions. Despite their rhetorical effectiveness in certain political situations, none of these variants stands up well to critical analysis, and none succeeds in delivering the promised reconciliation of universal humanitarian principles with limited and particularistic commitments.

There has been considerable recent debate about the importance of local context as an influence on political attitudes and voting behaviour in Great Britain. Resolution of that debate has been difficult, because analytical methods have not been available with which to evaluate the relative importance of both individual voter characteristics and the characteristics of their milieux as independent correlates of attitudes and behaviour. The technique of multi-level modelling has been developed by educational researchers to do just that. It is introduced here and illustrated using data for the 1987 British general election. The preliminary results suggest that place clearly does matter as a component of the processes that influence voters' choices.

Do democratic elections and experience with democracy affect citizens' propensity to engage in political protest? If so, how? A model of protest potential based on the incentives election winners and losers face in new and established democratic systems is presented. Using surveys conducted by the International Social Survey Program (ISSP) in seventeen democracies around the globe, the effect on political protest potential of being in the political minority or majority after an election is compared. Being in the political minority heightens citizens' political protest potential. Moreover, the effect on protest potential of losing is significantly greater in new democracies compared with established ones. These findings provide systematic evidence that election outcomes should be considered important indicators of political protest potential, and they imply that this effect is particularly salient in countries whose democratic institutions are relatively new and potentially more unstable.

Using data from a randomized field experiment within a Deliberative Poll, this paper examines deliberation’s effects on both policy attitudes and the extent to which ordinal rankings of policy options approach single-peakedness (a help in avoiding cyclical majorities). The setting was New Haven, Connecticut, and its surrounding towns; the issues were airport expansion and revenue sharing – the former highly salient, the latter not at all. Half the participants deliberated revenue sharing, then the airport; the other half the reverse. This split-half design helps distinguish the effects of the formal on-site deliberations from those of other aspects of the treatment. As expected, the highly salient airport issue saw only a slight effect, while much less salient revenue-sharing issue saw a much larger one.

From the late 1970s on, after several decades characterized by relatively interventionist patterns of economic policy making, most advanced states began questioning and, in some instances, abandoning active industrial policies and privatizing public businesses. Examining the evolution of the public business sector in all nations included in the Organization for Economic Co-operation and Development (OECD) from 1979 to 1993, this article shows that the sale of public firms did not mechanically derive from either declining growth rates, growing budget deficits or the increasing internationalization of domestic economies. Although the economic slowdown of the 1970s had the effect of breaking down the so-called Keynesian post-war consensus, the strategies towards the public business sector eventually adopted were shaped by the partisan composition of office – conservatives privatized while social democrats opted for the status quo – and by the internal structure of the cabinet – divided governments produced little change in either direction. From a theoretical point of view, this analysis broadens the current political-economic literature by showing that, although parties have a limited impact on the standard macroeconomic policies employed to manage the business cycle – a point widely confirmed in the literature – they do play a central role in designing policies, such as the level of public ownership of the business sector, that shape the supply side of the economy.

Recent empirical studies on American elections suggest that campaigns provide voters with the necessary information to make reasoned voting decisions. Specifically, campaigns help voters learn about the electoral relevance of ‘fundamental variables’, such as the economy and party stances, that have been consistently shown to predict electoral outcomes. Do these findings generalize beyond the American case? This article uses cross-national survey data in order to subject this thesis to a more comprehensive test. The analysis provides further support for the hypothesis that campaigns ‘enlighten’ voters as the election draws near. Moreover, the article shows that some voters learn more from campaigns than others. Campaign effects are more pronounced among individuals with low political sophistication and those living in party list systems. Implications for future research are explored, suggesting a ripe research agenda using under-tapped cross-national data.

Theories of inter-group threat hold that local concentrations of immigrants produce resource competition and anti-immigrant attitudes. Variants of these theories are commonly applied to Britain and the United States. Yet the empirical tests have been inconsistent. This paper analyses geo-coded surveys from both countries to identify when residents’ attitudes are influenced by living near immigrant communities. Pew surveys from the United States and the 2005 British Election Study illustrate how local contextual effects hinge on national politics. Contextual effects appear primarily when immigration is a nationally salient issue, which explains why past research has not always found a threat. Seemingly local disputes have national catalysts. The paper also demonstrates how panel data can reduce selection biases that plague research on local contextual effects.

Employing data from three surveys of mass opinion conducted in Lithuania, Ukraine and European Russia during 1990, 1991 and 1992, we examine three prominent but competing hypotheses about the source of political values in the post-Soviet societies: historically derived political culture, regime indoctrination and the effects of societal modernization. The literature on Soviet political culture argues that Russian mass values are distinguished by authoritarianism and love of order, values which will be largely shared by Ukrainians, especially East Ukrainians, whereas Lithuanian society would not evince this pattern. Our data do not support this hypothesis. We then examine acceptance of Soviet era norms, both political and economic. We do not find support for the argument that regime indoctrination during the Soviet period produced a set of ideologically derived values throughout the former Soviet Union and across a series of generations. The third hypothesis – that industrialization, urbanization, war and changing educational opportunities shaped the formative experiences of succeeding generations in the Soviet societies and, therefore, their citizens' values – receives the most support: in each of the three societies, differences in political values across age groups, places of residence and levels of education are noteworthy. The variations in political values we find across demographic groupings help us to understand the level of pro-democratic values in each society. We find that in Russia and Ukraine more support for democracy can be found among urban, better educated respondents than among other groups. In Lithuania, the urban and better educated respondents evince pro-democratic values at about the same level as their counterparts in Russia and Ukraine, but Lithuanian farmers and blue-collar workers support democracy at a level closer to urban, white-collar Lithuanians than to their Russian and Ukrainian counterparts. In all three societies, those citizens most likely to hold values supportive of democracy are those who are less favourable to Soviet-era values and less convinced of the primacy of the need for social and political ‘order’. Those who desire strong leadership, however, tend to have more democratic values, not more authoritarian ones.

Public service broadcasters (PSBs) are a central part of national news media landscapes, and are often regarded as specialists in the provision of hard news. But does exposure to public versus commercial news influence citizens’ knowledge of current affairs? This question is investigated in this article using cross-national surveys capturing knowledge of current affairs and media consumption. Propensity score analyses test for effects of PSBs on knowledge, and examine whether PSBs vary in this regard. Results indicate that compared to commercial news, PSBs have a positive influence on knowledge of hard news, though not all PSBs are equally effective in this way. Cross-national differences are related to factors such as de jure independence, proportion of public financing and audience share.

This Note looks afresh at the question of turnout in British general elections, using data gathered in the 1987 British General Election Study, together with information on the electoral behaviour of the sample, collected independently of the BGES survey. The official rate of turnout for Great Britain in 1987 (the number of votes cast over the number of entries on the electoral register) was around 75 per cent; that is to say, according to official figures, about one in four registered electors did not vote. In common with earlier surveys, the BGES indicates a much higher turnout figure than the official one; 86 per cent of respondents to the survey reported that they had voted.

This article examines the impact of values on a key phenomenon of modern politics: non-violent protest. Previous studies have examined only the individual-level effects of values. Studying in addition the ‘ecological’ effects – how the social prevalence of values affects protest – generates new insights. Focusing on ‘emancipative values’, two ecological effects are shown: (1) the prevalence of emancipative values lifts people's protest above the level that their own emancipative values suggest (elevator effect); (2) the prevalence of these values enhances the impact of people's own emancipative values on protest (amplifier effect). We conclude that examining values in models of protest (and possibly of other activities), not only as individual attributes but also as ecological properties, gives ‘culture’ its full weight in explaining behaviour.

Partisan bias and hostility have increased substantially over the last few decades in the American electorate, and previous work shows that partisan strength and sorting help drive this trend. Drawing on insights from moral psychology, however, we posit that partisan moral convictions heighten affective polarization beyond the effects of partisanship, increasing partisan animosity and copartisan favoritism. Testing this theory using data from two national samples and novel measures of affective polarization in everyday life, we find that people who tend to moralize politics display more partisan bias, distance and hostility, irrespective of partisan strength. These results shed light on a different moral divide that separates the American public and raise key normative questions about moral conviction and electoral politics.

In recent years, both mass communication and personal communication have attracted increased interest as sources of persuasive information which influence individual voting decisions. However, few efforts have so far been made to investigate how mass communication and personal communication interact with regard to electoral decision making. Katz and Lazarsfeld's ‘filter hypothesis’ maintains that personal communication mediates the influence of mass communication on individual voters, reinforcing or blocking the impact of media information, depending on the evaluative implications of that information and on the political composition of voters' discussant networks. This hypothesis is examined and corroborated here, using comparable national election studies from Britain, Spain, the United States and West Germany.

The analyses presented in this note have extended earlier work on tactical voting in Great Britain by looking at variations between constituencies in the flow-of-the-vote matrix that are consistent with hypotheses of tactical voting. They have suggested that about 4 per cent of the British electorate voted tactically in 1983, as did nearly 6 per cent in 1987. The volume of tactical voting was greater in Conservative-held than in Labour-held seats, and in both was greater the more marginal the seat. In general, the opposition party with the greatest chance of unseating the incumbent, as suggested by the result of the previous election, gained from the tactical voting process, and there is evidence that greater campaign effort, as indexed by constituency spending, helped them in this.

This study evaluates the extent of party-system extremism in thirty-one electoral democracies as a function of electoral-system proportionality. It uses data from the Comparative Studies of Electoral Systems project to estimate the extent of party-system compactness or dispersion across polities and to determine whether more proportional systems foster greater ideological divergence among parties. Electoral system characteristics most associated with party-system compactness in the ideological space are investigated. The empirics show that more proportional systems support greater ideological dispersion, while less proportional systems encourage parties to cluster nearer the centre of the electoral space. This finding is maintained in several sub-samples of national elections and does not depend on the inclusion of highly majoritarian systems (such as the United Kingdom).
