It has been argued that political democracy in nation-states is dependent upon certain levels of social and economic development. Some authors (Lipset and Cutright) argue that a particular complex of social and economic requisites appears necessary for the institutionalization and maintenance of democracy. Others (Lerner and Pye) suggest that national political development of any form is predicated upon the development of a system of communications sufficiently sophisticated to overcome the parochialism of traditional society. Still others (Almond and Verba) find social factors such as education crucial for the development of those attitudes deemed adequate for active citizens of democratic polities.

By definition, political democracy in nationstates requires some minimal level of citizen participation in decision making. Historically the most effective method of institutionalizing such participation is through some form of representative government. This mechanism permits groups of citizens with common preferences to support representatives who will, in turn, attempt to schedule those preferences for decision by the government. Groups of representatives will form coalitions in an attempt to insure that their common preferences will be enacted into public policy. Because preferences in society are likely to vary in direction and intensity, the successful implementation of political democracy imposes two requirements. One, communication of preferences among competing groups, must be widespread. If they are not, it will be difficult for groups with shared preferences to combine their resources such that “majority” preferences can be successfully implemented. Indeed at a more basic level, communication is necessary for the identification and articulation of common preferences. Second, groups within the citizenry holding competing preferences must be socialized into the procedural norms of the system. Most important is the acceptance of the norms of compliance so that groups which “lose” on any given issue (enactment of a preference set) do not withdraw from the decision system or opt to overthrow it. In short, two primary conditions for the maintenance of any system of political democracy are, (1) communication among members of the political system and, (2) socialization into the “rules of the game.”

This article outlines three theoretical arguments—socialization, status discontent, and elite cues—that generate competing predictions about the way context shapes gender attitudes. Using hierarchical analysis, we assess the power of these arguments in Latin America, a region that manifests considerable variation on our central explanatory variables and thus offers important theoretical leverage. We find men's gender attitudes to be highly contingent on elite cues and susceptible to backlash effects in response to women's economic advancement. Also, where women lack national representation, distrust of government promotes support for female leadership as an alternative to the discredited (male) establishment. The analysis supports existing individual-level explanations of gender attitudes and demonstrates a connection between diffuse democratic values and gender egalitarianism. The findings suggest that recent advances for female politicians in Latin America may be susceptible to reversal, and they illuminate strategies for strengthening women's equality in the region.

Theoretical work on taxation and state-building borrows heavily from early modern European experience. While a number of European states increased centralized tax revenues during this period, for others revenues stagnated or even declined and these variations have motivated alternative arguments for the determinants of fiscal and state capacity. This study reviews the arguments concerning the three determinants that have received most attention, namely warfare, economic structure, and political regime, and tests them by making use of a new and comprehensive tax revenue dataset. Our main finding is that these three determinants worked in interaction with each other. Specifically, when under pressure of war, it was representative regimes in more urbanized-commercial economies and authoritarian regimes in more rural-agrarian economies that tended to better aggregate domestic interests towards state-building.

This article examines the “culture war” hypothesis by focusing on American citizens’ choices among a set of core values. A geometric model is developed to represent differences in the ways that individuals rank-order seven important values: freedom, equality, economic security, social order, morality, individualism, and patriotism. The model is fitted to data on value choices from the 2006 Cooperative Congressional Election Study. The empirical results show that there is an enormous amount of heterogeneity among individual value choices; the model estimates contradict any notion that there is a consensus on fundamental principles within the mass public. Further, the differences break down along political lines, providing strong evidence that there is a culture war generating fundamental divisions within twenty-first century American society.

I analyze the governmental regulation of internationally traded goods produced by U.S. industries. General theories of regulation—most notably “capture” theories and the theory of “congressional dominance”—are used to analyze the decision-making behavior of the U.S. International Trade Commission, which plays a major role in approving and providing tariffs, quotas, and various types of nontariff trade barriers sought by these industries. Unlike previous studies, this one simultaneously accounts for both the supply and demand sides of trade regulation. This work seeks to predict, on a basis of domestic politics, the factors that affect the demand for, and supply of, trade protection for U.S. industries. The methodology consists of applying a nested logit framework to capture the decision behavior of the International Trade Commission and industries simultaneously. The analysis shows that industries do appear to self-select themselves in applying for protection from the International Trade Commission. In light of these findings, it appears that trade protection is subject to domestic political forces similar to those affecting other regulatory policy areas.

We use a cognitive schema-based approach to model an African-American racial belief system, showing the content of racial belief systems in a national sample to be associated with the individual's degree of sodoeconomic status, religiosity, and exposure to black media. We find that African-Americans with a higher sodoeconomic status are less supportive of black political autonomy and that they feel themselves more distant from black masses and black elites than do those of lower socioeconomic status. Religiosity, while unrelated to black autonomy, strengthens closeness to black masses and black elites. Black television—and, to a much lesser degree, black print media—had a consistent impact on the racial belief system. We conclude by discussing the complexity of the African-American racial belief system and potential directions for future work.

To what extent do the institutions of presidentialism allow voters to hold governments accountable? Powell and Whitten (1993) suggested that voter capacity to sanction is strong when “clarity of government responsibility” for outcomes is clear, and vice versa. I argue that clarity of responsibility functions differently under presidentialism and that presidentialism generates particular forms of accountability. In general, electoral sanctioning is weak in nonconcurrent elections, which do not occur under parliamentarism, but is stronger in concurrent elections. In concurrent executive elections the clarity of responsibility does not attenuate the economy's impact on the vote. Yet in concurrent legislative elections both partisan and institutional variables diffuse responsibility for economic performance. Thus under many common institutional and partisan formats, voters sanction presidents to a greater degree than legislators for the same phenomenon. These findings elucidate the conditions under which we might observe accountability similar to what we find in some parliamentary systems or a more uniquely presidentialist “dual democratic legitimacies” of the kind Linz (1994) imagined.

Despite almost two decades of behavioral research, our models relating the key variables in judicial decision making are incomplete and inadequate. In particular, the impact of two widely used variables, judges' attitudes and role orientations, is poorly understood. While there appears to be a consensus that attitudes and role orientations are important predictors of behavior, no research has been successful in developing a comprehensive model capable of predicting judges' behaviors. This article's objective is the development of a single model incorporating attitudes, role orientations, and decision-making behavior. While attitudes and role orientations taken singly explain insignificant amounts of the variation in behavior, an interactive model of attitudes and role orientations is shown to be extremely useful for understanding behavior. Although this research focuses on the sentencing decisions of Iowa trial court judges, the proposed model is potentially applicable to all instances of decision making.

Are local political institutions responsive to the demands of racial minorities for a more equitable share of scarce public resources? Does an enhanced political presence improve black and Hispanic prospects in the struggle for public jobs? Based upon data for 1200 cities, my analysis reveals that while minority council members make a substantial contribution to employment success, minority mayors do not. For blacks, an interactive effect was also discovered for the relationship between the level of political representation, governmental structure, and employment outcomes. This research reveals that the political process does work. However, its effectiveness for minorities is mediated by a complex of factors that includes an interaction between political power, racial polarization, and the nature of local political institutions.

Two arguments apparently support the thesis that collective identity presupposes an Other: the recognition argument, according to which seeing myself as a self requires recognition by an other whom I also recognize as a self (Hegel); and the dialogic argument, according to which my sense of self can only develop dialogically (Taylor). But applying these arguments to collective identity involves a compositional fallacy. Two modern ideologies mask the particularist thesis's falsehood. The ideology of indivisible state sovereignty makes sovereignty as such appear particularistic by fusing “internal” with “external” sovereignty; nationalism imagines national identity as particularistic by linking it to sovereignty. But the concatenation of internal sovereignty, external sovereignty, and nation is contingent. Schmitt's thesis that “the political” presupposes an other conflates internal and external sovereignty, while Mouffe's neo-Schmittianism conflates difference (Derrida) with alterity. A shared global identity may face many obstacles, but metaphysical impossibility and conceptual confusion are not among them.

This article analyzes the circumstances under which conflict leads to the outbreak of war using a formal model which incorporates both the redistribution of resources as an alternative to war and imperfect information. Countries act as rational agents concerned with both consumption and the public bad of a war. In the first period both countries can either consume or build arms, whereas in the second period there can be either the threat or the use of force to reallocate resources. If both countries are fully informed, then there will be no war but rather a voluntary redistribution of resources. In a situation of asymmetric information, however, in which one country is fully informed and the other is not, a war can occur if the uninformed country uses a separating equilibrium strategy, precommitting itself to a positive probability of war in order to prevent bluffing by the informed country.

I argue that information and trust in nascent democratic institutions are two important sources of heterogeneity in economic voting in transition democracies. Economic voting develops in postcommunist electorates as ambiguity regarding the link between government policy and economic outcomes declines. The link becomes less ambiguous as citizens become more informed about how democratic institutions function and gain increasing confidence or trust in the responsiveness of these institutions to public preferences. In the early period of democratization the conditions necessary for an effective agency relationship between voter and incumbent are not yet fully developed. Economic voting increases as these levels of information on, and trust in, government rise. The analysis that tests these propositions is based on a public opinion survey conducted in Hungary in 1997. The test is replicated with a 1997 Polish election survey.

Lack of a clear definition of political corruption has limited its systematic study by analysts of American politics. This article offers a conceptual framework with which to view corruption. A corrupt act is categorized by its four components: the donor, the favor, the public official and the payoff. For each component, propositions about perceived corrupt and noncorrupt elements can be formulated and tested. The usefulness of this scheme in analyzing attitudes about corruption is demonstrated with data from state legislators. Finally, the article suggests some future research possibilities using this scheme to compare elites and public or other groupings in the political system.

I propose an alternative index to operationalize the variable number and size of parties in a party system. To support it, I present a critical overview of the two most common indices, Laakso and Taagepera's effective number of parties and Kesselman and Wildgen's hyperfractionalization, showing the causes of their weakness. Then I explain the computational logic of my alternative, “number of parties,” and compare it with the other two, using hypothetical cases. After that, I contrast the Laakso-Taagepera index with mine, using data from actual elections between 1945 and 1981. I conclude that my index outperforms the other two as an operationalization of the variable number and size of parties.

The translation of citizen votes into legislative seats is of central importance in democratic electoral systems. It has been a longstanding concern among scholars in political science and in numerous other disciplines. Throughout this literature, two fundamental tenets of democratic theory, partisan bias and democratic representation, have often been confused. We develop a general statistical model of the relationship between votes and seats and separate these two important concepts theoretically and empirically. In so doing, we also solve several methodological problems with the study of seats, votes, and the cube law. An application to U.S. congressional districts provides estimates of bias and representation for each state and demonstrates the model's utility. Results of this application show distinct types of representation coexisting in U. S. states. Although most states have small partisan biases, there are some with a substantial degree of bias.

A method of scaling is proposed to estimate the positions of candidates and voters on a common issue dimension. The scaling model assumes that candidates occupy true positions in an issue space and that individual level perceptual data arise from this in a two step process. The first step consists of a stochastic component, satisfying the standard Gauss Markov assumptions, which reflects true misperception. The second step consists of a linear distortion which is introduced in the survey situation. Estimates of the parameters of the model are developed by applying the least squares criterion, and distributions of the estimates are investigated by Monte Carlo methods.

The scaling technique is applied to the seven-point issue scales asked in the 1968 and 1972 SRC survey. The resulting ideal point estimates are related to candidate positions in 1968 to test a simple Downsian voting model.

Most scholars agree that members of Congress are strongly motivated by their desire for reelection. This assumption implies that members of Congress adopt institutions, rules, and norms of behavior in part to serve their electoral interests. Direct tests of the electoral connection are rare, however, because significant, exogenous changes in the electoral environment are difficult to identify. We develop and test an electoral rationale for the norm of committee assignment “property rights.” We examine committee tenure patterns before and after a major, exogenous change in the electoral system—the states' rapid adoption of Australian ballot laws in the early 1890s. The ballot changes, we argue, induced new “personal vote” electoral incentives, which contributed to the adoption of “modern” congressional institutions such as property rights to committee assignments. We demonstrate a marked increase in assignment stability after 1892, by which time a majority of states had put the new ballot laws into force, and earlier than previous studies have suggested.

This essay defines and experimentally tests a new solution concept for n-person cooperative games—the Competitive Solution. The need for a new solution concept derives from the fact that cooperative game theory focuses for the most part on the special case of games with transferable utility, even though, as we argue here, this assumption excludes the possibility of modelling most interesting political coalition processes. For the more general case, though, standard solution concepts are inadequate either because they are undefined or they fail to exist, and even if they do exist, they focus on predicting payoffs rather than the coalitions that are likely to form.

The Competitive Solution seeks to avoid these problems, but it is not unrelated to existent theory in that we can establish some relationships (see Theorems 1 and 2) between its payoff predictions and those of the core, the V-solution and the bargaining set. Additionally, owing to its definition and motivation, nontrivial coalition predictions are made in conjunction with its payoff predictions.

The Competitive Solution's definition is entirely general, but a special class of games—majority rule spatial games—are used for illustrations and the experimental test reported here consists of eight plays of a 5-person spatial game that does not possess a main-simple V-solution or a bargaining set. Overall, the data conform closely to the Competitive Solution's predictions.

This paper assesses the theoretical significance of data on childhood political learning. Two socialization models are involved. Each confers relevance on childhood learning by linking it with political outcomes. The first is an allocative politics model, which seeks a linkage with policy outputs. The other is a system persistence model, looking toward the stability and continued existence of political systems. Each model incorporates the following assumptions: (a) the primacy principle: childhood learning is relatively enduring throughout life; (b) the structuring principle: basic orientations acquired during childhood structure the later learning of specific issue beliefs.

It is this structuring principle which we examined and tested in the present paper. The data show no or little association between childhood orientations and the later learning of specific beliefs about the most important political issues of the day. Our evidence suggests a need to carefully reexamine the basic assumptions and directions of current political socialization research.

A question that has puzzled students of ethnic politics can be stated as follows: in the face of increasing assimilation why do ethnics continue to vote as ethnics with about the same frequency as in earlier decades? On the basis of his New Haven study, Robert Dahl observes that “… in spite of growing assimilation, ethnic factors continued to make themselves felt with astonishing tenacity.” Nevertheless, he asserts, “the strength of ethnic ties as a factor in local politics surely must recede.” Dahl sets up a “three-stage” model to describe how political assimilation will follow a more general social assimilation. However, one of his co-researchers, Raymond Wolfinger, demonstrates in a recent article in this Review that ethnic voting patterns persist into the second and third generations, and that “at least in New Haven, all the social changes of the 1940's and 1950's do not seem to have reduced the political importance of national origins.” The same observation can be made of religious-ethnic identities, for as Wolfinger notes, citing data from the Elmira study, social mobility in no way diminishes the religious factor as a determinant of voting behavior; in fact, in the case of upper and middle class Catholics and Protestants, religion seems to assume a heightened importance as a voting determinant. Wolfinger marshals evidence to support the arresting proposition that, melting pot or not, ethnic voting may be with us for a long time to come, a finding which craves explanation.

Part of the reason for the persistence of ethnic voting may rest in the political system itself. Rather than being a purely dependent variable, the political system, i.e., party, precinct workers, candidates, elections, patronage, etc., continues to rely upon ethnic strategies such as those extended to accommodate the claims of newly-arrived ethnic middle-class leadership; as a mediator and mobilizer of minority symbols and interests, the political system must be taken into account.
