At the Imperial Conference of 1926, the participating British governments agreed that the Dominions and Great Britain “ are autonomous communities within the British Empire, equal in status, in no way subordinate one to another in any aspect of their domestic or external affairs, though united by common allegiance to the Crown, and freely associated as members of the British Commonwealth of Nations”

The fourteenth year of the Permanent Court of International Justice has been one of its lean years. The Court’s output has been small, and action by governments with reference to its maintenance and functioning has been somewhat less significant than in some of the earlier years.

During 1935, the Court was in session for 107 days as compared with 120- days in 1934,178 days in 1933, and 240 days in 1932. The 34th session, from February 1 to April 10, 1935, was largely devoted to the case relating to Minority Schools in Albania, in which an advisory opinion (the 26th) was given on April 6,1935. The 35th session, from October 28 to December 4, 1935, was largely devoted to the case relating to the Consistency of Certain Danzig Decrees with the Constitution of the Free City of Danzig, in which an advisory opinion (the 27th) was given on December 4,1935. At the close of the year two cases were pending on the docket of the Court.

A congressional inquiry to the Department of State concerned the practice of signing documents such as the Trilateral Statement concluded at Moscow on January 14, 1994, by President William J. Clinton, Russian Federation President Boris Yeltsin, and Ukraine President Leonid M. Kravchuk and the status of such documents under both United States and international law and practice.

The inauguration of the League of Nations took place at Paris in the Ministry of Foreign Affairs on January 16, 1920. Representatives of the eight members of the Council, exclusive of the United States, namely, Belgium, Brazil, the British Empire, France,Greece, Italy, Japan and Spain, formally met, elected M. Leon Bourgeois, of France, the first chairman of the Council, and proceeded to organize the machinery for the practical execution of the clauses of the Treaty of Peace, the urgent necessity of which, the chairman explained, made it impossible further to postpone the meeting of the Council.
