Soil and water conservation and improved crop management programs were initiated in 1983 to increase the productivity of a dryland vertisol watershed in the state of Andhra Pradesh in the semi-arid tropical region of India. This was one of 47 model watersheds developed by the Government of India. The integrated program consisted of measures to conserve soil and water, such as a percolation tank, grading, checks, and deep tillage, on which were superimposed improved crop management practices (e.g., cultivars, fertilizers, and timeliness in operations), carried out with the farmers' cooperation and partial payment. All participants were surveyed in 1983, before starting the program, and 1988, after completing the program. The equilibrium water levels in open wells increased about 50 cm, which allowed sugarcane to be introduced. About 10% additional area was reclaimed and cultivated after construction of a diversion dam. Fodder supply improved because of the growth of natural grasses on terraces formed by stone checks in waterways. Soil and water conservation efforts reduced runoff about 26%. Ground cover increased by 38% because of increased cropping intensity, and income per capita grew by 67% per year. Thus, the integrated approach conserved natural resources and improved productivity.

The acceptance and utility of alternative agricultural research can be enhanced by better incorporating social sciences and issues and by broadening its scope to the entire food system rather than focusing only on food production. Researchers have made strong contributions in developing and evaluating alternative agricultural technologies, but research attention also is needed to articulate strategies for synthesizing those technologies into coherent strategies, to examine the social effects of different scenarios, and to create better decisionmaking processes for ensuring broad-based knowledgeable participation in the choices among alternative strategies. Research that addresses human needs beyond food and fiber will help build truly alternative and desirable agricultural systems.

The U.S. public is expressing strong preference for the use of biological control methods in the management of U.S. agricultural, forest, and rangeland insect pests. This follows from a widespread understanding among citizens that synthetic insecticides have potentially harmful side effects on humans and that they are spreading increasingly as pollutants in the environment. Major recent increases in the number of pesticide-resistant insect species also put pressure on the agricultural community toward adoption of alternative non-agchemical plant and animal protection strategies. Movement in the direction of such alternatives has been facilitated by the fact that in the last two decades much progress has been made in Integrated Pest Management (IPM) through an improved understanding of the interactions of pests with their hosts. In that time period, many advances have been made in describing and predicting insect movement, seasonal cycles, and the effects of secondary plant compounds on insect reproduction. Simultaneously, much has been learned about the behavior, physiology, and population dynamics of insect parasitoids, i.e. parasites on insect pests. In the 1990's and subsequently, Biological Control Intensive Pest Management (BCIPM) will require continuing research to attain needed advancement in knowledge of growth and development of host plants, population dynamics of pests and parasitoids, and ecology of secondary pests that may interfere with implementation of BCIPM programs. Extension and research personnel will then be increasingly able to devise useful control methods for pests within selected cropping systems. We describe here examples to illustrate present and potential future use of BCIPM in different practical plant systems in New Jersey.

This case study documents the start-up of a successful alternative dairy farm in Wisconsin. Initially the vision was to establish a 97-ha biodynamic farm with dairy and cash cropping. Low milk prices throughout most of 1991 and the heavy work load associated with conventional dairying forced the farm family to look for alternative strategies. They experimented with management-intensive grazing in 1992, and by spring 1994 had seeded their entire farm to sod. The work load still was too heavy, so they switched to seasonal dairying and outwintering of their dry stock, which reduced the daily midwinter work load from 12 to 3.5 hours. By the end of 1995, yearly net farm income from operations had risen from $21,500 (1990 and 1991) to $54,000 (1994 and 1995). The farm family, with its alternative approach (biodynamic, grass-based, seasonal milking) weathered the stresses of entering dairy farming at a time when entry rates were very low and existing dairy farmers faced substantial financial pressure. The grassbased system required low purchased feed inputs ($300 per cow) and nearly reached equilibrium in the whole-farm nutrient budget. Good herd management has maintained high productivity (rolling herd average of 17,000 lbs) and excellent herd health. Renting the farm and managing money carefully have resulted in a low debt load ($73 per cow). This study illustrates the complexities and adjustments associated with the initiation of an alternative farm business.

In much of the developing world, the high cost of purchased feeds makes meat and milk too expensive to be consumed by the producers' own families. A fish pond integrated with livestock or crop production provides an important source of animal protein for home consumption or sale. This protein involves almost no cash costs, since the needed nutrients and energy are supplied by crop residues, green manure, livestock manure and sunlight. Conversion of manure into animal flesh is possible because the anoxic sediments support a microbial flora similar to that of the rumen. Although integrated fish farming has been practiced for thousands of years in China, it has not yet been successfully adapted to all regions for which it potentially is applicable. A program in Wuxi, China brings together students and scientists from all over the world who are working towards that goal.

What is the mission of agriculture and what techniques are used to accomplish the mission? This paper examines mission statements of agribusiness companies, agricultural producers, and environmental groups. One hypothesis is that agricultural producer groups share missions and objectives with environmental groups and their mission statements should demonstrate shared goals. A second hypothesis is that agricultural producer groups do not share missions or objectives with agribusiness companies and their respective mission statements should demonstrate their lack of common interests. The paper also asks which of these three groups will be the best sources of intellectual and other support as land-grant universities strive to fulfill their respective missions. It is not obvious from the mission statements that the three groups studied share missions or objectives. The mission statements neither reveal clear information on the second hypothesis, that agricultural producers do not share missions or operational objectives with agribusiness companies, nor do the mission statements demonstrate their lack of common interests. Analysis of mission statements is one place to learn which groups have common goals and should work together. But this is only a beginning.

In a previous study of reduced chemical cropping systems (N from legumes; chisel plow and disk tillage; cultivation for weed control) in the southeastern U.S., corn and wheat yields were less than half those obtained with recommended practices. The following practices were studied as possible ways to improve yields in the reduced chemical systems: 1) conventional tillage (chisel plowing and disking), inorganic Nat 70 or 140 kg/ha, and either cultivation or herbicides; 2) early versus late plow-down of clover green manures; 3) supplemental inorganic N fertilizer on corn and wheat in rotations relying on clover green manures for N; and 4) nicosulfuron herbicide banded on corn.

Yield of soybean in the rotations was not affected by any of these practices. With herbicides and fertilizer N at 140 kg/ha, continuous corn yields with no-till and conventional tillage were equal in 1990 and 1992, but no-till yield was 30% higher in 1991. When cultivation was used for weed control in the conventional tillage treatment, corn yield was similar to that of no-till with herbicide in the one year when rain was plentiful (yield 6000 kg/ha). However, in 2 of 4 dry years, yields (<2600 kg/ha) were higher with no-till. Clover biomass consistently increased by between 700 and 3500 kg/ha when plow-down was delayed from mid-April to early or mid-May (13 to 26 days). However, biomass N content increased significantly (by between 35 and 90 kg/ha) in only 2 of 5 years. Corn yields were affected in only 2 of 12 possible comparisons. In these cases, delayed clover plow-down reduced yield by about 50%. Supplementing corn with 45 kg N/ha and banding nicosulfuron increased yields, but only to between 62 and 84% of yields with recommended practices. Supplementing wheat with 45 kg N/ha increased yields by half, but only to between 40 and 60% of the yields with 90 kg N/ha.

Contamination of ground water from agricultural sources has been documented in a majority of the contiguous United States. In this study, we examine the potential for voluntary adoption of management practices that reduce risk of ground water contamination and discuss how f arm operators' attitudes regarding the environment might affect the success of voluntary programs. Farmers' behavior and attitudes in Rockingham County, Virginia, and Big Spring Basin, Iowa, reveal that both groups consider the ground water issue to be a serious problem to which they are contributing. This awareness is a significant first step in prompting consideration of management practices that reduce the threat to ground water quality. We also found that the “worst offenders”—that is, farmers applying nitrogen well above agronomic recommendations-were those with the least concern about the problem. If major shifts in farming practices are to occur voluntarily, major incentives or disincentives are needed. Even though the concern about ground water quality is high, the documented risks perceived by farmers are not strongly convincing. The economic incentives for change are questionable at best. Voluntary adoption of best management practices is only one of several policy options. Ultimately, policies designed to reduce ground water contamination may need a mix of strategies, including economic incentives and disincentives, zoning and land use restrictions, environmental regulations, and bans on agricultural chemicals.

Minimizing nutrient surpluses and improving efficiency of nutrient use are key challenges for all dairy farming production systems, driven by economic, environmental and increasing regulatory constraints. Our study examined the efficiency of N, P and K use on a commercial dairy farm through an integrated approach that evaluated the nutrient status of all aspects of the production system of the case-study farm, a 75 lactating Holstein cow dairy in Kings County, Nova Scotia, Canada. During the decade after 1988, the farm owner implemented a series of changes in production practices, including diversification of the crop rotation, implementation of a management intensive grazing (MIG) regime and adoption of a systematic approach to soil and nutrient management. Milk production, and associated farm exports of N, P and K, increased by 666 kg cow−1 between 1990 and 2000. Purchases of N-P-K fertilizers were eliminated in 1990 and feed nutrient imports were dramatically reduced. Feed costs per liter of milk declined from 14.3 cents (CDN) liter−1 in 1990–92 to 11.6 cents liter−1 in 1998–2000, even as feed prices increased regionally by 10–20% over the same period. Modeling of current whole farm mass N, P and K balance indicated that 25.0% of all N inputs are recovered inform products, milk and meat. Non-legume-derived field N input (67kg Nha−1 before losses) was close to optimum for the predominantly legume/grass-based forage cropping system. Model-determined annual farm nutrient surpluses (outputs-inputs) for P (9.0kgha−1 yr−1) and K (8.2 kg ha−1 yr−1) were significantly lower than those previously reported for regional confinement-based dairy farms, which were more reliant on corn production. However, data from 16 years of soil analysis (1985–2001) indicated an increase in soil-test P levels of approximately 2 mg kg−1 yr−1. Recent refinements in dairy animal dietary P levels have further reduced the farm P surplus (2.6 kg ha−1 in year 2001) and are shown as key to a strategy for reversal of the trend in soil-test P levels. In summary, the combined approach of whole-farm system nutrient management, crop diversification and MIG increased milk production and minimized costs while reducing farm nutrient inputs. The study demonstrates how an approach to dairy farm nutrient management which integrates livestock and crop nutrient requirements may reduce dairy farm nutrient loading while maintaining productivity.

This paper analyzes some of the potential problems that can be anticipated in putting a sustainable system together on an operating farm, and proposes a few of the principle practices and management strategies required for making such systems work.

The research agenda for agriculture remains an important concern for anyone interested in the future of sustainable agriculture. Differences in opinion remain on both prioritization of topics and on how and where the necessary research should be done. The inferences are that the research strategies of the 1960's and 70's were not appropriate. If we truly “learn from each other,” we must consider what recent reports, models, and recommendations from written sources and individuals seem to be saying. Examination of these sources suggests a number of characteristics for the research that is needed: 1) Research which addresses problems regional in scope and which are often site specific; 2) research prioritization must involve a broader cross-section of opinions than ever before and include farmers, private non-profit organizations and scientists; 3) research must be more multidisciplinary and include farmers, extension faculty, and staff more directly; 4) systems research requires more emphasis and adoption f or progress in many areas; 5) basic principles and theory for many agricultural disciplines will need examination and eventual modification; and 6) on-farm research is an essential part of the total research effort. The final obligation for all of us is a vigilance to assure that the research done is always of the highest quality.

The potential to improve N fixation by cowpea in Ghanaian soils was examined through: (1) assessment of the natural nodulation of 45 cowpea cultivars in 20 soils sampled from 5 ecological zones; (2) determination of the numbers of cowpea bradyrhizobial isolates in the soils; and (3) determination of the response of cowpea to N fertilization. The ability of 45 cowpea cultivars to nodulate naturally in the various soils showed wide cultural adaptability. Counts of indigenous bradyrhizobia showed that most soils in Ghana contained large populations capable of nodulating cowpea. These ranged from 0.6 × 10 bradyrhizobia cells g soil−1 to 3.1 × 104 cells g soil−1, with 60% of the soils containing more than 103 cells g soil−1. Response of cowpea to N fertilization differed according to soil type. In general all cowpea cultivars showed significant response to increasing N fertilizer applications, indicating that N fixation was not providing the plants with sufficient N for maximum growth and yield. This study suggests that inoculation of cowpea with effective indigenous strains of bradyrhizobial species has considerable potential to improve this situation.

This paper examines farmers' opinions about eight relatively new technologies. Data from a statewide sample of Iowa farmers provide the basis for examining the correlates of support for new technology. Evidence from a series of statewide surveys indicates that farmers are becoming concerned about environmental problems associated with conventional agricultural practices and are interested in alternative production systems. The data show that some new technologies are widely supported among farmers; in other cases farmers expressed considerable hesitancy or opposition to them. This paper draws on previous adoption research to examine the differential support of these technologies among farmers. From this earlier research two sets of variables, personal characteristics and farm characteristics, have been found to be important predictors of farmers' opinions about new technology. The analysis from new data shown here finds generally weak relationships between personal and farm characteristics with level of support for new technologies. Given the generally weak relationships between personal and farm characteristics and support for new technology, the paper argues that other factors need to be included in future research on the adoption of new technology.

Sustainable agricultural research and education have gained acceptability within the land-grant system, but they still must be fully integrated into its fabric. Challenges remain in three key areas: knowledge generation, research and education, and funding. New biological and ecological knowledge is needed on plant-animal-human-environment interactions from the microbial level on upward so that we can move beyond anecdotal evidence of biological integration efficiencies to scientific understanding of the underlying processes and opportunities for human intervention. Socioeconomic research must address human motivations to change farming methods and the likely impacts of these changes on farmers, consumers, other species, and the quality of the environment.

Generating this knowledge will affect the integration of research and education. Having farmers set the research and outreach agenda dissolves the old distinction between research and extension. This situation is complicated by budgetary stress and uncertainty about the dividing line between public and private responsibilities. The funding of sustainableagriculture creates a dilemma. Earmarked funding has helped legitimize sustainable agriculture in the land-grant university, but if it fails to become integrated into the routine land-grant research and education agenda, it will lose its newly gained momentum in the event those funds disappear.

A rapid reconnaissance survey (sondeo) of twenty-five western Oregon and Washington horticultural producers was conducted using interdisciplinary interviewing teams and flexible on-farm interviews. The group interviewed included both certified organic and conventional farmers who are adopting innovative production methods. Our objectives were to determine the primary factors affecting the choice of farming methods, to identify growers' responses to these factors, to examine the effectiveness of the sondeo technique for gathering such information, to build a team for the longer-term studies, and to locate growers to participate in the longer-term studies. The growers shared characteristics that crossed organic-conventional boundaries. Less experienced growers identified practical crop management issues as their primary problems, while the more experienced ones were concerned with labor and regulatory problems. Most conventional growers were reducing their reliance on agricultural chemicals; organic producers generally used fewer agricultural chemicals, but many relied on organically certified insecticides. A primary regulatory concern among conventional growers was the loss of pesticide registrations for minor crops. Both organic and conventional growers were concerned about government regulation of farm labor, particularly increased paperwork and changing immigration law. Many growers attempted to provide good working conditions to retain a reliable labor force, but a few are mechanizing the harvest to reduce labor requirements. They were aware of the increasing public interest in the health aspects of agricultural methods and were responding with modified chemical use, direct involvement in public education, and membership in commodity groups, cooperative marketing groups, and other grower organizations. The sondeo was a fast and low-cost method for gathering information and provided team members with an interdisciplinary perspective that will be valuable in future research.

Newly available data from USDA's Pesticide Data Program allow us to trace pesticide residues on fruits and vegetables to their sources among various uses. We show that pesticide residues come from four sources: on-farm pesticide use; post-harvest pesticide use; pesticide use on imported food; and canceled pesticides that persist in the environment. Post-harvest pesticides account for the largest share of residue detections. Farmers' pest control choices influence consumers' dietary intake of pesticides, but the way in which food is marketed and the history of pest management techniques used on farms may have a greater influence. For pesticides that U.S. farmers currently use, the data show the geographic sources of residues and the extent to which use contributes to dietary intake risks. This information could be used to target development of pest control alternatives more narrowly. However, research to develop on-farm pest control alternatives will not address all pesticide residue risks in consumers' diets.
