Trivial or irrelevant attributes are defined as attributes that do not create a meaningful difference in a brand's performance. The objective of this paper is to determine if and how trivial attributes affect consumers in their choice of variety/brands of food products including frozen green beans, orange juice, canola oil, and frosted strawberry toaster pastries. Sixty subjects participated in the experiment. Subjects understood that trivial attributes are less important than substantive attributes. Substantive (important) quality attributes and economic variables affecting choice were all perceived equal across brands by the subjects in the experiment. Two critical driving forces in determining the presence and direction of the effect of a trivial attribute on the consumer choice are the size of the choice set and the type of trivial attribute, i.e., product versus promotional attribute.

Potato chips are believed to have been first made in this country about the middle of the last century, and for many years were prepared only in the home kitchen. Commercial production did not develop to any great extent until improved peeling and frying methods became available. In 1939 the U. S. chip industry is estimated to have used only 2.1 million hundredweight of potatoes. Chip production increased rapidly during and immediately following World War II, and annual use of potatoes for chipping grew to 29.0 million hundredweight in 1950. Quantity of potatoes used for chipping reached a peak for the crop year ending June 30, 1972, of 35.1 million hundredweight but dropped about .5 million hundredweight the following year due to the smaller 1972 crop. Use of potatoes for chip production in 1972 amounted to about 11 per cent of the crop and 17 pounds per person. Potato chip markets were first developed in the Northcentral and Northeastern States and processing plants were established close to these major markets.

Public programs of agricultural preservation continue to be of interest in many states of the urbanized Northeast. Farmers themselves, of course, have always been concerned with this issue, and in recent years they have found effective allies among public planners, for whom the agricultural sector has become a chief source of scenic and cultural amenities as well as insurance against unforeseen disruptions in future supplies of food and fiber. Programs of use-value assessment have been enacted by almost all of the northeastern states, as well as by those in many other parts of the country. Partly as a result of the fact that the effectiveness of this approach has been in doubt, attention in some states is turning to programs in which the development rights are purchased from agricultural land in order to alleviate development pressure on these areas. New Jersey has recently undertaken a program of development rights purchase, Massachusetts is currently shaping legislation for such a program, and many other states have shown interest.

U.S. dairy production has been consolidating into large-scale confinement operations. Large numbers of small- to medium-scale dairies have disappeared in the last two decades, and many more are disappearing. This article analyzes small- to medium-scale dairy operations in Maryland during 1995–2009 for changes in technology and efficiency through a novel two-stage DEA approach to examine productivity changes. Conventional confinement dairy operations and management-intensive grazing dairies are analyzed separately. The results show that both dairy systems have become more productive on the technological frontiers, yet the rate of technical change for graziers was less than half the rate for confinement.

Valuing the ecosystem services delivered by conservation and stewardship programs is of interest within USDA and across the federal government. Answering these types of questions requires accurate and scientifically sound measures of Ecosystem Service Values (ESVs). While there is a rich literature on valuation of nonmarket goods, it is often difficult to use for the ESVs provided by USDA and other federal agencies. To advance understanding of the use of ESVs in conservation programs, this special issue of ARER presents selected papers from a 2019 workshop entitled “Applications and Potential of Ecosystem Services Valuation within USDA – Advancing the Science.”

In this paper, we apply an indirect production function approach to analyze producers’ output and input allocation choices under expenditure constraints. Our estimation results show that financial constraints induced a nonoptimal usage of smallholder farm inputs, resulting in losses in potential productivity of approximately 25%. It appears that the presence of a binding expenditure constraint has led to an underutilization of fertilizer and manure as well as an overutilization of seed.

This study analyzes consumers’ preferences for nutrition and convenience attributes in ready-to-heat meals, using grocery scanner data applied to a Berry, Levinsohn, and Pakes model. Households’ preferences for convenience meals stem on saving time. Also, households prefer convenience meals with higher contents of sugar, fat, sodium, cholesterol, and fiber, and lower in calorie content. Results prove that consumption of convenience foods implies a high intake of ingredients with negative consequences on dietary quality and health. Findings showcase the importance of the advancement and adoption of alternative food processing technologies that would circumvent the production of convenient foods high in non-healthy ingredients.

The agriculture and food sectors contribute significantly to greenhouse gas emissions. About 15 percent of food-related carbon emissions are channeled through restaurants. Using a contingent valuation (CV) method with double-bounded dichotomous choice (DBDC) questions, this article investigates U.S. consumers’ willingness to pay (WTP) for an optional restaurant surcharge in support of carbon emission reduction programs. The mean estimated WTP for a surcharge is 6.05 percent of an average restaurant check, while the median WTP is 3.64 percent. Our results show that individuals have a higher WTP when the surcharge is automatically added to restaurant checks. We also find that an information nudge—a short climate change script—significantly increases WTP. Additionally, our results demonstrate that there is heterogeneity in treatment effects across consumers’ age, environmental awareness, and economic views. Our findings suggest that a surcharge program could transfer a meaningful amount of the agricultural carbon reduction burden to consumers that farmers currently shoulder.

Previous studies indicate that “hesitation” and “skepticism” are important barriers to the development of renewable energy industries in the United States. We examine whether key pecuniary and nonpecuniary characteristics of bioenergy crops underlie the hesitation argument. Based on a stated choice experiment, we find that Midwestern producers appreciate certain crop attributes that are found in switchgrass, but not in conventional crops. We also find that producers would be willing to grow switchgrass-like crops for net margins between $222/acre/year and $247/acre/year in marginal counties. We argue that farmers’ hesitation and skepticism toward bioenergy crops can be overcome.

One potentially serious problem in evaluating the effectiveness of extension programs is that participants are not picked at random. Self-selection can be a problem, and it can be compounded if extension officials concentrate on the most progressive farms. This study explores the relationships between adoption of maize high-yielding varieties (HYVs) and participation in field trials intended to foster HYV usage, drawing on data from Swaziland. Results indicate that it is impossible to say if field trials had any effect on adoption. Participating farms used more HYVs, but this could have been due to self-selection or the government's selection process.

Policy issues surrounding Federal programs for land retirement as a means of curtailing soil erosion are discussed in this paper. The analysis is structured around productivity differentials observed for New York cropland rated as highly erosive, moderately erosive, or nonerosive.

Two approaches to formal multiple objective decision analysis are described, illustrated and compared. These two approaches, generating techniques and goal programming, are illustrated by the solution of a simple numerical example. This solution combined with some lessons from the field of psychology provide a basis for some judgments on the relative merits of the approaches.

While the use of gear restrictions to regulate fishing activity seldom has the objective of improving economic efficiency, it is capable of achieving that result under some conditions. It can also reduce economic efficiency. This paper explores the way several factors affect the sign and magnitude of welfare gains from fishing gear restrictions. These factors include, among others: the fixity or variability of the price of fish and the presence or absence of diminishing short-run average product of effort. Some generalizations are offered regarding the characteristics of fisheries in which gear restrictions are most likely to produce welfare gains.

As the most densely populated area of the nation, New Jersey and the Northeast stand as a laboratory in which concepts and institutions might be developed and tested to preserve valuable nonrenewable farmland for multiple social uses including an ability to provide open space and life-sustaining food and fiber. In this context, there is a need to carefully consider the idea that actions by government and society generate or destroy economic values in property through the creation or modification of institutions and social organization. It is also true that the lack of action by government may result in the wasteful destruction of amenities which may be held in high regard by many individuals in society.

This study constructs a simulation model to evaluate the potential for conflict among residential and agricultural users of water in southern Rhode Island. The model estimates the profitability of irrigation of turf farms and projects the total use and the economic value of irrigation water. The results indicate that the economic value of irrigation water compares favorably with current residential water prices in the area. In addition, substantial demand for irrigation water is projected. Given current rates of growth in turf acreage and residential water use, there appears to be a significant potential for conflict, particularly given the absence of well developed institutions for allocating water among users.

Researchers and extension personnel interested in dairy systems recognize the importance of high quality hay. It is generally assumed that feeding a higher quality hay should result in increased quantities of hay in the least cost balanced ration and thereby reduce total ration cost (Chase). The objective of this article is to quantify the direction and magnitude of changes in dairy cow ration composition and cost with increased hay crop quality.

Christmas tree sales are considerable throughout the United States. Understanding the drivers of purchase for Christmas trees is critical for producers and stakeholders within states with tree production. Using data from a choice experiment in combination with latent class modeling, we find that tree height is important, but tree species is less important. Further, we show that local labeling does not influence all consumers. With respect to retail location, we show that nursery/greenhouse and choose-and-cut retail outlets are preferred by a majority of consumers but not by all consumers. Recommendations for the varying retail outlets are provided.

In this study, moving average price stabilization schemes were analyzed under the assumption of rational expectations. It was shown that moving average price schemes may induce cyclical behaviour into market prices where no cyclical pattern previously existed. Moving average price stabilization schemes are important to Canadian agricultural policy analysis because they are a characteristic of stabilization programs in Canada. Indeed, the Agricultural Stabilization Act, introduced in 1975, and the Gross Revenue Insurance Program, introduced in 1991, use moving average prices to calculate returns to producers.

The comment indicated that landed wealth (acres owned) should be included as an explanatory variable in the zoning referendum estimation. Land can be construed as an indicator of wealth that may be impacted by land use controls. The reply focuses on study site issues as well as theoretic, empirical, and institutional/social considerations. Responses to land use control referenda depend on the land considered, attitudes toward land use planning and socio-demographic factors, including income. The amount of acres owned was not statistically significant in explaining preferences for land use controls in the case investigated by McLeod, Woirhaye and Menkhaus.

This study examines the effectiveness of price versus nonprice promotion programs for U.S. poultry exports. A comparative static simulation framework is specified for this purpose. The elasticities needed for the simulation model are estimated using seemingly unrelated regression and time-varying parameter regression techniques. Results from this study indicate that a price subsidy is more effective than nonprice market promotion programs in raising export demand for U.S. poultry.
