Marine spatial planning (MSP) offers an operational framework to address sustainable and well-planned use of ocean space. Spatial allocation has traditionally been single-sector, which fails to account for multiple pressures on the marine environment and user conflicts. There is a need for integrated assessments of ocean space to advance quantitative tools and decision-making. Using the example of offshore wind energy, this article offers thoughts about how MSP has evolved in the United States and how the varying scales of MSP achieve different outcomes. Finally, a review of quantitative and qualitative studies that are needed to support MSP are presented.

This paper examines the impact of pesticide regulation on the number of new pesticide registrations and pesticide toxicity. Results suggest that regulation adversely affects new pesticide introductions but encourages the development of pesticides with fewer toxic side effects. The estimated regression model implies that a 10% increase in regulatory costs (about $1.5 million per pesticide) causes a 5% reduction in the number of pesticides with higher toxicity.

This study compares two methods of estimating a reduced form model of fresh tomato marketing margins: an econometric and an artificial neural network (ANN) approach. Model performance is evaluated by comparing out-of-sample forecasts for the period of January 1992 to December 1994. Parameter estimates using the econometric model fail to reject a dynamic, imperfectly competitive, uncertain relative price spread margin specification, but misspecification tests reject both linearity and log-linearity. This nonlinearity suggests that an inherently nonlinear method, such as a neural network, may be of some value. The neural network is able to forecast with approximately half the mean square error of the econometric model, but both are equally adept at predicting turning points in the time series.

Producing biomass energy requires extensive land resources. In western Massachusetts, where almost 90 percent of former farmland is no longer in commercial use, we study factors that motivate landowners to grow biomass energy crops. A geographic information system model identifies a landowner population, and a contingent valuation survey reveals payments landowners are willing to accept (WTA) for growing biomass crops. The median WTA estimate is $321 per hectare per year, which is high compared to regional land rental rates. Nonpecuniary factors appear to be as important in landowner acceptance as profit opportunities, especially for nonfarmer landowners.

Few studies have examined the impacts of ground water quality on residential property values. Using a unique data set of well tests, we link residential real estate transactions to home-specific contamination and conduct a hedonic analysis of sales in Lake County, Florida, where pollution concerns relate primarily to agricultural run-off. We find that recent testing and contamination of ground water there correspond to a 2–6 percent depreciation in home values, an effect that diminishes over time. Focusing on nitrogen-based contamination, we find that prices decline mainly when concentrations exceed the regulatory health standard, suggesting as much as a 15 percent depreciation at levels twice the standard.

The Fuji apple variety is relatively new in the U.S. As a new product, questions concern the relative impact of consumer learning by experience, by variety-specific promotion, or by generic apple promotion. A two-stage (LES/LAIDS) model incorporating both types of promotion is used to estimate the effect of generic and variety specific promotion, as well as consumer experience, on the demand for Fuji apples. Estimates show each to have a positive impact, and also show new or specialty apple varieties to be relatively price inelastic, but income elastic. Grower returns to promotion are calculated with an equilibrium displacement model of price changes and producer surplus. Changes in producer surplus provide a base-scenario benefit:cost ratio of 6.33:1.

This paper extends first-best analysis of anti-sprawl policies, such as development taxes, and examines the welfare effects of development taxes in the presence of urban decline at the city core. We find that anti-sprawl policies generate several important feedbacks within the urban system, generating additional welfare gains and affecting the level of urban decline and suburban sprawl. Further, the optimal development tax exceeds the (first-best) Pigouvian level, irrespective of whether or not revenues are returned lump-sum to all landowners or earmarked for urban decline mitigation.

AJAE per capita page counts provide one measure of an institution's research strength. In this article we refine Willis et al.'s measure of department size and, based on the refined measure, recompute departmental rankings for North American institutions. Results indicate that Northeastern United States departments are more widely represented among the top 20 institutions than 20 years ago and that two Canadian institutions—Guelph and British Columbia—rank in the top 12. The median AJAE publication frequency for the top 30 research institutions is about one article per research faculty member every 12 years. The AJAE page-count measure was found to be highly correlated (R2 = 0.82) with citation counts, whether narrowly or broadly defined. Thus, AJAE page counts appear to provide a simple yet valid representation of institutional research productivity.

Senegalese consumers prefer milk-based dairy products that are local and fresh to ones produced with imported powder. However, prices for fresh-milk-based and powder-based products are not significantly different. I address this puzzle by first confirming the preference using choice-based conjoint data to evaluate whether Senegalese consumers will pay a significant positive premium for fresh local products. I then identify price determinants using a unique dataset of milk product characteristics. The results verify the Senegalese preference for fresh local dairy products and show that consumers' misinformation regarding product composition prevents them from allocating a higher price to local milk-based products.

Wheat types may be classified according to strength, a baking characteristic. Since the demand for wheat is derived demand, the baking characteristic is directly related to end use. Accordingly, the wheat classes that are used in this study are divided into sub-groups according to strength, that is, strong, medium, and weak wheats. Time-series methods are employed to determine how the different classes of wheats are related within each sub-group. The different wheats under the different sub-groups are found to be substitutes to various degrees, but form a robust cointegrating relationship, implying that the wheat prices in these markets are bound together by a long-term equilibrium relationship. Within each of the sub-groups, the U.S. wheats were found to act as a price leader, driving the prices of other wheats belonging in the same sub-group. These U. S. wheats were found to form no long-run relationship between each other given their distinct end uses. The study highlights the importance of differentiating wheat by end use to specify price linkages more accurately.

Recent work in regional science, geography, and urban economics has advanced spatial modeling of land markets and land use by incorporating greater spatial complexity, including multiple sources of spatial heterogeneity, multiple spatial scales, and spatial dynamics. Doing so has required a move away from relying solely on analytical models to partial or full reliance on computational methods that can account for these added features of spatial complexity. In the first part of the paper, we review economic models of urban land development that have incorporated greater spatial complexity, focusing on spatial simulation models with spatial endogenous feedbacks and multiple sources of spatial heterogeneity. The second part of the paper presents a spatial simulation model of exurban land development using an auction model to represent household bidding that extends the traditional Capozza and Helsley (1990) model of urban growth to account for spatial dynamics in the form of local land use spillovers and spatially heterogeneous land characteristics.

To analyze Canada's Tariff Rate Quota (TRQ) administration, a model of efficient quota administration is put forward. After examining the operation of the Canadian TRQ system for its twenty-one TRQs, conclusions are drawn. In general this system has worked well in Canada. The quotas are almost all filled, and the administration is transparent and not costly for quota-holders to use. Among the international lessons from Canada's experience are that few WTO rules may be needed in this area, aside from steps to ensure the TRQ is fully available to users and can be freely transferred among them.

The 1996 Safe Drinking Water Act Amendments required that water utilities send quality reports to customers. We test whether receiving such reports of health violations increases purchases of bottled water using newly released data and disaggregate changes in demand at the intensive and extensive margins. We find that a water-quality violation makes American households 25 percent more likely to purchase bottled water and, among purchasers, expenditures increase 4–7 percent, both larger responses than found in previous studies. Consumers spend approximately $300 million per year—about 4 percent of annual national spending on bottled water—to avoid health risks associated with violations.

It is impossible for me to begin this short talk with anything other than a heartfelt thank-you to the members of this association for making me the recipient of this year's Award for Outstanding Public Service Through Economics. I'm not the kind of person who gets awards and, as with many of the honors given to government figures in Washington, DC, from which I hail, it's undeserved! You should note, however, that I came to Halifax yesterday afternoon to be sure I was here to receive the award today, so I hope you know how pleased and honored I am to be here.

We determine the production risk effects and welfare implications of single-trait Bt corn adoption in the Philippines. We use a stochastic production function estimation approach that allows for examining the skewness effects of Bt within a damage abatement specification. Our results indicate that Bt corn has a statistically significant yield increasing, risk-increasing (i.e., variance-increasing) and downside risk-reducing (i.e., skewness-increasing) effects. Based on risk premium, certainty equivalent, and loss probability welfare measures, Bt corn farmers in the Philippines are better-off (in absolute terms) relative to non-Bt farmers given Bt corn's dominant yield increasing effect and downside risk-reducing effect.

Research on the efficiency of dairy farming in New Zealand is limited and has focused predominantly on technical efficiency. We contribute to the literature on empirical analysis by examining cost efficiency of New Zealand dairy farms. We construct simplified translog stochastic cost frontiers based on an unbalanced panel of 824 farms. Average cost efficiency is estimated at 83 percent for dairy farms in the North Island and 80 percent for farms in the South Island. Our analysis of the relationship between inefficiency and farm characteristics suggests significant associations between cost efficiency and capital intensity, livestock quality, and farm size.

U.S. farmers are faced with growing environmental concerns and rising costs associated with highly specialized farming operations. They are searching for farming systems that are both ecologically sound and economically viable. They are searching for sustainable systems of farming.

Economic studies of changes in property rights institutions have been hampered by the use of ideal types. Conceptually we usually identify a small number of discrete property rights regimes, e.g., “open-access,” “common property” and “private property,” and then try to comprehend our data in terms of these categories. But in the so-called real world ideal types are seldom encountered. Instead we usually see complex mixtures of assorted arrangements, all growing or declining or mixing or separating at different rates and in different directions. Models containing nothing but ideal-type concepts are ill-suited to the analysis of such a reality. In this paper I want to examine a case of institutional change where one institutional regime was transformed into another; not by a discrete jump from one system to another, but through a gradual process of institutional adaptation and transition.

This study evaluates first- and second-best trading policies for regulating watershed phosphorus under asymmetric information. The trading policies are differentiated on the degree to which regulators observe point and nonpoint source abatement efforts. The efficiency losses attributable to these informational asymmetries and those of the second-best policies can be measured in social welfare, and provide regulators the shadow value of foregoing first-best measures. Given representative monitoring costs from national water monitoring programs, it is shown that under asymmetric information, the chosen second-best trading policies outperform first-best policies by 11% in the control of watershed nutrient pollution.

The beverage sector plays an important role in consumers' daily diet. Recent declines in fruit beverage and soft drink consumption may be a reflection of changing consumers' lifestyles and perceptions. This study uses recent scanner data to develop a demand analysis to examine the competition of various beverages. To obtain reliable demand and elasticity estimates, we test for valid aggregations using the generalized composite commodity theorem. Results suggest that while consumers substitute refrigerated juice with low calorie drinks, a larger proportion of consumers substitute regular soft drinks with fruit drinks.
