  • Summary

    In this chapter, we argue that increasing policy complexity will contribute to a divergence of political debates. This divergence takes the form of a growing gap with respect to the handling of policy substance between two contexts of political debate: political debates that take place within epistemic communities and expert arenas, and political debates that take place in the public sphere. While political debates in the expert arena and political debates in the public arena are never completely congruent, their overlap decreases with increasing policy accumulation. As policy accumulation makes policy mixes larger and increasingly complex, the substance of public policy becomes less suitable for debate in the public arena and will become increasingly marginalized in public debates. Consequently, a growing level of policy-inherent complexity threatens to lead to a growing disconnect between public and expert arenas regarding the role of policy substance. This way, policy accumulation challenges the quality of policy debates, which constitute an important component of the input legitimacy of democratic political systems.

    The purpose of this third chapter of the book is threefold. First, we present empirical patterns of policy accumulation across three areas of public policy: environmental, social and morality policy. The focus on such a diverse set of policy areas provides us with a hard test for our claim of universal policy accumulation, as we look into policy areas of widely different maturities and underlying issue complexity. In the second part of the chapter, we trace the origins of the observed pattern. This part highlights that a wide range of factors contribute collectively to the phenomenon. Policy accumulation emanates from three complementary sources: exogenously, by demand-related factors such as globalization and technological progress; endogenously, by emerging incentives on the supply-side of public policy that affect the behaviour of policy makers operating under party competition and institutional constraints; and from a self-reinforcing mechanism that is built into rule-making systems. Finally, we discuss why 'policy dementia' cannot be considered an effective antidote to policy accumulation and that some contemporary promises to reverse policy accumulation are hardly convincing.

    This chapter introduces the concept of policy accumulation and describes the measurement approach we employ in order to investigate the phenomenon. Our conception crucially departs from dominant accounts of policy change, which typically analyse policy change from a perspective focusing on individual policies. In contrast, our concept of policy accumulation captures the aggregate consequences of these individual policy developments over time. This change in perspective constitutes one of the central innovations suggested in this book. The purpose of this chapter is thus threefold. First, we will specify in more detail the conceptual challenges that are associated with an assessment of policy accumulation. In so doing, we build on existing aggregate concepts in the public policy literature. Second, we introduce our concept that builds on the analysis of policy targets and policy instruments as central elements and universally applicable units of policy accumulation. In a third step, we provide more information on the concrete operationalization of policy accumulation, including the specification of indicators as well as aspects measurement and data collection.
