  • A History of Chile chronicles the nation's political, social, and economic evolution from its independence until the early years of the Lagos regime. Employing primary and secondary materials, it explores the growth of Chile's agricultural economy, during which the large landed estates appeared; the nineteenth-century wheat and mining booms; the rise of the nitrate mines; their replacement by copper mining; and the diversification of the nation's economic base. This volume also traces Chile's political development from oligarchy to democracy, culminating in the election of Salvador Allende, his overthrow by a military dictatorship, and the return of popularly elected governments. Additionally, the volume examines Chile's social and intellectual history: the process of urbanization, the spread of education and public health, the diminution of poverty, the creation of a rich intellectual and literary tradition, the experiences of middle and lower classes and the development of Chile's unique culture.

  • A distinguished group of scholars examine recent transitions to democracy and the prospects for democratic stability in Argentina, Brazil, Chile, the Dominican Republic, Peru, Portugal, Spain and Uruguay. They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation.

Decentralization and Subnational Politics in Latin America

  • Is it always true that decentralization reforms put more power in the hands of governors and mayors? In post-developmental Latin America, the surprising answer to this question is no. In fact, a variety of outcomes are possible, depending largely on who initiates the reforms, how they are initiated, and in what order they are introduced. Tulia G. Falleti draws on extensive fieldwork, in-depth interviews, archival records, and quantitative data to explain the trajectories of decentralization processes and their markedly different outcomes in Argentina, Brazil, Colombia, and Mexico. In her analysis, she develops a sequential theory and method that are successful in explaining this counterintuitive result. Her research contributes to the literature on path dependence and institutional evolution and will be of interest to scholars of decentralization, federalism, subnational politics, intergovernmental relations, and Latin American politics.

Insurgent Collective Action and Civil War in El Salvador

  • Widespread support among rural people for the leftist insurgency during the civil war in El Salvador challenges conventional interpretations of collective action. Those who supplied tortillas, information, and other aid to guerillas took mortal risks and yet stood to gain no more than those who did not. Wood's rich tapestry of explanation is based on oral histories gathered from peasants who supported the insurgency and those who did not over a period of many years during and immediately following the war, and interviews with military commanders of both sides. Peasants supported the FMLN, Wood found, not for any material gain that was contingent on their participation, but rather for moral and emotional reasons. Wood's alternative model places emotions and morals, as well as conventional interests, at the heart of collective action.

  • At the turn of the twentieth century, a concatenation of diverse social movements arose unexpectedly in Latin America, culminating in massive anti-free market demonstrations. These events ushered in governments in Argentina, Bolivia, Ecuador, and Venezuela that advocated socialization and planning, challenging the consensus over neoliberal hegemony and the weakness of movements to oppose it. Eduardo Silva offers the first comprehensive comparative account of these extraordinary events, arguing that the shift was influenced by favorable political associational space, a reformist orientation to demands, economic crisis, and mechanisms that facilitated horizontal linkages among a wide variety of social movement organizations. His analysis applies Karl Polanyi's theory of the double movement of market society to these events, predicting the dawning of an era more supportive of government intervention in the economy and society.

  • Political parties provide a crucial link between voters and politicians. This link takes a variety of forms in democratic regimes, from the organization of political machines built around clientelistic networks to the establishment of sophisticated programmatic parties. Latin American Party Systems provides a novel theoretical argument to account for differences in the degree to which political party systems in the region were programmatically structured at the end of the twentieth century. Based on a diverse array of indicators and surveys of party legislators and public opinion, the book argues that learning and adaptation through fundamental policy innovations are the main mechanisms by which politicians build programmatic parties. Marshalling extensive evidence, the book's analysis shows the limits of alternative explanations and substantiates a sanguine view of programmatic competition, nevertheless recognizing that this form of party system organization is far from ubiquitous and enduring in Latin America.

  • Do people in new democracies undergoing market reforms turn against these reforms when the economic adjustment is painful? The conventional wisdom is that they will. According to 'economic voting' models, citizens punish elected governments for bad economic performance. The contributors to this collection, in contrast, begin with the insight that citizens in new democracies have good reasons to depart from the predictions of economic voting. If they believe the prediction that, with the transition to a market economy, economic conditions must deteriorate before they improve, they may interpret short-term deterioration as signaling that the transition is on course and things will improve in the future. If they perceive that forces from the past are responsible for economic deterioration, they may exonerate the government. With similar data-sets from three new democracies in Europe and three in Latin America, the authors probe the support for governments and economic reforms under economic conditions.

  • Close to three hundred stores and supermarkets were looted during week-long food riots in Argentina in December 2001. Thirty-four people were reported dead and hundreds were injured. Among the looting crowds, activists from the Peronist party (the main political party in the country) were quite prominent. During the lootings, police officers were conspicuously absent - particularly when small stores were sacked. Through a combination of archival research, statistical analysis, multi-sited fieldwork, and taking heed of the perspective of contentious politics, this book provides an analytic description of the origins, course, meanings, and outcomes of the December 2001 wave of lootings in Argentina.

  • Political scientists have worried about declining levels of citizens' support for their regimes (legitimacy), but have failed to empirically link this decline to the survival or breakdown of democracy. This apparent paradox is the 'legitimacy puzzle', which this book addresses by examining political legitimacy's structure, sources, and effects. With exhaustive empirical analysis of high-quality survey data from eight Latin American nations, it confirms that legitimacy exists as multiple, distinct dimensions. It finds that one's position in society, education, knowledge, information, and experiences shape legitimacy norms. Contrary to expectations, however, citizens who are unhappy with their government's performance do not drop out of politics or resort mainly to destabilizing protest. Rather, the disaffected citizens of these Latin American democracies participate at high rates in conventional politics and in such alternative arenas as communal improvement and civil society. And despite regime performance problems, citizen support for democracy remains high.

  • Many countries in Latin America and the Caribbean have achieved considerable economic growth, yet the region still faces many seemingly intractable problems. The conventional wisdom in development agencies - that prioritization is impossible and that everything must be done - is simply not effective. Latin American Development Priorities shows how limited resources could be used for the greatest benefit of the Latin American and Caribbean region. A panel of economists met over three days in San José to review proposals to tackle the ten most important challenges, which emerged from a survey by the Inter-American Development Bank. The expert panel was asked a question which appears simple but is actually very difficult to answer: What should Latin American governments do with an additional nominal $10 billion? Hard choices are needed if Latin America's problems are to be tackled effectively. This book provides the means to make those choices as objectively as possible.
