  • Public Financial Management: Cambodian Experiences is prepared by the General Secretariat of Public Financial Management Reform Steering Committee (GSC) to promote general understanding and knowledge of Public Financial Management (PFM) among government officials and the general public. The book starts with an overview of PFM in Cambodia, with a brief introduction to the discipline of public financial management. It then discusses Cambodia's experience in implementing PFM reform and its impact on public finance in general. After that, it also shows how PFM has reformed the government budgeting process and the challenges in its implementation. Finally, case studies of Cambodian reform efforts and selected ASEAN and OECD countries' experiences with PFM reform are presented. We, the GSC hope that this book can be a good resource for those who are interested in PFM reform in Cambodia and lessons learnt for other developing countries.

  • This book examines how the interaction between political and economic factors under Doi Moi has shaped Vietnam's China policy and bilateral relations since the late 1980s.After providing a historical background, the book examines the conflicting effects that Doi Moi has generated on bilateral relations. It demonstrates that Vietnam's economic considerations following the adoption of Doi Moi contributed decidedly to the Sino-Vietnamese normalization in 1991 as well as the continuous improvements in bilateral ties ever since. At the same time, Vietnam's economic activities in the South China Sea and China's responses have intensified bilateral rivalry and put their ties under considerable strains.The book goes on to argue that Doi Moi has indeed brought Vietnam newfound opportunities to develop a multi-level Omni-directional hedging strategy against China. Finally, the book concludes by looking at the prospects of democratization in both countries and assessing the future trajectory of their relations under such circumstances.   • This book is one of the first ethnographies written on the life of farmers in rural Southern Vietnam since the economic reform in the 1980s. It investigates how social, economic and political factors affect the farmers' life in the Mekong Delta in the late socialist era with a particularly focus on the family, which serves as the basic and most significant social unit for the farmers. Dealing with classical anthropological topics of kinship and family, the book examines them as dynamic institutions. With vivid illustrations of the village life, family farming, education of children, jobs outside of farming and everyday politics, it presents new and different pictures of the current Vietnamese family under rapid social changes.

    The book will contribute to the current ethnographical research in Vietnam and Southeast Asia and also be of particular interest to those working on society and culture in the geographical region from broader disciplines. It will also appeal to readers who are interested in such topics as late socialism, social transformation, and rural development.

  • In the 20 years since the Paris accords of 1991 brought peace to Cambodia, the country has undergone what can only be described as astounding change. From a polity where the entire fabric of society had been rent asunder through years of war and genocide, contemporary Cambodia is fast becoming a vibrant state and assuming a new position in the Asia-Pacific region. The contributions to this volume — many by prominent figures who were intimately connected with the process — describe the diverse strands of mediation and peace-building which went into the creation of the 1991 accords. The subsequent role of UNTAC and the 1993 general elections in the process of Cambodian revival and social rebuilding are also described. While not denying that obstacles and difficulties remain, the contributions outline the evolving economic, political, religious and human resource situations within Cambodia, while also examining the country's contemporary international relations. This book constitutes a particularly fitting testament to the 20 years of Cambodian reconstruction which have followed the 1991 peace accords.

  • In this book, the author marshals evidence to support an arena-specific approach towards viewing Vietnam's state-society relations. In practice, the Vietnamese party-states relations with society vary from the hard and uncompromising state, with the bureaucracy getting its way, to society's ability to negotiate the state’s boundaries and regimes to make them less harsh. Any analysis of Vietnam's state-society relations needs to recognize and demonstrate both elements of dominance and accommodation, as well as specify the context in which either or both are seen. Alone, neither is adequate. In particular, the idea of the "state" needs to be disaggregated because "state" is not a singular actor that is coherent or uniform through time and space. To demonstrate how state-disaggregation can make our view more nuanced, this book analyses state-society interaction at the ward level of Hanoi, an urban local authority.

  • From the late 1950s in the north, to the 1970s until the mid-1980s in the south, there was little room or opportunity to form non-state voluntary organizations and associations in Vietnam. With few exceptions, only those established by the Communist Party and other state agencies were permitted.The picture has changed considerably since doi moi. From proactive self-help associations for the disabled to mass, semi-state or "non-governmental" organizations, the Vietnamese people are getting together to voice their collective and specific interests vis à vis the state. The process of getting together, voicing ideas, acting in concert, and attempting to influence policy in some cases is ongoing and in constant flux. This book presents original case studies of the gamut of organizations in Vietnam today and analyses their relationships with umbrella state organizations which are themselves evolving.Getting Organized in Vietnam also constitutes an enquiry into the term "civil society" itself. The contributors examine current thinking about the nature of the state in Vietnam in particular. Included here are the first attempts to provide a framework for assessing and categorizing the bewildering array of small organizations in Vietnam: which ones are weakly connected to the state, which ones are independent of the state but perhaps dependent on outside funding agencies.This book is a must for scholars, policymakers, journalists and others interested in understanding political and social change in Vietnam and other transitional economies.

  • Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.

  • Social inequalities have grown during Vietnam’s transition to a market-based economy, even as average incomes have increased and the number of people living in poverty has lessened.   • The global financial and economic shock of 2007–09 is the third major economic crisis to have buffeted Cambodia in its post-conflict period, coming in the wake of the food crisis of 2007–08 and just a decade after the Asian financial crisis of 1997–98 (the 'triple crises'). Cambodia's post-conflict history can be divided into two periods: 1991–98, referred to as the early phase of transition during which the first of the triple crises, the Asian financial crisis, occurred; and 1998 to the present, the late phase of transition during which the food and economic shocks transpired. A stocktake of the developments in Cambodia's post-conflict history suggests that the country has come a long way in reinstituting the foundations of a capitalist economic and procedural democracy but has yet to make significant headway in economic sophistication and substantive democracy. The triple crises were different, yet had similar characteristics. They were all exogenously-driven shocks with their own specific causes but their effects were shaped by the country's situation at the time.In terms of magnitude of impact, the global financial and economic downturn was the worst of the three crises. That it caused the first ever growth contraction in the post-conflict period was sufficient rationale for the series of studies that substantiate this book. Like the two shocks that preceded it however, the way it impacted on Cambodia cannot be understood in isolation from the overall post-conflict milieu. The thesis here is not that endogenous factors caused the crisis. It is simply that endogenous factors shaped the impact of the crisis and a historical, as opposed to a static, analysis better illuminates the nature of the impact.This book is an in-depth comprehensive examination of the impact of the global financial and economic crisis on Cambodia. It probes into the effects of the shock at macro, sectoral and micro levels using qualitative and quantitative techniques.

  • Since the dawn of the industrial revolution, and the ushering in of an era of global economic relations, the United States and Europe have been the core poles of economic power. However, China along with India are increasingly challenging the traditional economic hegemony. An issue of great importance is how this shift in the global economic balance of power will affect developing economies and the transition economies of the Greater Mekong Subregion (GMS), which are located in China's backyard and deeply integrated into its economy through regional supply chains. This volume examines the relationship between transition economies and the rise of China through presenting empirical case studies from the GMS.   • Economic reforms in Vietnam have allowed its ethnic Chinese citizens to prosper, but growing Chinese economic strength harbours the seeds of political problems. The topic is also meshed with the larger concern of Sino-Vietnamese relations, which in the best of times can be coloured by a suspicion which goes back centuries. In the worst of times, as in 1978/79, both sides were engaged in open warfare. To understand the current situation, this book delves into the origins of Chinese settlement in Vietnam, tracking the flow of history through the major events which have shaped the Chinese mercantile community and made it what it is today. The most significant feature of this work is that it draws on Western, Russian, and Vietnamese sources, as well as the writer's own familiarity with the actual situation on the ground.

  • International labour migration can be characterized in three ways — as human aspiration, tradition, and necessity. For some people, working overseas is a dream. For others, international labour mobility is a tradition. For a great number of people however, international labour migration is an economic necessity. It is the only viable solution to realize their basic human right to a decent life. GMS worker movements to Thailand typify all three characterizations of international labour mobility. While this book focuses on the economic dimensions of international labour emigration, principally from Cambodia, Laos and Vietnam to Thailand, it recognizes at the very outset the equal standing of non-economic motivations for migration.

In the Name of Pauk-Phaw

  • Since its independence in January 1948, Myanmar has tried to find a way to deal with (at one time) ideologically hostile and traditionally chauvinistic China which has pursued a foreign policy aimed at restoring its perceived influence in Myanmar. To counter China's attempts to influence Myanmar's foreign policy options has always been a challenge for the Myanmar government. Since the 1950s, successive Myanmar governments have realized that Myanmar's bilateral relations with the People's Republic of China should best be conducted in the context of promoting the Five Principles of Peaceful Coexistence, the Bandung spirit and the Pauk-Phaw (kinsfolk) friendship. The term Pauk-Phaw is exclusively devoted to denote the special nature of the Sino-Myanmar relationship. This work argues that Myanmar's relationship with China is asymmetric but Myanmar skilfully plays the "China Card" and it enjoys considerable space in its conduct of foreign relations. So long as both sides fulfill the obligations that come under "Pauk-Phaw" friendship, the relationship will remain smooth. Myanmar has constantly repositioned her relations with China to her best advantage. Myanmar's China policy has always been placed somewhere in between balancing and bandwagoning, and the juxtaposition of accommodating China's regional strategic interests and resisting Chinese influence and interference in Myanmar's internal affairs has been a hallmark of Myanmar's China policy. This is likely to remain unchanged.

  • There is growing international evidence that the effectiveness of health services stems primarily from the extent to which the incentives facing providers and consumers are aligned with "better health" objectives. Efficiency in health service provision requires that providers and consumers have incentives to use healthcare resources in ways that generate the maximum health gains. Equity in at least one sense requires that consumers requiring the same care are treated equally, irrespective of their ability to pay. Efficiency in the use of health services requires that consumers are knowledgeable about the services on offer and which are most appropriate to their needs. Although these principles are enshrined in the design of every health system in the world, they have proven extremely difficult to apply in practice. Healthcare providers have financial obligations to their families as well as professional obligations to their patients. Health service consumers generally lack information about both their health and health services so that they under-consume or over-consume healthcare. The papers in this volume are selected from an international conference organized by the CDRI, Cambodia that tried to deal with some of these issues. With participation of international and local experts, it aimed at collecting major experiences and innovative solutions from inside and outside the country to improve health sector performance, with particular focus on institutions, motivations and incentives.

  • This is the first book in English to examine local government and authority in Vietnam since the country's reunification in 1975. Beyond Hanoi addresses four questions: what local institutions and offices have authority to govern; who are the local officials and how do they get their positions; what do local governments do and whose interests do they serve; and what do residents say about local officials and governing institutions?Based on in-depth research, six chapters emphasize particular villages and districts in different parts of the country, one examines a ward in Hanoi, another focuses on Ho Chi Minh City, and one compares leaders in several provinces. To contextualize conditions today, two chapters analyse local government in Vietnam's long history. The opening chapter synthesizes the findings in this book with those in other studies by researchers inside and outside Vietnam.

  • Within the last twenty years a large-scale bottom-up privatization has taken place in Vietnam, changing and dismantling the public health care system. This process has led to severe tensions inherent in the transitional society of Vietnam between equity and access to health care support – especially for the poor, elderly, migrants, and ethnic minorities – on the one hand, and its efficiency on the other hand. The book traces the reform efforts to modernize the health care system by the Communist Party of Vietnam and the Vietnamese government. The author bases her findings on little known primary literature and interviews with key stakeholders of the policy network involved in the reform of the health care system, thereby painting an authentic atmospheric picture of the profound changes in the health care system in Vietnam.
