Supplemental Nutrition Assistance Program (SNAP) makes an exception to its rules, which allows elderly and/or disabled individuals, their spouses, as well as homeless beneficiaries, to buy hot prepared food from restaurants if they live in a state that participates in the Restaurant Meals Program (RMP). Using the staggered countywide adoption timeline in California, coupled with a stacked difference-in-differences empirical strategy, I examine the intent-to-treat (ITT) nutritional effects of RMP on the elderly population. Overall, I find no evidence that obesity rates for the elderly are any different in counties with RMP versus those without RMP. I can statistically rule out moderate effects. Additional evidence from some of the early-adopting counties suggests that RMP is associated with a reduction in food insecurity among the elderly.

Stunting, a manifestation of chronic malnutrition, is widespread in India. This, coupled with biased preferences of parents towards their eldest sons, has led to stunting and underweight among girls that grows sharply with increasing birth order. We study the impact of an environmental water pollutant on child growth outcomes in arsenic contaminated regions of India. Using a large, nationally representative household survey and exploiting variation in soil textures across districts as an instrument for arsenic, we find that arsenic exposure beyond the safe threshold level is negatively associated with height-for-age and weight-for-age. Negative effects are larger for girls who are born at higher birth orders relative to the eldest. This, we argue, suggests that the lack of adequate nutrition and health care during early childhood can make girls more vulnerable to external environmental hazards due to their lower immunity and underdeveloped bodies.

The international migration literature has highlighted four key stylized facts from the perspective of the source country: (i) Migration rates are notably high, with some nations seeing over ten percent of their population living abroad. (ii) Certain developing countries have witnessed a significant exodus of skilled workers, commonly referred to as brain drain, spanning several decades. (iii) Migrants often maintain strong ties to their country of origin, evidenced by the substantial remittances they send back to their relatives. (iv) Migration is not necessarily permanent, as a considerable number of individuals return to their home country after a period spent abroad. In this paper, we present a theoretical model that endogenously explains these facts. Our model allows us to explore key issues in migration literature from a theoretical standpoint. We analyze the general equilibrium effects of migration, its long-term implications, and its welfare consequences. Additionally, we investigate whether the combined impact of return migration and remittances can counterbalance the effects of skilled migration. Finally, we evaluate the efficacy of policy interventions designed to mitigate the adverse effects of brain drain.

Considered the epidemic of the 21st century by the WHO, obesity is a global problem that is on the rise and will continue to increase in the coming years. Spain and Andalusia, in particular, are no exception to this pathology, which has tripled since the 1970s, representing a public health challenge. The aim of this study is to analyse the socioeconomic determinants of this pathology, with special emphasis on answering the question of what has a greater influence on overweight, education level, or income. For this purpose, we have used the European Survey of Health in Spain (ESHS-2020), a microdata base, with a total of 22,072 valid individual observations (of which 2,820 belong to the Andalusian population). Results we obtain in our estimations of qualitative response models reveal that, although both income and educational attainment could be effective in the fight against overweight, the social gradient of this health problem is greater with respect to educational attainment. Additionally, there are many other variables and other factors related to the individual’s overweight (mental health, subjective state of health, oral health, among others) which are much less explored and which must be considered in health policies to combat this disease.

This paper examines financial literacy in Japan using a recent dataset from 2022 and finds that financial literacy levels are low. Only 36% of the respondents could correctly answer the Big Three financial literacy questions, three well-known questions assessing the understanding of interest, inflation, and risk diversification. Also, significant demographic variation exists in the Japanese population: the young, women, and the less educated are those who struggle the most with these fundamental financial concepts. Additionally, we find that Japanese who know the basics about environmental, social, and corporate governance (ESG)-related principles are also those who show better financial literacy levels than those who do not know about ESG. Lastly, our results confirm that financial literacy matters: it is strongly and positively correlated with active investment behavior, which may affect wealth accumulation and financial wellbeing.

In this paper, we examine financial literacy in Singapore. Using data from the SKBI-GFLEC Sustainable Investment Survey, we find that approximately 40% of Singaporeans are financially literate. We also find that financial literacy is low among specific groups such as women, the less educated, and the unemployed. Moreover, we examine financial literacy across Environmental, Social, and Governance (ESG) literacy. We find that those with higher ESG knowledge are also more financially literate, showing that knowledge of these two different financial concepts is positively correlated. Finally, our results show that financial literacy can be linked to investment behavior which may affect financial well-being in the long run.

The COVID-19 pandemic revealed that public institutions and some households in the United Kingdom (UK) were in a vulnerable and weak financial position to mitigate its immediate outcomes. Public institutions did not have the necessary resources to support their communities and low-income groups were disproportionally affected by the economic contraction of 2020–2021. This paper explores how the disastrous consequences of the pandemic were exacerbated by the implementation of an austerity programme, that as an extension of a neoliberal ideology, supported the development of the market at the expense of reducing the welfare state. Through an assessment of four trends that were reinforced during austerity—the four ‘Ds’—this article shows that austerity influenced many of the struggles observed during the pandemic. These trends are disinvestment, decentralisation, decollectivisation and disintegration. Despite the lessons learnt in 2020–2021 and the evident need to move away from a neoliberal agenda that dismantled the capacities of the state, this article concludes that neoliberalism continues to threaten the welfare state and the formation of social collectivities. Some expenditure decisions taken by the British government in 2020–2021 could further deepen social class divisions and regional inequalities. More is needed from the government to tackle these social problems and to build a fairer and more equal society.

Despite growing interest in proposals for a universal basic income, little advance has been made in implementation. Here we explore policy options for an Australian Basic Income. Our analysis responds to concerns that Basic Income is both too expensive and too radical a departure from existing welfare state structures to be a feasible policy option. Drawing on policy and Basic Income scholarship we identify changes to Australia’s current means-tested benefits structures that move substantially towards Basic Income while remaining consistent with historic policy norms, which we call ‘affluence testing’. Using microsimulation we explore fiscal and distributional trade-offs associated with the implementation of an affluence-tested Basic Income. Our results suggest Basic Income has the potential to significantly reduce inequality and poverty while also requiring taxes to rise substantially. Placing these trade-offs in international context we find the policy would reduce inequality to levels similar to Nordic welfare states while increasing overall taxation to approximately the OECD average.

The Harmer–Henry pension and tax review resulted in an increase in the common value of the single rate of Age Pension and Disability Support Pension from 25 per cent to 28 per cent of male total average weekly earnings. It also recommended a Resource Super Profits Tax that would have initially taxed mining ‘rents' at 36 per cent, on top of the pre-existing 30 per cent federal tax on profits. These recommendations represent two sides of the same coin: higher federal spending alongside higher federal taxes. The pension rise is likely to reduce participation in the labour force. The proposed tax rise would discourage mining activity as miners considered their options to delay or abandon projects. There is a lot to like at the level of detail in the Harmer–Henry package, but future efforts to reform our tax-transfer system should focus on promoting saving and investment, including investment in human capital.

Exposure to extreme shocks in early life is found to have a lasting impact in adulthood. Exploiting the variation in exposure measured by age and intensity of an earthquake, we evaluate the impact of a 7.7 MW earthquake in Gujarat, India, on the health stock of children who were in utero or below three years. Using the India Human Development Survey data from 2004–05 and earthquake intensity data, we find an affected girl child to be shorter by at least 2.5 cm at the age of 3–6 years. The earthquake seems to have destroyed the household infrastructures and health facilities, affecting the expecting mothers and newborn children. The households using services to meet nutritional needs of children and pregnant women seem to be least affected. Our findings recommend faster reconstruction activities and highlight the importance of universal healthcare and nutritional delivery services to mitigate the impacts of early-life shocks.

This paper engages with and aims to contribute to the ongoing discussion regarding the role of economic and political elites in inequality dynamics and their reproduction over time. We reconstruct the distribution of wealth employing a sample of wills from the El Colegio de Sonora database covering the period of 1871-1910. We show that the rapid industrialisation and modernisation process that occurred in northern Mexico during the late-19th and early-20th centuries led to a continuous increment in wealth concentration at the top of the distribution. The Gini index measure of 0.58 for the 1871-1885 period rose to 0.80 in 1901-1910. Rather than a natural or «Kuznetsian» inevitability fundamental (kuznetsian) necessity, however, our subsequent analysis of the wills of the upper classes suggests a critical role played by the political economy at the time and highlights the importance of control over natural resources on inequality dynamics.

This article investigates into how gender-neutral social policies affect gender dynamics of labour market participation, family life and livelihood. Taylor-Gooby’s [“New risks and social change”, pp. 1–28, 2004] new social risks concept and Holmes and Jones’ [Rethinking Social Protection from a Gender Lens. ODI Briefing Paper, 2010] framework are used to probe into the deepening of existing gender inequalities in the Mauritian multicultural society. The article argues that the prevailing social interventions in Mauritius overlook new social risks that have stemmed from the island’s economic transformation from a monocrop to an innovation based economy. This structural change has caused women, in particular, to face new risks and vulnerabilities. To advance the argument, the article examines gender norms, lack of appropriate gender-sensitive labour market policies and gender-neutral social protection measures. A mixed methodology is used with both secondary and primary data collected via interviews with key stakeholders from public and non-governmental organisations. The findings reveal the need to connect gender-sensitive welfare policies to risks and vulnerabilities to promote greater gender inclusiveness.

Trends in human welfare in Brazil have remained shrouded by a dearth of historical evidence. Although quantitative scholars have revealed the efficacy of the First Republic (1889–1930) in fomenting economic progress, the extent to which Brazil's early economic growth fostered improvements in health remains unclear. This paper fills this void in scholarship by relying on hitherto untapped archival sources with data on human stature—a reliable metric for health and nutritional status. My analysis centres heavily on a large (n ≈ 16,000), geographically-comprehensive series compiled from military inscription files, supplemented by an ancillary dataset drawn from passport records (n ≈ 6,000). I document inferior heights in the North and Northeast that predated the advent of industrialisation. At the national level, my findings reveal an increase in stature of over 2.5 cm between soldiers born in the 1880s and those born in the 1910s. In the South and Southeast, I argue that increased real income and public-health interventions explain the earlier upward trend in heights, while rural sanitary reforms were most important in the North and Northeast, where heights remained stagnant until the 1910 decade and diseases such as hookworm and malaria were most rampant.

We investigated the perceived value of government programs on early-childhood development as a means of reducing childhood poverty. We incorporated preferences for the process as well as the outcome by developing two stated-preference survey instruments. One survey directly elicited respondents’ willingness to pay specifically for high-quality, intensive, early-childhood development programs at federal and state levels. A second survey elicited respondents’ preferences for increasing or decreasing taxes and reallocating expenditures between other government programs and early-childhood programs. We found that respondents cared greatly about how childhood poverty was reduced, not just reducing poverty per se. The perceived effectiveness of a program and ideological perspective were found to be important determinants of preferences for a poverty-reduction program. Respondents across all groups, including conservatives and respondents who perceived the effectiveness of early-childhood programs to be low, were not in favor of reducing the early-childhood program.

The prospect of improving “noncognitive” skills through intervention increases the need to understand how to represent them in evaluations. Economic assessment of such efforts rarely incorporates these factors, especially when a benefit-cost approach is employed. Programs targeting such skills are more likely to be assessed through approaches that do not monetize noncognitive ability (e.g., using cost-effectiveness analysis). This could lead to ineffective policy formulations in situations where policy is swayed toward programs that can show monetized effects. Benefit-cost analyses (BCAs) that are employed for programs that target noncognitive competencies currently may underestimate the true economic impact if such skills are left out of the equation. The limitations in valuing these skills impede thorough economic assessment for important and effective programs that target noncognitive competencies. This is especially the case for programs for younger children where readily monetized outcomes are few. The targeted outcomes in programs for children are often noncognitive skills, skills that are perceived as vital to healthy human development and valued by parents, teachers, and educators.

In this paper, we review the state of valuation of key noncognitive skills that are often targeted in social policy intervention directed toward children in youth. We examine the state of valuation of noncognitive skills through a summary of the frameworks in research for characterizing noncognitive ability and by considering the measurement approaches for noncognitive skills in terms of origin (interpersonal versus intrapersonal) and measurement type (observed versus assessed). We review examples of recent BCAs that have employed shadow prices for certain noncognitive skills. Finally, we consider what research is necessary to facilitate valuation in BCA in the future. Shadow price methodology should be carried out in a rigorous manner that recognizes uncertainty in cost projections. Improved methodologies in this area will increase the potential for more comprehensive BCA in evaluations of programs for children and youth.
