As Stephen Dedalus walks upon Sandymount Strand in Ulysses, he thinks, “the land a maze of dark cunning nets … Ringsend: wigwams of brown steersman and master mariners. Human shells” (3.154–57). This thought evokes Ireland’s complicated position as an island nation and its entanglements with fellow colonized peoples. For Ireland’s cultural mariners of the twentieth century, navigating such currents requires a knowledge not only of sea but also of sky. In the “Wandering Rocks” episode of Ulysses, a chapter where the city of Dublin is the prominent star, the sections are separated by a series of three asterisks also known as a dinkus. As a writer for the Paris Review explains, a dinkus is “used as a section break in a text. It’s the flatlining of an asterism (⁂), which in literature is a pyramid of three asterisks and in astronomy is a cluster of stars.” Asterisms serve as a striking intervention into the textual groundswells of Joyce’s Ulysses that ultimately connect to Derek Walcott’s own navigations in Omeros as a means of paternal inheritance and transatlantic affiliation.

The Introduction lays out the contextual background to the themes and elements that are brought together to shape the monograph’s arguments. It positions the monograph within the existing literature on the Seven Years’ War and the history of neutrality in order to establish how it builds upon these bodies of work to incorporate law as a necessary element of strategic analysis. The core hypotheses and arguments of the book are also established. First, that neutrality was a dynamic role for maritime nations such as Spain and the Dutch Republic which had as much of an influencing effect on British strategic thinking as did affairs with belligerent nations. Second, that the Court of Prize Appeal played a critical role within the three-pronged maritime strategy of maintaining foreign confidence in British maritime law and its court system; balancing the interests of British privateers and neutral carriers of commerce in the prize court system; and destroying French seaborne trade through commerce predation. Third, that British maritime strategic concerns shaped and created new legal rules, norms, and precedents within the prize court system that would then serve to clarify and cement British, Spanish, and Dutch understandings of neutral rights and international maritime law.

Economic historians have placed commercialization at the centre of Europe’s early modern capitalism, emphasizing the importance of domestic and international trade, shipbuilding and concomitant manufactures, the financial sector, and urbanization. As the Iberian polities extended geographically to Africa, Asia and the Americas during the early modern period, trade, whether domestic, international or colonial, had a critical effect upon economic development. However, the economic impact of colonial expansion was uneven across Iberia. Iberia commercial exchange associated with the overseas empires produced surprisingly few backward and forward linkages in the European national economies. The question this chapter seeks to address is thus to what extent and how Iberian trade, especially colonial trade, supported or hindered economic development in the early modern period.

From its earliest Viking origins, Dublin was part of a networked Atlantic geography of exchange. Throughout its history, Dublin’s place in world literature has been influenced by the shifting shapes of those networks over time.Eighteenth-century, literary Dublin, for instance, was determined by the gravitational field of London, while by the middle of the nineteenth century, Dublin would have become the point of origin for a transnational diaspora– an origin akin to a wound from which the blood is being drained: insular, entrophic, and suffering (in James Joyce’s phrase fromDubliners) from paralysis. Joyce is the pivotal figure here, insofar as he was to see how the city’s insular, embedded sense of place could co-exist with a generative sense of incompleteness, an awareness of the phantom limb of the global network of which the city was a part, capable of being sutured by imagination.That suturing effect would also, paradoxically, reposition what had become a peripheral city to the centre of modernist writing, notably in Joyce’s Ulysses. Finally, with Dublin today one of the most globalised cities in the world, literary form is being once more reconfigured as networks shift and are again radically decentred.

The Introduction describes Veracruz as a central node in trade and migration networks that spanned the early modern globe, but also as a city that nonetheless is not typically afforded a status alongside other colonial American ports, like Havana, Philadelphia, or Cap-Français. In examining Veracruz’s social history more closely, the Introduction argues we can illuminate not only the distinctive social and cultural world of its inhabitants, but through the city’s relationship to ports in the Caribbean, an entire regional system that mediated the definition of colonial categories like race, caste, ethnicity, religion, and status in the seventeenth century, especially for Africans and their descendants. It then situates the book’s contributions at the intersection of three fields of historical scholarship--Latin American, Caribbean, and Atlantic--and offers a detailed outline of the book’s chapters.

Chapter 4 connects the emergence of transformative demographic governance to changes in natural philosophy, in particular to Francis Bacon’s works and their influence among projectors associated with the Hartlib Circle in the mid-seventeenth century. The problem of managing the qualities of populations in an empire raised the question of natural constraints on the power of policy to “improve” populations; the chapter examines Hartlibian projects concerned with this question on a large scale, including some in which putatively immutable racial boundaries and the enslavement of Africans indicate both limits to and paradoxes of demographic governance. It then turns to Cromwellian Ireland, showing that opposed arguments for either Irish transplantation or English –Irish mixture proceeded from a similar centering of demographic governance. Mid-century projects fed into William Petty’s “political arithmetic” in the Restoration. This fused Baconianism, alchemical ideas and quantification, treating the control of the numbers and of the economic, political, religious and cultural qualities of populations in England, Ireland and the empire as essentially similar problems for the state.

The introduction lays out the complex matrices of bondage, freedom, terror, and possibility that defined the period and place under investigation in this book: the gradual abolition of slavery (1821-1852) in the frontier, gold-rich lowland province of Chocó in the Colombian Black Pacific. Barragan calls the thirty-one years from the law’s enactment in 1821 to the final abolition of slavery in 1852 the time of “gradual emancipation rule” in the northern Andes in order to see this period as a distinct moment in the history of liberal racial governance rather than an inconsequential and benign prelude to the final abolition of slavery. While ostensibly designed to gradually destroy slavery, Barragan argues that speculating slaveholders in Colombia paradoxically came to have an even greater stake in slavery through gradual emancipation rule. After a historical and historiographical exploration of slavery and gradual emancipation rule in Colombia, Atlantic World, and Chocó, the introduction concludes with two sections on sources and methodology and chapter outlines.

Building on earlier accounts of print culture that consider its cultural work in puritan America, this essay considers where, how, and for whom print culture does and does not work. Informed by the “bummer theory” of print culture developed by Trish Loughran, Lara Cohen, and Jordan Stein, this account attempts to read slippages and silences alongside the familiar print performances of the era. Puritan print culture is inherently transatlantic, and understanding the affordances and obstacles presented by having this big, wet, and cold barrier between authors, presses, and audiences is crucial to understanding the vagaries of print for writers and readers in this era. Beyond physical barriers, there are also considerable social and cultural barriers, barriers that serve as a filter which produces the overwhelmingly orthodox, male, and white corpus of print that constitutes a major portion of the archive of puritan settlement. Finally, this essay considers the affordances and obstacles in place today that shape which puritan texts are available where and to whom.
