  • Climate impacts and risk, within and across cities, are distributed highly unequally. Cities located in low latitudes are more vulnerable to climate risk and impacts than in high latitudes, due to the large proportion of informal settlements relative to the housing stock and more frequent extremes. According to EM-DAT, about 60% of environmental disasters in cities relate to riverine floods. Riverine floods and heatwaves cause about 33% of deaths in cities. However, cold-waves and droughts impact most people in cities (42% and 39% of all people, respectively). Human vulnerability intersects with hazardous, underserved communities. Frequently affected groups include women, single parents, and low-income elderly. Responses to climatic events are conditioned by the informality of social fabric and institutions, and by inequitable distribution of impacts, decision-making, and outcomes. To ensure climate-resilient development, adaptation and mitigation actions must include the broader urban context of informality and equity and justice principles.   • Crowded Out delves into the complex landscape of international non-governmental organizations (INGOs). Bush and Hadden trace INGOs' rise to prominence at the end of the twentieth century and three significant but overlooked recent trends: a decrease in new INGO foundings, despite persistent global need; a shift towards specialization, despite the complexity of global problems; and a dispersal of INGO activities globally, despite potential gains from concentrating on areas of acute need. Assembling a wealth of new data on INGO foundings, missions, and locations, Bush and Hadden show how INGOs are being crowded out of dense organizational environments. They conduct case studies of INGOs across issue areas, relying on dozens of interviews and a large-scale survey to bring practitioners' voices to the study of INGOs.   • Changing the Rules enters into the debate between theoretical analyses of constitutional amendments (considered the most important part of a constitution) and empirical research (which argues that amendment provisions have little or no significance). George Tsebelis demonstrates how strict provisions are a necessary condition for amendments to have low frequency and significance and provides empirical evidence from case studies and over 100 democracies to corroborate this claim. Examining various cultural theories that dispute these findings, Tsebelis explains why their conclusions have weak foundations. He argues that constitutional rigidity is also a necessary condition for judicial independence and provides theoretical argument and empirical evidence. Tsebelis also establishes a negative correlation between the length of a constitution and problematic indicators such as time inconsistency, low GDP/capita, high corruption, inequality, and lack of innovation.   • The 1994 discovery of Shor's quantum algorithm for integer factorization—an important practical problem in the area of cryptography—demonstrated quantum computing's potential for real-world impact. Since then, researchers have worked intensively to expand the list of practical problems that quantum algorithms can solve effectively. This book surveys the fruits of this effort, covering proposed quantum algorithms for concrete problems in many application areas, including quantum chemistry, optimization, finance, and machine learning. For each quantum algorithm considered, the book clearly states the problem being solved and the full computational complexity of the procedure, making sure to account for the contribution from all the underlying primitive ingredients. Separately, the book provides a detailed, independent summary of the most common algorithmic primitives. It has a modular, encyclopedic format to facilitate navigation of the material and to provide a quick reference for designers of quantum algorithms and quantum computing researchers.

  • In this book Robert Roreitner offers a fresh interpretation of Aristotle's philosophically intriguing answers to what the nature of perception is, how it can be explained, and how perception is distinguished from mere appearance. He argues that for Aristotle, perception is a complete passive activity, and explains why this notion merely appears self-contradictory to us. He shows how Aristotle succeeds in integrating causal, qualitative, and relational aspects of perception, and explains why he is neither a 'spiritualist' nor a 'materialist'. He presses and resolves an unappreciated dilemma for Aristotle's hylomorphic account of perception and the role of the soul therein. This rich study shows that although Aristotle's understanding of perception may be in many respects outmoded, its core insights remain philosophically engaging.   • North America's Indigenous inhabitants operated effective governments long before European arrival. Tribes built cities, developed laws, and participated in transcontinental trade networks. European arrival, however, brought many hardships for Indians. Although tribes were guaranteed the right to self-govern on reservations, the United States imposed severe restraints on tribal autonomy resulting in socioeconomic maladies, such as poverty and crime. Today, federal policies continue to inhibit tribal self-governance. As a result, tribes continue to suffer from these social ills. Becoming Nations Again argues empowering tribal governments is the key to solving tribal problems. It moves to liberate tribes from the antiquated regulations that apply only to tribal lands and allow tribes to exercise jurisdiction over all people on their land.   • This Element studies how career support from romantic partners affects career patterns and costs in politics. It argues that a lower level of career support from romantic partners leads to a lower likelihood for political promotion among women politicians (the partner support hypothesis), as well as greater stress on women politicians' relationships when they advance (the career stress hypothesis). Both predictions find support in Swedish data for more than 80,000 political careers over a fifty-year period. Women politicians are in relationships that prioritize their male partner's career and where that partner does less unpaid work in the household. This is important in explaining women's career disadvantage. It also explains why promotions double the divorce rate for women but leave men's relationships intact.   • This Element delves into the relationship between logic and the sciences, a topic brought to prominence by Quine, who regarded logic as methodologically and epistemologically akin to the sciences. For this reason, Quine is seen as the forefather of anti-exceptionalism about logic (AEL), a stance that has become prevalent in the philosophy of logic today. Despite its popularity and the volume of research it inspires, some core issues still lack clarity. For one thing, most works in the debate remain vague on what should count as logic and what should count as a science. Furthermore, the terms of the comparison are rarely specified and discussed in a systematic way. This Element purports to advance the debate on these crucial issues with the hope of fostering our understanding of the fundamentals of AEL.   • English Play Development under Neoliberalism, 2000–2022 is the first study of the institutionalising of English play development practices in the twenty-first century. It identifies the ways in which support for playwrights and text development increased beneficially during the 1990s and 2000s. It assesses bureaucratic institutional dynamics in key English producing houses as they were surveyed by two reports in 2009, and how these were experienced and transformed in the 2010s. The Element identifies in new play development innovations in the commodification and marketisation of new writing, the bureaucratisation of literary management, the structuring and restructuring of dramaturgy according to Fordist, then post-Fordist, conditions, and the necessity for commissioned artists to operate as neoliberal subjects.   • International case-studies on regulation and science collaboration show how competition and economic pressures on the national regulators of biomedicine condition the development of jurisdictive regulations. But regulation that fails to guarantee a jurisdiction's optimal protection of patients and scientific research in favour of other interests commits foreseeable and avoidable “regulatory violence”. Even when well-intended, regulation gets caught up in the intense international competition to support public health and generate national wealth, with real-world implications. Evidence from Asia, Europe and the USA challenges the belief that regulation improves ethical practices in regenerative medicine, connects practitioners with good science, and protects patient safety.   • This Element offers an opinionated and selective introduction to philosophical issues concerning the metaphysics of color. The opinion defended is that colors are objective features of our world; objects are colored, and they have those colors independent of how they are experienced. It is a minority opinion. Many philosophers thinking about color experience argue that perceptual variation, the fact that color experiences vary from observer to observer and from viewing condition to viewing condition, makes objectivism untenable. Many philosophers thinking about colors and science argue that colors are ontologically unnecessary; nothing to be explained requires an appeal to colors. A careful look at arguments from perceptual variation shows that those arguments are not compelling, and especially once it is clear how to individuate colors.   • Homelessness abounds today in various forms of displacement and as a pervasive condition of unbelonging. It ruins health, lives, communities, habitats, creativity, and hope. This Element argues that for theology to play its part in ending homelessness, it must better understand its own concept of 'home'. The Element proposes a vision of home capable of resisting the tacit, mistaken theology of home that undergirds the various iterations of modern homelessness. Weaving biblical and ritual sources, the argument constructs theological responses to the twin forces of consumerism and nationalism which, alloyed with sexism and racism, constitute the time of homelessness in which we live. It asks the reader to imagine home as 'participating instead of possessing' in every sphere of life, in pursuit of a theology of home capable of preventing homelessness and not merely ministering to people experiencing it.   • Policy studies assume the existence of baseline parameters – such as honest governments doing their best to create public value, publics responding in good faith, and both parties relying on a policy-making process which aligns with the public interest. In such circumstances, policy goals are expected to be produced through mechanisms in which the public can articulate its preferences and policy-makers are expected to listen to what has been said in determining their governments' courses of action. While these conditions are found in some governments, there is evidence from around the world that much policy-making occurs without these pre-conditions and processes. Unlike situations which produce what can be thought of as 'good' public policy, 'bad' public policy is a more common outcome.   • It is often assumed that only sovereign states can join the United Nations. But this was not always the case. At the founding of the United Nations, a loophole drafted by British statesmen in its predecessor organisation, the League of Nations, was carried forward, allowing colonies to accede as member-states. Colonies such as India, Ireland, Egypt, and many more were afforded a tokenistic representation at the League in Geneva during the interwar years, decades before their independence. Thomas Gidney unites three geographically distinct case studies to demonstrate the evolution of Britain's policy from a range of different viewpoints, exploring how this policy came into being, and why it was only exploited by the British Empire. He argues that this membership shaped colonial norms around sovereignty and international recognition in the interwar period and to the present day.   • Knowledge-first epistemology places knowledge at the normative core of epistemological affairs: on this approach, central epistemic phenomena are to be analyzed in terms of knowledge. This Element offers a defence of an integrated, naturalistic knowledge-first account of justified belief, reasons, evidence and defeat, permissible assertion and action, and the epistemic normativity of practical and theoretical reasoning. On this account, the epistemic is an independent normative domain organized around one central etiological epistemic function: generating knowledge. In turn, this epistemic function generates epistemic norms of proper functioning that constitute the epistemic domain, and govern moves in our epistemic practice, such as forming beliefs, asserting, and reasoning.
