This paper examines how ‘welfare state’ and ‘welfare’ have been displaced by a ‘social development’ agenda within New Zealand. The discussion outlines a growing attention to language and the place of vocabulary and discourse as a valid research agenda. The paper then traces the end of welfare and the rise of ‘social development’, assessing the impact on citizenship debates. It suggests reasons why ‘social development’ must be handled carefully given its assumptions around temporality, its elevation of the market, the diminishing of the social, the stunted vision of development and its peculiar view of progress.

The ‘ChangeUp’ and ‘FutureBuilders initiatives have provided substantial funding to support and facilitate ‘capacity building’ in voluntary and community organisations and so enable them to contribute to the achievement of public and social policy goals. This paper builds on findings from a study of an early ‘capacity-building’ programme delivered between 1998 and 2005. We explore the challenges of implementing such initiatives for voluntary sector intermediary bodies involved in delivering them and for the voluntary and community organisations intended as the main beneficiaries. We conclude with a discussion about the implications for policy implementation.

As many commentators have pointed out, the pressures facing modern welfare states are formidable. One response by government is to place greater emphasis on a policy-making paradigm that rests on an individual rational actor account of agency. This finds its intellectual home in the leading tradition of neo-classical economics, its ideological home in a politics of active citizenry and equality of opportunity and its institutional home in the mechanisms by which the Treasury currently directs social policy.

The resulting policies have strengths in delivering productivity improvements and responsiveness to consumer demand, but weaknesses in accommodating the value positions of an increasingly diverse society, in sustaining the social cohesion necessary to the continuance of state welfare and in confronting the structural basis of some social interests. These issues have traditionally been recognised in the sociology of values, the psychology of trust and the political science of power.

One strength of academic social policy is that it is a field of study in which a number of disciplines are deployed. The ascendancy of one paradigm may obscure the contribution of others. It is hard for social policy academics to gain recognition when they speak a different language from that of policy making at the highest level.

It is argued that the encompassing concept of welfare rights that is contained within the Social Policy literature – and which has developed from TH Marshall's distinction between civil and political rights on the one hand and social or welfare rights on the other – provides a clearer and more explicit basis for an international call for the progressive development of social policies than, for example, the human rights approach to poverty reduction currently espoused by the UNDP and OHCHR. Social rights continue to be a relatively marginalised or qualified element of the human rights agenda and may be more effectively harnessed by way of a welfare rights approach based on a politics of needs interpretation.

A major policy plank in health and social care involves rebalancing ‘skillmix’ or occupational grademix to effect cost efficiency savings. In line with this, there has been a large expansion in recent years in the employment of care assistants/support workers. This article focuses on the largest employment area for these occupations – healthcare. It draws upon commissioned research projects to detail the context for the introduction of these new grades, to highlight issues in practice and usage to date, and to analyse tensions between policy objectives around efficiency and equity in the employment of these workers.

Against a historical and contemporary backdrop of queer sexualities in India, this paper discusses certain approaches towards agenda setting using the Multiple Streams policy framework (Kingdon, 1984; Zahariadis, 1999) to change Section 377 of the Indian Penal Code that criminalises non-normative sexual activities. The paper attempts to map the path of legal challenge to Section 377 and focus on the process of agenda setting as a crucial step in the campaign towards social policy change. It then examines some of the current trends and developments that, if used efficaciously through agenda setting, may result in a unique policy window opportunity.

This article is based on the findings of research undertaken towards a doctoral thesis funded by the University of Leeds. The research focuses upon the actions and experiences of women asylum seekers and refugees living in West Yorkshire. While acknowledging that the context in which women find themselves can present a number of barriers, this paper looks at their actions and practices at the individual and collective levels. It illustrates that some women are able to draw on the resources available, and are engaged in activities that not only assist their own settlement in the host society but also assist the development of support structures for future arrivals of asylum seekers and refugees.

There is growing evidence that welfare recipients facing significant personal barriers are not being well served by either regular employment programmes or support services operating in other areas, such as mental health or drug and alcohol sectors. This paper argues that there is a lack of recognition of the desire and capacity of such individuals to engage in employment and the potential for employment to assist in their recovery, given appropriate support. Existing policy responses and gaps are discussed and effective programmes and models identified.

Ethnicity and racialised identity have been salient themes in USA research and policy on teenage parenthood, in contrast with the UK context. This article presents findings from interviews with professionals in support services for young parents, with three main conclusions. Firstly, appropriate data collection systems are not in place to establish whether minority young parents face specific barriers in accessing services. Secondly, professionals’ accounts converge with young parents’ accounts, emphasising age rather than ethnicity as shaping patterns of identification and stigmatisation. Lastly, professional ‘ecologies of practice’ exist in some tension with the homogenising emphasis of UK national policy discourses.

Response to social policy often differs systematically from predictions premised on instrumental motivation. Individuals respond even when they believe that action by one person will make very little difference. But if each individual is motivated by the intrinsic value of action, collectively individuals will make a difference. If policy informs perceptions of the intrinsic value of action should policy be designed to increase willingness to act as a ‘knight’ or ‘good citizen’?

OECD data suggest a significant gap between desired fertility rates and the total fertility rate achieved in developed industrial nations. In a qualitative study conducted in Australia in 2002 and 2003, people were asked how family policies influenced their decisions to have children. Participants did not clearly associate their fertility choices and prevailing policy settings. But their decision-making was grounded in commonplace accounts of incompatibility in balancing work and family. This article considers how individual choices may be shaped by such social and policy discourses and what implications this has for our understanding of the relationship between fertility choices and policy settings.

Research in one local authority area suggests that a number of social policy difficulties and contradictions need to be resolved if single homeless people are to be resettled effectively. In particular, there are competing pressures on social housing providers, who are expected to meet the needs of socially excluded individuals while also creating sustainable communities and operating in a cost efficient manner. The government needs to clarify that meeting housing need is a priority for social landlords, and provide adequate funding for long-term support, if single homeless people are to find appropriate permanent accommodation.

Children's lives have been transformed over the past century. Family incomes have increased, children lead lives that are more solitary, attitudes to childhood have changed, new products have been developed and commercial pressures on children have increased. The importance of these commercial pressures is analysed. Do children understand advertising? How is child poverty affected? How does increased materialism affect psychological well-being? The issues raised for public policy are discussed in terms of children's freedom.

There has been considerable debate about the future of pension provision over recent years and, in particular, the precarious position of many female pensioners. However, scant attention has been given to women contributing to occupational pensions despite gender differences in levels of accumulation. This article uses evidence from interviews with twenty retired female teachers to outline the difficulties women in the teaching profession have faced in building up occupational pension entitlements. Finally it highlights that pensions research needs to consider females with access to occupational pension provision to understand the situation of pensioners with a minimal pension income in retirement.

Welfare initiatives introduced by New Labour have emphasised the integration of service provision by sponsoring the creation of new professional roles and by promoting closer interagency links. The Connexions service exemplifies these two levels of integration. This article argues that the process of integration in Connexions was limited and it offers two main types of explanations. The first set concentrates on the changes brought to the professional role of Connexions workers. The second uses the example provided by interagency links between schools and the Connexions service in order to explore the role played by power relations to explain limitations to integration. The article concludes with a consideration of some of the effects brought about by Youth Matters and by the introduction of Children's Trusts on the provision of services for young people in the future.

The voluntary sector has been mainstreamed into public policy with consequences that include more reliance upon the time, commitment and skills of volunteers. In many policy initiatives to combat social exclusion, volunteering is cast as a form of self-improvement and re-training for the workforce. Qualitative research in a disadvantaged community, however, uncovered the persistence of more traditional forms of volunteering associated with mutual support and identification with the needs of others. Policies intended to broaden the base of the volunteer workforce need to recognise and nurture the intrinsic rewards of volunteering.

Physical, sexual, verbal and economic abuse, also known as Intimate Partner Violence (IPV), comprise a major public health problem. IPV risk factors include poverty, stress, substance use, depression, and history of child maltreatment. Protective factors include human capital (functional health and work competencies/qualifications), social capital (formal/informal relationships and resources) and financial capital (income and assets). Traditional IPV initiatives focus on increasing social capital by changing the cognition and/or behaviour of victims or perpetrators and increasing legal sanctions and supportive resources. The proposed Asset Model of IPV Resolution extends the current model to include an ecological approach to the prevention and resolution of IPV. In addition to human and social capital development, the authors suggest financial capital development through Individual Development Accounts (IDAs) as one social policy initiative to support women at risk of or women who experience IPV.

The project that we report here provided free home computers and a one-year broadband subscription to a sample of 108 older people diagnosed with coronary heart disease. The sample was divided at random and the experimental group had ‘facilitated learning’, based on access to a dedicated website, while controls did not. The results suggest that many participants needed to overcome their fear of new technology before they could learn how to use it effectively. Significant differences in computer skills were found between the experimental and control groups after six months of being involved in the project.

Since 1997, Labour has redistributed welfare spending to caregivers, especially parents. Two primary aims of this policy were getting more mothers into paid work and reducing child poverty. But the implications are more complicated than this. All households with children have gained, and especially those on low and middle incomes. But lone parents and mothers and fathers in couple households have each been affected differently. Defining what constitutes ‘money for care’ is a prerequisite for normative discussion on how the social costs of caregiving should be shared between and within households.

This article reports the findings of a qualitative study on the impact of community-based research within the South Yorkshire Objective 1 Programme. Based upon semi-structured interviews with participants who conducted community-based research, the study highlights the social capital impacts arising from the use of such research within development practice particularly in terms of the formation of networks and the development of trust. Although community-based research can enhance social capital, the study demonstrates that this is a complex process and as such is not an easy tool to harness and use within the policy-making process.
