This article examines the role played by workmen's trains in allowing working-class families to move out into London's suburbs between 1860 and 1914. While previous scholarship has argued that these trains effectively only benefited skilled artisans or a working-class elite, it is argued here that from the 1880s onwards they were increasingly used by unskilled workers in irregular employment. Furthermore, they were also used by women and children earning low wages in subsidiary employment. Ultimately, it is demonstrated that a much broader spectrum of the working class were living in the suburbs and commuting than has been previously supposed.

The appearance of Urban History as a journal marks a further stage in the progression from Newsletter to Yearbook and now to a semi-annual periodical. The timing is apt since it coincides with the thirtieth anniversary of the first issue of the Urban History Newsletter, and the enthusiasm surrounding the production and publication of Urban History is a continuing sign of the vigour and confidence expressed by H.J. Dyos thirty years ago, and again in 1974, when the Yearbook first appeared. The current academic self-confidence is matched by a commercial one from the new publishers, Cambridge University Press.

This article is concerned with the Cotton Famine affecting the towns of north-west England between 1861–64. It examines charitable responses to the Famine and especially the impact of the charity relationship between recipient and donor. Understanding the complexities of this relationship, based on a reciprocal arrangement and establishing behavoural norms, leads to a wider appreciation of the role of charity in determining class cohesion and in managing the urban environment.

Based on how notions of civil society and civic virtue were defined in Enlightenment Scotland, this article assesses how far these ideals shaped police development in Scottish towns, c. 1780–1833. It argues that both concepts provided a framework for the development of ‘police’ as a broad mechanism of urban government. Collectively, civil society and civic virtue offered a wide-ranging, intellectual backdrop presupposing ideas on police, improvement and polite society, with the new police model bearing a striking resemblance to how these ideals were imagined and constructed at the time.

Advocating a closer relationship between urban and epidemiological history, the paper concentrates, firstly, on a critical overview of the McKeown thesis. It next identifies components from the work of John Landers as a means of constructing a structural model of mortality experienced during the period under review. The paper goes on to examine the manner in which this model might be applied to London during an era in which the classic killing infections of the mid-nineteenth century were gradually replaced by non-infectious causes of death. Returning, by way of conclusion, to the theme of an integration of urban and epidemiological methodologies, attention is drawn to the explanatory potential of a fully historical economy of health and disease.

This article surveys the Thatcher administration's approach to inner-city policy. It uses recently opened archives to reignite the debate over how far these years marked a radical break with past practices towards market-oriented approaches. The first part explains why inner cities became such a central issue for the Conservative party, running through all areas of domestic policy and taking up a vast amount of legislative time. The second part details some of the transatlantic neo-liberal ideas that blamed inner-city ills on government intervention, which were increasingly influential amongst senior Conservatives. The third section shows how little free market ideology actually succeeded in directing government policy, which more often than not saw an expansion of the role of the state. Antagonism with local authorities is revealed to have been a much more important and influential factor. These themes are expanded in the fourth section, which charts the Action for Cities policy drive of Thatcher's final term.

In the 1960s and 1970s, the state-operated Maharashtra Housing Board and its successor organization Maharashtra Housing and Area Development Authority (MHADA) responded to Mumbai's exponential growth with what at the time was internationally considered to be the most effective measure to fight the housing shortage: large estates of standardized apartment blocks. In Mumbai's northern suburbs, housing compounds were built for designated income levels, such as Kannamwar Nagar and Sahyadri Nagar for the ‘low-income group’ and DN Nagar or Sahakar Nagar for the ‘middle-income group’. This article argues that Mumbai's state-sponsored tower blocks adapted an internationally discussed urban design concept to specific local conditions. The designers took up influences from both local Maharashtrian and European housing typologies of the mid-twentieth century, including upper-class art deco apartments, socialist housing compounds and serially built working-class chawls. In contrast to mass housing developments in Chicago, Moscow or Paris, Mumbai's tower blocks were built individually rather than from prefabricated parts, offered rather high standards of living compared to that of the majority and, as a result, became increasingly inhabited by comparably wealthy groups. Since the beginning of economic liberalization in the 1990s, many have been converted into private co-operatives. Once designed to house the masses, they are now visible symbols for a growing minority that constitutes Mumbai's new middle class. At the same time, they are an example for the local evolution of the modernist housing block type that is only apparently similar all over the world.

This article challenges perceptions about the origins and objectives of the ‘neighbourhood unit principle’ that emerged in 1944, by focusing on the location and purpose of shops. It argues that the positioning of retail spaces was central, but largely overlooked, to the socio-spatial schema that lay at the heart of the neighbourhood principle. Planners saw shops as a hub of face-to-face interaction, through which nebulous objectives like ‘community spirit’ might be engendered. However, planners did not account for the way that their need-based model of shopping might be undermined by the consumer habits of inhabitants and the changing objectives of retailers.

This article argues that cultural capital in the Victorian town contributed to spatial as well as social differentiation, helping to bolster the power of civic elites and the image and identity of the town. Evidence drawn from north Staffordshire Pottery towns demonstrates how the value of cultural capital reflected the scale, timing and geography of investment, and its ability to represent and communicate the taste and judgment of the civic elite to those of neighbouring towns. In the hothouse of local rivalry that led up to the creation of the borough of Stoke-on-Trent, investment in cultural capital took on extra significance as each town strove for political ascendancy in the nascent conurbation.

‘Inspiring Capital’ is the sign that confronts visitors and residents alike at the boundaries of the Edinburgh administrative area. It is a consciously ambiguous message of self-promotion: the logo proclaims the dual standing of the city of Edinburgh as a European capital city and a city of international capital. The article uses a long-run approach to explore how, by inventing and nurturing a myth about Edinburgh as a non-industrial city, councillors and planners privileged the ancient and historical character of the city and so conditioned policies associated with urban renewal and land use.

The switch from intermittent to constant water supply in London in the late nineteenth century has attracted little attention. This article argues that this transition, the basis of the modern water system, was a considerable undertaking. System-builders (London's private water companies) faced a permissive regulatory environment and a population that could be ambivalent about constant water. While the water companies tried to encourage standardization through contract agreements and inspection, their lack of domestic access encouraged technical fragmentation. Local socio-political relations influenced the form of the constant water system, with consequences for future consumption practices.

Although it is widely acknowledged that urban oligarchy pre-dominated across medieval England, oligarchy's foundations are only partly known. This article argues that part of oligarchy's success derived from close social interaction between oligarchs and the rest of the citizens. A case study of social networks and arbitration within the city of Wells demonstrates how the elite insinuated themselves into the town's social web, establishing and securing their influence and power. Moreover, such a social role brought the oligarchs together often and helped to define the elite. Such power encouraged a more benevolent form of oligarchy than later prevailed.

Now that the debate about the standard of living during the first half of the nineteenth century appears to have entered a relatively quiescent phase, historians have begun to turn their attention towards the more elusive concept of the quality of life. The incidence of fatal and non-fatal disease is clearly central to research of this type and so, too, is a delineation of the physical context in which infections have flourished and in which those who have been afflicted by them have lived. Although there has been a tendency to underestimate the ferocity of epidemics in rural areas in the period after about 1750, historians working on disease in the modern period are inevitably most usually concerned with processes which are specifically urban in character. And urban historians, especially those interested in such topics as the development of utilities, the growth of administrative bureau-cracies or the spatial segregation and different life experiences of the classes, can undoubtedly benefit from a knowledge of patterns of infection in the past.

Despite the transformation of English cities by the growth of suburbs in the inter-war years, there is a dearth of reliable information about the processes, and especially the firms, that brought these suburbs into existence. Contrary to accepted wisdom – and paradoxically, in view of the scorn heaped upon suburbs by the architectural literati – architects are shown to have been heavily involved in the preparation of building applications for the construction of suburban houses. In spite of the unprecedented amount of house building in the inter-war period, the geographical spheres of influence of both builders and architects were highly localized. However, unlike in the nineteenth century, there is little evidence of speculative building having been undertaken by people whose livelihood was not primarily derived from house building or house selling.

There are well-known reconstruction plans for various UK cities produced during and after the Second World War, but little attention has been paid to those towns suffering little damage, or whose plans were not drawn up by the usual eminent consultants. This paper explores the process of preparing such a plan for Wolverhampton, in the English West Midlands. Here, a ‘technocentric’ plan is evident, typical of the 1940s reconstruction plans, but one with roots stretching back a decade into the middle 1930s; one whose key impetus was the Borough Surveyor, but which was prepared for a major programme of public involvement and consultation. Although this plan was not carried out in this form, it set the agenda for the next forty years of development in planning thought and in changing urban form. It was pivotal in the history of the town and its restructuring from the middle of the twentieth century.

In the 1950s, ‘urban design’ was born in American debate thanks partly to the import of foreign discourses in a new context. Among others, was the fragmented and erratic translation of the British Architectural Review's ‘Townscape’ discourse. This article traces carefully this translation not only to describe another key moment in the Anglo-American dialogue on planning but also to give a more complex portrait of the foundation and early development of the field of urban design. Involving some American universities, Fortune magazine and the Rockefeller Foundation, these lines of exchange also exemplify variations on the translation of a militant discourse into an academic one.

This article focuses on the role of gender in walking by studying thousands of street photographs taken between 1890 and 1989 in the city of Turku. Analysis of the photographs presents female pedestrians as the most numerous and continuously large group on the urban streets and reveals gendered patterns and practices of walking. Furthermore, it showcases how female mobility patterns were ignored and harmed by the car-centred city planning and traffic solutions of the mid- and late twentieth century. At the same time, women's walking appears as a central enabler of the fragile technological system that is motorized urban transport.

This paper juxtaposes two key themes: the concept of citizenship and ideas on urban renewal over the past century. The aim is to explore the interaction of cultural changes and the physical environment of cities. The concept of citizenship represents a cultural response to social change which itself has changed dramatically over the past century. Urban renewal has taken many forms. Yet behind all the growing technical expertise in dealing with the physical environment, there are specific social responses to the city which legitimize action. By looking at citizenship and urban renewal together, it is possible to establish a perspective on how the urban environment has been manipulated over the past century, often in ways which have barely interfaced with the social demands of many sections of the community.

Water was essential to the commerce, sustenance and cleansing of medieval London and its inhabitants. The paper reviews technologies of supply, access and control, and the uses and risks associated with water during the city's formative period. It surveys the pleasures of water around the city, the paradoxes they involved, and the public supply as an expression of a growing civic culture. It emphasizes the interaction between natural environment, technology and institutions as a fruitful theme for medieval urban history.

This essay surveys major themes and developments in the recent study of late antique urbanism. First, re-evaluations of the late phase of classical urbanism are discussed, whereby a simple narrative of ‘decline’ has been replaced by a much more chronologically and geographically nuanced picture. The importance of regional, indeed local, specificity is stressed, with different areas of the ancient world experiencing often radically different urban trajectories. Key aspects of late antique urbanism are considered, including the relationship between town and country, economic urban life, political versus social and religious urban history, before concluding with consideration of areas where future research is particularly needed.
