This discussion paper by a group of scholars across the fields of health, economics and labour relations argues that COVID-19 is an unprecedented humanitarian crisis from which there can be no return to the ‘old normal’. The pandemic’s disastrous worldwide health impacts have been exacerbated by, and have compounded, the unsustainability of economic globalisation based on the neoliberal dismantling of state capabilities in favour of markets. Flow-on economic impacts have simultaneously created major supply and demand disruptions, and highlighted the growing within-country inequalities and precarity generated by neoliberal regimes of labour market regulation. Taking an Australian and international perspective, we examine these economic and labour market impacts, paying particular attention to differential impacts on First Nations people, developing countries, women, immigrants and young people. Evaluating policy responses in a political climate of national and international leadership very different from those in which major twentieth century crises were addressed, we argue the need for a national and international conversation to develop a new pathway out of crisis.

Was neoliberal capitalism the only possible development path in Eastern Europe after the collapse of real socialism? How did the restoration of capitalism in the former Eastern bloc affect the economic and political situation in the world? Is the support of workers and lower classes for right-wing populists that has been observed in Eastern Europe for the past 30 years since the fall of the Berlin Wall a permanent phenomenon? By asking these questions, the authors point out that the offensive of the far right began in Europe before the 2015 migration crisis and the 2008 financial crisis, and that it coincided with the weakening of leftist workers’ parties. This process began in the 1990s after the collapse of the Eastern bloc. What can stop this process and change the situation? The solution is to show that another model is still possible: greater egalitarianism, democracy and the rule of law. This sociopolitical alternative, however, must simultaneously oppose two powerful forces: neoliberal capitalism and nationalist populism.

This essay analyses the relationship of two ‘Great Transformations’: the first from socialism to capitalism, more specifically in Eastern Europe in the 1990s, and the second from regulated to unregulated capitalism in the global economy since the 1980s, with respect to their common origins, elements and social results. Applying Karl Polanyi’s double-movement concept, it is concluded that these two, in essence neoliberal, transformations have led to societies being deeply divided economically, socially and culturally. Moreover, the self-protection of transformation losers is generating adverse political outcomes on a global scale. For both reasons, the outcomes of neoliberal transformations are jeopardising also the viability of the European Union, which was initially built on the basis of a regulated capitalism. The future of the global economy and also of the European Union depends on how the conflicts between the deepening of unregulated globalisation, national sovereignty and democratic politics can be solved.

Thirty years after the fall of the Berlin Wall, this article re-assesses ‘post-communist’ transformation in the Baltic countries from the perspective of labour. The argument is based on a historical materialist approach focusing on the social relations of production as a starting point. It is contended that the uneven and combined unfolding of ‘post-communist’ transformation has subjected Baltic labour to doubly constituted exploitation processes. First, workers in Estonia, Latvia and Lithuania have suffered from extreme neoliberal restructuring of economic and employment relations at home. Second, migrant workers from Central and Eastern Europe in general, trying to escape exploitation at home, have faced another set of exploitative dynamics in host countries in Western Europe such as the UK. Nevertheless, workers have continued to challenge exploitation in Central and Eastern Europe and also in Western Europe, and have been active in extending networks of transnational solidarity across the continent.

The article offers an analysis of the processes of neoliberal transformation, or the transition from ‘real socialism’ to ‘real capitalism’, which took place roughly three decades ago in Central-Eastern Europe, with particular consideration given to Poland. The key to a sociological understanding of capitalist modernisation is the combination of two perspectives present in social sciences: analysis in terms of shock therapy and the prospect of debt. Referring to the concepts of the ‘rent theory of ownership’, the role of foreign debt, creditor–debtor relations and the resulting crisis are submitted to analysis as the key factors of modernisation. Finally, the social, political and cultural consequences of the neoliberal transformation are also considered. These are argued to be growing right-wing populist and authoritarian tendencies.

The European Bank for Reconstruction and Development is an institution, a set of programmes and policies designed to mark a number of important reforms not just in the post-Soviet space but in the wider European political economy. It is committed to developing a competitive business environment, foreign investment and private sector activity in the post-communist space. The European Bank for Reconstruction and Development is considered to be a key inter-state mechanism enabling member states to negotiate post-communist reforms. The paper reorients analysis of the European Bank for Reconstruction and Development, claiming that existing framings of the role of the EBRD ignore its tangible neoliberalising pressures. It argues that the EBRD works to fundamentally restructure states in the post-communist space in three ways: (1) the configuration of an ‘appropriately’ neoliberal economic space, (2) the construction of subaltern subjectivities in the regional space, and (3) the persistent dominance of expert knowledge and policy practice external to the state. This restructuring is intended to further neoliberalism in the economic space of the region. By uncoupling the European Bank for Reconstruction and Development from a state centric analysis, the paper reveals how the technical aspects of the European Bank for Reconstruction and Development activities configure particular neoliberal rationalities and competencies not as a putative superstate, but as a key site for the ever-deeper encroachment of neoliberalisation in peripheral European states.

The article examines the commonly shared belief that ‘there was no alternative’ (the TINA hypothesis) regarding the transformation strategy in Poland in 1989–1990. This belief is shown to be incorrect, with evidence that an alternative was contemplated. Following a visit in Stockholm in January 1989 of high-ranking experts of the Consultative Economic Council (a government think-tank established shortly after martial law was introduced on 13 December 1980), the Council produced a report on the Swedish Model. The report was hoped to provide foundations for shifting the still centrally planned Polish economy towards economic efficiency and the social welfare standards of the Nordic countries. After the 1989 parliamentary elections and the appointment of the non-communist government of Tadeusz Mazowiecki, the political environment changed radically and the priority of the new government was to swiftly establish a truly liberal market economy in Poland. The article shows, however, that notwithstanding those revolutionary changes, a high-level debate took place only a few weeks after the new government came to power to discuss an option of a more gradual strategy of Poland’s economic transformation that at the same time would be of a more social democratic nature. An insider account of that debate and of its external and internal constraints is given in the subsequent sections of the article.

This article aims to provide insight into the employment relations in China-based multinational companies internationalising to Europe, a still relatively unexplored topic. We investigate the transfer of work and employment practices from Foxconn’s manufacturing headquarters in mainland China to its subsidiaries in Czechia and the factors that influence the firm’s internationalisation of production. By drawing upon original ethnographic fieldwork, the study makes a two-fold contribution. First, it shows the analytical inadequacy of the ‘latecomer’ model which assumes that the Chinese firm is an asset seeker. Second, it illustrates the relevance of diversity of labour and non-institutionalised forms of workers’ agency for theorisation of internationalisation. These topics are still insufficiently addressed by the literature that favours managerial agency and the model of distinctive and stable national labour forces. The study contributes to the theoretical debates on internationalisation by illustrating the limits of the national institutionalist perspective, the importance of considering a multi-scalar analytical framework and the relevance of labour composition in shaping multinational employment relations.

The purpose of this article is to investigate emerging areas of precarious employment in Sweden. Based on the literature on dimensions of precariousness and neoliberalism, this article will begin with an analysis of the transitioning Swedish welfare state and the contextual environment of precarious employment in Sweden. This will serve as a point of departure for the development of an occupational classification scheme including measures of income and employment security. In an empirical analysis, the occupational classification will be applied to a population-based register material including two birth cohorts of employed Swedish residents aged 28–33, with a registered income. The development of income and employment security will be described and discussed. By applying this newly developed measure of precarious employment, this article will provide a platform for future theoretical and empirical research on precarious employment in a transitioning welfare state.
