In order to assess people's preferences regarding potential reforms of the Irish state pension system, we surveyed a sample of the Irish adult population about their opinion on a selection of measures and issues related to the redistributive principles and parameters of the pension scheme. Even though very few people are well informed about the pension system, we observe a kind of homogeneity regarding perceptions about the way public pension benefits should be provided. As far as we know, this article represents the first attempt to elicit people's preferences for reforming the state Irish pension system using stated preferences techniques.

This themed section discusses the conceptual development and related empirical applications of social innovation (SI), a concept acquiring a prominent position in both academia and the world of policy. When SI started being used in the early 1990s relatively few social scientists were familiar with it, mainly those interested in urban policy. Less than two decades later, not only is SI at the heart of the largest public research funding programme in Europe (Horizon 2020), it is also constantly referred to in the discourses of senior level policy makers on both sides of the Atlantic.

Consideration of welfare regimes in Hong Kong has generally neglected gender and care work issues, focusing instead on welfare ideologies relating to production and the market orientation of social policies. In addition, traditional Chinese values place a high priority on motherhood. Drawing on qualitative interviews with lone mothers and social workers, this article considers welfare reform in Hong Kong from the late 1990s and the shift to welfare to work, examining these from the perspectives of gender. It suggests that as a result of the reforms there is a danger that lone mothers become double failures, as carers and workers.

Coventry University has made a strategic commitment to address the dimension of ‘race’ in its learning and teaching. Central to this is the establishment of a cross-institution curriculum change initiative called ‘Curriculum 2025’. The case study shared here details how we are approaching this task and some early reflections. Two things are explained: first, the provision of resources for staff who want to learn more about possible actions to take; second, our approach to working alongside course teams on new materials, often designed as reusable learning objects. An example of such a learning object is discussed which uses Wikipedia to enable students from diverse backgrounds to examine critically academic texts, books and other resources to understand how their learning may be skewed in favour of Western-originated thought and to identify alternative perspectives. The student activity also provides a co-creation opportunity, in that students are discovering the curriculum for themselves.

This article builds on recent work entitled The Spirit Level by Richard Wilkinson and Kate Pickett suggesting that Japan is one of the most harmonious affluent countries in the world, whereas the United Kingdom (UK) is one of the most unequal and hence disharmonious. In particular, the article revisits The Spirit Level evidence according to which Japan is a more equitable society in terms of income than any other industrialised country, but especially contrasts with a country such as the UK. The article provides a brief review of appropriate data in both Japan and the UK that could be used for the analysis of income inequality and identifies the best available microdata that would be most suitable for this purpose: the Japanese National Survey of Family Income and Expenditure microdata and the UK Family Resources Survey and Household Below Average Income survey microdata. It then presents a comparative analysis of income inequality measures in Japan and the UK and a discussion of the income distribution in both countries based on these data sets over the past twenty years. The findings suggest that the UK is much more unequal than Japan in terms of income distribution.

There is a considerable body of research that demonstrates the positive impact of involving children's families and networks in designing and developing the services children need. This paper – using empirical evidence from evaluations conducted in the UK, USA and New Zealand – suggests professionals are struggling to promote participative practice. The paper explores this apparent resistance and raises some questions about the understandings held by professionals about children and families who take up child welfare services that enable traditional exclusive forms of practice to be sustained.

This article reflects on research undertaken with low income households over a 12 month period following the ‘credit crunch’, a period characterised by rapid change to the financial landscape in the UK. It argues that people living on persistent low incomes were casualties of the economic ‘boom’ as they did not benefit from economic growth and of the ‘bust’ in that they most keenly felt the impact of the recession and the reaction of financial institutions to the new financial landscape. It concludes by arguing that, reflecting on the complexity of people's lives, addressing indebtedness requires a multi-faceted approach.

Discomfort about the notion of adoption as facilitating a market in children has been one of the major motivations for regulation and control, not only for intercountry adoption but throughout the history of in country adoption as well. This paper explores the nature of the market in Australia, beginning in the decades before legalisation but looking also for continuities in the ways in which in country and later intercountry adoptions have been debated. Drawing on an analysis of advertisements from major metropolitan and regional newspapers it argues that benevolence always exists in an uneasy alliance with assumptions about the right to a child, creating a ‘shopping list’ of desired characteristics which the market has rarely been able to satisfy.

Individual Placement and Support (IPS) is a highly effective model of employment support for individuals with severe mental health conditions. Its potential modification for new settings and larger cohorts is of keen interest across advanced economies given shared health-related (un)employment challenges. Despite mushrooming policy interest and activity around modified IPS a significant barrier and risk at present is the absence of a well-considered analytical framework to enable structured critical reflection about the effective translation of IPS principles and fidelity into modified IPS services. This article fills this void through the presentation for the first time in the literature of such an analytical framework, unpacking as it does so a set of key original analytical distinctions that are unhelpfully homogenised in current literature and policy thinking and highlighting the wider potential of IPS principles and models to the nature of good employment support for other individuals with health conditions and disabilities.

The creation of a ‘regional’ legislature for Wales in 1999 presents the opportunity to evaluate the promotion of equality and human rights in the context of multi-level governance in the UK. A decade on, positive aspects include the political reprioritisation of equalities in policy and law and new forms of representative and discursive politics. However, significant shortcomings are also evident. Overall, the Wales case study suggests that sub-unitary-state legislatures have the potential to tailor equalities policies to meet local needs more effectively, yet progress may be arrested by context-specific factors, as well as those that resonate with the international literature on mainstreaming equalities in the work of government.

Discovering a theory of change for health promotion in small- and medium-sized enterprises highlights important lessons about how successful workplace health interventions work and the conditions conducive to positive outcomes for ‘hard to reach groups’. In the evaluation of targeted health promotion initiatives carried out by the Workwell project in Sandwell, a theory of change has emerged that indicates the need for a sensitive understanding of the contexts of interventions and the importance of developing mechanisms appropriate to local conditions and stakeholder expectations.

This article discusses the nature of, and links between, the academic disciplines of Social Policy and Political Economy. Two core concerns of mainstream Social Policy are identified: firstly, a focus upon the development and operation of the welfare state and, secondly, a concern with concepts such as equity. Political Economy is identified as a discipline based upon the understanding that the production and distribution of wealth can only effectively be studied alongside the operation of power. It is argued that the core concerns of Social Policy are best approached from a Political Economy perspective. Three contemporary trends make this a particularly opportune time to apply the Political Economy approach to the concerns of Social Policy. These are, firstly, the growing importance of processes of ‘globalisation’, secondly, the increasingly explicit linking of economic and social policies by governments and, thirdly, the emergence of new actors in the social welfare field, particularly for-profit corporations.

This article considers the significance of the UK departure for EU social policy from the perspective of the economic orientation of policy, institutional configuration and associated political agency. The analysis first focuses on the role the UK has played since it joined in 1973, highlighting the UK's strong support for the EU as a market project with a secondary role for social policy. It can as a consequence claim some success in imprinting its (neo)liberal orientation on EU policy while at the same time securing favourable terms for its own selective engagement with EU policy. The signals regarding EU social policy's future after the UK departs are very mixed. While there are some signs of a more social impulse in policy, the strong ties to a market approach, lack of consensus around the need for a different type of EU social policy engagement and institutional and political hierarchies constrain change.

This article examines public attitudes towards two reform options for the defined-contribution (DC) Mandatory Provident Fund (MPF) scheme in Hong Kong: (i) increasing MPF contributions; or (ii) introducing a universal pension partly funded by switching MPF contributions to the universal pension. Drawing on a phone survey conducted with 975 active contributors to the MPF, we examine whether agreement with these MPF reform options can be explained by respondents’ self-interest, attachment to different welfare ideologies, their level of confusion with the MPF, uncertainty about future MPF income, and trust in the Hong Kong government to deal with MPF issues. This research identifies that it is uncertainty with future MPF income and low trust in the Hong Kong government to deal with MPF issues that have the most significant effect on respondents’ MPF reform preferences. Mainstream accounts of the effect of liberalist, universalist, conservative, and familistic welfare ideologies are only partially confirmed.

The marketisation of disability support driven by individualised funding brings new dilemmas for multi-agency collaboration, in particular how to provide personalised supports while remaining commercially viable. This article explores the challenges, risks and adaptations of organisations to navigate the tensions of personalisation and collaboration. Framed by street-level research and using the context of Australia’s National Disability Insurance Scheme (NDIS), this article draws on interviews with twenty-eight organisational managers. Multi-agency challenges are highlighted when several providers are delivering parts of a NDIS participant’s plan, blurring organisational responsibilities and accountabilities. Interviews also revealed the paradox of organisational disconnection and organisational dependence concerning quality support provision and described the collaborative responses organisations implement to ensure their sustainability. There is commitment among organisations to build a trusted ecosystem of providers, but this is largely discretionary and there is a need for further policy mechanisms to enable organisations to negotiate a way through multi-agency dilemmas.

In the wake of the financial, food and fuel crises, a fourth ‘F’ shockwave hit the global economy in 2010: fiscal adjustment. It would mark the onset of a prolonged period of budget cuts that is now projected to continue at least through 2020 in high-income and developing countries alike. This article: (i) examines International Monetary Fund (IMF) government spending projections for 187 countries from 2005 to 2020, indicating a decade of austerity from 2010 onwards; (ii) reviews 616 IMF country reports in 183 countries to identify the main adjustment measures; and (iii) discusses the negative impacts of austerity on jobs and welfare, pointing to alternative policies to identify fiscal space for equitable and sustainable development. Note that this analysis was done prior to COVID-19, and the estimates for 2019 and 2020 reflect pre-pandemic projections.

This article is based on a qualitative study exploring reasons for ill-being and well-being among twenty participants in a Norwegian activation programme. The Qualification Programme aims to enhance participants’ overall life situations and employability by offering work training to long-term social assistance recipients, among other things. As an analytic framework for discussing ill-being and well-being, this article employs Amartya Sen's capability approach, which assesses the individual's ability to live a good life, and Martha Nussbaum's conceptualisation of that approach. The findings indicate that hardship was demonstrated in the respondents’ lives: participants could not cope financially and suffered from mental and physical health problems, while shame worsened their circumstances. However, participants also showed signs of enhanced well-being as they experienced increased individual agency. The study indicated a disparity between the intended and the actual direction of change in the lives of programme participants.

COVID-19 triggers urgent questions about the social, political and ethical implications of care markets, practices and relations. This article presents analysis of the Houses of the Oireachtas Special Committee on Covid-19 Response exposing current discourses about care in Ireland. Utilising the Trace analysis method (Sevenhuijsen, 2004), grounded in feminist care ethics, reveals a state accountability exercise grappling with the failures of the care market and the inhumanity of congregated settings. Care discourses were constrained by a focus on the formal health system, normalisation of binary care giver and care receiver categorisations and a lack of recognition of gendered inequalities of care in homes and workplaces. Public discourse and feminist analysis revealed unreasonable labour conditions for women working in health and social care and a silencing of the voices of those with care needs. The article contributes to a reconceptualisation of care in post-pandemic futures and urges societal co-responsibility for ‘universal care’.

This article reflects on the contribution of qualitative longitudinal research (QLR) to understandings of homeless peoples’ experiences of support service interventions in an era of austerity in the UK. It brings into ‘analytic conversation’ data from qualitative longitudinal evaluations of homeless support projects operated by voluntary sector organisations in Scotland. With fieldwork spanning 2014-2019, the analysis expands the analytical potential of pooling small-scale studies through an interrogation of individuals’ ‘journeys’ through homelessness services and their rough path to ‘home’. By reflecting on our substantive findings, the article explores the added value and challenges of a longitudinal approach. It concludes that while QLR can deliver deep insight into lives lived by vulnerable populations and potentially reduce the distance between policy makers and those affected, its benefits must be balanced against pragmatism and the ethical responsibilities associated with the method.

Despite an ageing work force and the impending retirement of millions of baby boomers that could lead to serious labour, skills, and occupational shortages, older workers are not high on the policy agenda in the United States. Nonetheless, labour force participation rates for the older population have been rising, and public opinion polls reveal a sizeable demand for post-retirement employment. The challenge lies in meeting that demand and fostering longer worklives on the part of even more older Americans. A substantial public policy response is by no means certain, although raising the retirement age is likely to feature prominently in the debate on Social Security reform.
