As many commentators have pointed out, the pressures facing modern welfare states are formidable. One response by government is to place greater emphasis on a policy-making paradigm that rests on an individual rational actor account of agency. This finds its intellectual home in the leading tradition of neo-classical economics, its ideological home in a politics of active citizenry and equality of opportunity and its institutional home in the mechanisms by which the Treasury currently directs social policy.

The resulting policies have strengths in delivering productivity improvements and responsiveness to consumer demand, but weaknesses in accommodating the value positions of an increasingly diverse society, in sustaining the social cohesion necessary to the continuance of state welfare and in confronting the structural basis of some social interests. These issues have traditionally been recognised in the sociology of values, the psychology of trust and the political science of power.

One strength of academic social policy is that it is a field of study in which a number of disciplines are deployed. The ascendancy of one paradigm may obscure the contribution of others. It is hard for social policy academics to gain recognition when they speak a different language from that of policy making at the highest level.

This article is based on the findings of research undertaken towards a doctoral thesis funded by the University of Leeds. The research focuses upon the actions and experiences of women asylum seekers and refugees living in West Yorkshire. While acknowledging that the context in which women find themselves can present a number of barriers, this paper looks at their actions and practices at the individual and collective levels. It illustrates that some women are able to draw on the resources available, and are engaged in activities that not only assist their own settlement in the host society but also assist the development of support structures for future arrivals of asylum seekers and refugees.

Ethnicity and racialised identity have been salient themes in USA research and policy on teenage parenthood, in contrast with the UK context. This article presents findings from interviews with professionals in support services for young parents, with three main conclusions. Firstly, appropriate data collection systems are not in place to establish whether minority young parents face specific barriers in accessing services. Secondly, professionals’ accounts converge with young parents’ accounts, emphasising age rather than ethnicity as shaping patterns of identification and stigmatisation. Lastly, professional ‘ecologies of practice’ exist in some tension with the homogenising emphasis of UK national policy discourses.

The voluntary sector has been mainstreamed into public policy with consequences that include more reliance upon the time, commitment and skills of volunteers. In many policy initiatives to combat social exclusion, volunteering is cast as a form of self-improvement and re-training for the workforce. Qualitative research in a disadvantaged community, however, uncovered the persistence of more traditional forms of volunteering associated with mutual support and identification with the needs of others. Policies intended to broaden the base of the volunteer workforce need to recognise and nurture the intrinsic rewards of volunteering.

The project that we report here provided free home computers and a one-year broadband subscription to a sample of 108 older people diagnosed with coronary heart disease. The sample was divided at random and the experimental group had ‘facilitated learning’, based on access to a dedicated website, while controls did not. The results suggest that many participants needed to overcome their fear of new technology before they could learn how to use it effectively. Significant differences in computer skills were found between the experimental and control groups after six months of being involved in the project.

This article introduces the central topic of the thematic section of this issue: the governance of activation. It applies the concept of governance to new service provision models and considers why this is a relevant issue for social policy scholars. Then, it provides a brief discussion of several aspects of the new service provision models that are being introduced all over Europe, where income protection schemes and activation policies are concerned. Finally, it introduces the other articles in the thematic section.

This article focuses on the contracting-out of Public Employments Services. Quasi-markets promise to deliver more efficient, effective and de-bureaucratised employment services. By comparing experiences from Holland, Australia and Denmark we investigate whether quasi-markets deliver on promises. Quasi-market models have difficulties in living up to the preconditions for a well-functioning market and political expectations. Efficiency gains and cost-savings are still largely unknown. Instead it is clear that quasi-markets create a new type of employment policy, and new conditions for governing the labour market and employment policy. Clouded in the ‘technical’ language of improved efficiency and effectiveness, such changes are often neglected and depoliticised.

New forms of inter-agency co-operation have gained increasing prominence in the development and delivery of activation strategies. This article compares different models of inter-agency co-operation, drawing on case study research in Denmark, the Netherlands and the UK. The different models have reported variations in performance when delivering on the key benefits often attributed to effective inter-agency co-operation. The article raises concerns that the process of contracting-out in activation has at times conflicted with attempts to improve co-operation between agencies, while the increasing dominance of purchaser–provider relations can undermine progress towards ‘shared ownership’ of activation policies and effective partnership-working.

Most activation policies are based on a simplistic conception of responsibility: behaving responsibly coincides with quickly reintegrating the labour market. Local welfare agents are called to push beneficiaries to actively endorse this goal. But the issue of responsibility is much more complex. Drawing on Sen's capability approach, this article suggests that responsibilisation of recipients requires both empowerment and granting them more real freedom of choice on the labour market. Against the present trend toward hypertrophying individual responsibility, it calls for a more equilibrated balance between individual and social responsibility. The objective is not to define an impracticable ideal of responsibility, but to provide a yardstick for assessing activation programmes.

The integration of welfare services in activation policies has been one of the common answers to welfare challenges in EU member states over the last two decades. The process has been interwoven with the rescaling both downwards and upwards of welfare regulative authorities. The article discusses the role of integrated services in activation policies in relation to the centralisation and decentralisation of welfare policies in a comparative perspective of different EU welfare regimes and highlights the role of local institutional milieus in shaping path-dependent modes of governance in integrated services.

This article presents a review of relevant literature on the issue of the governance of activation. The article starts with some general comments on the state of the art of research on the governance of activation. Putting governance into practice in new service provision models in the policy areas of activation and social policy, the review continues with a discussion of publications on some of the characteristics of these models: marketisation, decentralisation, inter-agency cooperation and individualisation of service provision. It also looks at literature on the implementation of activation, as this provides insight into governance issues from an organisational and street-level perspective.

There is a large variety of journals, from various disciplines or sub-disciplines that have published articles on the issue of the governance of activation.
