In the area of moral epistemology, there is an interesting problem facing the person in my area, ancient philosophy, who hopes to write a historical paper which will engage with our current philosophical concerns. Not only are ancient ethical theories very different in structure and concerns from modern ones (though with the rapid growth of virtue ethics this is becoming less true), but the concerns and emphases of ancient epistemology are very different from those of modern theories of knowledge. Some may think that they are so different that they are useful to our own discussions only by way of contrast. I am more sanguine, but I am quite aware that this essay's contribution to modern debates does not fall within the established modern traditions of discussing moral epistemology.

Socialism, understood as the rejection of markets based on private property in favor of comprehensive centralized economic planning, is no longer a serious political option. If the core of capitalism is the organization of the economy primarily through market competition based on private property, then capitalism has certainly defeated socialism. Markets have been accepted—and central planning abandoned—throughout most of the Third World and in most of the formerly Communist states. In the advanced industrial states of the West, Labor and “democratic socialist” parties have rejected socialism, by deregulating markets and privatizing industries, utilities, and transport. The U.K. Labour Party's 1945 manifesto declared the party to be a “Socialist Party, and proud of it. Its ultimate aim is the establishment of the Socialist Commonwealth of Great Britain.” Today the Labour Party insists that markets are a given.

In the last ten or fifteen years, realism has emerged as a distinct approach in political theory. Realists are skeptical about the merits of abstract theories of justice. They regard peace, order, and stability as the primary goals of politics. One of the more concrete aims of realists is to develop a realist perspective on legitimacy. I argue that realist accounts of legitimacy are unconvincing, because they do not solve what I call the “puzzle of legitimacy”: the puzzle of how some persons can have the right to rule over others, given that all persons are equals. I focus on the realist accounts of legitimacy developed by Bernard Williams and John Horton.

In autonomous action the agent herself directs and governs the action. But what is it for the agent herself to direct and to govern? One theme in a series of articles by Harry G. Frankfurt is that we can make progress in answering this question by appeal to higher-order conative attitudes. Frankfurt's original version of this idea is that in acting of one's own free will, one is not acting simply because one desires so to act. Rather, it is also true that this desire motivates one's action because one desires that this desire motivate one's action. This latter desire about the motivational role of one's desire is a second-order desire. It is, in particular, what Frankfurt calls a second-order “volition.” And, according to Frankfurt's original proposal, acting of one's own free will involves in this way such second-order, and sometimes yet higher order, volitions.

Critics of Robert Nozick's libertarian political theory often allege that the theory in general and its account of property rights in particular lack sufficient foundations. A key difficulty is thought to lie in his account of how portions of the world which no one yet owns can justly come to be initially acquired. But the difficulty is illusory, because (contrary to what both Nozick and his critics assume) the concept of justice does not meaningfully apply to initial acquisition in the first place. Moreover, the principle of self-ownership provides a solid foundation for Nozick's libertarianism, and when seen in the light of that principle and its full implications, the standard purported examples of injustices in acquisition are revealed to be nothing of the kind.

Although Robert Nozick has argued that libertarianism is compatible with the justice of a minimal state—even if does not arise from mutual consent—few have been persuaded. I will outline a different way of establishing that a non-consensual libertarian state can be just. I will show that a state can—with a few important qualifications—justly enforce the rights of citizens, extract payments to cover the costs of such enforcement, redistribute resources to the poor, and invest in infrastructure to overcome market failures.

Although liberals too often forget it, the health of the liberal publicorder depends on our ability to constitute not only political institutions and limits on power, but appropriate patterns of social lifeand citizen character. Liberal character traits and political virtuesdo not, after all, come about “naturally” or by the deliverance of an “invisible hand.” Even Adam Smith did not think that, as we will see below. Harry Eckstein gets closer to themark by suggesting that “stable governments…are the productof 'accidental' (extremely improbable) conjunctions of conditions which do sometimes, but rarely, occur in actual societies.”

One of the currently popular dogmata of anti-consequentialism is that consequentialism doesn't respect, recognize, or in some important way account for what is referred to as the “separateness of persons.” The charge is often made, but rarely explained in any detail, much less argued for. In this paper I explain what I take to be the most plausible interpretation of the separateness of persons charge. I argue that the charge itself can be deconstructed into at least two further objections to consequentialist theories. These objections amount to (i) the rejection of axiological aggregation, and (ii) the rejection of deontic aggregation. Of these two objections, I argue that the first one, though often made, is untenable. I also argue that the second objection, in its various forms, relies on distinctions whose moral significance is vigorously denied by almost all consequentialist theorists. I thus argue that the separateness of persons objection poses no special threat to consequentialism.

This essay explores the nature of narrative representations of individual lives and the connection between these narratives and personal good. It poses the challenge of determining how thinking of our lives in story form contributes distinctively to our good in a way not reducible to other value-conferring features of our lives. Because we can meaningfully talk about our lives going well for us at particular moments even if they fail to go well overall or over time, the essay maintains that our good must consist in something more than an accumulation of good discrete moments. Since persons have the capacities to reason, remember, and imagine, our good depends on a larger view of our lives that integrates its particular moments in a narrative. That narrative provides shape and texture to our lives. Storytelling serves to connect the events of our lives to each other, and to explain why the meaning and value of past events or features of our lives can shift as the life, and hence the story of the life, continues to unfold. The essay concludes that narrative enables us to see our lives in ways that support, encourage, or promote our self-concept and self-worth as agents who have controlling authority over our own lives.

Over the past decade, political philosophers and political theorists have had a common purpose: to reflect on the merits of realism and idealism when theorizing about the human condition and the nature of justice. We have settled that no one is against being realistic or against being idealistic per se. The contributions to this volume represent a conversation about what would make one attempt to articulate ideals better than another.

Eating meat appeals, but the cost is measured in millions of slaughtered animals. This has convinced many that vegetarianism is morally superior to a carnivorous diet. Increasingly, those who take pleasure in consuming animals find it a guilty pleasure. Are they correct? That depends on the magnitude of harm done to food animals but also on what sort of a good, if any, meat eating affords people. This essay aims to estimate both variables and concludes that standard arguments for moral vegetarianism are significantly misplaced. That is because the contribution of meat eating to lives of excellence is underestimated and overall harms to animals consequent on practices of meat eating are overestimated. The answer to the question posed in the title is, therefore, “No.”

It is sometimes said that a society should be judged ethically by how it treats its least-fortunate or worst-off members. In one interpretation this is not a point about justice, but instead about moral virtues such as compassion and charity. In our response to the least fortunate among us, we display, or show that we lack, fundamental moral virtues of fellow feeling and concern for others in need. In a different interpretation, however, this point is about justice and a just society—the justice of a society is shown especially in how it treats its least-fortunate members.

In all of its varieties, traditional liberalism is a universalist political theory. Its content is a set of principles which prescribe the best regime, the ideally best institutions, for all mankind. It may be acknowledged — as it is, by a proto-liberal such as Spinoza — that the best regime can be attained only rarely, and cannot be expected to endure for long; and that the forms its central institutions will assume in different historical and cultural milieux may vary significantly. It will then be accepted that the liberal regime's role in political thought is as a regulative ideal, which political practice can hope only to approximate, subject to all the vagaries and exigencies of circumstance. Nonetheless, the content of traditional liberalism is a system of principles which function as universal norms for the critical appraisal of human institutions. In this regard, traditional liberalism — the liberalism of Locke and Kant, for example — represents a continuation of classical political rationalism, as it is found in Aristotle and Aquinas, where it also issues in principles having the attribute of universality, in that they apply ideally to all human beings.

I want to look at one aspect of the human good: how it serves as the basis for judgments about the moral right. One important view is that the right is always derived from the good. I want to suggest that the more one understands the nature of the human good, the more reservations one has about that view.

I. OneRoute toConsequentialism

Many of us think that different things make a life good, with no one deep value underlying them all. My own list includes: enjoyment, accomplishing something with one's life, deep personal relations, certain sorts of understanding, and the elements of a characteristically human existence (autonomy, liberty).

Most of us also think that moral right and wrong are based, in some way or other, in how well individual lives go, and that the moral point of view is, in some sense or other, impartial between lives. Utilitarianism is a prominent, but not the only, way of spelling out this intuition. There is no reason why an account of the human good needs to be confined, in the classical utilitarian way, to happiness or to fulfillment of desire (on the usual understanding of that notion). Nor is there any reason why impartiality has to be confined to maximizing the good, counting everybody for one and nobody for more than one. We may generalize.

Let us broaden the notion of the good. We might say, for instance, that though happiness is a good, so are the other items on my list. But though broadened, this notion of the good stays within the confines of individual goods; it still has to do with human well-being, with what promotes the quality of one person's life.

In Morals By Agreement, David Gauthier concludes that under certain conditions it is rational for an agent to be disposed to choose in accordance with a fair cooperative scheme rather than to choose the course of action that maximizes his utility. This is only one of a number of important claims advanced in that book. In particular, he also propounds a distinctive view concerning what counts as a fair cooperative arrangement. The thesis concerning the rationality of adopting a cooperative disposition is, however, logically independent of his substantive view of a fair cooperative scheme and is itself central to the project as a whole. Gauthier's concern is to establish that certain moral principles are those that fully rational, self-interested persons would agree to take as regulative of their dealings with one another – that a contractarian approach, in this sense, can provide an adequate basis for a theory of morality.

The fiftieth anniversary of the death of President Franklin Delano Roosevelt arrived only months after the 1994 U.S. elections brought to power conservative Republican congressional majorities determined to reverse key legacies of Roosevelt's New Deal. At this juncture of special poignancy for many of those assembled at the “Little White House” in Warm Springs, Georgia on April 12, 1995, President Bill Clinton offered remarks on “Remembering Franklin D. Roosevelt.” “Like our greatest presidents,” Clinton eulogized, Roosevelt “showed us how to be a nation in time of great stress” and “taught us again and again that our government could be an instrument of democratic destiny.”

Article 25 of the Universal Declaration of Human Rights reads as follows: “Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services.” I shall refer to the right postulated here as “the right to an adequate standard of living” or “The Right.”

This essay offers an account of feasible actions. It criticizes the conditional account of feasibility and offers instead what I call the constrained account of feasibility. The constrained account is superior, I argue, on account of how it deals with the problem of motivational failure to act and with collective action. According to the constrained account, roughly put, an action is feasible when the agent or agents performing it know how to perform it and are appropriately responsive to incentives. The essay shows that some collective requirements for action that appear feasible are not in fact feasible.

Using a sample of seventy-seven countries, this paper focuses on marginal tax rates and the income thresholds at which they apply to examine how the tax changes of the 1980s and 1990s have influenced economic growth, the distribution of income, and the share of taxes paid by various income groups. Many countries substantially reduced their highest marginal rates during the 1985-1995 period. The findings indicate that countries that reduced their highest marginal rates grew more rapidly than those that maintained high marginal rates. At the same time, the income distribution in several of the tax cutting countries became more unequal while there was little change or even a reduction in income inequality in most countries that maintained high marginal rates. Finally, the evidence suggests that there was a shift in the payment of the personal income tax away from those with low and middle incomes and toward those with the highest incomes.
