Cette seconde partie s’appuie sur les principes de détermination et d’optimisation desseuils de décision (SD) développés dans la première partie. Il s’agitd’une application de ces principes sur des spectres alpha de type uranium urinaire, ausein d’un laboratoire d’analyses de biologie médicale. Nous avons vu que l’un desparamètres principaux dans l’évaluation de SD était la détermination la plus précisepossible du bruit de fond. La difficulté essentielle est ici d’estimer sur les spectreséchantillons la valeur du bruit de fond dans les régions d’intérêt des trois isotopes234U – 235U et 238U. Ces difficultés proviennent destrès faibles valeurs de comptages ainsi que des traînes générés par les phénomènesd’atténuation en énergie dans les échantillons. L’amélioration des SD et des limites dedécision (LD) a pu être obtenue par l’optimisation du marquage des zones d’intérêt ainsique l’optimisation de l’activité du traceur utilisé pour déterminer le rendement chimiquede la technique mise en œuvre. Cette étude s’est concrétisée par la réalisation d’uneinterface de présentation des résultats d’analyse, couplée à un logiciel de spectrométriealpha, permettant aux utilisateurs de disposer des informations nécessaires et suffisantespour juger au mieux et au plus bas niveau possible d’une éventuelle contaminationinterne.

Fin 2008, une contamination au cobalt-60 a été découverte dans des colis contenant desboutons d’ascenseur de la société française MAFELEC, fournisseur de la compagnied’ascenseurs OTIS. Les inspections et enquêtes menées par l’ASN (Autorité de sûreténucléaire) ont permis d’identifier que cette contamination était due à du métal importéd’Inde. L’ASN a alors saisi l’IRSN (Institut de radioprotection et de sûreté nucléaire)pour évaluer les impacts dosimétriques potentiels de cette contamination. Bien que lesimpacts évalués pour les travailleurs des deux entreprises et pour le public soient trèsfaibles, cet événement a eu un impact médiatique important en France. En outre, MAFELECfournissant la société OTIS à travers le monde, des boutons contaminés avaientpotentiellement été envoyés dans d’autres pays. Dans ce contexte, le réseau ALARA européen(EAN), regroupant des organismes et des institutions de radioprotection de 20 pays enEurope qui partagent l’objectif de favoriser l’échange et la diffusion d’informations surles expériences pratiques en matière de mise en œuvre de la démarche d’optimisation, alancé une requête via son Forum sur les moyens mis en œuvre pour gérercet événement. Cet article présente la synthèse des informations concernant les 13 paysqui ont répondu à cette requête entre janvier et juillet 2009.

The research activities under the work package CAT2 – improvement of decision supportsystems, focused on the one hand to improve the operability of the RODOS system but on theother hand to enhance RODOS and ARGOS with simulation models still missing in theportfolio of these two decision support systems. For RODOS, the work focused on theimprovement of the atmospheric dispersion modelling in complex terrain and the improvementof the data assimilation functionalities. For both systems, the later phase models dealingwith countermeasures in inhabited areas and food production systems have been considerablyenhanced.

The activity concentrations of 226Ra, 232Th and 40K infifty granite samples collected from five different quarry industries in Ondo State,Nigeria, were determined using gamma-ray spectrometry. The mean activity concentrationsfor each industry ranged from 16.7(6.4) to 85.4(23.0), 62.4(10.1) to 113.6(7.6), and1315(136) to 1551(84) Bq.kg-1 for 226Ra, 232Th and40K, respectively. The values in parenthesis are the standard deviations.When compared with results from some parts of the world, the 226Ra and232Th contents were lower, whereas the 40K content was similar.Using different approaches to estimate the potential radiological hazard of the samples,the results obtained were below the recommended maximum limits. This shows that theradiological hazards associated with the use of the granites examined in this study asbuilding material are within the acceptable limit.

Precise and accurate estimation of natural radioactivity is essential in order toappraise the radiation dose to the member of public due to various intakes. In the presentstudy, an attempt has been made to estimate the uranium content in packaged drinking waterby laser induced fluorimetry and then to calculate the committed effective dose. Sixtypackaged drinking water samples of different brands were analysed for uranium content. Thetotal uranium content in these samples was found to be in the range of 0.04–3.88µg l-1. The concentration of uranium is comparable with other reportedworldwide values except a few high values such as 0.5–6000 µg l-1 in Finland,0.1–28 µg l-1 in China, 0.1–40 µg l-1 in Switzerland and 0.04–1400µg l-1 in Jordan and much lower than the drinking water limit of 15µg l-1 (WHO, 2004) and 30 µg l-1 (USEPA, 2000a). The radiationdose due to uranium ingestion through packaged drinking water was found to vary from0.08–3.19 µSv y-1, with an average dose of 1.21 µSv y-1.

In case of accidental exposure to radiation, it is necessary to establish as soon aspossible a dosimetry report for each victim. In most cases, this report is based onmedical images of the victim, enabling the construction of a personalized realisticnumerical model, also called a voxel phantom. Unfortunately it is not always possible toperform the medical imaging of the victim since the technology may be unavailable or toavoid additional exposure to radiation. In such cases, the commonly used method is torepresent the victim with a numerical model like the “Reference Man”, a voxelized phantomrepresentative of the average male individual. The treatment accuracy depends on thediagnosis precision and, consequently, on the similarity of the phantom and/to the victim.A precise dosimetry evaluation requires a personalised and realistic phantom whosebiometric characteristics match the victim; such model is often unavailable. TheCase-Based Reasoning (CBR) is a problem solving method for the conception of intelligentsystems. It imitates the analysis, understanding and reconstruction of the humanintelligence. The ReEPh project (Research of Equivalent Phantom) proposes to use the CBRprinciples to retrieve from a set of phantoms, the most adapted one to the irradiatedvictim. For this study, the ReEPh platform retrieves, stores and compares existingphantoms to a victim. A graphic interface enables the user to compare victim’scharacteristics to the ones of the most similar phantoms available in the database. Thisdefines a similarity index presenting the equivalence between the victim and the suggestedphantom. Moreover, a confidence index is also assessed to define the uncertainty impliedby the RaPC choice procedure.

Indoor radon measurements were carried out in 30 elementary schools in Tunis, the capitalcity of Tunisia, during the winter months of December 2008 to early March 2009. Twoclassrooms, one each from ground floor and first floor were chosen from each school makinga total of 60 classrooms. In some of the classrooms, two detectors (open and closed) wereused to measure the concentrations of radon as well as radon and its progeny to allow thecalculations of the equilibrium factors. Nuclear track detectors type LR-115 (Kodalpha)were used for the measurements. The results show that the radon concentration levels arelow in the range of 6–169 Bq m-3 with a mean value of 26.9 Bq m-3.The annual effective dose was found to vary between 0.025–0.715 mSv y-1 forteachers while the range for pupils was from 0.019–0.525 mSv y-1. These valuesare within the ICPR recommended values.

Bitumen samples and soil samples around a bituminous deposit in Ondo State, Nigeria, wereanalysed for 40K, 226Ra and 232Th employing gamma-rayspectrometry. The activity concentrations of 40K, 226Ra and232Th in soil varied from (45.2 ± 5.3) to (484.2 ± 25.9), BDL (belowdetectable limit) to (27.7 ± 2.1) and (22.8 ± 2.7) to (62.4 ± 6.8) Bq.kg-1,respectively. The corresponding mean values were (240.2 ± 133.5), (13.3 ± 8.0) and (40.0 ±10.2) Bq.kg-1, respectively. The mean activity concentrations of theradionuclides in the bitumen were (58.4 ± 36.4), (16.1 ± 13.3) and (32.5 ± 13.1)Bq.kg-1, respectively, for 40K, 226Ra and232Th. The mean absorbed dose and effective dose for the soil samples were(41.5 ± 8.9) nGy.h-1 and (50.7 ± 10.9) μSv.y-1, respectively, whilethose of the bitumen samples were (29.5 ± 15.6) nGy.h-1 and (36.1 ± 19.1)μSv.y-1, respectively. For radiological hazard assessment, the radiumequivalent activity and the external hazard index were determined. The values of theradium equivalent activity and external hazard index obtained for the soil and bitumensamples were lower than the recommended limit.

The sedimentary sandstone and clay sequence of the Miocene Kamlial and Murree Formationsis exposed in the sub-Himalayas of the Dhirkot area, State of Azad Jammu and Kashmir,Pakistan. The indoor radon and outdoor gamma dose rates were measured from dwellings andbasement sandstone and clay rocks, respectively. The radon concentration in dwellings was36 ± 14 Bq.m-3 to 195 ± 27 Bq.m-3, with an average of 121 ± 26Bq.m-3. The average radon concentration in pucka, semi-kucha and kucha houseswas 124 ± 25 Bq.m-3, 143 ± 25 Bq.m-3 and 136 ± 26Bq.m-3, respectively. The outdoor gamma dose rates for the basementsandstones and clays of the Murree Formation and Kamlial Formation were 74.0 ± 1.4–113.1± 2.4 nGy/h and 69.6 ± 2.2–108.8 ± 1.4 nGy/h, respectively. The average gamma doserates for the Murree and Kamlial Formations were 91.3 ± 14.3 nGy/h. The gamma dose rateis maximum (113.1 ± 2.4 nGy/h) and minimum (69.6 ± 2.2 nGy/h) at higher (5 539 feet)and lower (4 493 feet) altitudes, respectively. The overall causes for the increase inaverage radon concentration in dwellings of the Dhirkot area were poor ventilation, oldhouses, humidity and temperature, cracks in houses, geology, and aggregates. The gammadose rate variation depends on sandstone and clay lithologies, altitude and radionuclidecontributions. This study shows that the average radon (121 ± 26 Bq.m-3)concentration for the inhabitants of the Dhirkot area was within the accepted safe healthlimit (200 Bq.m-3, ICRP, 1993; UNSCEAR, 1993).

The European Model for Inhabited Areas (ERMIN) was developed to explore recovery optionsfollowing the contamination of an urban environment with radioactive material. This paperdiscusses the user experience of ERMIN and in particular it concentrates on thedevelopment of a description of the urban environment and how that description affects theoutput. The user interacts with ERMIN by defining different regions on a map. A region maybe an area in which a particular combination of recovery countermeasures is applied, orwhere a particular level of contamination is found, or where there is a particular type ofurban environment. Most of the output from ERMIN is also presented as maps with summaryinformation that allows the user to compare different countermeasure strategies. ERMIN hasbeen implemented within two international nuclear accident Decision Support Systems; RODOSand ARGOS. Both systems have user interfaces that exploit geographic information system(GIS) technology which complement the ERMIN map based approach.

L'objectif principal de cette étude est de comparer les rendements radiochimiques des cassures simple et double brin (CSB et CDB) générées au niveau des hélices de la molécule d'ADN, suite à la prise en compte de deux spectres électroniques de désintégration de l'iode-125. En effet, l'emploi combiné de la méthode de Monte Carlo du type au coup par coup et de l'équation de diffusion $(\frac{\partial C_i}{\partial t}=D_i\nable^2C_i+S)$ permet de simuler le transport des électrons, et les réactions chimiques dues à la diffusion des entités crées tout au long des processus physico-chimique et chimique considérés (e-aq, H, OH, H2, H2O2, et H3O+). Nous tenons compte dans cette étude d'un modèle d'ADN complexe (nucléosome) et de son enveloppe d'hydratation, tout comme nous tenons compte également de l'effet radio-protecteur des inhibiteurs tels que le formiate (formiate de sodium, HCOO-). En outre, la comparaison de nos résultats à ceux obtenus par d'autres modèles, met en évidence d'une part une concordance certaine et d'autre part le pouvoir d'adaptation des codes élaborés à différents modèles d'ADN.

Predictions of the effects of agricultural countermeasures are an important part of thedecision-making process following an accidental release of radioactive material into theenvironment. A new model has been developed for this purpose and integrated into the EUdecision support systems RODOS and ARGOS. The model is based on the existing food chainmodel of RODOS and the previous model for simulating agricultural countermeasures inRODOS. The characteristics of the countermeasures and the supporting databases have beenderived from the compendia and handbooks developed within the EURANOS project. A widerange of potentially practicable countermeasures is considered on timescales from a day tomany years, and endpoints related to their imposition are calculated such that theeconomic and health impacts can be evaluated. This paper outlines the countermeasuresmethodology adopted and the databases used and discusses their applicability.

Le présent exposé aborde en première partie le schéma général d’intervention mis en placeen Suisse pour faire face à une urgence radiologique. Seules les lignes générales sontprésentées, sans entrer dans les détails qui sont trop spécifiques et par là de peud’intérêt dans le cadre de cet article. Sont évoqués ensuite quelques problèmesparticuliers associés à l’intervention et qui ont donné lieu à des discussions lors de lamise en place du plan d’intervention.

Natural radionuclide concentrations in soil samples collected within and around crude oilflow and gas compression stations in the Niger Delta, Nigeria, were determined usinggamma-ray spectroscopy. The mean activity concentrations of 40K,238U and 232Th varied from 30.1 ± 3.0 to 59.0 ± 17.1, BDL to 8.8 ±2.3 and 7.9 ± 3.7 to 10.9 ± 1.9 Bq.kg-1, respectively. The 40K,238U and 232Th contents of the soil samples are very low comparedwith the world average for natural background area. The absorbed dose rate and effectivedose ranged from 6.9 to 11.1 nGy.h-1 and 8.5 to 13.6 μSv.y-1,respectively. The annual gonadal dose equivalent rate ranged from 48.9 to 77.5μSv.y-1, which is lower than the world average of 0.30 mSv.y-1.The radium equivalent activity and the external hazard index of the soil samples werebelow the recommended limits of 370 Bq.kg-1 and unity, respectively. Theresults obtained reveal that there is no significant radiation hazard due to naturalradionuclides of the soil samples in the studied areas.

La mesure du tritium sous ses différentes formes (gaz (HT), eau (HTO), ou solide(hydrures)), est une étape importante pour l’évaluation des risques sanitaires etenvironnementaux associés et in fine son estimation dosimétrique. Dansles échantillons du règne végétal ou animal, le tritium est associé à la fraction eaulibre et est inclus dans les composés organiques sous forme de tritium organiquement lié(TOL). Dans ce cas, 2 formes existent : (i) la fraction dite échangeable ou labile (TOL-E)liée à des atomes d’oxygène et d’azote ; (ii) la fraction dite non échangeable (TOL-NE)liée aux atomes de carbones. La technique de référence pour l’analyse du tritium est lascintillation liquide permettant de mesurer des concentrations de l’ordre de quelquesBq.L-1. Les normes (AFNOR, ISO) publiées à ce jour ne concernent quel’analyse du tritium dans l’eau. Seule une méthode CETAMA aborde la mesure du TOL dans desmilieux biologiques. Cette méthode a été testée depuis 2001 via descircuits d’intercomparaisons sur des échantillons d’herbe prélevés dans l’environnement.Concernant l’analyse du tritium dans les eaux, les principaux points forts sont lafiabilité de cette analyse pour des concentrations de l’ordre de 1 Bq.L-1, larobustesse et la simplicité de mise en œuvre. Les points faibles sont essentiellement liésà des problèmes de bruit de fond, de conservation et de contamination des échantillons.Concernant l’analyse du TOL, l’analyse est fiable pour des valeurs de l’ordre de 50Bq.kg-1 d’échantillon frais. Les points faibles sont des problèmes decontamination, de reproductibilité, de temps d’analyse (2 à 6 jours) et l’absence dematériaux de référence. La difficulté à ce jour est la séparation entre TOL-E et TOL-NEqui doit être validée expérimentalement.

En cas d’accident radiologique impactant un grand nombre d’individus, il est primordialde différencier rapidement les individus exposés des individus non exposés. Le laboratoirede dosimétrie biologique de l’IRSN développe des méthodes pour répondre à ce type desituation. La méthode de référence est basée sur une estimation rapide de la dose aprèscomptage des dicentriques et des anneaux dans 50 métaphases. À l’issue de cette étape detri de la population exposée, une estimation plus précise de la dose reçue peut êtrenécessaire. Cette étape est longue car elle nécessite l’observation des aberrationschromosomiques dans au moins 500 métaphases. Pour améliorer cette méthodologie en deuxétapes, nous avons étudié l’utilisation d’un logiciel de détection automatique desdicentriques dans un cas réel d’accident radiologique impliquant 63 victimes. Cetteméthode a été comparée aux méthodes manuelles de références. La comparaison des dosesobtenues montre que la méthode automatique peut remplacer les deux étapes du comptagemanuel (50 et 500 métaphases), car elle cumule les avantages de chacune d’elles : rapiditéet précision.

The Meteorological Pre-Processor (MPP) of the Decision Support System RODOS acts asinterface between the incoming meteorological data from stations and/or prognostic modelsand the Atmospheric Dispersion Models (ADMs) used for predicting the spread of theaccidentally emitted radionuclides. The MPP includes a diagnostic Wind Field Model (WFM)to ensure mass conservation of the calculated wind field. Its output is usable by simpleand complex ADMs and it is applicable for highly complex topography and from micro- tomeso-scales. The MPP has been tested for both real and artificial flow fields and it hasbeen optimized to function with very short execution times and to give the most reasonableresults under all terrain complexity and atmospheric stability conditions. DIPCOT(DIsPersion over COmplex Terrain) is a Lagrangian Puff / Particle model that has beenimplemented in RODOS to simulate radionuclides atmospheric dispersion over complicatedterrain. For this purpose, it uses a certain number of fictitious puffs/particles whichare assumed to move with the mean wind flow plus a random velocity component to simulateturbulent diffusion. The calculation of the gamma radiation dose rates in air due to theradioactive plume is calculated by a very fast method that takes into account theinhomogeneous 3-dimensional cloud shape. DIPCOT has been evaluated by comparisons towidely used real-scale experimental data sets: Copenhagen, Prairie Grass, Indianapolis andMol. The integration of the above models greatly enhances the applicability of the RODOSsystem.

Si le risque de cancer du poumon lié à l’inhalation de radon est aujourd’hui largementreconnu, les possibles conséquences sanitaires de l’ingestion d’eau contenant du radonapparaissent moins bien documentées. Cet article synthétise les connaissances actuellessur la dosimétrie correspondant à l’ingestion de radon. Les résultats des étudesépidémiologiques sur les effets sanitaires du radon dans l’eau de boisson sont égalementprésentés et discutés.

The general objective of the OSPAR radioactive substances strategy is to preventpollution of the maritime area from ionising radiation through progressive and substantialreductions of discharges, emissions and losses of radioactive substances, so thatconcentrations in the environment are close to background for naturally occurringradioactive substances and close to zero for artificial radioactive substances. The thirdperiodic evaluation of progress towards the objective of the OSPAR radioactive substancesstrategy concludes that, due to issues concerning the availability of reported data, it isnot possible to come to firm conclusions as to whether the aims of the OSPAR radioactivesubstances strategy are currently being delivered. However, in general there is anindication of a reduction in average marine concentrations of selected radionuclidesassociated with the nuclear industry, while doses arising from these selectedradionuclides in the OSPAR maritime area to humans are well within internationallyrecommended limits and are below the lowest levels at which any effects are likely tooccur for marine biota.
