This paper examines vernacular weather observations amongst rural people on Sakhalin, Russia’s largest island on the Pacific Coast, and their relationship to the ice. It is based on a weather diary (2000–2016) of one of the local inhabitants and fieldwork that the author conducted in the settlement of Trambaus in 2016. The diary as a community-based weather monitoring allows us to examine how people understand, perceive and deal with the weather both daily and in the long-term perspective. Research argues that amongst all natural phenomena, the ice is the most crucial for the local inhabitants as it determines human subsistence activities, navigation and relations with other environmental forces and beings. People perceive the ice as having an agency, engage in a dialogue with it, learn and adjust themselves to its drifting patterns. Over the past decade, the inability to predict the ice’s behaviour has become a major problem affecting people’s well-being in the settlement. The paper advocates further integrating vernacular weather observations and their relations with natural forces into research on climate change and local fisheries management policies.

Roslin Gletscher is a sub-polar glacier in the central Stauning Alper which lie at 72°N in east Greenland. Interest has been focussed on this glacier in recent years since it is clearly of the surging type. The primary aim of the expedition was to survey a longitudinal profile of the glacier and to re-survey stake lines established by previous expeditions to measure ice flow rates. It is hoped that the results will throw some light on the stage of the surge cycle that has been reached. This should improve predictions of when the next surge may occur and allow closer study of the mechanisms which cause the glacier to surge. A secondary aim was to relocate a food and equipment dump, left from earlier expeditions, which was threatened by moraine movement.

This paper explores the question: How is the NGO observer application process to the Arctic Council influenced by perceptions of legitimacy of the applicant? Using information gleamed from numerous interviews we map out the application process for NGO observer status in the Arctic Council. In addition to the formal criteria, we argue that Arctic states have a set of informal criteria for evaluating NGO observer applications, and that the evaluation of these criteria are coloured by individual Arctic state and the Permanent Participant perceptions of the legitimacy of the NGO applicant. Reaching into the literature on NGO legitimacy, we develop a framework detailing four key components upon which the perceptions of the legitimacy of an NGO are generally formed. This framework is then incorporated into a broader model of the overall application process through which NGOs must submit in order to attempt to gain observer status at the Arctic Council.

Since the Antarctic Treaty came into operation, Antarctic affairs have been characterised by international cooperation. The major issues of potential conflict, namely sovereignty, military activity, and mining, have now been largely removed. As a result, the remaining disagreements between parties have been resolved through consultation and negotiation. No dispute has ever found its way to judicial settlement, with most disagreements usually resolved at an early stage through ATCMs. While there is no reason to suspect that the use of consultation and negotiation will not continue, with the introduction of far more comprehensive measures for the protection of the Antarctic environment, combined with the significant increase in activity in and around the continent, there is a greater likelihood of situations occurring that clearly breach these principles or give rise to a dispute. In addition, where extensive damage to the environment has already occurred, negotiation may be limited, so that the other mechanisms for settling disputes must be instituted. The dispute procedures of the Protocol, taken almost entirely from CRAMRA, represent the most comprehensive system for the peaceful settlement of disputes arising in any Antarctic instrument to date. However, clear problems such as remedies, enforcement, and uncertainties with respect to standing and liability remain. Until these problems are resolved, all aspects of all disputes cannot be covered, and comprehensive protection of the Antarctic environment specified in the Protocol will remain an objective, not a reality.

The major economic benefit which the U.S.S.R. derives from its Arctic territory comes from the exploitation of mineral resources. Detailed information about production has long been withheld, at least in the case of important minerals, but enough general information is available to permit a summary in broad terms of current activity in this field. Murmanskaya Oblast' is not included in the summary, because its relatively mild climate, near absence of permafrost, and favourable location render it atypical of the Soviet Arctic as a whole.

Caves of marine origin occur in tectonically uplifted stacks on the coastal terrace and in plateau edge cliffs at a number of locations around Macquarie Island. Some of the caves have been located and their distributions mapped. Four of the best known caves are mapped in detail. Aspects of their geology, structure and biology, including speleothem development, clastic deposits, faunal remains and subfossil deposits are explored. Many of these caves contain deposits, which may have the potential to be investigated, as beach and peat deposits have been, for dating key time periods in the island's evolution. The palaeoenvironmental research potential of the sea caves on Macquarie Island has yet to be exploited. Further knowledge about these caves will assist in the understanding of the processes that have acted on Macquarie Island and other polar and sub-polar islands.

The Geographical Branch of the Department of Mines and Technical Surveys was created in 1947, and in the 12 years of its existence has conducted original research in many branches of Geography;1.2 among these research programmes has been an extensive project for the study of land and sea ice.

Visiting the city of Lichfield, Staffordshire, recently, the author was surprised to discover a handsome statue of Captain Edward John Smith, master of Titanic in 1912 on her first and only voyage (Fig. 1). That the sculptress was none other than Captain Robert Falcon Scott's widow, Kathleen, added even greater interest. The statue stands in Beacon Park, facing in the distance and nearer to the road, a statue of King Edward VII.

The Mackenzie River is the seventh longest river in the world and with its tributaries drains a million sq. miles of northern Canada. Its drainage basin includes almost all of that portion of the District of Mackenzie lying south of the so-called “tree line”, two large sections of Yukon Territory and portions of the provinces of Saskatchewan, Alberta, and British Columbia. When flying from Fort Smith, lat. 60° N., to Inuvik near the Arctic Ocean it seems to be an endless expanse of swamp and tundra with almost no possibilities for logging, either now or in the future. Closer inspection, however, shows that there are forested areas capable of supplying timbers suitable for lumber and heavy construction, as well as poles for piling and mining timbers. It is with these forests that this article is primarily concerned.
