In this collection we learn about varied livelihoods that are roughly grouped as northern small-scale fisheries. Two messages are particularly salient, and hence they connect nearly all the papers:

First, that small-scale fishing is paramount for social and cultural livelihoods, and an indispensable resource for reproduction of coastal communities. And second, that certain fish related practices are changing, or currently under threat, and thus threatening the core subsistence of coastal communities.

Within the scope of climate change and the worldwide shift in travel patterns, the Arctic has become a highly favoured tourist destination. However, the literature on studying destination images of the northern polar regions lacks analysis of prevailing perceptions and of corresponding images held by tourists without previous travel experience. Therefore, this research, recently carried out in Germany, attempts to delineate tourists' perceptions of Greenland on the one hand and the Arctic as a whole on the other as destinations. Similarities, positive and negative differences of the cognitive and affective stages are generated and an overview of perceived dimensions and factors influencing the images are given. Although the results strongly coincide with each other, there are minor differences found in favour of Greenland. With the findings it is hoped to provide a better insight into the images held by potential visitors to the Arctic and to help those engaged in marketing Greenland as a tourist destination to identify an efficient strategy.

This paper develops a simple method for the detection of ‘vegetation anomalies’, locations where the amount of vegetation, estimated through the use of the normalised difference vegetation index (NDVI), is significantly lower than expected on the basis of topographic factors alone. The method is developed and tested using satellite imagery from the area around the town of Monchegorsk on the Kola Peninsula, Russia. This area has been subject to heavy levels of airborne industrial pollution for many years and the intended purpose of the method is to allow the extent of pollution damaged vegetation to be estimated with as few operational decisions as possible by the data analyst, thus suiting it for automation and for the analysis of time-series of satellite images. While the work described in this paper is to some extent preliminary, it does establish that spatial variations in the NDVI of undisturbed vegetation can, at least in the study area, be modelled satisfactorily using topographic variables, and that negative departures from this modelled variation are very strongly associated with industrially mediated damage.

Dental models of 649 Canadian Inuit from Hall Beach and Igloolik, and both models and skull dentitions of 782 Greenland Inuit (323 from the east coast, 459 from the west coast), were examined for (a) presence or absence of four specific morphological variants considered by various authors to indicate racial affinities (shovel-shaped incisors, cusp of Carabelli, Eskimo tubercle and protostylid on molars and premolars), and (b) amount of wear. Dental models of contemporary British and British-Asian subjects were studied for comparison. Both living and skeletal Greenland material was from people known to have followed a traditional Inuit lifestyle, with little or no contact with the Western world. Canadian material was from a population in transition between traditional and Western ways of life, eating both native and Western foods. Morphological variation was considered in the context of genetic affinities of the populations to each other and to other groups of Central Asian origin. Tooth wear was examined in relation to diet, lifestyle and health.

In 1872, the British yachtsman and explorer Benjamin Leigh Smith led his second expedition to the Arctic. Seeking to further the impressive oceanographic and geographic research of his first expedition in the summer of the previous year, Leigh Smith first explored Jan Mayen and then sailed to Svalbard. There, after investigating Moffen, adverse ice conditions precluded effective continuation of the voyage and almost wrecked his research vessel, Sampson. During a brief meeting with Adolf Erik Nordenskiöld's Swedish polar expedition, a bond was formed between the two explorers with fortuitous benefits for the Swedish expedition the following year as it struggled to escape from the north coast of Svalbard. Leigh Smith was forced to make for England in September 1872, without sailing nearly as far to the north or east as during his first expedition. His 1872 experiences led him to reconsider his method for Arctic exploration, and consequently, for his third expedition in 1873, he decided to include a chartered steamer as his primary research vessel with Sampson relegated to the role of support vessel.

This paper describes the growth and development of the sealing industry of northern Norway from 1859 to 1909 and is based largely on hunting returns and shipping records of the Tromsø fleet. Arctic hunting operations displayed remarkable diversity across the years and the ascendancy of sealing only emerged towards the end of the 19th century. The paper shows how the fleet increased in size despite the lack of capital in northern Norway for investment in new vessels and how hunting grew in significance as a commercial operation following the introduction of modern hunting techniques and better weapons. The fleet increased almost eightfold, from 6 vessels in 1859 to 46 in 1909 while the harvest of seals increased from less than 1500 to over 30000 animals annually. The geographical range of the hunting grounds expanded correspondingly from a limited area around Jan Mayen and the west coast of Spitsbergen to a huge area which included the western ice (north and south of Jan Mayen), the northern ice (Svalbard), the eastern ice (Kola Peninsula to Novaya Zemlya, the White Sea), Zemlya Frantsa-Isoifa [Franz Joseph Land], the Denmark Strait and northeast Greenland. The species composition of the harvest underwent a remarkable series of transitions, one species being replaced by another as local stocks became successively depleted. Thus, it was dominated numerically first by Svalbard reindeer and walrus, then beluga whales and then cod before finally consisting largely of polar bears, bottlenose whales and seals. Owners and skippers responded to reductions in numbers by searching for new hunting grounds and, in doing so, sailed further north, then east and then west than ever before, coincidentally making a series of historical voyages of discovery. By the end of these five decades sloops had largely been replaced by ketch rigged diesel sealers, these being an assortment of new, salvaged and second hand foreign ships.

After its rejection of the Minerals Convention adopted by the Antarctic Treaty Consultative Parties (ATCPs) in 1988, Australia took a major step in its domestic law by enacting the Antarctic Mining Prohibition Act of 1991 (AMPA), to reinforce its general objection to mineral resource activities in Antarctica and its commitment to the protection ofthe Antarctic environment. With the adoption of the Protocol on Environmental Protectionto the Antarctic Treaty (the Madrid Protocol) – which required the parties to take steps to implement its provisions, including the enactment of domestic legislation – Australia enacted the Antarctic Treaty (Environmental Protection) Act (ATEPA). The ATEPA is meant to replace the AMPA once the Madrid Protocol comes into force. The Protocol bans mineral resource activities in Antarctica and adopts a comprehensive regime toregulate all human activity in Antarctica in an effort to protect the region's environment. As legislation to implement the Protocol, the principal objectives of the ATEPAare to prohibit mineral resource activities in the Australian Antarctic Territory and toregulate all human activity that may have a direct impact on the environment in the area. It also prohibits Australian nationals from engaging in mineral resource activities elsewhere in Antarctica. Like Australia, a number of ATCPs have either adopted legislationor are developing legislation in their domestic legal systems to implement the Protocol.It is one thing for the Protocol to demand the adoption of domestic legislation to ensure compliance with its provisions, including the ban on mining; it is quite another thingto develop effective domestic legislation on the issue. Given the absence of any knowncommercially exploitable deposits of minerals in Antarctica, the likelihood of any mineralresource activity in the region is very remote. But should mining activity occur in Antarctica in breach of the Protocol, the enforcement of the ban could be fraught with practical, legal, and policy difficulties. This paper examines the domestic legislative efforts by Australia as a leading ATCP to ban mining activity in Antarctica. Even though the discussion focuses on Australia by examining its legislation, the problems and the issues raised in the Australian context are also relevant to other ATCPs generally and to claimants in particular.

Since Brown (1963) wrote his comprehensive review of Antarctic whaling, the course of events has given 1963 some prominence in the history of this remote industry. Most significant was the fifteenth meeting of the International Whaling Commission, held in London in July, which had as one of its most important agenda items consideration of the reports of the special committee of three experts in population dynamics. This committee had been set up in 1960 to investigate Antarctic stocks, to work with the Commission's Scientific Committee, and to advise on conservation.

Past forecasts by geologists of potentially large oil and natural gas reserves in the North American Arctic (eg, Prudhoe Bay, the Mackenzie delta, and the Canadian Arctic islands) are coming closer to reality. Results from Canmar (Canadian Marine Drilling Ltd of Calgary) drill ships working in the southern Beaufort Sea continue to support the prediction of considerable hydrocarbon deposits in this area. The most significant discovery, gas amounting to 0.48–0.50 trillion m3 [17–18 trillion ft3] was made by Panarctic Oils Limited in the Canadian High Arctic, in particular the Drake field off Melville Island and the surrounding region (Star Phoenix, 1980a). Panarctic Oils is a government-industry consortium; Petro-Canada owns 45 per cent of the shares and provides the bulk of the exploration budget.

In 1873, the British explorer Benjamin Leigh Smith concluded the private oceanographic and geographical explorations in the seas around Svalbard that he had begun in 1871 and continued in 1872. The logistics of the 1873 expedition, however, were far more complicated than those of the first two voyages. Rather than using a single ship as he had done with the sailing vessel Samson the previous summers, Leigh Smith chartered James Lamont's Arctic steamer Diana and employed Samson as a reserve supply tender. With the added supplies Samson afforded, Leigh Smith planned to round the northeast limit of Svalbard, which he had discovered in 1871, and survey Kong Karls Land. Among those invited to join to expedition was a twenty-three-year-old member of the Royal Engineers, Lieutenant Herbert C. Chermside, who would visit the Arctic for the first and last time in a long life of military service. It was to Chermside that Leigh Smith entrusted the keeping of the expedition's logbooks. These three unpublished journals, along with a log kept by Samson's captain, William Walker, provide details of an expedition that, while it failed in its primary objective to round Nordaustlandet, did succeed in relieving Adolf Erik Nordenskiöld's Swedish polar expedition beset near Mosselbukta. It also maintained an array of contacts with whalers and sealers, for example the Peterhead whaler David Gray and the Norwegian skipper Frederick Christian Mack, regarding local conditions around Svalbard. At Augustabukta, Chermside's observations of uplifted skeletons of remotely harvested whales give estimated death ranges of between 1569–1691 and 1764–1807. The expedition would end with a major island in Svalbard being named for Chermside.

As part of a project aiming to determine the lichenised fungal biodiversity of James Ross Island (Eastern coast of Antarctic Peninsula), we identified three infrageneric taxa which were previously not reported from Antarctica: Farnoldia micropsis (A. Massal.) Hertel, Gyalolechia epiphyta (Lynge) Vondrák and Placidium squamulosum var. argentinum (Räsänen) Breuss. Detailed morphological and anatomical properties of these species along with photographs based on the Antarctic specimens are provided here. In addition, the nrITS, mtSSU and/or RPB1 gene regions of the selected specimens are studied and the phylogenetic positions of the species are discussed. The DNA sequence data for Farnoldia micropsis are provided for the first time. Farnoldia micropsis and Gyalolechia epiphyta are also new to the Southern Hemisphere.

Political development in the north (and elsewhere) often occurs in a context of confrontation and conflict between values of community and stability on one hand and economic growth and change on the other. Indigenous peoples of the north may not be able to resist strong tides of social and economic change—‘development’ toward forms of the dominant social, economic and political institutions—but they can substantially affect the terms of their integration into dominant societies. Alaska Natives seek both autonomy through tribal governments and access to the benefits of dominant institutions. Their ability to achieve and reconcile these purposes is a basic measure of their political development.

Remote-sensing methods, using electromagnetic radiation detected by airborne and spaceborne instruments, have the potential to revolutionise the investigation of oil contamination in high latitudes. Spaceborne monitoring, in particular, offers many advantages, including: obtaining data from relatively inaccessible areas; day and night, all-weather observations; regular monitoring opportunities; spatial resolution of 20 m or better; and areal coverage of 30,000 square kilometres or more. Calibrated, spatially registered data can be readily integrated into geographic information systems for evaluation and prediction of spill behaviour. However, very little investigation of this potential has yet been undertaken. This paper reviews the possibilities for monitoring soil characteristics, including thermal regime, the presence of contamination, and long-term consequences of spills, for topography, hydrology, and vegetation cover.
