I examine the political consequences of prison development in the United States. I theorize that the prison apparatus not only upholds a system of racial hierarchy and class stratification, but also links the economic stability of lower-class, rural whites to the continued penal confinement of poor, urban minorities. Analysis of an original dataset suggests that local reliance on existing prison infrastructure throughout many economically-depressed rural communities strengthens political support for harsh criminal punishments and militates against reform efforts. Political representatives have powerful interests in protecting rural prison investments, regardless of their actual economic impact in host communities. The evidence indicates that rural prison development contributes to the perceived economic viability and political power of rural areas, while reinforcing forms of punishment that destabilize poor urban neighborhoods and harm politically marginalized populations.

Responding to recent criticism that American political development (APD) has yet to fully engage with both contemporary and historical matters related to lesbian, gay, and bisexual (LGB) politics, I use citizenship to provide one way to do so. Drawing on the central insight of APD scholarship that the polity is a composite of multiple clashing governing orders and by viewing citizenship as a relational dynamic between the individual and the state, I argue that citizenship is fractured across time, space, and policy issue. This claim is illustrated by two case studies: first, how gay, lesbian, and bisexual military participation has been redefined over time by the Department of Defense, with each policy shift toward equality revealing previously unseen and persistent inequities, and second, how conflicts between marriage and parental recognition have emerged after states recognize same-sex marriage. I aim to demonstrate how APD concepts can be fruitfully applied to yield new insights about institutional authority and the meaning and content of citizenship status. In short, much can be gained by increased developmental attention to gay and lesbian politics.

This address asks how we got to today’s politics in America; a politics of polarized political parties engaged in close political competition in a system of checks and balances. The result has often been divided control of government and an apparent inability to address major political problems. This address develops the historical foundation for these characteristics. Historically, the Founding period set the stage of separated powers and the first party system. America developed a market economy, a middle class, and a mass-based set of parties in the Antebellum period. Through the Progressive era, nation-wide reforms led to a more democratic but increasingly candidate-centered politics in the North, and the establishment of Jim Crow politics in the South. The post-War period saw the full development of candidate-centered elections. While the breakup of Jim Crow due to the Civil Rights and Voting Rights Acts in the mid-1960s ended Jim Crow and made possible a competitive party system in the South, the later was delayed until the full implementation of the Republican’s “southern strategy” in 1980 and beyond. This set in motion the partisan polarization of today, to combine with separated powers to create what many refer to as the “current” political “dysfunction.”

Using individual-level data from the 2008 European Social Survey and country-level health care financing data we analyze the influence of private financing of health care on political trust in twenty-five European countries. Net of known predictors of trust at the individual and country level, we find that trust in government is significantly lower where the health system is financed to a greater degree by private sources. This negative relationship occurs because in countries with more private financing, low-income citizens perceive themselves to be at greater risk for not receiving needed health care. This perception of risk is associated with more negative evaluations of the performance of the health care system, which in turn is associated with less trust in government. When states do less to ensure the basic health care needs of members of society who are at greatest risk, these citizens may come to place less trust in government institutions. Hence, the increasing pressure on European governments to privatize the financing of health care in the wake of the financial crisis that is also characterized by growing income inequality threatens to make citizens trust government less. At the same time, implementation of the Affordable Care Act could signal a renaissance for political trust in the United States, if a growing role in the health care system is accompanied by a redistribution of risk.

Recent studies of autocratic liberalization adopt a rationalist approach in which autocrats’ motives and styles of reasoning are imputed or deduced. By contrast, I investigate these empirically. I focus on liberal social engineering in the Persian Gulf, where authoritarian state efforts to shape citizen hearts and minds conform incongruously to liberal ideals of character. To explain this important but under-studied variant on autocratic liberalization, I present evidence from rare palace ethnography in the United Arab Emirates, including analysis of the jokes and stories ruling elites tell behind closed doors and regular interviews with a ruling monarch. I find that autocrats’ deeply personal experiences in the West as young men and women supplied them with stylized ideas about how modern, productive peoples ought to act and how their own cultures underperform. The evidence also reveals that such experiences can influence autocrats, even years later, leading them to trust in Western-style liberal social engineering as the way forward, despite the risks. Ethnographic findings challenge the contemporary scholarly stereotype of the autocrat as a super-rational being narrowly focused on political survival, illustrating how memory and emotion can also serve as important influences over reasoning and can drive liberal change.

I propose the concept of “ignoring” to capture situations in which government officials appear dismissive (either through inaction or contempt) of popular mobilization. The concept refers not only to actions by regime officials but also captures protesters' perceptions of those actions. Examples of ignoring include not communicating with protesters, issuing condescending statements, physically evading protesters, or acting with contempt toward popular mobilization. Existing conceptual tools do not adequately capture these dynamics. Although repression and concessions have been extensively theorized, scholars lack conceptual tools to understand responses that fall short of both repression and concessions. I introduce the concept of “ignoring” as a useful tool to focus on a subset of actions on the part of regime officials who are the targets of mobilization, with discernible consequences for subsequent mobilization. Drawing on research on the role of emotions in protest politics and on framing and social movements, I argue that ignoring protests can trigger emotional responses that encourage people to engage in protest, such as anger, indignation, and outrage. By integrating protesters' perceptions of the behavior of the targets of mobilization, not just of the security forces, the concept of “ignoring” helps explain protesters' reactions and their future mobilization, in a way that conventional concepts such as tolerance cannot capture. This analysis has important implications for broader theoretical debates on the relationship between regime response to protests and subsequent mobilization. Most importantly, it urges scholars to consider how ignoring can interact with other responses to mobilization, thereby altering the dynamics of the infamous the “concession-repression dilemma.” I use evidence from workers' protests in late Mubarak Egypt to illustrate these dynamics.

In the last decades, the American state has radically enlarged the array of policy instruments utilized in today’s governance of the poor. Most recently, through a process of outright “seizure,” the state now exacts revenue from low-income families, partners, and friends of those individuals who in very large numbers cycle in and out of the nation’s courts, jails, and prisons. In an analysis of legislation, judicial cases, policy regulations, blog, chat-line postings, and survey data, we explore this new form of taxation. In doing so, we endeavor to meet two objectives: The first is to document policies which pressure individuals (mostly men) entangled in the court and prison systems to rely on family members and others (mostly women) who serve as the safety net of last resort. Our second objective is to give voice to an argument not yet well explored in the sizeable incarceration literature: that the government is seizing resources from low-income families to help finance the state’s own coffers, including the institutions of the carceral state itself. Until now, no form of poverty governance has been depicted as so baldly drawing on family financial support under the pressure of punishment to extract cash resources from the poor. This practice of seizure constitutes the very inversion of welfare for the poor. Instead of serving as a source of support and protection for poor families, the state saps resources from indigent families of loved ones in the criminal justice system in order to fund the state’s project of poverty governance.

Many democratic and jurisprudential theorists have too often uncritically accepted Alexander Bickel's notion of “the countermajoritarian difficulty” when considering the relationship between judicial review and democracy; this is the case for arguments both for and against judicial review. This framework is both theoretically and empirically unsustainable. Democracy is not wholly synonymous with majoritarianism, and judicial review is not inherently countermajoritarian in the first place. In modern democratic political systems, judicial review is one of many potential veto points. Since all modern democratic political systems contain veto points, the relevant and unexplored question is what qualities might make a veto point relatively democratic.

Proceeding on the assumption that democracy's primary normative value is found in its opposition to domination by both state and private actors, we make a preliminary effort to delineate what qualities a democratic veto point might have, identifying five criteria, and evaluate judicial review using these criteria. We conclude that judicial review's performance against these criteria is decidedly mixed, but in the final balance is likely to be a modest net positive for democracy, particularly when compared to other veto points commonly found in contemporary democratic political systems.

Historical institutionalism challenged older forms of comparative historical analysis by moving away from purely structural explanations of historical outcomes. Instead it posited that there were critical junctures in which actors chose between institutional alternatives, which in turn led to path dependence. I examine a phenomenon neglected both by historical institutionalism and older forms of historical analysis—chronic instability. Instead of institutional lock-in, some junctures lead to periods of instability in which a series of regimes replace each other in rapid succession. Three different causal mechanisms that routinely contribute to chronic instability—external shocks, changing configurations of actors, and disjuncture between the logic of change and mechanisms of reproduction—are explored in depth. The plausibility of the theory is illustrated by an examination of regime instability in Germany from the collapse of the Empire in 1918 through the founding of the Federal Republic in 1949.

Recent political science scholarship examining the institutional features of the rights revolution has highlighted the importance of the private enforcement of civil rights. This article discusses a less well-known line of Supreme Court cases concerning government liability that have undermined effective private enforcement of constitutional rights. I examine the impact of the Court’s “procedural assault” on private civil rights enforcement and possible responses to the recent protests in Ferguson, Missouri, and elsewhere across the country regarding police use of force. After identifying the ways in which the Court has undermined a core strand of the rights revolution, I assess the challenges confronting the Obama administration and civil rights leaders as they respond to these developments.

The Veterans Health Administration (VA) is among the most unusual and misunderstood institutions in the American welfare state. Unlike most American social services, veterans’ medical care continues to be administered directly by the state, contrary to the “antibureaucratic strategy” of “hidden” or “submerged” state-building that has dominated US social policy for decades. Drawing on extensive archival research, I attempt to make sense of the VA’s unique policy trajectory by exploring two puzzling episodes of institutional change in the delivery of veterans’ health care. Although many bureaucratic models predict large new undertakings initiated by agencies only when they benefit from the advantages of being well-regarded and relatively autonomous, both instances of institutional change occurred at the nadir of the VA’s reputation as a competent, innovative, and politically-powerful agency. To explain these unexpected transformations, I investigate the role of bureaucrats in shaping the development of the American welfare state and develop the concept of collaborative state-building to demonstrate how public-private partnerships may contribute to the expansion of social welfare programs in liberal states. Although public-private partnerships are usually seen as an erosion of state power or a way to hide the state’s role in the provision of social services, the case of the VA suggests that such partnerships may be used to support and expand such programs. I also focus on the VA’s many scandals and show how agency officials used these policy failures to expand the VA.

Non-democratic regimes have increasingly moved beyond merely suppressing online discourse, and are shifting toward proactively subverting and co-opting social media for their own purposes. Namely, social media is increasingly being used to undermine the opposition, to shape the contours of public discussion, and to cheaply gather information about falsified public preferences. Social media is thus becoming not merely an obstacle to autocratic rule but another potential tool of regime durability. I lay out four mechanisms that link social media co-optation to autocratic resilience: 1) counter-mobilization, 2) discourse framing, 3) preference divulgence, and 4) elite coordination. I then detail the recent use of these tactics in mixed and autocratic regimes, with a particular focus on Russia, China, and the Middle East. This rapid evolution of government social media strategies has critical consequences for the future of electoral democracy and state-society relations.

Empirical political scientists and normative political theorists both seek to assess the quality of democracy. But they apply to this task very different criteria and assumptions. Empiricists (in particular those who study American politics) often assume that a—perhaps the—key indicator of democratic quality is responsiveness, the degree to which policy outcomes reflect public opinion. They often cite “democratic theory” as endorsing this criterion. Normative theorists, however, all but universally reject responsiveness, proposing instead very different criteria of democratic quality. I document a divide between two research cultures; trace some of its causes; and suggest some ways of overcoming it so that scholars on each side may benefit from the insights of the other. Empiricists, I argue, should acknowledge that the responsiveness criterion is neither value-neutral nor, in its pure form, particularly persuasive. Theorists adduce other criteria for sound and commonsensical reasons. In particular, to the extent that empiricists find that policy outcomes reflect not median voter preferences but either random factors or the concerns of the wealthy and organized, they would render their findings more compelling by presenting them as troubling according to a variety of persuasive democratic theories, not just a stylized theory that posits pure responsiveness as its ideal. Normative theorists, I argue, may learn from empiricists greater respect for ordinary citizens’ existing opinions, however imperfect the social and political circumstances in which they originate. and greater concern regarding empirical evidence that the median voter’s opinions may have little independent effect on policy. In spite of all this, the two cultures remain properly distinct in many respects. Some substantial differences in approach reflect a necessary, permanent, and salutary division of labor between two very different modes of studying democracy and assessing its quality.

Before the welfare state, people were protected from disabilities resulting from illness, old age, and other infirmities by care work provided within the family. When the state assumes responsibility for care-work tasks, in effect it assumes parental roles, thereby becoming a form of familial government in which the public provision of goods and services is analogous to care work provided in the family. My research pushes back the origins of the state’s obligation to care for people to a preindustrial form of government, hereditary monarchies—what Max Weber termed patrimonialism. It explicates how monarchs were cast as the parents of the people, thereby constituting kingship as a care work regime that assigned to political rulers parental responsibility for the welfare of the people. Using historical and quantitative analysis, I establish that retaining the legitimacy of monarchies as the first form of familial government in the course of Western European democratizing makes it more credible to the public and to political elites to accept the welfare state as the second form of familial government. That, in turn, promotes a more robust public sector supportive of social provision. The results reformulate conceptions of the contemporary welfare state and its developmental legacies.

Systematic investigation of attitudes expressed in Arabic on Twitter towards the United States and Iran during 2012–13 shows how the analysis of social media can illuminate the politics of contemporary political discourses and generates an informative analysis of anti-Americanism in the Middle East. We not only analyze overall attitudes, but using a novel events-based analytical strategy, we examine reactions to specific events, including the removal of Mohamed Morsi in Egypt, the Innocence of Muslims video, and reactions to possible U.S. intervention in Syria. We also examine the Boston Marathon bombings of April 2013, in which the United States suffered damage from human beings, and Hurricane Sandy, in which it suffered damage from nature. Our findings reinforce evidence from polling that anti-Americanism is pervasive and intense, but they also suggest that this animus is directed less toward American society than toward the impingement of the United States on other countries. Arabic Twitter discourses about Iran are at least as negative as discourses about the United States, and less ambivalent. Anti-Americanism may be a specific manifestation of a more general phenomenon: resentment toward powerful countries perceived as interfering in national and regional affairs.

In contrast to sterile forms of apology or the evasions of color-blind political discourse, calls for reparations explicitly link the realization of democratic ideals to a history of antiblack violence and exploitation. I explore three dimensions of Ida B. Wells's antilynching writings that anticipate and enrich contemporary demands for reparations for slavery and Jim Crow. First, Wells's commitment to truth-telling, a centerpiece of reparations efforts around the world, models how to criticize received understandings of both past and present and revise them in the service of more democratic ways of life. Second, her gender- and sexuality-conscious analysis of the political and economic causes and effects of antiblack violence adds a dimension that is missing from many reparations arguments. Third, Wells both advocates an active citizenry and demands collective responsibility for the protection of black citizenship; in so doing, she reveals the racial and gendered underpinnings of contemporary disavowals of responsibility for racial justice, dressed up as “personal responsibility,” and offers a powerful rebuttal.
