The American Political Science Association is a global organization, and currently counts among its almost 15,000 members nearly 3000 individuals who are citizens of nation-states other than the US. And only half of its 1600 institutional subscribers are North American. At the same time, the contemporary political science discipline that it represents, however cosmopolitan, is deeply rooted in the distinctive historical experiences of the United States. As Ira Katznelson and Helen V. Milner observed in their 2002 Centennial edition of Political Science: State of the Discipline, the professional association responsible for publishing the words you are now reading was born in the United States during the Progressive Era, as an effort to more scientifically and thus more usefully understand the evolving American state and its national citizenship: “American political science has specialized in developing particular kinds of social knowledge. The modifier American has to be taken seriously” (3–4).

I sit to write this Introduction having just returned from a long weekend at APSA's 2010 annual conference discussing the politics of hard times. In the background is the sound of one or another cable news announcer, reminding me, for the thousandth time, that this coming weekend is the ninth anniversary of “9-11.” Controversy still rages over the plans of Muslim American citizens of the US to build a community center in lower Manhattan, two blocks from “ground zero” (or is it “Ground Zero” in deference to its apparent sacralization?). At the same time, attention has recently turned to an obscure Florida pastor, one Reverend Terry Jones, who has declared his intention to publicly burn copies of the Koran in protest of Islam and “commemoration” of 9-11. His plan has caused an outcry of opposition from national and local interfaith coalitions committed to religious and social pluralism, and provoked denunciations from a range of groups that include the Vatican and the Veterans of Foreign Wars. Numerous high-ranking Obama Administration officials, from Attorney General Eric Holder to Secretary of State Hillary Clinton, have loudly criticized the proposed Koran burning as an affront to the American commitment to tolerance. Perhaps the loudest critic has been General David Petraeus, the US Commander in Afghanistan, who has insisted that such acts seriously undermine the US military in its war against the Taliban. One of his assistants, Lt. General William Caldwell, nicely summed up this logic in a CNN interview: “There is no question about First Amendment rights; that is not the issue. The question is: What is the implication over here? It is going to jeopardize the men and women serving in Afghanistan.”

As Perspectives on Politics enters its eighth year of operation, this issue marks some important changes in the journal. The most obvious change is the journal's cover design which, in bringing Perspectives in line with its two APSA sister publications, is intended to make the journal more inviting (and while you can't judge a journal by its cover, it's surely a good thing for a journal cover to look good and invite readers to discover what is inside). A second set of changes affect the journal's editorial philosophy and policy. When I assumed the journal's editorship last June I promised that I would soon share a general statement of my editorial vision. This statement immediately follows the Introduction you are now reading (it is also posted online on our website). As you will see when you read it, my editorial team and I intend to build upon the previous achievements of Perspectives at the same time that we attempt some exciting changes.

From its inception this journal has wrestled with an editorial and a disciplinary question that is also a fundamental question facing all political communities—the proper balance between inclusiveness and exclusivity. The journal was conceived as a medium of broad scholarly communication and publication. And we have recently been very deliberate in promoting the idea that Perspectives is a “political science public sphere.” At the heart of our editorial policies and our review process is the central question we ask of all authors: how does your piece speak to the broad readership of political scientists who are our primary audience?

Perspectives on Politics seeks to provide a space for broad and synthetic discussion within the political science profession and between the profession and the broader scholarly and reading publics. Such discussion necessarily draws on and contributes to the scholarship published in the more specialized journals that dominate our discipline. At the same time, Perspectives seeks to promote a complementary form of broad public discussion and synergistic understanding within the profession that is essential to advancing scholarship and promoting academic community.

This article defines, operationalizes, and illustrates the value of analytic eclecticism in the social sciences, with a focus on the fields of comparative politics and international relations. Analytic eclecticism is not an alternative model of research or a means to displace or subsume existing modes of scholarship. It is an intellectual stance that supports efforts to complement, engage, and selectively utilize theoretical constructs embedded in contending research traditions to build complex arguments that bear on substantive problems of interest to both scholars and practitioners. Eclectic scholarship is marked by three general features. First, it is consistent with an ethos of pragmatism in seeking engagement with the world of policy and practice, downplaying unresolvable metaphysical divides and presumptions of incommensurability and encouraging a conception of inquiry marked by practical engagement, inclusive dialogue, and a spirit of fallibilism. Second, it formulates problems that are wider in scope than the more narrowly delimited problems posed by adherents of research traditions; as such, eclectic inquiry takes on problems that more closely approximate the messiness and complexity of concrete dilemmas facing “real world” actors. Third, in exploring these problems, eclectic approaches offer complex causal stories that extricate, translate, and selectively recombine analytic components—most notably, causal mechanisms—from explanatory theories, models, and narratives embedded in competing research traditions. The article includes a brief sampling of studies that illustrate the combinatorial potential of analytic eclecticism as an intellectual exercise as well as its value in enhancing the possibilities of fruitful dialogue and pragmatic engagement within and beyond the academe.

For the first time in American history, the 2000 United States census allowed individuals to choose more than one race. That new policy sets up our exploration of whether and how multiracialism is entering Americans' understanding and practice of race. By analyzing briefly earlier cases of racial construction, we uncover three factors important to understanding if and how intensely a feedback effect for racial classification will be generated. Using this framework, we find that multiracialism has been institutionalized in the federal government, and is moving toward institutionalization in the private sector and other governmental units. In addition, the small proportion of Americans who now define themselves as multiracial is growing absolutely and relatively, and evidence suggests a continued rise. Increasing multiracial identification is made more likely by racial mixture's growing prominence in American society—demographically, culturally, economically, and psychologically. However, the politics side of the feedback loop is complicated by the fact that identification is not identity. Traditional racial or ethnic loyalties and understandings remain strong, including among potential multiracial identifiers. Therefore, if mixed-race identification is to evolve into a multiracial identity, it may not be at the expense of existing group consciousness. Instead, we expect mixed-race identity to be contextual, fluid, and additive, so that it can be layered onto rather than substituted for traditional monoracial commitments. If the multiracial movement successfully challenges the longstanding understanding and practice of “one drop of blood” racial groups, it has the potential to change much of the politics and policy of American race relations.

Hate groups are often thought to reveal a paradox in liberal thinking. On the one hand, such groups challenge the very foundations of liberal thought, including core values of equality and freedom. On the other hand, these same values underlie the rights such as freedom of expression and association that protect hate groups. Thus a liberal democratic state that extends those protections to such groups in the name of value neutrality and freedom of expression may be thought to be undermining the values on which its legitimacy rests. In this paper, I suggest how this apparent paradox might be resolved. I argue that the state should protect the expression of illiberal beliefs, but that the state (along with its citizens) is also obligated to criticize publicly those beliefs. Distinguishing between two kinds of state action—coercive and expressive—I contend that such criticism should be pursued through the state's expressive capacities in its roles as speaker, educator, and spender. Here I extend the familiar idea that law, to be legitimate, must be widely publicized; I contend that a proper theory of the freedom of expression obligates the legitimate state to publicize the reasons that underlie rights, in particular reasons that appeal to the entitlement of each citizen subject to coercion to be treated as free and equal. My theory of freedom of expression is thus “expressive” in two senses: it protects the entitlement of citizens to express any political viewpoint, and it emphasizes a role for the state in explaining these free-speech protections and persuading its citizens of the value of the entitlements that underlie them.

Using the news controversy over the community group ACORN, we illustrate the way that the media help set the agenda for public debate and frame the way that debate is shaped. Opinion entrepreneurs (primarily business and conservative groups and individuals, often working through web sites) set the story in motion as early as 2006, the conservative echo chamber orchestrated an anti-ACORN campaign in 2008, the Republican presidential campaign repeated the allegations with a more prominent platform, and the mainstream media reported the allegations without investigating their veracity. As a result, the little-known community organization became the subject of great controversy in the 2008 US presidential campaign, and was recognizable by 82 percent of respondents in a national survey. We analyze 2007–2008 coverage of ACORN by 15 major news media organizations and the narrative frames of their 647 stories during that period. Voter fraud was the dominant story frame, with 55 percent of the stories analyzed using it. We demonstrate that the national news media agenda is easily permeated by a persistent media campaign by opinion entrepreneurs alleging controversy, even when there is little or no truth to the story. Conversely, local news media, working outside of elite national news media sources to verify the most essential facts of the story, were the least likely to latch onto the “voter fraud” bandwagon.

A common theme in the Centennial Issue of the American Political Science Review was how subfields have grown more specialized and insulated from one another. In this essay I argue that this trend has been hastened by the inappropriate incorporation of paradigm mentalities, first presented by Thomas Kuhn and later developed by Imre Lakatos. I show how paradigm mentalities help justify rigid opposition to theoretical alternatives and limit critical insight. While paradigm mentalities may be fitting for disciplines that demonstrate Kuhn's concrete scientific achievements, they constrain the study of political science and international relations in particular. I begin with a primer that compares Kuhn and Lakatos to Karl Popper. Next, I point to harmful consequences resulting from applying paradigm mentalities to the study of international relations. Among these is the tendency to act as if realism has earned the status of a paradigm and then invoke criteria of incommensurability and “subsumption” to deflect criticism. I conclude by discussing how Popper's model of science provides a better platform for the study of politics by encouraging theoretical and methodological pluralism.

This lecture inquires into two existential positions that concern Robert Frost in an excerpt from his poem “Mending Wall.”

The debate over the accommodation of culture in liberal democracies tends to emphasize exit rights. Autonomy is typically taken as a pre-condition for exit, and public schools are often charged with promoting or facilitating it. I argue that diversity liberals have a more justifiable view than that of autonomy liberals on cultural accommodation, but diversity liberalism too should reframe its view of exit rights. Narrow exit rights that protect basic human rights should be maintained and augmented with entrance paths into general society. I further suggest that for exit rights along with entrance paths to provide the morally required conditions for accommodating culture while respecting freedom, policies in this realm should be designed to address adults rather than children. I consider the effect of this dual change of perspective on the accommodation of culture in democratic institutions, including schools.

What can the disenfranchisement of people convicted of felonies tell us about the character of American liberalism? Felony disenfranchisement reveals a dark face of American liberal democracy that is distinct from two more familiar narratives: the Tocquevillean story of a triumphal and inclusionary liberalism and the “multiple traditions” account proposed by Rogers Smith that sees liberalism battling with racial and other exclusionary ideologies. The history of felony exclusion points to a third perspective: a hyphenate American liberalism (liberal-ascription; liberal-republicanism) in which an exclusionary politics is embedded within liberalism itself. We develop this argument with specific reference to the ways in which liberalism as an abstraction is reflected in concrete advocacy debates over reform, in court decisions, and in the legislative domain. We identify three strands of liberal argumentation—the conceptualization of discrimination that relies on intentionality; the paradigmatic liberal belief in the social contract; and the liberal-republican adherence to norms of individual responsibility. The three strands show how the purportedly universal and impartial liberal embrace of individuality, contract, and responsibility, that ostensibly transcends the ascriptive barriers of birth has nevertheless fostered laws and policies that buttress the boundaries of an exclusionary American citizenship.

President Obama's record stands out among modern presidents because of the wide range between his accomplishments and the boldness of his as-yet unfulfilled promises. Obamaism is a complex phenomenon, with multiple themes and policy ends. In this paper we examine the administration's initiatives drawing upon recent scholarship in political science to consider the political, economic and institutional constraints that Obama has faced and to assess how he has faced them. Our key theme is the importance of integrating the study of presidency and public leadership with the study of the political economy of the state. The paper argues against personalistic accounts of the Obama presidency in favor of a structured agency approach.

Criticism of trends in political science centers on specific methodologies—quantitative methods or rational choice. However, the more worrisome development is scholasticism—a tendency for research to become overspecialized and ingrown. I define that trend more closely and document its growth through increases in numbers of journals, organized sections in the American Political Science Association, and divisions within the APSA conference. I also code articles published in the American Political Science Review to show a growth in scholastic features in recent decades. The changes affect all fields in political science. Scholasticism serves values of rigor. To restrain it will require reemphasizing relevance to real-world issues and audiences. To do this should also help restore morale among political scientists.

The Million Mom March (favoring gun control) and Code Pink: Women for Peace (focusing on foreign policy, especially the war in Iraq) are organizations that have mobilized women as women in an era when other women's groups struggled to maintain critical mass and turned away from non-gender-specific public issues. This article addresses how these organizations fostered collective consciousness among women, a large and diverse group, while confronting the echoes of backlash against previous mobilization efforts by women. We argue that the March and Code Pink achieved mobilization success by creating hybrid organizations that blended elements of three major collective action frames: maternalism, egalitarianism, and feminine expression. These innovative organizations invented hybrid forms that cut across movements, constituencies, and political institutions. Using surveys, interviews, and content analysis of organizational documents, this article explains how the March and Code Pink met the contemporary challenges facing women's collective action in similar yet distinct ways. It highlights the role of feminine expression and concerns about the intersectional marginalization of women in resolving the historic tensions between maternalism and egalitarianism. It demonstrates hybridity as a useful analytical lens to understand gendered organizing and other forms of grassroots collective action.

After growing for decades, the Boy Scouts and Girl Scouts both experienced a dramatic drop in membership during the 1970s. Since then their membership patterns have diverged as the Boy Scouts of America (BSA) continues to decline and the Girl Scouts of the USA (GSUSA) has reached near record numbers. These patterns raise two questions: Why the decline? And why the divergence? On the cause of decline, I argue that a younger civil rights generation, informed by a new set of post-materialist values, did not join traditional organizations like the BSA and GSUSA because their values were deemed to be outdated. The challenge for traditional organizations therefore was how to respond. Using path dependency theory, I argue that BSA and GSUSA—shaped by their own unique origins and identities—responded very differently to the critical juncture of the civil rights generation, which in turn explains the subsequent divergence in membership patterns from the 1980s onward. While the BSA rejects such changes in order to defend traditional values, the GSUSA, which established a commitment to challenging gender norms from its birth, embraces the new values and adapts virtually every aspect of its organizational identity to this new generation. As young people see themselves reflected back in the values endorsed by the GSUSA, its membership resurges, while the BSA continues to decline. I conclude by drawing out larger theoretical lessons on the meaning of change in American civil society in light of an increasingly diverse population.

President Barack Obama came into office with a social welfare policy agenda that aimed to reconstitute what can be understood as the “submerged state”: a conglomeration of existing federal policies that incentivize and subsidize activities engaged in by private actors and individuals. By attempting to restructure the political economy involved in taxation, higher education policy, and health care, Obama ventured into a policy terrain that presents immense obstacles to reform itself and to the public's perception of its success. Over time the submerged state has fostered the profitability of particular industries and induced them to increase their political capacity, which they have exercised in efforts to maintain the status quo. Yet the submerged state simultaneously eludes most ordinary citizens: they have little awareness of its policies or their upwardly redistributive effects, and few are cognizant of what is at stake in reform efforts. This article shows how, in each of the three policy areas, the contours and dynamics of the submerged state have shaped the possibilities for reform and the form it has taken, the politics surrounding it, and its prospects for success. While the Obama Administration won hard-fought legislative accomplishments in each area, political success will continue to depend on how well policy design, policy delivery and political communication reveal policy reforms to citizens, so that they better understand how reforms function and what has been achieved.

Penn State's decision to eliminate political theory set off existential angst about the status of political theory in the discipline. The organized, defensive responses to that decision failed to answer the central question it posed: Is “political theory” social science, and if not, why does it belong? I argue that social scientific political theory is political science and its many strains—conceptual, normative, and explanatory—belong in the discipline on their own terms. Humanistic research, like dermatology or music theory, is not political science and as such it should find another home. By explaining why (and what kinds of) political theory is political science this article may wind up being offensive in both senses of the word. But it is meant to be in service to a more secure, stable, and productive interdisciplinary future for all kinds of political theory going forward.

All qualitative research faces fundamental hurdles in overcoming issues of access and ensuring the credibility of one's observations. These issues are particularly acute when conducting research in hybrid regimes when the area of investigation is explicitly political and local authorities are sensitive to scrutiny. In the study of Russian politics, growing authoritarianism has meant a shrinking of the field and a corresponding adjustment in fieldwork practices. The disciplinary silence concerning the impact of regime type on fieldwork further threatens the quality and usefulness of comparative research on non-democratic regimes beyond Eurasia. The danger is that interesting and necessary questions about hybrid regimes are sacrificed as scholars opt to conduct fieldwork in more congenial locales where high status methods may be utilized. One can already see this effect as Russianists leave Russia rather than risk isolation within the discipline.
