The protected area network of Africa has grown from nothing to over 2 million km2 in the past 110 years. This network covers parts of all biomes and priority areas for biodiversity conservation but protected area gaps remain, as identified at the 5th World Parks Congress in 2003. Forest reserves, managed by Forest Departments, are typically excluded from global protected area lists, but in Africa they are found in 23 countries and cover at least 549,788 km2, adding 25% to the conservation estate. Forest reserves protect 5.3% (2,027 km2) of the dry forest habitats, 5% (165,285 km2) of lowland and montane moist forests, 2.6% (364,354 km2) of savannah woodlands, 1.8% (10,561 km2) of flooded grasslands, and 1.65% (1,177 km2) of mangroves. Forest reserves also protect parts of three conservation schemes: 6.5% (61,630 km2) of BirdLife's Endemic Bird Areas, 3.4% (147,718 km2) of Conservation International's Hotpots and 3.4% (346,864 km2) of WWF's Global 200 Ecoregions. Several of the global protected area gaps identified in Africa are also covered by forest reserves, in the Eastern Arc Mountains, Eastern African coastal forests, Kenyan Highlands, Cameroon-Nigerian Mountains, West African Forests and mountain areas of Malawi, Zimbabwe, Mozambique and Zambia. Some African forest reserves have a legally defined role in biodiversity conservation and are strictly protected; they thus fit criteria for protected areas. Working with forest departments in individual countries may help develop a more comprehensive protected area network without creating additional new reserves.

This study investigates the attitude of communities adjacent to the Chobe National Park in Botswana and the South Luangwa National Park in Zambia with regard to local stewardship over natural resources and associated revenues implemented via community based natural resource management (CBNRM). This included measuring the extent to which community expectations were met. The survey revealed a general incongruence between community perceptions and expectations of the purpose and roles of the Community Resource Boards in Luangwa and the Community Trusts in Chobe and those of the respective wildlife authorities. After 2 decades of implementation there appears to be significant confusion among communities regarding CBNRM that seems to translate into unfulfilled expectations and frustrations. These factors highlight inadequacies in implementation with regard to outreach and inclusion.

Interviews with local people and a survey were carried out in 23 counties of south-west Guangxi Province from April 2002 to June 2003 to evaluate the conservation status of François' langur Trachypithecus francoisi and assess the extent and nature of threats to the species' survival. François' langurs were found in only 10 counties compared with their presence in 23 counties before 1990. The total population size is estimated to be 307 individuals in 14 isolated populations. This represents a 90% decrease in population size since the early 1980s and an 85% decrease since the mid 1990s. The primary threat to the langur is hunting, mainly for traditional medicine. Our results suggest that conservation efforts for the species have been ineffectual during the last decade and, even within reserves, few direct management measures seem to have been taken to protect and conserve the langurs. Without the instigation of such measures it seems likely that François' langur will disappear both inside and outside reserves. To ensure the long-term survival of Francois' langur in Guangxi Province increased investment and improved management, planning, and training of reserve managers and staff is required, with a particular focus on the key remaining reserves and sites for the langur. Some of this work is now underway.

The endemic Fijian crested iguana Brachylophus vitiensis, categorized as Critically Endangered on the IUCN Red List, has been recorded from several islands in western Fiji. We conducted a survey for the crested iguana on 12 uninhabited and five inhabited islands in the Yasawa and Mamanuca archipelagos of western Fiji in September 2000. Night searches for sleeping iguanas along a total of 11.2 km of forest transects suggest that crested iguanas are either extremely rare or extinct on all of these islands. Although we collectively searched a total of 44 km of transect over 123 person hours, we located crested iguanas on only four islands: three small uninhabited islands (all <73 ha) and one large inhabited island (22 km). In July 2003 we resurveyed two islands identified as having the best potential for the long-term conservation of crested iguanas, and found that populations were continuing to decline. We suggest that the scarcity of crested iguanas on all islands surveyed is due to the combination of habitat loss and the introduction of exotic predators. All islands surveyed have free ranging goats, forest fires have occurred repeatedly over the last few decades, and feral cats are established on many islands. To reverse the population decline of this species immediate intervention is required on selected islands to halt continuing forest degradation and to clarify the effects of introduced predators.

Long-term ecological and economic sustainability will ultimately determine the outcome of any conservation management programme. Invasive alien plants, first recorded in the Kruger National Park, South Africa, in 1937, are now recognized as one of the greatest threats to the biodiversity of this Park. Such plants have been managed in the Park since 1956, with control advancing mainly through a process of trial and error. Refinement of invasive plant management strategies has resulted in an understanding of the target plants' biology and ecology, herbicide use and herbicide-plant interactions, as well as the plant-insect interactions of biological control. Careful integration of different control methods has proved essential to ensure the most appropriate use of techniques to deliver the best possible results from the resources available and achieve long-term sustainability. We outline the development of control efforts and current control programmes and the process of their incorporation into the institutional memory of Kruger National Park over the last 7 decades.

In Kenya knowledge of the relative severity of threats to protected areas and the vulnerability of these areas to any threats is lacking. Such information is required, however, for assessment of the effectiveness of management of the country’s protected areas, and to help identify critical management and policy weaknesses and priorities for improving management and allocating resources. We therefore studied the relative severity of threats to Kenya’s 50 protected areas and their relative vulnerability to such threats based on the perceptions of protected area managers. Ten threats were identified by these managers, of which the most severe were illegal bushmeat hunting, poaching of large mammals, human–wildlife conflicts, human encroachment, and loss of migration corridors and dispersal areas. Thirty-two (64%) protected areas were vulnerable to over half of the threats, 54% vulnerable to over six of the threats and 32% vulnerable to over seven of the threats. Protected areas in marine, forested/montane and inland wetland ecosystems were regarded as highly vulnerable to the perceived threats. Protected areas adjacent to urban/industrial and agricultural areas were vulnerable to most of the threats. Our findings demonstrate that protected areas in Kenya are increasingly threatened, that major threats needs to be mitigated, and that prioritization of protected areas for strategic actions is required for effective management.

The jaguar Panthera onca is threatened throughout its range and categorized as Near Threatened on the IUCN Red List. To inform conservation of the jaguar population in Corcovado National Park, Costa Rica, population size was estimated using data from a 3-month camera trap study. Individuals were identified from their coat patterns. The resulting density estimate of 6.98 ± SD 2.36 individuals per 100 km2 was lower than expected. The sex ratio was 1.33 males per female, and the minimum home ranges of two males were 25.64 and 6.57 km2. Hunting pressure on jaguar and white-lipped peccaries Tayassu pecari, the jaguar's main prey in the Park, may be responsible for the low jaguar density as space does not seem to be a limiting factor. The numbers of females may have been underestimated because of sampling bias and therefore the sex ratio obtained in this and similar studies must be interpreted cautiously. Better protection of the corridor that connects the Park with other protected areas is essential to guarantee long-term survival of the jaguar in Costa Rica.

A major problem in establishing effective protocols for conserving Madagascar's biodiversity is the lack of reliable information for the identification of priority sites in need of protection. Analyses of field data and information from herbarium collections for members of the plant family Pandanaceae (85 spp. of Pandanus; 6 spp. of Martellidendron) showed how risk of extinction assessments can inform conservation planning. Application of IUCN Red List categories and criteria showed that 91% of the species are threatened. Mapping occurrence revealed centres of richness and rarity as well as gaps in Madagascar's existing protected area network. Protection of 10 additional sites would be required to encompass the 19 species currently lacking representation in the reserve network, within which east coast littoral forests are particularly under represented and important. The effect of scale on assessments of risk of extinction was explored by applying different grid cell sizes to estimate area of occupancy. Using a grid cell size within the range suggested by IUCN overestimates threatened status if based solely upon specimen data. For poorly inventoried countries such as Madagascar measures of range size based on such data should be complemented with field observations to determine population size, sensitivity to disturbance, and specific threats to habitat and therefore potential population decline. The analysis of such data can make an important contribution to the conservation planning process by identifying threatened species and revealing the highest priority sites for their conservation.

Since 1970 there has been a dramatic decline of large raptors and terrestrial birds in West African savannahs. Comparative dry season transect counts over 4,697 km of driven transects were performed in 2004–2005 in south-eastern Burkina Faso to assess the abundance of 41 raptor species and large terrestrial species in four National Parks and surrounding hunting zones and cultivated areas. Population sizes were estimated for larger taxa in protected areas using distance sampling and nest searching. Most large vultures and eagles were generally found only in protected areas, with fewer individuals in the surrounding buffer zones and nearly none elsewhere. Conversely, the abundance of most of the smaller species was not different between protected and cultivated areas, and three species were more abundant in cultivated areas. Helmeted guineafowl Numida meleagris, Stanley’s bustard Neotis denhami and Abyssinian ground hornbill Bucorvus abyssinicus were not found outside protected areas. Within the 1.4 million ha of protected areas in and around south-east Burkina Faso, six species of eagles and vultures have estimated populations of c. 100–200 pairs, five species c. 50–100 pairs, five species have populations of <50 pairs, and the secretary bird Sagittarius serpentarius was not recorded. No specific reason for the collapse of large raptors in non-protected areas (which account for 99% of the area of the countries studied) has been identified, but the consequences of fast human population growth and habitat changes, overhunting, disturbances and poisoning may have played a critical role. Updating information on the conservation status of these species would be an important first step towards their long-term conservation.

We used capture-recapture analyses to estimate the density of a tiger Panthera tigris population in the tropical forests of Huai Kha Khaeng Wildlife Sanctuary, Thailand, from photographic capture histories of 15 distinct individuals. The closure test results (z = 0.39, P = 0.65) provided some evidence in support of the demographic closure assumption. Fit of eight plausible closed models to the data indicated more support for model Mh, which incorporates individual heterogeneity in capture probabilities. This model generated an average capture probability = 0.42 and an abundance estimate of = 19 (9.65) tigers. The sampled area of = 477.2 (58.24) km2 yielded a density estimate of = 3.98 (0.51) tigers per 100 km2. Huai Kha Khaeng Wildlife Sanctuary could therefore hold 113 tigers and the entire Western Forest Complex c. 720 tigers. Although based on field protocols that constrained us to use sub-optimal analyses, this estimated tiger density is comparable to tiger densities in Indian reserves that support moderate prey abundances. However, tiger densities in well-protected Indian reserves with high prey abundances are three times higher. If given adequate protection we believe that the Western Forest Complex of Thailand could potentially harbour >2,000 wild tigers, highlighting its importance for global tiger conservation. The monitoring approaches we recommend here would be useful for managing this tiger population.

Wildlife managers require status and distribution information for informed decisions. Recognizing the tiger's globally threatened status and potential as an umbrella species for protection of forested landscapes, camera trap surveys for tigers and other large mammals have been conducted since 1997 in Peninsular Malaysia with the aim of assessing the population status of tigers in the Peninsula. Results from surveys at nine sites between December 1997 and December 1999 are reported here. Tigers were confirmed from six sites in the Main Range and Greater Taman Negara landscape, with multiple locations inside putative priority tiger areas. Although the data were collected 8 years ago, they are supplemented with more recent information, including tiger-human conflict investigations during 2000–2005 that indicate tiger persistence at these sites. Tiger density estimates were 0.51–1.95 tigers per 100 km2. With results from other surveys, this suggests a national population of up to several hundred tigers. A thorough survey, with sufficient resources, should be carried out in the future to derive a more reliable tiger population estimate for Malaysia. Key threats are habitat loss and fragmentation, hunting of prey, commercial trade in tiger parts, and harassment and displacement. Recommendations for the recovery of tigers in Peninsular Malaysia are provided.

Formed by three Andean ranges and two peripheral elements, the complex mountainous system of Colombia harbours a diverse avifauna (>1,500 spp.) characterized by high large-scale beta diversity and endemism. In these mountains there are 25 protected areas covering c. 3.5 million hectares but not all ecosystems are adequately represented. We conducted an analysis of representation of bird species in these protected areas for eight subregions of the Colombian mountains by means of a comparison between potential and recorded faunas in each area. Potential faunas were compiled by considering the distribution of species across the subregions, their elevational ranges, and the elevational extent covered by each protected area in each subregion. Analyses were performed separately for all species and for migrant species, with an emphasis on threatened species. Bird inventories are lacking for nine of the protected areas. Existing inventories have representation values of 4–91% for all species, and 3–72% for migrant species. Assuming that all potential species occur within protected areas, representation values for the subregions were high (74–100%) but may be as low as 26% when representation values are estimated using recorded species only. For most Andean subregions representation decreased with decreasing elevation, revealing a lack of protected areas at lower elevations. In addition, 31 threatened species (26% of total), which mainly occur at lower elevations and in adjacent lowlands, are not covered by protected areas. Thus, although birds are relatively well protected by the system of reserves in the mountains of Colombia, significant gaps remain, particularly for threatened species.

Primate crop raiding is a major cause of human-wildlife conflict around the forests of western Uganda. In an attempt to ameliorate the situation a conflict mitigation strategy was established in villages around the Budongo Forest Reserve in 2001. Live-traps were constructed that allowed the identification of crop raiding animals; pest species could be disposed of and threatened species released unharmed. However, by 2004 none of the traps in the study area were functioning and interviews were conducted to assess the reasons for their decline and local people's acceptance of the intervention. Forty-one percent of respondents did not believe the strategy was effective and the majority of local farmers did not accept responsibility for the traps. This was because of operational failures in four areas: (1) the identification of key stakeholders, (2) objective evaluation to assess the efficacy and benefit of the intervention, (3) participatory monitoring and evaluation, and (4) long-term funding commitment by conservation agencies. We examine the impact of these four elements upon the sustainability of the live-trap programme and stress the importance of recognizing and reporting failures to develop effective and acceptable mitigation strategies.

The marine turtle fishery of Grenada was assessed using interviews with marine turtle fishermen and by examination of turtle catch data from a major landing site. An estimated 782 turtles, mainly Endangered green turtles Chelonia mydas and Critically Endangered hawksbill turtles Eretmochelys imbricata, were caught around Grenada and its sister island Carriacou each year between 1996 and 2001 during an annual 8-month open season, with only a small percentage being officially recorded at a landing site. Turtles were primarily caught with nets and spearguns, with more green turtles caught by net fishermen and more hawksbill turtles by spear fishermen. Catch per unit effort data suggested that relative abundance had declined since the previous estimate was made in 1969. Few adult green or loggerhead turtles Caretta caretta were caught, indicating the relative scarcity of this size class of these two species around Grenada. Adult-sized hawksbill turtles were caught regularly, with larger adults being caught in the non-breeding months of the open season than in the breeding months. A higher percentage of adult hawksbill turtles present during the breeding season are likely to be animals that nest in Grenada, and their smaller size may result from historically heavy fishing pressure. The larger sized adults caught during the non-breeding season are likely to be animals that forage around Grenada but breed elsewhere in the Caribbean where they are protected.

Although the killing of giant tortoises in the Galapagos Islands has been prohibited since 1933, poaching of tortoises still occurs. Personnel of the Galapagos National Park Service and the Charles Darwin Research Station regularly survey populations of tortoises throughout the archipelago and report all dead tortoises found. For the 10-year period 1995–2004 the field personnel reported evidence of 190 giant tortoises killed, primarily on the southern portion of Isabela Island. For the first 6 years the number of tortoises found killed was <15 per year, but since 2001 the number killed has increased dramatically, with 49 tortoises poached in 2004. During the same 10 years the number of tortoises found dead from natural causes was 131. Many of these deaths can be attributed to events associated with the 1997–1998 El Niño or with outbreaks of disease on Santa Cruz Island in 1996 and 1999. The results indicate that poaching exceeds natural mortality, and is a significant factor affecting these long-lived and slow-reproducing animals. Environmental education efforts in the human population of southern Isabela appear to have had little effect. Because tortoise poaching takes place at a small number of sites, effective enforcement at those sites could reduce killing of tortoises.

We examined the habitat preferences of tigers Panthera tigris in four habitat types in the Sundarbans East Wildlife Sanctuary, Bangladesh. Transect sampling was used to count tiger signs. Mean densities of signs of feeding, resting, defaecation and interaction were significantly different between the four main habitat types (mangrove woodlands, grasslands, sea beaches and transitional areas), whereas movement, scratch-scent-urinal and other signs were not significantly different. This indicates that tigers have habitat preferences for at least some activities. Similar patterns were found in the densities of movement and feeding signs, as well as of resting and defaecation signs, across the four different habitat types. Tigers were found to use soft-barked trees for scratching more often than other types.

The Endangered Mulanje cedar Widdringtonia whytei, endemic to the Mount Mulanje massif in Malawi, has undergone a drastic decline due to increased fire incidence and illegal logging. Valued for its fine timber, attractive fragrance, and pesticide-resistant sap, the tree has been regarded as highly desirable since its discovery in the late 19th century. Because of its steep slopes and isolated high altitude plateau, Mount Mulanje is also a refuge for a number of other endemic plant species. The first assessment of the Mulanje cedar since 1994 was commissioned by the Mulanje Mountain Conservation Trust to ascertain the species' current extent and status. This study identified an area of 845.3 ha of Mulanje cedar, which represents a loss of 616.7 ha over the previous 15 years. Of the recorded trees 32.27% (37,242 m3) were dead cedars. Therefore, under current Department of Forestry harvest licensing, there remains in theory sufficient dead cedar to last >30 years. At this stage it is imperative that cedar nurseries are established and saplings planted out across the mountain on an annual basis, small cedar clusters are protected to facilitate regeneration, and a strict monitoring programme is followed to prevent the cutting of live cedar.

Where people and livestock live with predators there is often conflict that can lead to lethal control of predators. We evaluated attitudes of local people towards large predators and developed a novel index of tolerance by quantifying the number of livestock respondents would be willing to lose before killing the predator responsible. We interviewed 416 subsistence livestock farmers (community members) and commercial livestock ranchers in central Kenya. Commercial ranchers had more positive attitudes and higher tolerance than community members. Community members said their tolerance would increase if they were to derive income from ecotourism or trophy hunting. We found that community members with land title deeds were most tolerant of predators, stressing the importance of land security for conservation efforts. Subsistence livestock farming is the primary land use throughout much of Africa and, as a result, identifying strategies to improve tolerance of predators under this land tenure system is of major conservation significance.
