A key question in the literature on payments for ecosystem services (PES) is how payments incentivize conservation action and, in particular, how they interact with other motivations, including motivations for environmental stewardship. Related to this question are concerns about the temporal sustainability of PES: what happens when payments cease and whether a ‘no pay, no care’ environmental ethic is fostered. I present empirical research from a case study in western Uganda, where forest-adjacent communities are paid in exchange for planting trees on private lands, for carbon sequestration. The study demonstrates the range of values people have for trees in the landscape and the range of motivations for participating in PES schemes. However, the analysis shows that payments are clearly the main motivation for involvement, except in one area where people are more motivated by aesthetic and existence values for trees. Given the widespread importance of money in motivating involvement, I investigate the profitability of participation over time. This profitability analysis, in combination with qualitative data on perceptions of, and plans for, the future, contributes to understanding the temporal sustainability of PES. I draw on various strands of evidence to argue that the way participants prioritize payments may constitute a threat to the long-term maintenance of PES activities, particularly in situations such as in this case study, in which there is a mismatch between payments and contract length.

Bycatch of non-target animals in small-scale fisheries poses a major threat to seabirds and marine mammals and turtles. This is also a problem for small-scale fisheries in Peru because of the magnitude of these fisheries and the important marine biodiversity in Peruvian waters. Here we describe how we implemented a novel approach to mitigate bycatch impacts on marine turtles in Peru. We used high-frequency (HF) two-way radio communication to exchange information with fishers. We sought data that would afford insights into fishing patterns and levels of turtle bycatch so that we could identify areas of high-density bycatch in real time and warn other fishers. In return we provided oceanographic and atmospheric information useful for the fishers. Radio communication also served as a platform to promote the use of safe handling and release techniques for incidentally caught animals. During the 24 months of the programme we communicated with over 200 vessels and with 200–1,400 fishers, who used primarily longlines, gillnets, jiggers, purse seiners and trawlers. Our findings suggest that HF radio communication is a useful tool (low cost and widely used by fishers, with extensive spatial coverage), helps build links with fishers that potentially reduces fishery impacts on marine turtles, and can also provide information on poorly documented fisheries and the relevant bycatch data associated with small-scale fishing practices.

We describe the successful creation of new reef habitat on Pulau Weh, Indonesia. Coral cover on artificial reef modules increased from a mean of 24±SE 2.4% 1 year after the initial attachment of Acropora spp. coral fragments to 64±SE 4.8% after 3 years. The artificial reef modules were also rapidly colonized by coral recruits. Recruit densities were 53±SE 3.2 m−2 on modules that had been submerged for only 1 year, nearly twice as high as recruit densities on natural reef substratum (31±2.8 m−2). Consequently, the original Acropora assemblage had increased to include at least 23 coral taxa, including 10 additional Acropora species. The artificial reefs also supported at least 29 reef fish species, from 11 families. Unfortunately, this initial success in habitat creation was abruptly halted by a rapid rise in sea temperature in May 2010 that killed almost all corals on the artificial reefs and on nearby natural reefs. Notwithstanding the general view that reef rehabilitation is yet to deliver ecological and conservation benefits at meaningful scales, other benefits of this project included raising the awareness of reef conservation in the local community, promotion of tourism on Pulau Weh and job creation. We conclude, therefore, that habitat creation has a legitimate role as part of an integrated marine conservation strategy.

Human population growth is one of the primary drivers of biodiversity loss. Throughout much of the developing world growth of human populations is occurring in part as a result of a lack of access to sexual and reproductive health services, and this is having profoundly negative impacts on biodiversity and natural resource-dependent livelihoods. We present experiences of the incorporation of sexual and reproductive health services within a pre-existing community-based marine conservation initiative in Madagascar as part of an integrated population, health and environment (PHE) programme. Our results demonstrate the considerable demand for, and lack of social barriers to, the introduction of sexual and reproductive health services in this region. These findings emphasize the mutually beneficial synergies, supporting both public health and conservation objectives, which can be created by integrating sexual and reproductive health services into more conventional biodiversity conservation activities. This PHE approach demonstrates the inextricable link between reproductive health and resource use by providing practical, immediate and lasting benefits to public health, gender equity, food security and biodiversity conservation.

Payments for ecosystem services (PES) are emerging worldwide as important mechanisms to align investments in human and natural well-being. PES projects are often defined as voluntary transactions where well-defined environmental/ecosystem services (or land uses likely to secure those services) are bought by a minimum of one service buyer, from a minimum of one service provider, if and only if the service provider continuously secures service provision (conditionality). Further criteria of PES include limiting additional objectives and ensuring that payments reward behaviour that would otherwise not occur (additionality). Together these best practices for PES are increasingly accepted as the most efficient means to achieve desired outcomes and are guiding funding for PES projects. We used a series of water funds (watershed-oriented PES projects based on a trust fund model) to examine how theoretical best practices could inform and improve practice and also how theory could learn from practical efforts. We conclude that thoughtful consideration is required when evaluating the promise of a PES approach against a theoretical ideal. We found that requiring conditionality may limit the use of creative finance mechanisms such as trust funds that can provide long-term benefits for conservation and human well-being, and that requiring additionality can exclude benefits from social diffusion and result in the inefficient targeting of PES funds. Finally, public–private partnerships in water funds lead to multiple additional/side objectives but partnerships are likely to lower transaction costs and provide transparent, long-term landscape-scale watershed management.

Predation can be an important driver of population dynamics but can also pose a dilemma to conservation managers if the species interacting are of conservation concern or have a high public profile. For 5 years we conducted regular transect surveys to monitor the spatial and temporal patterns of predation of adult marine turtles by jaguars Panthera onca in Tortuguero National Park, Costa Rica. Predation occurs throughout the study site on Tortuguero Beach although at lower rates at the northern and southern ends, probably because of increased human presence in these areas. There was a marked increase in predation, from an average of < 2 turtles predated per survey in the first season to > 5 predated per survey in the last, with 676 jaguar-predated marine turtles recorded during the study period. With a minimum of 189 individuals predated in the last season, predation of adult turtles has now reached a magnitude never before recorded in a marine turtle rookery. Although the nesting population of marine turtles in Tortuguero is one of the largest in the world and suffers from both direct and indirect anthropogenic pressures, the increase in predation by jaguars makes this ecological interaction relevant to the management of both the jaguar and marine turtle populations. The situation could lead to a potential conflict in conservation strategies that, given the flagship role of the species involved, will need to be addressed both in the context of species management and conservation marketing.

Most documented declines of tropical reptiles are of dramatic or enigmatic species. Declines of widespread species tend to be cryptic. The early (1900s) decline and extinction of the common Pacific skink Emoia impar from the Hawaiian Islands is documented here through an assessment of literature, museum vouchers and recent fieldwork. This decline appears contemporaneous with the documented declines of invertebrates and birds across the Hawaiian Islands. A review of the plausible causal factors indicates that the spread of the introduced big-headed ant Pheidole megacephala is the most likely factor in this lizard decline. The introduction and spread of a similar skink Lampropholis delicata across the islands appears to temporally follow the decline of E. impar, although there is no evidence of competition between these species. It appears that L. delicata is spreading to occupy the niche vacated by the extirpated E. impar. Further confusion exists because the skink E. cyanura, which is very similar in appearance to E. impar, appears to have been introduced to one site within a hotel on Kaua'i and persisted as a population at that site for approximately 2 decades (1970s–1990s) but is now also extirpated. This study highlights the cryptic nature of this early species extinction as evidence that current biogeographical patterns of non-charismatic or enigmatic reptiles across the Pacific may be the historical result of early widespread invasion by ants. Conservation and restoration activities for reptiles in the tropical Pacific should consider this possibility and evaluate all evidence prior to any implementation.

Many tropical biodiversity projects seek to combine development and conservation goals. Here, we assess the performance of a revolving fund, established by Fauna & Flora International (FFI), in delivering sustainable and equitable benefits to coastal community livelihood groups and individuals while ensuring that it did no apparent harm to the environment. Semi-structured interviews were conducted with 103 loan recipients to determine changes in attitude, perception and behaviour. After a 9 month preparation phase the project succeeded in changing a community view towards the fund from being overwhelmingly pessimistic to overwhelmingly optimistic and then loaned IDR 602,977,400 (USD 66,261), with near perfect repayment rates thereafter (indicating financial sustainability). Most (92%) respondents thought that the fund had been a success, mainly (56%) because it had increased their perceived daily income. Even though most (59%) of the loan recipients met with FFI staff at least once per month on average during the project, the linkages between conservation and development were only understood by some (40%). Nevertheless, understanding was highest amongst the project's main target group, fishermen. Furthermore, nearly half of all respondents said they now acted if they found people fishing with spear guns or throwing litter into the sea (a violation of customary law), indicating a positive change in behaviour. Although this study cannot unambiguously demonstrate that this change was purely due to the fund, as FFI was conducting other conservation activities, it helped to develop a strong relationship with the community and create an enabling environment for implementing this broader set of activities.

Nesting by marine turtles in the Caribbean has declined considerably, mainly because of human exploitation, but there has previously been no monitoring in the Dominican Republic. We present the first detailed assessment of the status of marine turtle nesting in the country, based on surveys during 2006–2010. Nesting populations of hawksbill Eretmochelys imbricata and leatherback turtle Dermochelys coriacea are of regional importance and the green turtle Chelonia mydas is still present, although nesting in low numbers. The two main nesting sites are within protected areas: the Jaragua National Park in the south-west, important for leatherback turtles (mean of 126 nests per season), and Del Este National Park on Saona Island in the south-east, principally for hawksbill turtles (mean of 100 nests per season). Comparison with historical data suggests all rookeries are profoundly reduced in size. Although the main nesting beaches are within protected areas, illegal egg-take and meat consumption continues there, and also elsewhere in the country.

Given the important contribution of urban consumption in bushmeat trade, information on bushmeat sales in urban markets can provide valuable insights for understanding the dynamics of this trade and its implications for conservation and food security. We monitored bushmeat traded in the market of Kisangani (the provincial capital of the Province Orientale in the Democratic Republic of Congo) and compared data collected in surveys in 2002 and 2008–2009. In both periods more than two-thirds of the carcasses sold were of rodents and ungulates. From 2002 to 2008–2009 the number of carcasses increased by 44% but the equivalent biomass by only 16% because of a significant decrease in medium-sized species (10–50 kg) and an increase in small species (<10 kg). The number of carcasses of large species increased between the two periods and those of diurnal monkeys increased fourfold. In both periods smoked bushmeat was one of the cheapest sources of protein available year-round, together with caterpillars, which were only available during the rainy season, and pork. Prices of other domestic meat were significantly higher. This study identified an increase in the market of highly threatened species such as okapi Okapia johnstoni and small diurnal monkeys and the continued presence of protected species, and also highlights the food security role that bushmeat plays for poor urban people who cannot afford alternative sources of protein.

Migratory pathways in North American prairies are critical for sustaining endemic biodiversity. Fragmentation and loss of habitat by an encroaching human footprint has extirpated and severely truncated formerly large movements by prairie wildlife populations. Greater sage-grouse Centrocercus urophasianus, a Near Threatened landscape species requiring vast tracts of intact sagebrush Artemisia spp., exhibit varied migratory strategies across their range in response to the spatial composition of available habitats. We unexpectedly documented the longest migratory event ever observed in sage-grouse (> 120 km one way) in 2007–2009 while studying demography of a population at the north-east edge of their range. Movements that encompassed 6,687 km2 included individuals using distinct spring and summer ranges and then freely intermixing on the winter range in what is probably an obligate, annual event. The fate of greater sage-grouse in Canada is in part dependent on habitat conservation in the USA because this population spans an international border. Expanding agricultural tillage and development of oil and gas fields threaten to sever connectivity for this imperilled population. Science can help delineate high priority conservation areas but the fate of landscapes ultimately depends on international partnerships implementing conservation at scales relevant to prairie wildlife.

Multidisciplinary approaches to managing seascapes are increasingly being recognized as best practice and therefore prioritized by conservation agencies. For most coastal areas the strengthening of customary marine tenure, rules and regulations should yield even greater biodiversity and livelihood benefits. Here, we present the conservation planning results from a locally-managed marine area programme initiated by the Government of Aceh, Indonesia, which aimed to empower coastal communities to sustainably and equitably manage marine resources with local government. In 2008 the government established a Marine and Fisheries Task Force to identify priority areas for marine biodiversity (through systematic conservation planning) and coastal communities (through participatory planning). In addition to the existing 264,788 ha of marine management units, systematic planning identified another 53,372 ha. However, the subsequent stakeholder participation phase, involving intensive local consultations, further expanded the locally-managed marine area network by 6,725 ha and to a total of 23 locally-managed marine areas. This combined approach had additional benefits because it generated a strong sense of local ownership. For communities it initiated a process for recognizing their customary claimed areas and resolved overlapping boundaries between neighbouring communities, thereby reducing the likelihood of future conflicts over natural resource use. For government, it provided the basis of a robust governance system, with 34 new or revised decrees being completed and an additional USD 1.6 million being allocated for implementation of locally-managed marine areas. This participatory approach should considerably increase the successful delivery of a sustainable and equitable locally-managed marine area network for Aceh, which has wide application for the South-east Asian region and beyond.

Situated in the northernmost part of Mozambique, the northern Querimbas Islands support some of the most diverse and pristine coral reefs in the Western Indian Ocean. The community-based turtle conservation programme that we developed on Vamizi Island has facilitated the identification and protection of a key nesting site for the green marine turtle Chelonia mydas in Mozambique, with a mean of 122 nests per year. The area is also used by nesting female and immature hawksbill turtles Eretmochelys imbricata. Nesting activity of green turtles was observed all year round, with a peak in the summer (February–March). Incubation periods of this species showed seasonal fluctuations inversely correlated with air temperature. Hatching success was high (87%) when nests were not lost through tidal overwash and erosion, which affected nearly 40% of all nests in 2007. Using satellite tracking of four green turtles nesting on Vamizi we identified foraging grounds in marine protected areas in Kenya, Tanzania and north-west Madagascar. Migratory routes of two individuals along the East African coast were generally neritic and all passed through the waters of multiple nations and as many as six marine conservation areas, emphasizing the importance of regional cooperation. Awareness programmes were also conducted with resource users, and the development of a community-based management system triggered the creation of a marine sanctuary by the local community.

The coastal waters of Baja California Sur, Mexico, include some of the most important foraging grounds of the East Pacific green turtle Chelonia mydas. However, they are also important fishing grounds for artisanal fleets, leading potentially to high levels of bycatch mortality. We studied the impact of a small-scale gill-net fishery at San Ignacio lagoon, north-west Mexico, an important green turtle feeding ground. We conducted mortality censuses and interviewed local fishers to estimate total bycatch mortality at the lagoon. We also used marked drifters and carcasses to estimate stranding probabilities of turtles taken as bycatch. During 2006–2009 we found 262 dead turtles; 96% of the mortality occurred in May–August corresponding to the fishing season for halibut Paralichthys californicus and guitar-fish (Rhinobatus sp.). Stranding probability estimated from drifters was 0.062 (95% confidence interval, CI, 0.035–0.094), yielding a minimum mortality of 3,516 turtles during 2006–2008 (95% CI 2,364–6,057) or 1,172 animals per year. This is probably an underestimate of real mortality as the drifters have higher stranding probabilities than carcasses and most of the nets were set in the lower lagoon where carcasses rarely strand. Interviews with local fishers yielded a similar estimate of 1,087 (95% CI 901–1,286) dead turtles per year. This study is emblematic of the impact of artisanal fleets on marine turtles caused by overlap of fishing and turtle feeding areas. In 2009 strandings declined by > 97%, resulting from a change in fishing practices because of increased vigilance by enforcement authorities, underscoring the importance of law enforcement to protect threatened species.

Conserving threatened carnivore species increasingly depends on the capacity of local people to cohabit with those species. To examine such capacity we developed a novel psychological framework for conservation in regions of the world where there are human–carnivore conflicts, and used the Endangered tiger Panthera tigris to explore the utility of this framework. Specifically, we tested three hypotheses in Chitwan National Park, Nepal, where increasing human–tiger conflicts potentially jeopardize long-term coexistence. We administered a survey to 499 individuals living < 2 km from the Park and in nearby multiple-use forest, to record preferred future tiger population size and factors that may influence preferences, including past interactions with tigers (e.g. livestock predation) and beliefs and perceptions about tigers. Over 17% of respondents reported that a tiger had attacked their livestock or threatened them directly. Results from a structural equation model indicated that respondents who preferred fewer tigers in the future were less likely to associate tigers with beneficial attributes, more likely to associate tigers with undesirable attributes, and more likely to believe that government officials poorly manage tiger-related risks and that people are vulnerable to risks from tigers. Our framework can help address current and future conservation challenges because it (1) integrates an expansive and generalized set of psychological concepts, (2) enables the identification of conservation interventions that foster coexistence between people and carnivores, and (3) is suitable for broad application.

Invasive species are one of the main threats to the loss of global biodiversity. Controlling such species requires a high input of effort and resources and therefore it is important to focus control on areas that will maximize gains for conservation. We present a spatial modelling approach that will help target control efforts. We used presence-only data to develop habitat suitability models for the invasive tree Casuarina equisetifolia and three endemic plant species on the Turks and Caicos Islands in the Caribbean. Substantial overlap was found between suitable areas for the endemics and C. equisetifolia. Evidence for the potential harm that C. equisetifolia could cause to native vegetation was assessed using paired areas with and without invasion. Areas with C. equisetifolia present had lower native plant species richness than areas where it was absent, which suggests a negative effect of invasion on the growth of native plants. No endemic plants were found in areas where C. equisetifolia was present. Based on the data collected we recommend that the three endemic species be categorized as Endangered on the IUCN Red List. By highlighting areas where the endemic plants are found and demonstrating a potential threat to these habitats, we provide a plan for the designation of six Important Plant Areas to promote conservation of these endemic species.

The red panda Ailurus fulgens is categorized as Vulnerable on the IUCN Red List. Pressurized by an expanding human population, it is mainly threatened by habitat destruction, with < 10,000 mature individuals remaining. The red panda has been studied in India, China, Nepal and, to a lesser extent, Myanmar, but no research has been published on this species in Bhutan. Here, we report on the current distribution and conservation status of the red panda in Bhutan using information gathered from field surveys, interviews and unpublished reports. Red pandas are most common at 2,400–3,700 m altitude in fir Abies densa forests with an undergrowth of bamboo. They occur in most national parks and associated biological corridors within Bhutan's protected area network, overlapping with a rural human population that is undergoing increased socio-economic development. Although culturally respected, red pandas face threats from road construction, harvesting of timber, bamboo and minor forest products, livestock grazing, inefficiently managed tourism, and domestic dogs. We believe conservation of red pandas in Bhutan requires (1) inclusion of ecologically sound principles into future development, (2) implementation of programmes that improve rural socio-economy through ecotourism and cultivation of appropriate cash crops, (3) development of education programmes that raise awareness of red pandas for rural people, (4) management of rural dog populations, (5) greater capacity building for wildlife managers, and (6) more ecological research.

Population monitoring is a vital tool for conservation management and for testing hypotheses about population trends in changing environments. Darwin’s finches on Santa Cruz Island in the Galápagos archipelago have experienced habitat alteration because of human activity, introduced predators, parasites and disease. We used point counts to conduct systematic quantitative surveys of Darwin’s finches and other land birds between 1997 and 2010. The temporal analysis revealed that six of the nine species investigated declined significantly and that this decline was most pronounced at higher elevations in humid native forest and agricultural areas; the highland areas have been most affected by introduced species or direct human impact. Five of the six declining species are insectivorous, which suggests that changes in insect abundance or insect availability are a critical factor in the declines. Further study is required to test this idea. Other factors including habitat alteration and introduced parasites or pathogens may be contributing to the observed declines.

The pepperbark tree Warburgia salutaris is categorized as Endangered on the IUCN Red List, primarily because of human-induced habitat degradation and over-collection for herbal medicine. Benefits from the reintroduction programme for the species in Tanganda Halt, on the edge of the Mutema Highlands in south-east Zimbabwe, are unequally distributed. This has influenced the attitudes of the local people towards the project and any future plant conservation initiatives. People receiving indirect benefits from the programme expressed positive attitudes towards W. salutaris for cultural, aesthetic and ecological reasons; those receiving direct benefits cited positive impacts on their household welfare. If the reintroduction programme for W. salutaris is to play a part in sustainable development in Tanganda Halt then inequalities in the distribution of benefits need to be addressed. The W. salutaris reintroduction programme is still evolving. Evaluating the attitudes of local people towards the programme provides valuable insights for development planning and for future plant conservation programmes in south-east Zimbabwe.

There is an increased appreciation of the need for horizon scanning: the identification and assessment of issues that could be serious in the future but have currently attracted little attention. However, a process is lacking to identify appropriate responses by policy makers and practitioners. We thus suggest a process and trial its applicability. Twelve environmental conservation organizations assessed each of 15 previously identified horizon scanning issues for their impact upon their organization and the urgency with which they should consider the issue. They also identified triggers that would result in changes in their scoring of the likely urgency and impact of the issues. This process enables organizations to identify priority issues, identify issues they can ignore until there are further developments, benchmark priorities across organizations and identify cross-organizational priorities that warrant further attention, so providing an agenda for collation of evidence, research and policy development. In this trial the review of responses by other organizations resulted in the upgrading of response by a substantial proportion of organizations for eight of the 15 issues examined. We suggest this approach, with the novel components of collaborative assessment and identification of triggers, could be adopted widely, both within conservation organizations and across a wider range of policy issues.
