A little-noted but interesting aspect of the Russian annexation of Crimea in March 2014 was Vladimir Putin's government's attempt to enlist officials from the Republic of Tatarstan to smooth the transition of Crimea back to Russian rule. It makes sense — the Crimean and Volga Tatars are ethnic, linguistic, and religious kin, and both trace their history of statehood back to the Golden Horde successor khanates of the fifteenth and sixteenth centuries. The Crimean Khanate maintained its independence far longer than Kazan was able to; while the defeat of Kazan in 1552 marked the beginning of the expansion of the modern Russian Empire under Ivan IV, the Crimean Khanate retained some form of autonomy until nearly the end of the eighteenth century. During the ensuing years, the fortunes of the two peoples and their states reversed yet again; Tatarstan emerged from Soviet rule as a powerful actor determined to make the new Russian Federation truly a federal state in practice as well as on paper (in part by invoking the heritage of the Kazan Khanate). In contrast the Crimean Tatars, never having recovered demographically or politically from their forced exile to Central Asia by Stalin during World War II, struggled to establish some form of cultural and political autonomy as part of a newly independent Ukraine.

Intercommunal, socio-economic, and political relations in the North Caucasus have historically revolved around access to this mountain region's prized pasturage and scarce farmland. Given the centrality of the land question in the North Caucasus, it is unsurprising that historiography on land relations in the region has been highly politicized. This article examines how indigenous writing on the history of land relations in the central Caucasus – a region inhabited by today's Kabardians, Balkars, Ossetians, Ingushes, and Karachais, and dominated by the princely confederation of Kabarda before the tsarist conquest – has been subject to wide revision in response to changes in local and national political dynamics and the emergence of ethnicized identity politics. In the late-imperial and early Soviet periods, Karachai, Balkar, and Ossetian elites-cum-historians, writing for an audience of imperial policy-makers, crafted histories to influence state policies toward land reform. By the 1930s, historians from the region tailored their histories of land relations to the prerogatives of Soviet nationality policies. The ideas contained in these histories impacted the construction of national identities in the Soviet period. Post-Soviet Karachai and Balkar intellectuals, seeking to establish new post-colonial national histories for their peoples, have reinterpreted the history of land relations in order to depict their ancestors as independent of Kabarda's land-based dominance. This revisionism is part of the struggle of the Karachais and Balkars against their historiographical erasure, which was a product of the exclusion of the Karachais and Balkars from the family of Soviet nations during their deportation and exile to Central Asia from 1944 to 1957 and their subsequent political and cultural marginalization.

This article introduces a thematic issue consisting of five articles, which analyze the complex interrelations between gender norms and representations and the construction of nationalism in the post-Soviet republics of Central Asia. Drawing from gender and feminist studies, the first section explores how Central Asian nationalisms have promoted hierarchized gender roles to reinforce their legitimacy, noticeably invoking the authority of “tradition.” The second section examines not only how the Soviet period continues to shape contemporary nation-building processes in the region, but also how the latter has been creating new historical references to emancipate them from the Soviet legacy - and from the Soviet policy toward women in particular. The third section examines how gender norms promoted by Central Asian states may affect women in their everyday life and how they may negotiate, refuse, or promote these norms. In the final section, we show how “gender equality” has become a watchword of international organizations’ agendas and we analyze the production and implementation of this international agenda setting in a specific national context.

In October 2014, Serbia's European Championships qualifying match against Albania was abandoned after a drone flew onto the pitch in Belgrade with a banner showing Kosovo as part of a Greater Albania, provoking a fight between both teams and their fans. While the flight of the drone was a technologically novel reminder that the nation's territorial space is not two-dimensional but three-dimensional, the subject of a politics of verticality and volume (Weizman 2012,12; Elden 2013), the imagery of its invasive entry and violent ejection from the symbolic territory, and the battlefield of the nation underlined a point that could have been made at any point since the institutionalization of international sporting competition in the late nineteenth and early twentieth centuries: that controversies over sports, between and within nations, reveal the deeper conflicts about territorial and cultural boundaries that are the very process of constructing national identity. Yet all this has taken place within a framework of supposed internationalism and sporting fraternity; indeed, it is the very structure of organized, scheduled competition between nations that makes these sporting encounters regular and possible.

This article shows that resistance and a critical discourse continue in the arts, especially in visual art, in Russia under the present political conditions when free speech has been seriously circumscribed. When in May 2012 Vladimir Putin was reinstalled as president with a new authoritarian conservative agenda, it was expected that the situation for culture would change. This article addresses the question of whether a critical discourse survived in the arts under the new conditions. It presents the new political context for the arts, and provides examples of various artistic strategies of resistance/protest in Russian contemporary art by applying Jacques Ranciere's concept of dissensus. The focus is on visual art, although references are also made to the world of theater. The first section presents the new official role given to culture and the new state cultural policy as components of a reactionary backlash against the reform policies under Mikhail Gorbachev and Boris Yeltsin, and describes conflicts around art and art productions that followed from the new state policy. A second section gives examples of dissensus in art today by presenting artworks by Piotr Pavlenskii, Arsenii Zhilyaev, Stas Shuripa, and Anna Titova.

In 1929, local officials in the mountainous region of upper Ajara in the Georgian Soviet Socialist Republic (SSR) pursued aggressive policies to force women to remove their veils and to close religious schools, provoking the Muslim peasant population to rebellion in one of the largest and most violent of such incidents in Soviet history. The central authorities in Moscow authorized the use of Red Army troops to suppress the uprising, but they also reversed the local initiatives and offered the peasants concessions. Based on Party and secret police files from the Georgian archives in Tbilisi and Batumi, this article will explore the ways in which local cadres interpreted regime policies in this Muslim region of Georgia, and the interaction of the center and periphery in dealing with national identity, Islam, gender, and everyday life in the early Soviet period.

There is a sizable Kazakh diaspora living in Turkey and Europe. Since their initial migration, these Kazakhs have been involved in actions aiming to preserve their group's cultural and ethnic boundaries. By studying these actions and related discourses, this article seeks to explain how these groups formulated and reformulated their identities and loyalties in their host states over generations. Many Kazakhs in Turkey and Europe originally came from Eastern Turkestan (Xinjiang) and considered this area their homeland. However, Kazakhstan's independence in 1991 led to an important change in their homeland orientation and, after 1991, the activities of an increasing number of Kazakh diaspora organizations shifted toward Kazakhstan as the homeland. Therefore, this article focuses mainly on two periods: the period before and the period after Kazakhstan's independence. The fieldwork was conducted in Turkey, Germany, France, and the Netherlands and includes interviews with leaders of Kazakh diaspora organizations and other members of the diaspora.

Since independence in 1991, Central Asian countries have put great effort into creating their respective national narratives, which are often based on an ethnic imagination. In Tajikistan this included the idea of shaping society via the family unit. Increasingly, motherhood became the focus of attention, which was made possible by merging two concepts. On the one hand, women are considered as “cultured” and educated people who the Soviet Union freed from “backward” traditions. On the other hand, traditions were reinvented such that the woman is considered the ultimate mother of the nation and the backbone of tradition. This article examines the changing status of motherhood in society and politics through efforts to create a sound family and a healthy nation.

After the Rose Revolution, President Saakashvili tried to move away from the exclusionary nationalism of the past, which had poisoned relations between Georgians and their Armenian and Azerbaijani compatriots. His government instead sought to foster an inclusionary nationalism, wherein belonging was contingent upon speaking the state language and all Georgian speakers, irrespective of origin, were to be equals. This article examines this nation-building project from a top-down and bottom-up lens. I first argue that state officials took rigorous steps to signal that Georgian-speaking minorities were part of the national fabric, but failed to abolish religious and historical barriers to their inclusion. I next utilize a large-scale, matched-guise experiment (n = 792) to explore if adolescent Georgians ostracize Georgian-speaking minorities or embrace them as their peers. I find that the upcoming generation of Georgians harbor attitudes in line with Saakashvili's language-centered nationalism, and that current Georgian nationalism therefore is more inclusionary than previous research, or Georgia's tumultuous past, would lead us to believe.

Following the August War of 2008, Russia recognized South Ossetia and Abkhazia as independent states. Both territories remain dependent upon Moscow for their security and economic survival, and they remain dominated militarily, economically, and even politically by their northern patron. These relationships are structured, in part, by a series of bilateral agreements signed since September 2008, which have created a comprehensive legal architecture which, in turn, deeply affects the state- and nation-building processes in South Ossetia and Abkhazia. This article examines 78 agreements signed between Russia and these territories between 2008 and 2015 in order to better understand these processes and how they interact with and are influenced by their respective relationships with the Russian Federation. It groups these agreements into three categories: the 2008 “friendship” agreements which created the initial baseline for the bilateral relationship; the numerous, more narrowly defined documents which fleshed-out this relationship; and the “alliance” and “integration” agreements signed with Abkhazia and South Ossetia, respectively, through which Moscow sought to take its relations with these territories to a qualitatively new level. Of particular focus is the degree to which these territories exhibited signs of independent agency and formal autonomy, as well as the differences between them.

In the case of Croatia, sport has proved to be a highly politicized form of national expression, functioning as a salient social field in which its “national habitus codes” are most intensively articulated, debated, and contested. An incident emblematizing this argument occurred on 19 November 2013, when the Croatian national football team secured their qualification for the 2014 Football World Cup in Brazil. In front of the 25,000 people at Zagreb's Maksimir stadium, the national team player, Josip Simunić, grabbed the microphone and “greeted” all four stands with a loud chanting of Za dom (For the home(land)), to which the stands thunderously responded spremni (ready), the official salute of the Independent State of Croatia, a fascist WWII quisling-state. This paper argues that the issue extends beyond politically radicalized football hooligans and has to be understood from the standpoint of “social memory.” By focusing on football, the article scrutinizes debates in the Croatian public sphere dealing with the salute Za dom – spremni. Providing an insight into its complex and multi-layered nature, this paper illustrates that Croatian football has to be understood as a field in which social memory is prominently constructed, heatedly articulated, and powerfully disseminated.

Although no contemporary Tatar source presented a Tatar view of the famous battle of Kulikovo Field in 1380 the modern Kazan’ Tatar historian Rustam Nabiev has published a major revisionist reinterpretation of the event based upon what he considers an objective analysis of fourteenth-century Rus'-Tatar history and relations. Nabiev concludes that the battle did not happen at all as narrated in Muscovite literary works of the Kulikovo Cycle. In reality Muscovite Grand Prince Dmitrii Ivanovich did not defeat Emir Mamai on the Don River; instead Dmitrii and his princely retinue participated in the defeat of Mamai by the army of Khan Tokhtamysh in the region of the Northern Donets and Kalka rivers. Nabiev's critique of the Russian national paradigm of the battle has some merit but it overlooks previous Western scholarship which had already made many of the same points, oversimplifies current Russian scholarship about the battle, and arbitrarily manipulates the sources to create a fantastic and fictitious scenario. Even so his views deserve to be refuted on scholarly grounds, not by an ad hominem dismissal as a reflection of “Tatar chauvinism.”

This paper examines language policy and language use as identity technologies in the Republic of Tatarstan approximately 23 years after the collapse of the Soviet Union. Although Tatarstan is an autonomous republic politically situated within the Russian Federation, it has its own language policy which was implemented in 1992 and which declares Russian and Tatar as the official state languages having equal status in all spheres of language use. Additionally, as a result of an education policy implemented in 1997, Tatar language learning was made a compulsory subject in schools for all nationalities. This research examines how these policies have legitimized the Tatar identity alongside Russian from the top-down perspective, but how these legitimacies are not reflected from the bottom-up perspective [Graney 1999. “Education Reform in Tatarstan and Bashkortostan: Sovereignty Projects in Post-Soviet Russia.” Europe-Asia Studies 51 (4): 611-632; Yemelianova 2000. “Shaimiev's ‘Khanate’ on the Volga and its Russian Subjects.” Asian Ethnicity 1 (1)]. The focus of this research was to find out how effective these language and education policies as top-down identity technologies have been in post-Soviet Tatar society. An empirical research was carried out in Kazan in 2013 and revealed that asymmetrical bilingualism still prevails in contemporary Tatar society: Russian is used for everyday purposes by all nationalities, whereas Tatar is used as an in-group marker among Tatars within informal settings.

Since the Rose Revolution (2003), Georgia has encountered an unprecedented scale of institutional reforms concomitant with the rise of American and European involvement in the “democratization” process. Various scholars have suggested that Georgian nationalism developed from an ethno-cultural basis to a more civic/liberal orientation after the Rose Revolution. This paper analyzes Georgian nationalism under President Mikheil Saakashvili to demonstrate the significant divergence between political rhetoric on national identity, the selection of symbols, and state policy toward the Georgian Orthodox Church versus state policy toward ethnic minorities. The aim of this article is to examine the at times conflicting conceptions of national identity as reflected in the public policies of Saakashvili's government since the Rose Revolution. It attempts to problematize the typologies of nationalism when applied to the Georgian context and suggests conceptualizing the state-driven nationalism of the post-Rose Revolution government as “hybrid nationalism” as opposed to civic or ethno-cultural.

Inspired by microhistory, this essay explores the wartime plight of a football stadium and the multi-ethnic club that called it home as a means of understanding Bosnia and Herzegovina's descent into conflict, the siege of Sarajevo, and the impact upon civilians. Like the suburb of the same name, Grbavica became part of the frontline during the siege. Deprived of its home, FK Željezničar continued to function, while players, staff, and supporters longed for a return to the shattered ground. At a local level, the organization offers a means of visualizing the development of the Grbavica suburb, from its socialist foundations to its post-Dayton reintegration. In this way, the life of the stadium and those who frequent it map onto the history of Yugoslavia, its dissolution, and the independent republic that emerged in its wake. Moreover, the wartime partition of the stadium, the club, and its supporters’ group – all of which were claimed by actors on both sides of the frontline – were representative of political developments in a state where the ethnic balance was forcibly reengineered. This reconstruction of Grbavica's war harnesses original photographic evidence, oral history, maps, contemporary journalism, and the transcripts of the Hague Tribunal.

Moldova has been widely argued to be a failed nation-building project, with two national identity discourses coexisting within Moldovan society and amongst Moldovan elites: Romanianism and Moldovanism. Challenging the dominance of these discourses in the literature, this article argues that in spite of its absence from the nationalism debate in Moldova, the ballad Mioriţa is a key element for the Moldovan articulation of national identity. The analysis employs a discursive approach focused on language as a constituting phenomenon and draws from Mioriţa's appeal to the grass roots level, its banality in day-to-day life, and, more importantly, its promotion by Moldovan cultural elites. This latter part focuses specifically on the writings of novelist Ion Druţă. Druţă places Mioriţa at the very center of his construction of Moldovan national identity. He highlights its links with Moldovan history, culture, religious thinking, and geographical space, both reproducing a structure similar to the two national identity discourses, Romanianism and Moldovanism, and building on their similarities. But more importantly, Druţă's representation of national identity sheds light on the possibility of an all-encompassing Moldovan identity, overcoming the existing cleavage, and a series of mechanisms that can be employed to achieve this.

After the Soviet collapse, the newly independent states of Central Asia found themselves in the process of forming their own national “imagined communities.” This was done to legitimize their existing territorial integrity, their rights to their titular ethnicities, and the position of political elites. This process expressed itself through the creation of particular symbols, myths, and rituals which distinguished the nation but were also used to legitimize the nation's right to exist. The symbolic and ideological construction was influenced by the former Soviet era. For example, symbolically the country was still called Rodina (motherland), but most of the symbols of power were represented by male images, for example, Amir Timur in Uzbekistan or Ablay Khan in Kazakhstan. The tradition of representing power through a male connotation had a long history in Soviet Central Asia. Interestingly, however, some contemporary artists took an alternative view and used feminine images as strong, central symbols of their interpretation of national identity, contesting the official view of nation-building. This paper seeks to trace the development of the feminine and masculine dichotomy of representation by comparing official iconography with works of famous female artists such as Umida Akhmedova from Uzbekistan and Saule Suleimenova and Almagul Menlibayeva from Kazakhstan.

The article explores the current stalemate in the Nagorny Karabakh conflict, and perspectives for conflict transformation. As the conflict has remained dormant for more than 20 years, the political systems of the countries engaged in the conflict have adjusted to the conflict situation. The conflict is often used by the political elites in order to legitimize their power, consolidate support, marginalize opponents, and neutralize democratizing pressures. Since the status quo serves the interests of the authorities, the ruling regimes do not have strong incentives to seek conflict resolution. In these conditions, conflict transformation approaches are considered a necessary means to deal with the conflict. Given that political elites have little incentive to implement such transformation, civil society actors come increasingly to the fore. Only through multitrack initiatives supported by civil society actors, we argue, can conflict transformation practices advance and subsequently bring peace to the region.

This article presents a study of Islamic religious symbols involved in maintaining the special status of the Tatars in post-Soviet Tatarstan. It explores how regional ethnic elites in Tatarstan use Islam (the discourse of the history of Islam in the region and Islamic symbols in the representation of the region) as a tool for legitimizing their privileged positions in the region. In addition, the article examines how Islamic culture enters into the everyday life and public space of the region, thereby, in a sense enforcing social borders between different ethnic groups. This study has two aims: a theoretical analysis of religious symbols’ role in the struggle for status in the ethnic hierarchy and the practical application of the developed theoretical framework to the case of post-Soviet Tatarstan. The author concludes that after the system of ethnic federalism was abolished in Russia, Tatars have retained their special status by appealing to Islam.

The aim of this article is to explore the interaction between local, national, and transnational frames of memory as it manifests itself in the contemporary commemoration of the Jewish past. Focusing on the case study of Poland, I argue that articulations of transnational memory still remain deeply rooted in local and national interests and mythologies, reflecting the fears, desires, or longings of memory makers. Ranging from digital media which stress the interactive and agency-based dimension of transnational memory, through to vernacular “stumbling blocks” inspired by German citizens and subsequently transplanted onto the Polish ground, to public memorials which are either embraced or contested by a variety of social actors, these initiatives urge us to rethink traditional approaches to memory. In particular, these different scales and locations of remembrance question the common perception of collective memory as rooted in rigid nation-state frameworks in favor of memories that travel, move, and transgress multiple boundaries and affect multiple communities.
