The Baltic Pearl is a 205-hectare development project underway southwest of St. Petersburg, Russia, originally financed and designed by a consortium of firms from Shanghai, China. This paper analyzes the discourse surrounding the development of one section of the Baltic Pearl, the commercial multiplex Southern Square, particularly the use of the term “European” as used to signal the project's intended cultural orientation and to exert control over the interaction between Russian planners and Chinese developers. In the negotiation over the form of the multiplex, control over architectural style emerges as leverage for preservation of cultural norms and local autonomy. In further analysis, the situation emerges as an example of Sassen's [(2008) Territory, Authority, Rights. From Medieval to Global Assemblages. Princeton: Princeton University Press] shifting assemblages, that is, a reassembling of global influences in a space invoked as national as well as local.

This paper argues that ethno-nationalist models of state organization encourage and strengthen sectarianism by accentuating differences between respective majority populations and those with non-majority characteristics as problematic, and identifies and explains the impacts of this for intra-state security in the West and for building partnerships with non-Western populations, citing negative implications on how we understand political behavior and for influence in military operations. The paper uses nineteenth-century Russian identity as a case study, considers the conflation between modernization and Westernization occuring at the time and uses Russian Art of the period as an analytical tool to uncover nuances that are relevant to debates concerning security, identity, and political behavior.

The mixture of neo-Renaissance and neo-Classical forms of the National Assembly in Belgrade was to become a visual paradigm of the democratic course and national sovereignty of the Kingdom of Serbia, affirming the status of this newly born nation-state in nineteenth-century Europe. Yet, the interpretation of political messages associated with the building's nineteenth-century architectural features is still in progress. The aim of this paper is to explore how the image of the National Assembly developed into the visual repository of different ideological connotations depending on the character of public events being organized, in the building or in the space in front of it either to support state ideologies or to fight against them. In addition to ideological settings of the nineteenth and early twentieth centuries, this research will focus on political meetings and public gatherings of the post-WWII state constructs, from the socialist federation of Marshal Tito to the more recent emanations of Serbian statehood. Along with analyzing the architectural forms of the building serving in different political contexts, this discussion will illuminate the appropriation of space in front of the building by examining the overall staging of public events which have become embedded in the contrasting layers of a collective memory associated with the same image: the National Assembly as the backdrop.

This article examines how rebel Serbs in Croatia reinterpreted narratives of World War Two to justify their uprising against the democratically elected Croatian government in 1990 and gain domestic and international legitimacy for the Republika Srpska Krajina (RSK) parastate. While scholars have written about the strategies nationalist elites used regarding controversial symbols and the rehabilitation of World War Two collaborators in Croatia and other Yugoslav successor states, the RSK's “culture of memory” has received little attention. Based on documents captured after the RSK's defeat in 1995, this article shows that it was not only the government of Franjo Tudjman that rejected the Partisan narratives of “Brotherhood and Unity,” but a parallel process took place among the leadership in the Krajina. Ultimately the decision to base the historical foundations of the Croatian Serbs’ political goals on a chauvinist and extremist interpretation of the past resulted in a criminalized entity that ended tragically for both Serbs and Croats living on the territory of the RSK.

Since 1991, the absence of the concept of a Ukrainian nation and national identity has led to a controversial, often ambivalent process of identity formation. The aim of this paper is to analyze and map the widely shared concepts about national identity that exist in Ukrainian society after 20 years of independence. Analysis of 43 interviews with Ukrainian political and intellectual elites reveals five different shared narratives: (1) dual identity; (2) being pro-Soviet; (3) a fight for Ukrainian identity; (4) a recognition of Ukrainian identity; and (5) a multicultural-civic concept. Each narrative is characterized by three main features: a coherent structure with strong internal logic and justification of its legitimacy; connection to a specific conception of power and morality; and an opposition to other narratives. All these features lead to the perception of society as a zero-sum game where one narrative must prevail over all others. At the same time, all these features ensure that there can be neither an overwhelming victory of one narrative over others nor a satisfying compromise between them. The results shed light on the complex process of narrative construction of identity and power in newly independent states.

Parties of ethnic minorities are flourishing in a large number of ethnically divided democracies. While academic research has studied their emergence and success, we know little about intra-group party competition. This paper discusses the reasons for intra-group political plurality, with a focus on intra-party conflict and intra-group party competition: it explains the political orientation of ethnic minority parties and their intra-group challengers as a consequence of the inclusion of minority parties into government. The inclusion of minority parties into national governments produces an inherent conflict between pragmatic office-seekers and radical partisans. In minority parties that have governmental responsibilities, the pragmatist view overwhelms, while in those parties in opposition, radical voices dominate. The formation of two intra-Hungarian challenger parties in Romania and in Slovakia in 2007 and 2009 represents two very similar cases, which appear to be in line with our hypotheses.

Bosnia and Herzegovina is politically fragmented, and so is the memory landscape within the country. Narratives of the 1992–1995 war, the Second World War, Tito's Yugoslavia, and earlier historical periods form highly disputed patterns in a memory competition involving representatives of the three “constituent peoples” of Bosnia and Herzegovina - Serbs, Croats and Bosniaks – but also non-nationalist actors within BiH, as well as the international community. By looking especially at political declarations and the practices of commemoration and monument building, the article gives an overview of the fragmented memory landscape in Bosnia and Herzegovina, pointing out the different existing memory narratives and policies and the competition between them in the public sphere, and analyzing the conflicting memory narratives as a central part of the highly disputed political identity construction processes in postwar Bosnia and Herzegovina. The paper also discusses the question whether an “Europeanization” of Bosnian memory cultures could be an alternative to the current fragmentation and nationalist domination of the memory landscape in BiH.

The two decades of Montenegro's transition that followed the disintegration of Yugoslavia were marked by the transformation of the ambitions of the ruling political elites, which pushed the republic that once sought to be a member in a federal state towards independence. The shift in the agendas of the political elites also changed the meaning of the notions of “Montenegrin” and “Serb”. Hence, this paper looks at the cleavages that emerged during Montenegro's divide over statehood and identity. It asserts that elite competition in unconsolidated states prompts the emergence of ethno-cultural cleavages, which are necessary for establishing the identities of political elites and of their followers. The study first identifies the critical junctures for the emergence of functional and structural cleavages in Montenegro and associates these cleavages with the changing political context. It proceeds with an analysis of ethno-cultural cleavages, arguing that these emerged from the politicization of historical narratives. The study concludes by arguing that different types of cleavages supported the division over statehood and identity, and that as a result of the changes in identity in Montenegro, the political reinforcement of overlapping cleavages was essential in order to cement the ethno-cultural identities of the two camps.

In the years since the collapse of the Soviet Union, the landscape of Armenia's capital has transformed tremendously. Promoting a new vision for the city, Armenia's political elites have imbued the urban landscape of Yerevan with narratives of modernization, progress and a renewed sense of nationalism. While this new vision is noticeable throughout Yerevan's landscape, it is most apparent in three places in the center of Yerevan - Opera Square, Northern Avenue and Republic Square. These three prominent places represent the vision that the Armenian elites have for the city of Yerevan, while at the same time serving as backdrops for the expression of a critical voice regarding the changing urban landscape from the local residents. These three places are compelling representations of the tensions and struggles that are present in contemporary Armenian society. In this article, I examine the symbols and narratives that Armenia's elites produce and promote in and via these places, and consider the complicated set of reactions from residents that have formed in response.

This chapter discusses urban developments in two major cities in Serbia, Belgrade and Novi Sad, influenced by the Balkan political crisis of the 1990s. Belgrade is the national capital of Serbia, with a dominantly Serbian population. Novi Sad is the capital of the Autonomous Province of Vojvodina, and home to a population of more than 20 different ethnicities. The seemingly bipolar relationship between these two cities started to emerge during the fall of Yugoslavia and has intensified during the subsequent shrinkage of the country into the current state of Serbia. The effects of war as well as migration have left their mark on the urban situation of both cities. Both cities are not old by European standards, Belgrade emerging before the rise of the Ottoman Empire and Novi Sad being a product of the eighteenth century and the rise of the Austro-Hungarian Empire. These two cities traditionally vary in size and ethnic make up from almost mono-ethnic Belgrade to multi-ethnic Novi Sad. This paper will explore the idea that national capitals such as Belgrade can give rise to “un-national capitals” such as Novi Sad. This will be viewed through a lens of the role of architecture and design in affecting the realities of both cities.

In December 1997, the Republic of Kazakhstan officially proclaimed that the city of Astana would be its new capital. The decision to transfer the seat of government from the city of Almaty in the south to the more centrally located Astana was connected to the process of nation building in a multi-ethnic society where the titular nation represents little more than half of the population. Efforts to transform the rather remote regional center, Akmola (later renamed Astana) into a modern capital city have been underway since the late 1990s. One important component of this transformation is the idea of building a “metabolic” and sustainable “Eurasian” city. As the symbolic center of the whole country, this new capital would function as a showpiece of Kazakh culture and identity. The city would also become a symbol of economic prosperity and the regime's geopolitical vision. While the government's intensions are expressed rather openly, it remains unclear to what extent these politically verbalized leitmotivs are actually being realized through contemporary architecture and structure. This article offers a critical assessment of what has been achieved to date and argues that the production of the new Kazakhstani capital has often failed to translate rhetoric into reality.

Good governance has been used as a development tool by international organizations and the European Union (hereinafter: EU) which has included it in cooperation agreements and promotes it within its Enlargement Policy. This paper analyzes the good governance approach in the EU's relations with Macedonia and its effects on the country's democratic policy making. The analysis shows that the Europeanization of Macedonia has an impact on the democratic processes in the country with sub-optimal results as its technocratic approach in assessing the country's readiness for EU membership has proved to be detrimental for the deliberative democratic processes. The intensive pressure for effectiveness and efficiency results in finding short cuts in rule transfer through copying and pasting legislation from member states and limiting the democratic policy making to political deliberation rather than to wide policy consultations between state and non-state actors.

This article examines the changing survival strategies of Uzbeks in the aftermath of mass violent conflict in Osh in June 2010. After the conflict, Osh Uzbeks were exposed to many difficulties. The Kyrgyz government used economic and political pressure to isolate minority groups from the titular nationality, and this opened the door to mistreatment of minorities in the form of the seizure of property, job losses, and even verbal and physical abuse. Despite this mistreatment, however, Uzbeks have proved reluctant to leave the Osh area. Uzbeks have a long history of living in the region of Osh; strong emotional and historical sentiments bind them to the region and its graveyards and sacred sites. Uzbeks have thus had to develop alternative ways to cope with the uncertainty and insecurity of their situation. They have adopted strategies which reinforce their vulnerability on the one hand, but provide security for their children during post-conflict reconstruction on the other. These strategies include avoidance of public spaces and public attention, marrying daughters early, and sending male family members to Russia as labor migrants. These strategies are geared to the underlying aims of protecting the honor of the community, maintaining social networks, and preserving Uzbek identity without attracting attention. Uzbeks describe this strategy of patience as sabyrdu.

Rather than focusing on often-explored mnemonic practices (memorials, national celebrations, commemorations etc.) the article addresses the role that remembering, as a part of a wider political culture, plays in situations where images of the past are not visible per se, but are implied or even openly invoked to explain and (de)legitimize choices political actors make. By analyzing the interactions of memories and new institutional arrangements related to minority rights in the case of the Bosniak minority in Serbia, the article shows how recollections in political claims and policy-making were used as a medium for negotiations and the contestation of both political interests and competing “group-making projects”.

History is one of the many instruments available for the persuasive construction of a nation. In Moldova, the Party of the Communists of the Republic of Moldova (PCRM), in office from 2001 to 2009, advocated for a Soviet-based version of the Moldovan nation. This “Moldovanism” boasted of the existence of a “Moldovan People” and was relied upon to justify the independence of the former Romanian province. Vladimir Voronin, the party's leader and president of the Republic during this period, promoted this “civic” Moldovan nation and created what seemed to be a coherent and ad hoc construction of an independent Moldovan nation.

This paper focuses on communist political discourse during this eight year period. Through the use of Critical Discourse Analysis, this paper focuses on the discursive construction of the Moldovan nation. It is based on Voronin's official speeches and messages from key occasions such as Independence Day and Victory Day.

This paper demonstrates the varied use of history in these speeches which improves understanding of the process of the construction of a nation. Moreover, it demonstrates that this construction, far from being coherent, was also sometimes contradictory. Indeed, discourse was adapted to the immediate context and audience. Finally, the paper explains how an explicitly “civic” discourse can be implicitly and, sometimes even explicitly, “ethnic” and “exclusive”.

Turkish nationalism became an element of the Ottoman political scene in the late nineteenth century. Although its roots can be traced back to the Hamidian period (1876–1909), Turkish nationalism emerged as one of the most important political ideologies during the Constitutional Regime. Wars that the Ottoman State participated in from 1911 to the end of the empire in 1918 resulted in population and land losses. Especially, following the Balkan Wars, most of the lands that were populated by non-Muslim and non-Turkish subjects were lost. Within this context, Turkish nationalism came to be seen as the most dominant ideological tool intended to save the Empire. This article argues that Turkish nationalism emerged as a reactive ideology that addressed Ottomanism and Islamism, which were the two other dominant state ideologies during the late Ottoman State, due to the changing political context. In this article, Türk Yurdu, a well-known and influential periodical, is used as the primary source of reference to demonstrate the basic features of Turkish nationalism in its infancy.

Many Lenin monuments remain in cities around the former Soviet republics and a few national or regional authorities have decreed it against the law to deface or remove them. The Lenin monument in Bishkek, capital city of the Kyrgyz Republic, is an example of both policies. On two main counts, however, the fate of this particular bronze statue of Vladimir Ilyich Lenin has been unusual. Only in the Kyrgyz case was the country's central Lenin monument left untouched for over a decade after the collapse of communism, a decree for its preservation as a national treasure being put in force as late as 2000. And, when, in 2003, the government after all decided to remove the monument, it was then relocated only some 100 yards from its original location. These twin issues of timing and new spatial framing offer a window on the relationship between state ideology and politics in the Kyrgyz Republic. I propose to use an official ideology approach to understand the Kyrgyz ruling elite's ideological relationship to the Lenin monument after the collapse of communism.

In this essay I explore the ways in which the internal Albanian politics of memory in Kosovo rely on a longer, lived history of militant self-organisation than the Kosovo Liberation Army (KLA) war period alone. On the basis of recent ethnographic research, I argue that the memory of prewar militant activism is symbolically codified, ritually formalized, and put on the public stage in Kosovo today. Not only has this process effectively rehabilitated and consolidated the personal, social, and political status of specific former activists, it also has produced a hegemonic morality against which the actions of those in power are judged internally. On the one hand, this process reproduces shared cultural references which idealise ethnonational solidarity, unity and pride and which have served militant mobilisation already before the 1990s. On the other, it provides the arguments through which rival representatives of the former militant underground groups (known as Ilegalja) compete both socially and politically still today. Although this process demarcates some lines of social and political friction within society, it also suggests that international efforts to introduce an identity which breaks with Kosovo's past and some of its associated values, face a local system of signification that is historically even deeper entrenched than is usually assumed.

To explain nationalist politics in Poland, researchers and observers have sometimes speculated about the dispositions of the electorate, popular sentiments, public fears for the loss of sovereignty, the people's historically ingrained preference for nationalist rhetoric, and their feelings of discontent about the economy. This article argues that hypotheses about the existence of nationalist sentiments within the electorate have tended to eclipse an important question about the main producers of nationalist rhetoric: Why do certain mainstream parties at certain points in time decide to frame their program as nationalist, even when there is no objective reality that seems conducive to the creation of great public concern about typically nationalist issues? This article explores this question by looking at various campaigns for Polish parliamentary elections since 1997. My argument is that when seeking to explain the motivations behind major campaign turns toward nationalism we should not merely understand them as responses to voter sentiment and voting behavior. Instead, we should see them as crucially driven by the transactional logic of inter-party competition in a party system that is in constant flux.

This paper follows the almost contemporaneous emergence of the two primary antiwar initiatives in Belgrade and Zagreb to explore how they acted as hotbeds from which permanent human rights organizations appeared in the newly created nation-states. Drawing mostly upon in-depth interviews with antiwar activists from Serbia and Croatia, I argue that the dominant patterns of protest expansion were different in the two countries. While cooperation and tensions existed within both antiwar groups, the Antiwar Campaign of Croatia acted as a broker, leading toward the multiplication of civic initiatives; on the other hand, the Belgrade Center for Antiwar Action was characterized by ideological, professional, and personal divisions, which caused a rapid fragmentation of antiwar undertakings. This paper outlines the main reasons for such expansion patterns (scale-shift processes) and discusses them in the light of recent theoretical advances in political contention studies.
