Moving the focus away from the epicenters of the antibureaucratic revolution, this article looks at the echoes of this movement in the provincial, multinational, working-class community of Priboj, Serbia. A microstudy of Fabrika automobila Priboj, the town’s largest employer, and its surrounding community through records of self-management and party meetings and through the local press reveals some of the less-researched aspects of the social mobilizations in Serbia in the late 1980s. Without downplaying the spread of national grievances, this study highlights parallel phenomena taking place on the ground, such as labor solidarity, growing socioeconomic grievances, and the participation of non-Serb (in this case, Muslim) populations. The argument is that the presence of a large factory with a multinational workforce in the center of the municipality as the organizational core of the mobilizations and their focus on local problems helped Priboj’s antibureaucratic bevolution resemble the proletarian, pro-Yugoslav image that the leadership of the Serbian party often hoped to project.

This paper presents one case study of state-sponsored cultural activities that occurred throughout 2014, Turkmenistan's Year of Magtymguly, the 290th anniversary of this Turkmen poet's birth. Such activities constitute examples of public culture; they can organize representations of a society's past and present to reaffirm for participants the values and power structure of their society and revalidate its philosophical underpinnings. After examining this Turkic poet's iconicity, this paper compiles 2014's celebratory events from disparate sources, complementing broader general literature on Central Asia's spectacles of public culture and their role in nation-building and identity-formation. Rather than merely resulting from any top-down decision specifying required activities nationwide, the year's events involved numerous synergies as artists, museum and theater administrators, composers, and other cultural-sector workers benefited by responding to the potential of aligning their work with a theme as broad, as widely appreciated, and as eligible for various forms of support as this one. In addition, Turkmenistan's strong central leadership benefited from this widely shared and highly visible celebration, especially emphasizing one element within Magtymguly's eighteenth-century vision, an end to his people's tribal conflicts within a unified Turkmenistan under one leader.

This paper follows the almost contemporaneous emergence of the two primary antiwar initiatives in Belgrade and Zagreb to explore how they acted as hotbeds from which permanent human rights organizations appeared in the newly created nation-states. Drawing mostly upon in-depth interviews with antiwar activists from Serbia and Croatia, I argue that the dominant patterns of protest expansion were different in the two countries. While cooperation and tensions existed within both antiwar groups, the Antiwar Campaign of Croatia acted as a broker, leading toward the multiplication of civic initiatives; on the other hand, the Belgrade Center for Antiwar Action was characterized by ideological, professional, and personal divisions, which caused a rapid fragmentation of antiwar undertakings. This paper outlines the main reasons for such expansion patterns (scale-shift processes) and discusses them in the light of recent theoretical advances in political contention studies.

This contribution looks into nationalization and education in European borderlands in the early post-World War II period. Belonging to Belgium and Poland, respectively, in the interwar years, the Eupen–St. Vith–Malmedy and the East-Upper Silesia regions came under German rule during World War II. Returned to the Belgian and Polish nation-states once the war was over, the regions experienced a pronounced upheaval in the population profile as a result of population transfers and reorientations in education curricula. The aim of these measures was to guarantee the national reliability of borderland inhabitants, with a special role being designated for teachers, who were perceived as crucial in the raising of children as national citizens imbued with certain core values. This contribution compares the methods employed by the authorities in selecting educational personnel for their borderlands, the nationalizing role teachers were to play and the way teachers gave meaning to their professional practices.

Albeit often — and fairly — degraded in the world of high culture as a populist and politicized representation of music, the Eurovision Song Contest (ESC) — by sheer virtue of the populist and politicized nature of its essence — stands among the most consequential cultural encounters to which post-independence Azerbaijan has been exposed, in that the extent to which Baku's victory in the ESC-2011 — and the further developments this victory has generated — can potentially impact on, and contribute to, the very process of nation-building and national identity formation, with which this post-Soviet Muslim-majority country is currently struggling, is unparalleled by any of the state's earlier encounters of the kind. This paper focuses on, and examines, four intimately related ways in which the ESC and Azerbaijan's successful involvement with the latter worked to interfere with the country's nation-building: as a dubious factor in the evolution of the Western sense of self among Azerbaijanis; as a unifying force within the structure of the country's rapidly maturing civil society; as a medium working to open up a channel through which Western popular cultural elements could interfere with the evolving dynamics of, and work to globalize, indeed de-endogenize, indigenous Azerbaijani culture, on one hand, and unify the discursive realm within which the country's cultural domain is to further evolve, on the other; and, finally, as an important element serving to decouple the evolving processes within the country's cultural domain from the unfolding dynamics of conflict settlement and hence conducive to the diversification of public discourse in Azerbaijan.

The classificatory efforts that accompanied the modernization of the Habsburg state inadvertently helped establish, promote, and perpetuate national categories of identification, often contrary to the intentions of the Habsburg bureaucracy. The state did not create nations, but its classification of languages made available some ethnolinguistic identity categories that nationalists used to make political claims. The institutionalization of these categories also made them more relevant, especially as nationalist movements simultaneously worked toward the same goal. Yet identification with a nation did not follow an algorithmic logic, in the beginning of the twentieth century, sometimes earlier, various nationalisms could undoubtedly mobilize large numbers of people in Austria-Hungary, but people still had agency and nationness remained contingent and situational.

The article addresses the representation of gypsies in Russian television news bulletins and popular drama series over a 15-month period. It seeks first to explain the prominence of the media image of the gypsy relative to the size of the Roma population and second to account for the relationship between fictional and non-fictional modes of representation. Situating itself within the broader field of post-Soviet Russian identity studies and applying qualitative tools differentiated according to the arena of analysis, it looks at questions of lexicon, voice and viewpoint in relation to news and issues of characterization, fictional space and plot with respect to drama. The two apparatuses are linked through a shared emphasis on narrative, and in particular on its dual orientation toward the exceptional (what makes a story worth telling and capable of embracing “difference”) and the typical (what enables it to represent and project “identity”). In its central argument it maps this dual “identity/difference” dynamic onto the gypsy's liminal status as both “of the self” and “of the other”, and its mediatory function: the ability to serve as a proxy for ethno-cultural difference more generally, and to negotiate the tensions between the cultural and racial aspects of ethnicity.

In this article, we examine how the Putin government is attempting to respond and adapt to the YouTube phenomenon and the vibrant oppositional online visual culture on Runet. We show how these processes are giving rise to new forms of state propaganda, shaped and driven above all by the quest for high-ranking search-engine results and the concomitant desire to appeal to the perceived new sensibilities of the Internet generation through the commissioning and production of “viral videos.” We focus in particular on the videos created by Iurii Degtiarev, a pioneer in the development of this genre, whose works we explore in light of the “Kremlingate” email leaks, which offer inside information on the strategies and aims being pursued on the online visual front of the campaign to manage the Russian mediascape, and Degtiarev's own reflections on this subject. Examining the output of young creatives patronized by the Kremlin offers a “bottom-up” view to supplement studies of the Russian ideological and media landscape as shaped by “political technologists” such as Vladislav Surkov and Gleb Pavlovskii.
