Most models of public opinion assign a fundamental role to ideological predispositions. Moreover, the literature usually portrays ideology as a stable phenomenon at the individual-level, one that is mainly shaped by socio-economic class experiences and pre-adult socialisation, and that is likely to grow stronger in intensity – rather than change – over the life-course. However, less is known about the scope of, or reasons for, ideological change in adult life. This paper uses Swedish panel data to investigate the interrelation between evaluations of government performance and ideological left–right related orientations. There is some support for ‘the socialisation school’, in that ideological positions and values display considerable short-term stability, although less stability over a four-year period. Moreover, there is evidence of short-run selective perception, with those close to the government at t1 being more likely than others to form more positive performance perceptions between t1 and t2. Interestingly however, over a four-year period this tendency was not statistically significant. Moreover, there is also clear support for a ‘revisionist’ interpretation of left–right ideology. Such orientations do change at the individual level, according to how people perceive incumbent government performance, an impact which does not depend on political sophistication.

Welfare states contribute to people's well-being in many different ways. Bringing all these contributions under a common metric is tricky. Here we propose doing so through the notion of temporal autonomy: the freedom to spend one's time as one pleases, outside the necessities of everyday life. Using income and time use surveys from five countries (the USA, Australia, Germany, France, and Sweden) that represent the principal types of welfare and gender regimes, we propose ways of operationalising the time that is strictly necessary for people to spend in paid labour, unpaid household labour, and personal care. The time people have at their disposal after taking into account what is strictly necessary in these three arenas – which we christen discretionary time – represents people's temporal autonomy. We measure the impact on this of government taxes, transfers, and childcare subsidies in these five countries. In so doing, we calibrate the contributions of the different welfare and gender regimes that exist in these countries, in ways that correspond to the lived reality of people's daily lives.

This article seeks light on the main claim of the Varieties of Capitalism (VoC) framework that public policies can help to shape comparative advantage, and, to complement existing assessments that have relied predominantly on qualitative data from a few economic sectors. It examines the distribution of export success in a number of economic sectors, in which competitiveness is characterized by either radical or incremental innovation. Unlike previous studies, it does this across all those OECD countries clearly identified in the VoC literature as either liberal market economies, co-ordinated market economies or unclassified. Moreover, it draws on the latest available data at the lowest level of aggregation. In contrast to previous studies, a more appropriate measure of trade specialization, revealed symmetric comparative advantage, is used. Overall, the evidence supports the VoC framework; however, in some sectors, the data raise important conceptual and methodological issues overlooked in current research.

Europeanization involves the transposition and implementation of European legislation in EU member states. Whereas EU policy implementation is explicitly recognized as the responsibility of the member states, the new emphasis on benchmarking recognizes that different implementation strategies can be beneficial, provided the outcome is appropriate. New data representing the full EU transport acquis from 1957 to 2004 and the national transposition instruments derived from data bases for Germany, Greece, the UK, Spain and the Netherlands show that only 39 per cent of the acquis was transposed in time. Why do member states not transpose EU directives on time? Logistic and multinomial logistic analysis explains this in terms of the level of complexity of EU directives; the use of national legal instruments that include considerable de facto veto players; and the shorter the transposition time set in the directive, the more delayed the transposition process.

It is not hard to find the complaint that a group of policies are incoherent, operate in silos or are unintegrated. The aspiration to coherence is widespread across all political systems: it is today's idea in good currency. Scholarship has identified conditions that support coherence: a strong constituency with a shared policy image. This article confirms that these are vital sources of more or less coherence, but explores the question of whether more coherence in one area comes at the cost of incoherence elsewhere.

Case study detail contrasts the Scottish Executive's projection of a unified rural policy, with the reality of a persistent Scottish agricultural sector, with contending (multiple) publics with separate and often conflicting agendas: the case study found no unified policy community with shared perceptions. While a lack of coordination may simply be the manifestation of poor policymaking, this piece argues that in other cases the practical limitations on policy harmonization have to be acknowledged. Imperfectly coordinated rural policy may be inevitable as coordination in particular niches is often a casualty of competing priorities. This article argues against over ambitious expectations about the feasibility of integration. Accordingly it suggests that the project to rid policy practice of incoherence is too heroic: instead this article rediscovers the virtues of bargaining among informed and relevant participants, and incremental politics.

National governments follow country-specific reform trajectories, which imply uniform preferences for specific types of quasi-autonomous organisations (quangos). However, at micro level there is little uniformity; similar tasks are charged to different types of quangos. This contradiction could be explained by the existence of styles of quango creation at the level of policy sectors. Do such styles exist? Using the literature on policy styles and administrative culture, four styles of quango creation are deduced: traditional, bureaucratic, professional and managerial. The analysis shows that the majority of Dutch policy sectors indeed have a dominant style of quango-creation. The bureaucratic style is found in ten out of eighteen sectors. Replication of this study may help to improve the explanation of quango creation in western countries.

The main question raised in this article is how educational reforms reflect convergence or divergence between the English, the Norwegian and the Swedish educational systems. We claim that the answer depends on how convergence is conceptualised. At the level of decisions on tools, the countries seem more similar than two decades ago. However, to explain policy changes our analytical perspective must be broadened. We demonstrate how values based on different welfare state models, political economies and different types of institutional evolution can explain processes of change in education over the last decades. In paying attention to broader processes of change, a certain degree of variation occurs. The countries seem to develop according to nationally specific trajectories: England has strengthened the liberal and elitist values of education while social democratic values of comprehensiveness and equality have impact on the aims and effects of policy tools in Norway and Sweden.

This study assesses the explanatory power of two competing views about intergovernmental fiscal transfers; one emphasizing the traditional neoclassical approach to federal-subnational fiscal relations and the other suggesting that transfers are contingent on the political fortunes and current political vulnerability of each level of government. These models are tested using data from Argentina, a federation exhibiting one of the most decentralised fiscal systems in the world and severe imbalances in the territorial distribution of legislative and economic resources. Over-represented provinces ruled by governors who belong to parties different to that controlling the national executive can bring into play their representational advantages to attract shares of federal transfers beyond social welfare criteria. This finding suggests that decision makers in federal countries must pay close heed to the need to synchronize institutional reforms and fiscal adjustment.

The EU plays a significant role in public policy aspects of Internet governance, having created in the late 1990s the dot eu Internet Top Level Domain (TLD). This enables users to register names under a European online address label. This paper explores key public policy issues in the emergent governance system for dot eu, because it provides an interesting case of new European transnational private governance. Specifically, dot eu governance is a reconciliation resulting from a governance cultural clash between the European regulatory state and what can be described broadly as the Internet community. The EU has customised the governance of dot eu towards a public–private dispersed agencification model. The paper extends the evidence base on agencification within trans-European regulatory networks and the emergence of private transnational network governance characterised by self-regulation.

To analyse convergence and divergence in Natural Resource New Governance Arrangements (NRNGAs) two regimes in the environmentally-related areas of forest and fisheries management are examined. The findings reveal limited convergence across sectors and countries in the general aims and ideas behind NGAs and evidence of significant policy divergence in the tools and mechanisms created for their implementation. The reasons for the differences lie primarily in the policy formulation process. While the impetus for the adoption of both NRNGAs is in the international and regional realms, without the force of either international law or competitive advantage, pressure for convergence is weak. Aspects of the policy formulation process, especially the manner in which the changing capacities of domestic public and private actors active in the affected resource policy arena interact to influence policy design, are critical for explaining policy convergence and divergence. Specifically, the interplay between the effect of the internationalization of resource policy issues, tending to increase private capacities at the expense of the public one, and the declining importance of primary industries, which has the reverse effect, is shown to have played an important role in NRNGA policy dynamics.

The recent bifurcation of European studies into state-centric and new institutionalist camps has resulted in a sterile theoretical debate that says little about an empirical world where bargaining outcomes cover both member states' preferences and the institutional setting. This article is an attempt to move beyond the theoretical debate. It juxtaposes a conceptual framework for analyzing EU negotiations with an analysis of the bargaining process on the settlement of the European Union's Common Fisheries Policy. The conceptual framework will identify a set of variables that can explain the bargaining outcome: preferences of national government representatives, preferences of the European Commission, and the institutional setting.

This paper argues that we need to bring government back into discussions about network governance, via the concept of metagovernance which uses water reform in an Australian state as an example. Metagovernance is defined as the government of governance, and is a vital but under researched and under theorised problem because it is difficult and contentious. The paper identifies a range of metagovernance failures in this case and suggests that the lessons learnt by the Australian authorities from the experience have led to some rethinking about the benefits and desirable scope of network governance.

This paper examines the hypothesis that corporatist intermediation by party governments facilitates incomes policy formation and is effective in reaching agreements between employers and trade unions as well. A social democratic party in government would positively enhance this process. Investigating this for the Netherlands between 1965–2000, two puzzles emerge. The first puzzle is that coalition governments of Social and Christian Democracy fall short of expectations despite their commitment to corporatism. The second puzzle is that the relationship between Social Democracy and effective corporatist intermediation is positive but cannot sufficiently account for the variation in agreements on Dutch incomes policy. That variation can be better understood as induced by institutional change, economic development and external vulnerabilities. The Dutch case study shows that the performance of a social democratic party in government in a corporatist context is less directly effective than the literature often has suggested.
