This article originated in the study of one Northern Ghanaian group, the Frafras, as migrants to the urban areas of Southern Ghana. It describes the economic activities of the low-income section of the labour force in Accra, the urban sub-proletariat into which the unskilled and illiterate majority of Frafra migrants are drawn.

Price inflation, inadequate wages, and an increasing surplus to the requirements of the urban labour market have led to a high degree of informality in the income-generating activities of the sub-proletariat. Consequently income and expenditure patterns are more complex than is normally allowed for in the economic analysis of poor countries. Government planning and the effective application of economic theory in this sphere has been impeded by the unthinking transfer of western categories to the economic and social structures of African cities. The question to be answered is this: Does the ‘reserve army of urban unemployed and underemployed’ really constitute a passive, exploited majority in cities like Accra, or do their informal economic activities possess some autonomous capacity for generating growth in the incomes of the urban (and rural) poor?

As far as corruption in Africa is both conspicuous and generalised, it has to be studied from the viewpoint of the participants. This article starts with six general theses on corruption in Africa, which place it within a broader ‘corruption complex’, and emphasise its routine nature, the stigmatisation of corruption despite the absence of effective sanctions, its apparent irreversibility, the absence of correlation with regime types and its legitimacy to its perpetrators. Corruption is then shown to be socially embedded in ‘logics’ of negotiation, gift-giving, solidarity, predatory authority and redistributive accumulation. Any anti-corruption policy must face up to these realities.

China's vastly increased involvement in Africa over the past decade is one of the most significant recent developments in the region. It appears to contradict the idea of international marginalisation of Africa and brings significant economic and political consequences. China's Africa interest is part of a recently more active international strategy based on multipolarity and non-intervention. Increased aid, debt cancellation, and a boom in Chinese-African trade, with a strategic Chinese focus on oil, have proven mutually advantageous for China and African state elites. By offering aid without preconditions, China has presented an attractive alternative to conditional Western aid, and gained valuable diplomatic support to defend its international interests. However, a generally asymmetrical relationship differing little from previous African–Western patterns, alongside support of authoritarian governments at the expense of human rights, make the economic consequences of increased Chinese involvement in Africa mixed at best, while the political consequences are bound to prove deleterious.

This paper analyses the parties and party systems that have begun to emerge in sub-Saharan Africa's fledgling multiparty systems. Using a data base of 87 legislative elections convened in the 1990s, the paper identifies three trends. The position of parties late in the decade is primarily tributary of their performance in the first multiparty election conducted in the early 1990s. Parties that won founding elections are almost invariably still in power. Secondly, the typical emerging party system has consisted of a dominant party surrounded by a large number of small, unstable parties. Thirdly, party cleavages have been overwhelmingly ethno-linguistic in nature, while ideological and programmatic debates have been muted and rare. The second half of the paper provides tentative explanations for these striking patterns. It emphasises the illiberal nature of most of the new African democracies, their characteristic centralisation of power around the presidency, and the pervasive clientelism that structures the relationship between the state and the citizenry. These characteristics shape the incentives faced by individual politicians and thus much of their behaviour.

The systematic investigation of corruption is overdue. There are three main types of literature in English on the subject: historical studies of corrupt practice in Britain; inquisitional studies, mainly of the U.S.A. and the English-speaking West African and Asian countries; and sociological studies which deal with corruption incidentally. So far as I know no general study in English has appeared.1 One reason for this seems to be a widespread feeling that the facts cannot be discovered, or that if they can, they cannot be proved, or that if they can be proved, the proof cannot be published. All these notions seem dubious. There are nearly always sources of information, some of them—such as court records—systematic in their way, and some of them very circumstantial (like privileged parliamentary debates). Many of the people involved are quite willing to talk. And commissions of enquiry have published large amounts of evidence, obtained by unusual powers of compulsion.

Contemporary Black Africa can be divided into wide regions which are clearly different from one another. But it is more difficult to analyse these differences – and to study their nature, origin, and effects – than to see them.

We recruited fifty-four boys, mostly from Bugisu, and started training them at Nachingwea. Unfortunately, once again, these boys had not been well selected. They had been working mostly in towns like Nairobi and had a kiyaye (lumpen proletariat) culture. They began misbehaving in the Frelimo camp and soon after their training, the Tanzanian government dispersed them.

I took personal charge of the Montepuez group and stayed with the boys during the training months in Mozambique because I feared that some of the recruits might be undisciplined bayaye, like those of 1973, and they might have caused us problems. With my presence in the camp, however, we were able to suppress most of their negative tendencies and attitudes.

When the Revolutionary United Front/Sierra Leone (RUF/SL) entered Kailahun District on 23 March 1991, few people took them seriously or realised that a protracted and senseless war was in the making. The corrupt and inept government in Freetown was quick to label the movement as the handy work of Charles Taylor; the incursion a spillover from the Liberian civil war. This erroneous representation of the movement and the war was echoed by the media, both local and foreign; it later appeared in one scholarly investigation as ‘the border war’, and in another as an attempt by Charles Taylor to ‘do a RENAMO’ on Sierra Leone. Twelve months after the initial attack in Kailahun, a group of army officers from the warfront trooped to Freetown, the seat of government, and seized power from the corrupt politicians amidst popular support. Calling itself the National Provisional Ruling Council (NPRC), the new regime declared its intention to end the war, revamp the economy, and put the nation on the path to multiparty democracy. Following an eventual return to civilian rule in March 1996, with the election of President Ahmed Tejan Kabbah, a further coup in May 1997 led to the bloody takeover of Freetown by elements drawn from both the RUF and the army against which it had been fighting, under the title of the Armed Forces Revolutionary Council (AFRC).

What is the relationship between these events? What is the link between the ‘revolution’ (coup d'état) in Freetown and the ‘revolutionary’ movement in the hinterland? What did the coup plotters, most of whom were in their twenties, share with those who had started the insurrection that gave them the opportunity to launch their ‘revolution’ in the city? Why did both movements borrow the same ‘revolutionary’ script? I provide answers to some of these questions by examining lumpen culture and youth resistance in Sierra Leone, for it is this oppositional culture which connects the ‘revolution’ in the hinterland (RUF) and the one in the city (NPRC and later AFRC). Both were products of a rebellious youth culture in search of a radical alternative (though without a concrete emancipatory programme) to the bankrupt All Peoples Congress (APC) regime. To understand the historical and sociological processes which gave birth to RUF, with which this article is concerned, it is necessary to situate the investigation within the context of Sierra Leone's political culture, especially the glaring absence of a radical post-colonial alternative. It is this absence, I argue, which paved the way for the bush path to destruction.

This article examines recent Chinese efforts to construct a series of official economic cooperation zones in Africa. These zones are a central platform in China's announced strategy of engagement in Africa as ‘mutual benefit’. We analyse the background, motives and implementation of the zones, and argue that they form a unique, experimental model of development cooperation in Africa: market-based decisions and investment by Chinese companies are combined with support and subsidies from an Asian ‘developmental state’. Though this cooperation provides a promising new approach to sustainable industrialisation, we also identify serious political, economic and social challenges. Inadequate local learning and local participation could affect the ability of the zones to catalyse African industrialisation. The synergy between Chinese enterprises, the Chinese government and African governments has been evolving through practice. A case study of Egypt provides insight into this learning process.

Few authors have been able to write on Africa without making constant reference to ‘tribalism’. Could this be the distinguishing feature of the continent? or is it merely a reflection of the system of perceptions of those who write on Africa, and of their African ‘converts’? Objective reality is very difficult to disentangle from subjective perception, almost in the same way as concepts in the social sciences are hard to purify of all ideological connotations. Might not African history, written, not by Europeans, but by Africans themselves, have employed different concepts and told a different story? If so, what would have been the theoretical explanation? Are things what they are called, or do they have an existence which is independent of the nomenclature that attaches to them? When it comes to Africa, answers vary independently of whether the observer is a liberal idealist, a Marxist materialist, or an African ‘convert’.

Described here is a new data set including all successful coups d'état (80), failed coup attempts (108) and reported coup plots (139) for all 48 independent sub-Saharan African (SSA) states for the 46-year period from January 1956 until December 2001. Elite political instability (PI) in this form remains widespread in SSA, in contrast to other regions of the global South. Military-led PI has been shown to adversely affect economic growth and human development in SSA, and is a major cause of the current African ‘crisis’. The frequency of these instability events is given for each state for all 46 years and for the two periods 1956–79 and 1980–2001. A Total Military Intervention Score (TMIS) for each state is calculated and examined over time to explore trends in coup behaviour. The distribution of these events among major African regions is presented. Appendix A lists all coups and failed coups by state and date. Major findings are that military interventions have continued to be pervasive in Africa, despite democratisation trends since 1990; that coups, failed coups and coup plots form a syndrome of military-led PI; that colonial heritage is unrelated to coup activity; that the chance of success when launching a coup attempt has averaged more than 40% since 1958; that once a successful coup has occurred, military factionalism often leads to more coup behaviour; that except for a declining rate of success once a coup is undertaken, there is no major difference between 1956–79 and 1980–2001; that no trends of increasing or decreasing coup behaviour are evident, except that up to around 1975 as decolonisation progressed, TMIS also increased; and that West Africa is the predominant centre of coup activity in SSA, although all African regions have experienced coups. States that have been free of significant PI since 1990 are examined and those with institutionalised democratic traditions appear less prone to coups.

THE political agenda in Cameroon has become increasingly dominated by what is known as the ‘anglophone problem’, which poses a major challenge to the efforts of the post-colonial state to forge national unity and integration, and has led to the reintroduction of forceful arguments and actions in favour of ‘federalism’ or even ‘secession’.

Economic crisis and structural adjustment in Ghana have put large numbers of formal sector employees and civil servants out of work. This informalisation process has gendered consequences. Unemployed people, rural–urban migrants and school-leavers of both genders seek employment in the urban informal economy, and increasingly take up ‘female’ occupations – particularly in retail trade. Overcrowding in women's economic domains thus occurs. This study examines the livelihood strategies of informally employed men and women in Accra. It is argued that gender ideologies regarding appropriate occupations for women and men are continuously adapted in response to a changing political economy. Thus, even if female traders face competition, declining returns and a heavier dependency burden, frustration with government policies failing to create decent jobs (for men) is more prevalent than gender antagonism and ridicule of those who find gender-atypical ways of eking out a living.

There is a thriving literature of religious tracts in Africa. The few formal bookshops, and the far more numerous market-stalls and itinerant hawkers who sell books, offer for sale pamphlets and popular works on religious subjects in every country of the continent, it would seem. Some are theological inquiries into aspects of the Bible or the Koran. Others contain moral lessons derived from these sacred books. Perhaps the most common category, however, is testimonies of personal religious experiences. Much of this literature hardly makes its way outside Africa and is only rarely to be found in even the finest Western academic libraries.

The most puzzling genre, at least for anyone educated in modern Western academies of learning, is that of the numerous works on witchcraft and other perceived forms of evil, sometimes in the form of a description of a personal journey into a world of spirits. While many pious works on Christianity on sale in Africa are authored by American evangelicals and published in America, popular books on witchcraft and mystical voyages are almost invariably written by Africans and published locally. Similar material is circulated through churches, sometimes in the form of video recordings. This is also true of African-led churches in the diaspora, among African communities on other continents. It is impossible to know with certainty how many people give any credence to stories like these, but the indications are that very many do so. Not only do pamphlets describing mystical journeys appear to circulate in large numbers, but such accounts may clearly be situated within an older tradition of stories about witchcraft and journeys into the underworld which is to be found in collections of folklore and even in the literature of high culture. Studies of churches and of healers in almost any part of Africa indicate that incidents of perceived witchcraft and of shamanism or near-death experiences are relatively common, and probably have been for as long as it is possible to trace. Such evidence may be drawn not just from studies of the pentecostal churches which have attracted so much scholarly interest of late, but also of many other sorts of church including African independent congregations, of Muslim communities and of indigenous religious traditions. Thus, the popular literature written by people who claim to have experienced spiritual journeys or to have expert knowledge of witchcraft is not, we believe, an ephemeral genre but rather represents a modern form of an important tradition of mysticism in Africa.

Economists using a narrowly defined neo-classical model have derived the hypothesis, often treated as an empirically demonstrated proposition, that traditional African systems of ‘communal’ land tenure are inefficient when land has scarcity value. By way of contrast, individualised tenure, typically defined as demarcation and registration of freehold title, is viewed as superior because owners are given incentives to use land most efficiently and thereby maximise agriculture's contribution to social well-being.

How African politicians, especially legislators, behave on a daily basis is still largely unknown. This article gives a unique empirical account of the daily accountability pressures and the strategies that Members of Parliament (MPs) in Ghana employ in responding to the demands that they face. While literature on political clientelism focuses on explanatory factors like lack of political credibility, political machines capable of effective monitoring, autonomy of brokers, high levels of poverty, and political competiveness, the role of institutions has been overlooked. While the existing literature suggests that political clientelism is an optimal strategy in the context of weak institutions, the present analysis finds that the institution of the office of Member of Parliament in Ghana is strong, but shaped by informal norms in ways that favour the provision of private goods in clientelistic networks. The analysis also points to theoretical lessons on how political clientelism can endogenously undermine the conditions for its own existence.

There is evidence of a new trend in recent scholarship on African political economy: an effort to tip the scale towards the latter end of the so-called state-society balance. This nascent movement portends to serve as a corrective to past academic work devoted to defining and delineating the form and nature of the African state. The statist literature has traditionally formed two camps, one based on liberal, neo-classical theory, and the other informed by the neo-Marxist dependencia model. No matter what the approach, in these studies the state is the central locus of macro-economic and political processes: as the centre of resource extraction and distribution, and the determinant of the nature of national politics, the state is fixated upon as the source of, and/or solution to, the economic status of African societies.

Daniel arap Moi's announcement in October 1982 that Kenya would henceforth allocate its resources for rural development on a decentralised basis, to be more responsive to the ‘needs and aspirations of wananchi’,1 is one of the clearest statements by an African President that the state must establish a better consultative relationship with the people it claims to serve.

The HIV/AIDS epidemic in South Africa is rapidly escalating, and its demographic and social impact is beginning to be felt. Although the damage to the macro-economy is projected to be slight, the consequences for affected households will be dire, and social indicators such as life expectancy will deteriorate dramatically. A large majority of South Africans are affiliated to Christian Churches, but this has not prevented the types of sexual behaviour that promote the epidemic. Based on research in a KwaZulu township, this article presents evidence on the level of extra- and pre-marital sex (EPMS) among members of different church types. It is argued that only Pentecostal churches significantly reduce EPMS among members; and that they achieve this by maintaining high levels of four crucial variables: indoctrination, religious experience, exclusion and socialisation.

Citing recent case study evidence from various parts of Africa, this article argues that the income diversification efforts of most rural dwellers over the past decade have been directed at meeting daily needs amidst declining returns to commercial agriculture. Individuals and households have experimented with new forms of livelihood, expanding their non-agricultural income sources, while retaining their base in subsistence farming. Various livelihood patterns are emerging, depending on historical, geographical and agro-ecological factors at local and national levels. Livelihood experimentation has catalysed overlapping arenas of dynamic change, notably disequilibria between households and individual members, tensions between generations, the recalibration of gender power balances, and a search for new social networks. So far this surge of livelihood ‘multiplexity’ has not generated adequate overall levels of gainful employment, technical innovation, purchasing power or welfare improvement. Thus, probing the complex interplay of economic, social, cultural and political dynamics in rural Africa becomes all the more essential for effective policy formulation.

Nigeria's police and judiciary have failed to protect its citizens and have therefore lost all credibility. European principles of justice have likewise become discredited. Militias like the Bakassi Boys offer a popular alternative, which includes public executions and the use of the occult in fighting evil. But the growing fear of crime is only one reason why ‘jungle justice’ may spread. Governors and influential politicians help finance armed vigilante groups, and may make use of young men with machetes and pump-action shotguns to intimidate political opponents. As an ethnic militia that is ready to defend the interests of the ‘Igbo nation’, the Bakassi Boys have also been used to kill members of other ethnic groups. In many parts of Nigeria, ethnic and religious communities are preparing for ‘self-defence’, because they have no trust in the ability of democratic institutions to settle their conflicts.
