The regal union (and James VI and I's desire that it be perfected) produced varied responses to Scotland, not just hostile reactions. Plays, pamphlets, treatises, and manuscripts accompanied parliamentary debate in England and queried the precedents for, as well as the future potential of, something called Britain. They also engaged with the nature of sovereignty. Authors thus deployed both negative and positive descriptions of the Scots, and they were unified less by Scotophobia and more by a tendency to privilege a distinctly English narrative despite a specifically British problem. Such Anglocentric narratives circumvented the issue of the Anglo-Scottish relationship, postponing English engagement with the realities of their new context. This was possible only because the Scots occupied a position somewhere between sameness and difference in the English imagination.

If clothing can be said to have political and cultural meaning, then the same must surely be true of its absence. In the British Empire, where the calibration of difference was paramount, nakedness acquired hierarchical significance. The sensibilities of the Victorians clashed with those of their colonial subjects on this topic over and over again, and nakedness came to define savagery and subjecthood. Through the optics of scientific literature, popular photography, and art, this essay examines the colonial politics of nakedness, its gendered dynamics, and the tensions between the erotic and the scientific.

Current approaches to the history of early modern population thought focus on the state and secular governance, while standard treatments of Restoration and Augustan “political arithmetic” emphasize its economic or social-scientific content. This article recovers nonsecular uses of demographic quantification, excavating the use of political arithmetic in religious polemic between ca. 1660 and ca. 1750. As a form of empirical natural philosophy, political arithmetic suited the polemical needs of latitudinarian Anglicans and others combating deism, atheism, and preadamism; the demographic regularities it revealed furnished evidence of providential solicitude, while the history of population growth was a potential prop for scriptural chronologies. A strand of “sacred” political arithmetic thus contributed to natural theology while modeling—albeit inconsistently—new historical applications for empirical methodology. The article concludes by considering possible causes for the decline of this “sacred” strand of demographic quantification, while suggesting connections between it and better-known secular forms of Enlightenment-era population thought.

In late 1599 the population of York was able to witness a fairly extraordinary sight. In York Castle, the Catholic prisoners of conscience, as they saw themselves (though others regarded them as dangerous political dissidents), were being compelled to listen, once a week, to a Protestant sermon. These sermons were preached at them by a slate of godly ministers. This exercise was something the prisoners actively contested by murmuring, blocking their ears, shouting, and attempting to rush out of the hall. The prisoners' antics provoked the authorities into increasingly coercive measures to make them hear the Word of God. This outwardly rather ridiculous and unseemly charade went on, week after week, for nearly a year, at which point the whole business was abandoned by the lord president, Lord Burghley, as a waste of time. However, by decoding the extant manuscript narrative that we have of the sermon series and by looking at who was involved in this business and why, and what political messages were being sent during the course of it, we can say something about the popular politics of late Elizabethan England. In particular, we can comment on the strategies adopted by those who were anticipating the moment, surely not far off, when Tudor power would be extinguished and Elizabeth's crown would pass to her successor.

Despite an established literature on gender, consumerism, and dress, there is almost no research on fashion and the life cycle. Meanwhile, the historiography on aging has addressed stigma, physicality, and sexuality, though only tangentially the manufacture of femininity through clothes. This article links the two separate historiographies. It is concerned with the ongoing fabrication of mature femininity through fashionable clothes, and the paradoxes inherent in that performance. The misogynist attack on dressy older women was pungent, but mature women still had to clothe themselves. Accusations of frolicking in a lamb fashion were mortifying, but keeping up appearances was vital too. This article examines the interplay of age and fashion, re-creating the distinctive way women of the middling ranks and lesser gentry negotiated the pitfalls of dressing past their prime, charting a perilous course between indignity and scorn on the one hand and invisibility on the other. Perceptions of age and aging bore unevenly on women and men. Nevertheless, conviction about the decorum of female sartorial retirement once the blush was off the peach and savage portrayals of hideous physical decline were counterbalanced by the blandishments of the market itself. Cumulatively, the Georgian marketplace tended to endorse the public profiles of older women, suggesting a galaxy of imagined performances that overwhelmed the misogynist discourse arguing for their obliteration.

This article sets the wide-ranging controversy over the doctrine of the Trinity that erupted in late seventeenth-century England firmly within the political context of the Glorious Revolution of 1688–1689. Against a voluminous historiography that confines the trinitarian controversy within the apolitical narrative of an incipient English enlightenment, this article considers the controversy as part of the broader political crisis that befell church and state in the final years of the century. The trinitarian controversy must be understood not simply as a doctrinal dispute but as a disciplinary crisis: a far-reaching debate over not only the content of orthodoxy but also the constitutional apportionment of responsibilities for its enforcement. As such, the controversy featured interventions from an unprecedented array of public authorities—Crown, Parliament, university, episcopate, and convocation—all claiming the preeminent custody of orthodoxy in an institutional landscape profoundly unsettled by revolutionary upheaval. This institutional dimension, long ignored by historians and theologians, placed the trinitarian controversy at the heart of civil and ecclesiastical politics during the reign of William and Mary. Indeed, the trinitarian controversy may be considered the defining event in church politics in the postrevolutionary era, exercising a prevailing influence on the content of Anglican ecclesiastical partisanship for much of the early eighteenth century. While recognizing the importance of these disputes to the emergence of an English enlightenment, this article insists that the trinitarian controversy is equally indispensable for understanding the rage of political parties in postrevolutionary England.

Throughout the reign of Elizabeth I, a steady stream of tracts appeared in English print to vindicate the succession of the most prominent contenders, Mary and James Stuart of Scotland. This article offers a comprehensive account of the polemical battle between the supporters and opponents of the Stuarts, and further identifies various theories of English kingship, most notably the theory of corporate kingship, developed by the Stuart polemicists to defend the Scottish succession. James's accession to the English throne in March 1603 marked the protracted end of the debate over the succession. The article concludes by suggesting that, while powerfully renouncing the opposition to his succession, over the course of his attempt to unify his two kingdoms, James and his supporters ultimately departed from the polemic of corporate kingship, for a more assertive language of kingship by natural and divine law.

Despite a recent expansion of interest in the history of Restoration Scotland, historiographical engagement with the place of the Highlands in the Restoration state continues to be relatively limited. Building upon recent research into the political culture of the later seventeenth century, this article offers a new conceptualization of the relationship between the center and the Highland periphery. It argues that the region was heavily integrated into wider political circumstances, while recognizing that contemporary statesmen remained concerned about its perceived wildness. From this basis, the article moves on to consider the nature of Highland policy, suggesting that tactical shifts spoke of deeper strategic uncertainty as to whether the Highlands were best controlled through the direct imposition of government power or by close cooperation with local elites.

Violence was an important part of the educational experience of many British children during the nineteenth and twentieth centuries. It principally took the form of playground fights, in which children competed in displays of physical prowess to win the accolade “cock of the school,” the term attached to the best fighter. This article examines the background to these fights using autobiographical accounts produced by individuals educated between 1890 and 1940. Working from common themes in these accounts, it explains the structure and context of schoolyard fights. In particular, it examines the manner in which contemporary notions of masculinity influenced the conduct of children. Fighting was a means by which a schoolboy could act out a fantasy of manhood and, through this, relate to his peers and the school environment.

Recent scholarship has suggested that frequent receipt of news, especially in new media such as newspapers, altered conceptions of time in the early modern period. In particular, a new and modern “present” was born. This occupied a half-known and semifluid point between the fixity of the past and the unpredictability of the future. It created an imagined contemporaneous moment that linked geographically dispersed events. It was progressive, appearing to move the world ever forward into a novel state. However, close examination of English newspapers in the period 1695–1713, the first era of sustained news periodicals, calls these suggestions into question. Certainly the press of this era provided a constant and corrective update of information from all over Europe. This might have encouraged a sense of a fluid, contemporaneous, and progressive present. However, newspapers also tended to catalog information like a chronicle, which had the potential to fix contents as established history rather than fluid news. Delays in communication from distant places and journalistic practices of holding back stories for later publication ensured that information of different ages was presented on the same page. This destroyed any clear sense of a contemporaneous moment. The requirement to print the next issue even when there was no new information drew explicit attention to the lack of progressive development in some stories. This article posits a highly fractured presentation of time in later Stuart newspapers. It suggests that this is perhaps best analyzed by concepts drawn from “postmodern” theory rather than a hunt for emerging features of “modernity.”

The reforms in the rites and ceremonies of the Order of the Garter that Charles I introduced during the 1620s and 1630s have traditionally been seen by historians as enhancing its high church, religious associations and downplaying its military traditions. This study, however, argues that the celebration of courage, martial achievement, and noble companionship remained central themes within the order during this period and that this tells us a good deal about how Charles understood his relationship with his nobles, and the honorific and chivalric values that lay at the heart of his kingship.

This article explores the formation of British imperial identity through a focus on the career of Sir James Mackintosh (1765–1832), a well-known Whig intellectual and imperial careerist who originally hailed from the Highlands of Scotland. Using Mackintosh's unpublished letters and autobiography, the article shows how he imagined and narrated his relationship to the Scottish Highlands from the vantage points of Bombay and London. In contrast to recent historiography that has focused on the translation of Scottish society, culture, and identity in British imperial spaces, this article argues that disidentification from the Highlands of Scotland and the erasure of different peoples, cultures, and textures of life was integral to Mackintosh's configuration of a British imperial identity.

The necessity of adopting or redefining illiberal measures—such as torture, internment, or targeted-killings of terrorists—to protect states places burdens on the meaning of liberalism around the world. After 1969, liberal intellectual responses to the so-called Troubles in Northern Ireland identified two conflicted groups of Irish liberals. Then academic and politician Conor Cruise O'Brien attempted to reduce responses to the crisis to the choice between supporting the state and condoning terrorism. “Consenting liberals” compromised professional practices in the law, journalism, broadcasting, and academia to support the state's counterinsurgency. Alternatively, “dissenting liberals” defended their “neutrality” alongside the freedom to criticize the counterinsurgency. Justifying infringements on individual freedoms, O'Brien and others said the democratic state was imperiled. But, anomalously, freedoms were sacrificed in defense of the Irish state, which in security terms did little to defend itself. Nevertheless, the counterinsurgency became an organizing principle in intellectual life, and over forty years colored self-perceptions of Irish society, past and present.

The completion of the House of Commons, 1604–1629, a sprawling research project involving over a dozen scholars who have toiled in the archival vineyards for the past quarter century, is a development of fundamental importance for the study of early Stuart history. This essay highlights some of its many findings and suggests some directions for further research, deploying the riches in these six volumes.

“Finding the money”—whether money lost, hidden, or needed—became a defining practical and epistemological problem in the decade after the 1688 Revolution. It was a problem that linked together actors in fiscal administration, parliamentary politics, and economic theory, and drove innovative new applications of numerical calculation to political reasoning. In the debates on monarchical revenues that arose in 1689, a crisis of knowledge engulfed Parliament as MPs discovered how few among them had any insight into the nation's fiscal well-being. A parliamentary Commission of Public Accounts, formed in 1690, learned that even a basic financial assessment was extraordinarily difficult. Yet the commission's travails also revealed numerical calculations to be a potent political tool, which empowered relative outsiders to make incisive criticisms without complete information. Such combative political computation was systematized in the “political arithmetick” of Charles Davenant, who provided a novel political rationale for the value of “probable” knowledge.

In 1778, in response to news of the American alliance with France, the British government proposed a series of Catholic relief bills aimed at tolerating Catholicism in England, Scotland, and Ireland. Officials saw the legislation as a pragmatic response to a dramatically expanded war, but ordinary Britons were far less tolerant. They argued that the relief acts threatened to undermine a widely shared Protestant British patriotism that defined itself against Catholicism and France. Through an elaborate and well-connected popular print culture, Britons living in distant Atlantic communities, such as Kingston (Jamaica), Glasgow, Dublin, and New York City, publicly engaged in a radical brand of Protestant patriotism that began to question the very legitimacy of their own government. Events culminated in June 1780, with five days of violent, deadly rioting in the nation's capitol. Yet the Gordon Riots represent only the most famous example of this new, more zealous defense of Protestant Whig Britishness. In the British Caribbean and North America, unrelenting fears of French invasions and the perceived incompetence of the government mixed with an increasingly confrontational Protestant political culture to expose the fragile nature of British patriotism. In Scotland, anti-Catholic riots drove the country to near rebellion in early 1779, while in Ireland, Protestants and Catholics took advantage of this political instability to make demands for economic and political independence, culminating in the country's legislative autonomy in 1782. Ultimately, Catholic relief and the American alliance with France fundamentally altered how ordinary Britons viewed their government and, perhaps, laid the foundations for the far more radical political culture of the 1790s.
