Use of seasonal climate forecasts is a rapidly evolving area. Effective research and application of climate forecasts require close cooperation between scientists in diverse disciplines and decision makers. Successful collaboration requires all players to at least partially understand each other's perspectives. Issues associated with seasonal forecasts, through a selected review of both physical and social sciences literature, is presented. Our hope is that the review will improve research in this area by stimulating further collaborations.

With sustained appreciation of the U.S. dollar over the past 4 years, the exchange rate has again taken on importance for agriculture. This overview paper revisits the analysis of exchange rate impacts, reviewing the relevant conceptual arguments, summarizing the evidence economists and agricultural economists have marshaled from the 1970s and the 1980s and from several more recent papers, presenting some illustrative recent empirical analysis of exchange rate effects, and briefly examining the detrimental consequences that sustained appreciation of the dollar is having on U.S. farm policy.

Financing local public goods is a major issue in many communities, especially those that have experienced rapid growth. This paper analyzes problems associated with locally collected real property taxes where the real property tax base is only revaluated at long time intervals. Using counties in North Carolina as the subject of the analysis, we find that effective real property tax rates fall between revaluations. We calculate that a system of taxing market values of real property at a constant legislated tax rate would have yielded additional annual revenues of $320 million for North Carolina counties over 1980 to 1995.

A method of paired comparison is adapted for use in estimating economic measures of value. The method elicits multiple binary choices for paired items in a choice set. Probability distributions and economic values are estimated nonparametrically and parametri-cally. The method is applied in an experimental context with a choice set composed of four private goods and several sums of money. The sample's median value estimates for the goods are generally not different than the market prices for these goods. People who are in the market for a good value it higher than those not in the market for the good.

As national and local economies become more globalized, many rural areas are going to find it more difficult to compete for private capital investments. A traditional tool, modifications to tax policy, of state and local governments will not be as effective (for many communities it has never been effective) in the future. These communities will need to seek other avenues of growth. However, for many rural communities even alternative avenues will not lead to enhanced economic opportunity.

The free market-based policies of the corporate community model have skewed economic development across the South. For many small, rural communities, the consequences of global capitalism have resulted in declining real wages, high underemployment, and increasing rates of income inequality. Backed by recent scholarship and grassroots movements that suggest that both civic engagement and the presence of smaller-scale, locally controlled enterprises can help determine whether communities prosper or decline, this paper explores the links between social structure and rural development in the South. The goal is to expand our understanding of civic community theory as an alternative to the neoclassical economic model of development. Using a local problem-solving framework, we suggest that a departure from the traditional, neoclassical path of development is in order. We conclude that rural policy makers must establish a role for civic community in the rural development process if they wish to protect the welfare of workers and communities, while increasing the prospects of economic growth with prosperity.

Restrictions on the ownership of farmland by nonresidents of Saskatchewan were imposed by the Farmland Security Act (FSA) in 1974. The FSA has been blamed by some observers for depressed provincial land values. An adaptive expectations present value model is developed to estimate the effects of the FSA, with the province of Alberta included as a control. Results of seemingly unrelated regressions and generalized autoregressive conditional heteroscedasticity estimates find no statistically significant effect of the FSA on the value of land in Saskatchewan. This may indicate that the effect of the regulatory change is too small to be measured accurately.
