Princess Gina de Liechtenstein, President of her country's National Society, accompanied by her son Prince Niklaus and her father Count de Wilczek, honoured the International Committee with a visit on 2 December 1969. She was received by the institution's President, Mr. Marcel A. Naville, together with Mr. Pictet, Member of the ICRC and one of the senior officials.

The opening of hostilities was preceded by minor incidents at first, then followed by more serious ones notably at the two football matches between the national teams of Honduras and Salvador which took place in June, the one in Tegucigalpa and the other in San Salvador.

It was with regret that the International Committee learnt of the death, on 21 October 1970, of Mr. Frédéric Barbey, who was co-opted to the ICRC in 1915 and was at that time active in the work of the International Prisoners of War Agency. In 1921 he became an honorary member and in 1938 again dedicated himself fully to the work of the Red Cross. Devoting himself unstintingly to the institution as soon as the Second World War broke out, as he had done during the First World War, he gave invaluable assistance. International Review had occasion in June 1947, when Mr. Barbey had again become an honorary member of the institution, to mention the important part he played in helping the ICRC to discharge its mission. The following extract from that article concerns his work from 1939 onwards:

The ICRC has appointed Dr. Roland Marti as its permanent medical consultant.

In 1936 he joined the ICRC as a delegate and was sent to Spain during the civil war. On his return in March 1940, he was appointed head of the delegation in Germany where he served throughout the Second World War. Many missions took him to various countries, particularly in the Middle East (1948), Kashmir (1949), Bengal (1950) and Vietnam (1951).

The XXIst International Conference of the Red Cross, meeting at Istanbul in September 1969, devoted its Resolution XIII to the reaffirmation and development of the laws and customs applicable in armed conflicts. That resolution, the text of which is appended hereto, assigns to the International Committee of the Red Cross some heavy tasks, in particular that of drawing up proposals in that field for submission to governments.

As it had already done in the past, and thanks to the kindness of the League, the ICRC invited on 22 September representatives from the Red Cross, Red Crescent and Red Lion and Sun National Societies, who were present in Geneva for the League Executive Committee, to its headquarters, in order to acquaint them with its present activities, both practical and general. They had thus the opportunity of listening to a number of accounts, which were then followed by a general discussion.

Already in 1964 the International Committee of the Red Cross, in co-operation with the Red Crescent Society of the United Arab Republic, helped Yemeni war wounded who had had to undergo amputation. Several groups of such disabled casualties went at that time to Cairo where they were treated before being fitted with an artificial limb in a rehabilitation centre near the Egyptian capital. The ICRC bore the cost whilst the U.A.R. authorities provided air transport between Cairo and Sana'a.

On 26 January 1968, the International Committee of the Red Cross launched an appeal for those suffering as a result of the fighting in Laos, to which a large number of National Societies made generous response. In its report of 4 September 1969, the ICRC stated the increasing needs brought about by the influx of more displaced persons and hinted at the possibility of making a further appeal to the Red Cross world.

On 2 October Princess Beatrix and Prince Claus of the Netherlands visited the International Committee, where they were welcomed by Mr. Marcel A. Naville, President of the ICRC, Mr. Jean Pictet, Committee member, and senior officials. After an address on the ICRC's current activities, they visited the Central Tracing Agency.
