The Council of the Organization of American States met several times during the early part of 1949. At its meeting on January 5, the Council approved in principle the report of the Committee on Finance for the 1949–1950 budget and received the report of the Committee on Privileges and Immunities submitting a projected multilateral agreement on privileges and immunities of the Organization of American States and a draft agreement between the Council and the United States. The Council also approved the conclusions of the Committee on Inter-American Organizations which had submitted a project of agreement between the Inter-American Statistical Institute which, financially, brought the Institute under the administration of the Council. At a special meeting convened at the request of the Ambassadors of Chile and Guatemala on January 24, the Council resolved not to consider the matter of asylum and safe-conduct for the ex-President of Venezuela since the conditions demanding it no longer existed, but approved a resolution to appoint a committee to study the competence of the Council to consider matters of this nature.
