Extract

The Trusteeship Council convened for its second session on November 20, 1947, with the added participation of the Philippines and Costa Rica, which were elected to the Council on November 13 by the General Assembly. These elections were required to preserve the balance between administering and non-administering members, since the United States became an administering member when the trusteeship agreement for the former Japanese-mandated islands was approved.
