It affirmed, inter alia, the following principles for sharing these costs by assessed or voluntary contributions or a combination thereof: 1) The financing of such operations was the collective responsibility of all UN Members; 2) the economically more developed countries were in a position to make relatively larger contributions than the economically less developed; 3) without prejudice to the principle of collective responsibility efforts should be made to encourage voluntary contributions from Members; 4) the special responsibilities of the permanent members of the Security Council for the maintenance of peace Member would be in proportion to its and security should be borne in mind in connection with their contributions to the financing of peace and security operations; 5) where circumstances warranted, the Assembly should give special consideration to the situation of any Member which was a victim of or otherwise involved in the events or actions leading to a peacekeeping operation. The Assembly also decided that suitable administrative procedures should be established to insure that provision for the financing of a peacekeeping operation was made by die General Assembly at the time the operation was authorized.
