In this article, I choose struggles over skill development as an entry point to uncovering features of women's labor activism in state-owned tobacco factories in Romania, from the 1920s to the early 1960s. I look at the processes that constructed women tobacco workers, especially those at the Tobacco Manufactory in the city of Cluj, as non-skilled workers, and examine the forms of labor activism in the tobacco industry that challenged those constructs. I describe how women's work at the Cluj Tobacco Manufactory, from the mid-1920s to the mid-1950s, was shaped by successive waves of production intensification and rationalization, demonstrating that these reorganizations affected female workers more than they affected their male coworkers. I point out that although they were considered non-skilled laborers, female tobacco workers exercised an amount of control over their work and were important contributors to their families’ maintenance. I show that spanning two different political regimes, matters of skill were at the core of labor activism. For female workers, in the interwar period, labor activism in male-dominated organizations and structures entailed skill-mediated political strategies that emphasized experience and shopfloor status besides skill. By the 1950s, labor activism encompassed engaging in confrontational politics over seasoned women workers’ lack of access to skill training programs. I show that both in the late 1920s and in the early 1950s, illiteracy and women's more limited access to formal schooling in general shaped new experiences of participation in labor politics.

From the nineteenth century, when the new social question of women's factory labor came to preoccupy the (middle-class) public imagination, to the present times of globalized labor chains, discourses on gendered labor have been at once fluid and constitutive of labor hierarchies. These discourses and social relations affirm their centrality within processes of industrialization and workplace restructuring as well as in development policy, urban formation, and indeed, nation building. Depending on the political economy of the labor market, the images of laboring women accordingly oscillated between, for instance, helpless and exploited victims to national heroines in the service of developmental projects. At the same time, since the early nineteenth-century, the steadily accumulating social reform, labor inspection, or social scientific accounts of women's paid and unpaid labor testified to states’ and employers’ growing comfort with hiring what was and is still, in many ways, a cheap, easily exploitable category of workers, one whose profitability increased the more precarious their employment became. Such discourses and labor control practices were deeply racialized and classed. On the other side of the public imagination and employer's surveillance, women who engaged in paid work sometimes appropriated the discourses and reshaped the practices that were used to characterize their labor and judge their choices.

Based on media stories and union campaigns, this paper tracks the discourses from the 1930s to the 1970s around the ‘shop girl’ in Johannesburg. It argues that the shop girl was a figure of white femininity that complicates the now extensive literature on white women in South Africa through its reproduction of the enduring tension of class difference. Through archival research and interviews, the paper shows how the ‘shop girl’ contributed to an ideology of white nationalism, focused more traditionally around motherhood and domesticity. The embodied labor of white women workers in Johannesburg both relied on their femininity and ensured that the affective labor of service work was a site of contradiction and contestation with white middle class women consumers. Class difference could therefore be contained within the semiotics of white nationhood through the site of consumption and retailing.

The simultaneous processes of secular state-building and state-led industrialisation resulted in a new ideology of women's labor in Turkey in the 1930s and the first half of the 1940s. As the country moved away from protectionist, state-led industrialisation in the post-war period, female industrial labor received increasing and contradictory attention from policy makers, employers, the new trade union movement, and middle-class feminists. On the one hand, there emerged an idealized image of factory women that emphasized their productive potential by metaphorically linking them with technology and mass production. However, this proud, progressive message was counterbalanced by an anxious, conservative view of young women's work—one that criticized factory girls’ consumption choices as posing a threat to respectable femininity. Weaving together lines of inquiry such as the change in industrialisation policy, women's access to technology, the sexual division of labor, and the emergent consumption patterns, I unpack the tropes of working-class productivity and femininity against the backdrop of the post-war expansion of capitalism in Turkey.

Memory has become increasingly important in the study of deindustrialization over the last decade. The ways in which those who witnessed drastic socio-economic change reflect on their experiences decades later are crucial in understanding the ramifications. In this paper, I am concerned with the relationships between individual and popular/public memory for women manufacturing workers who participated in militant industrial action to oppose closure. Over a fourteen-month period in 1981 and 1982, three Scottish workforces refused to accept the relocation of their factories and launched occupations in resistance. The workers at the multinational factories of Lee Jeans (Greenock), Lovable Bra (Cumbernauld), and Plessey Capacitors (Bathgate) launched action to oppose shutdowns, which were announced during a period of accelerated closure in Britain. This aspect makes these workers unique in the history of factory closings; as has been demonstrated extensively, militant resistance was very much the exception. The vast majority of industrial workers reluctantly accepted management decisions, with most energy from the labor movement spent on securing enhanced redundancy packages.1 These workers are therefore exceptional among those who experienced the brutality of deindustrialization. They are additionally unique as the workers involved were predominantly women, whose experiences have not been sufficiently incorporated in previous studies of manufacturing closure.2 The disputes were widely reported on at the time; the story of Scottish women fighting against multinational corporations’ “unfair” decisions during a period of rapidly increasing unemployment captured the attention of the labor movement, journalists, and politicians. And, whilst they were not part of a coordinated response to closure, there were clear links between the actions, and significant overlap among the workers involved.

Health workers’ protests for better salaries and working conditions were extensive and reflected a dramatic change in the way medical practitioners in Brazil perceived their professional and political identities. Fusing together histories of medicine and labor, the article shows how physicians not only led strikes and unionized by their tens of thousands but also collaborated with blue-collar sectors in a larger struggle for working rights, access to healthcare, and structural reforms. Dictatorship officials, the article reveals, were significantly concerned by hospital strikes and particularly by the emerging cross-sector alliance. In this sense, the doctors’ movement played a significant role in challenging Brazil's military rule and advancing the nation's transition to democracy.

This article focuses on production cycles of traditional embroidery making (yaka) in Turkmenistan. In Turkmenistan, yaka is a key element in the national dress for women's everyday wear and since the process of the embroidery making is often handmade, the distribution of yaka and the networks of producing and dealing this essential apparel offer a rich ethnographic context. The article focuses on the study of resellers and dealers who control the market flow and the precarious labor of those women who produce this highly valued handmade product in villages and households and then resell them at the major bazaar hubs in the central cities. At each stage, there is a quality, price and “tradition” control—whether the product adheres to the constructed but widely shared idea of the “national dress.” These relations are also imbued with logics of the gendered economy of respect for work and mutual help given the precarious circumstances of each individual yaka-maker. Yaka-making is seen by many women as a way out of financial crises, but it becomes a cycle of precarity based on the trends, demands, and forms of the formal dress requirement in the state institutions to which female clients have to adhere to when choosing the product. What influences the market flows in trends, supply, and everyday profit? How do women regulate the market from within despite the growing precarity? Studying these internal power relations will help us reveal how cultural and social control stems from the precisely political and male domination and how the rules of the game in that field are guided by completely different gendered and labor principles on the ground.

The paper focuses on the Italian-speaking anarchists of the end of the nineteenth century and their involvement and legacy in trade union movements and strikes in Tunis during the first decade of the twentieth century. A perspective privileging the internationalist and trade-unionist activities, and their impact on that specific colonial context, avoids the dangers of a rigid ethnoscape and methodological nationalism. Even though most of the actors of this story were considered by the states as Italian nationals, their conflictual (at least for the anarchists) nationality helps us to understand the complexity of the national-cultural belonging of subversive migrants in the Imperial Mediterranean. The ideological struggle on the subversive legacy of Giuseppe Garibaldi at the end of the nineteenth century and the conflictual relations of the trade unions with consular authorities at the beginning of the twentieth century showed an Italian-speaking internationalism in the Southern Mediterranean shore, tightly connected with the European and the American areas. Based on understudied diplomatic, colonial, and police records, this research aims at analyzing the attempts of an international working-class movement in a hierarchical colonial situation also through Italian, French, and Tunisian sources.

From the end of the 1960s until the outbreak of the Civil War (1975), Lebanon experienced a phase of relatively sustained industrial expansion. Albeit the “boom” did not modify significantly Lebanon's tertiarized economic structure, it was anyway sufficient to create the structural conditions for the emergence of a new militant working-class able to become one of the most relevant contentious actors of its time. This new working class was made primarily of very young and recently urbanized unemployed of rural origin, brutally injected in a crude and hyper-exploitative productive cycle where formal labor unions were, for the most part, absent or scarcely effective. The input for their grassroots, transgressive organization into factory-based Workers’ Committees came from the Organization for Communist Action in Lebanon (OACL), i.e. the most important force of the so-called Lebanese New Left, within the framework of a broader process of militant penetration of the “revolutionary classes” produced by the contradictions of Lebanese capitalism. This created the precondition for the Committees to affirm themselves not only as the radical avant-garde of the Lebanese labor movement but also as an integral part of a broader process of contestation of the existing status quo by the subaltern groups emerged from - or activated by - the structural and cultural changes that the country was experiencing. By retrieving the forgotten history of the Workers’ Committees, the article wants to examine the forms and the trajectories whereby such a new working class became an integral part of this process. In particular, by adopting a Gramscian methodology, the article will first expose the structural changes in the Lebanese industrial sector in the examined period and their labor implications. Then, it will focus on the dynamics which superseded the Committees' birth and affirmation, reserving particular attention to the role played by the OACL. Finally, it will conclude by examining the impact of their agency on the political developments that the country was experiencing. The paper contends that the emergence and the affirmation of counter-hegemonical and transformative working-class activism on the eve of the Civil War, along with representing a direct by-product of structural stresses and constraints, was significantly debtor also of the new ideological and militant infrastructures that the emergence of an Arab New Left had contributed to popularize and deploy. The paper wants also to intervene in the historiographical debate on the Lebanese Civil War, stressing the importance of both subaltern actors and class phenomena in its outbreak, which have generally been widely disregarded by the dominant understandings of the conflict.

What forms of precarity do civil society actors experience in Central Asia? What are the sources of these precarities? In this article, I synthesize literature from political science and development studies to identify five top-down mechanisms of precaritization for civil society: (extra)legal restrictions on operations, financing activities, flows of funding from the Global North, professionalization, and the sociopolitical atmosphere. I draw on twenty-seven interviews with activists and human rights defenders in Kazakhstan to consider how civil society actors navigate structural constraints on their work. In line with the literature on authoritarian regimes, I find that civil society actors who criticize the regime face precarity through coercion and bureaucratic demands. But whereas development studies scholarship has been pessimistic about the effects of professionalization, Kazakhstan's civil society actors see their technical training and pressure to formalize their organizations as beneficial to their reputation and institutional leverage.

This paper analyses the influence that manpower agencies have on hiring practices and employment in Kazakhstan's oil sector. While influenced by the literature on transition from planned to market economy, this article's main argument is rooted in the understanding that labor precarization is produced through transnational capitalist practices. The influx of foreign capital through the investments of transnational companies (TNCs) also transplanted into Kazakhstan's labor market their antilabor policies and practices. This welcomed the presence of a new, dedicated actor for the establishment and curation of labor relations, namely manpower agencies, especially in the oil-rich region of Atyrau. This article argues there, the rationale for the presence of manpower agencies and the absence of trade unions is directly linked to the activities of TNCs. Manpower agencies have a decisive role in making employment and labor increasingly precarious in the oil sector. Manpower agencies function as a disaggregation force in the oil industry. Their presence stimulates a race to the bottom among workers, who have no other option but to accept precarious, unsafe, and underpaid jobs. Against this backdrop, the paper also offers a peek into “industrial gossip,” gathered during fieldwork in the Atyrau region. This more anthropological side of the argument highlights how the world of manpower agencies helps TNCs thrive by creating an atomized workforce.

In 2019, near Nur-Sultan, Kazakhstan, five children perished in a house fire while their parents were away at night shift jobs. This widely-reported tragedy brought to light conflicting imperatives and highlighted the precarity of gendered productive and reproductive labor across Kazakhstan. This highly-publicized incident ignited a conflagration of protests by “mothers with many children” (mnogodetnye mamy, kopbala analar), the official designation for low-income women who have four or more children and are eligible for state support. This paper analyzes the mothers’ protests of 2019, and the public and official responses to these protests. It finds that, by centering motherhood and traditional gender norms in their protests, these protestors successfully linked their demands for social benefits back to historic Soviet-era protectionist and paternalist policies, thus legitimizing their demands. However, the article argues that at the same time these gendered labor norms force women, especially marginalized mothers, to engage in precarious forms of labor that neither Western-style NGOs nor limited government support are able to adequately address. The article further concludes that “mothers with many children” labor under precarious conditions and are subject to skepticism and censure, as their actions challenge idealized national scripts of proper womanhood in Kazakhstan. This research contributes to the study of labor, gender, and reproduction in Central Asia and calls for centering the study of gendered labor precarity within Central Asian studies.

Recent years have witnessed an upsurge of interest in the “sharing,” “gig,” or “on-demand” economy, which has been changing the relationships between customers, workers, and companies. While literature on the gig economy in the Western context abounds, few studies have focused on “digitalized” labor relations in the Central Asian context.

Drawing on qualitative field research in Kazakhstan in 2016 and 2021, supplemented by quantitative data, this article contributes to debates about labor relations and the digitalized “gig” economy in a non-Western context. It provides a novel, in-depth, multisource account of the structure of platform-based business and work experiences in the digitally enabled Kazakh gig economy. Using ethnographic evidence, we offer a detailed analysis of labor conditions from the perspective of platform-based companies and gig workers, identifying resistance and “survival” strategies used to navigate and even challenge the existing system characterized by “algorithmic management” or “algorithm-based” labor relations.

The end of the Soviet Union marked a turning point in the radical reconfiguration of labor relations in the post-Soviet world, including in Central Asia. The effects of this “unmaking” of Soviet working life—to paraphrase Humphrey1—were articulated in new capital-labor relations that led to a heightened sense of financial and existential insecurity across large sections of Central Asian societies. Thirty years on, mass labor precarization in the region appears in line with broader trends in the global political economy, where, despite enduring and even significant differences between countries in the Global North and the Global South, “[c]ontingent, precarious, and temporary jobs are becoming the norm.”2

In January 1999, the Canadian government announced their withdrawal from the Cape Breton mining industry with a settlement package for redundant miners, which was considered inadequate by miners and their families. In response, a group of women organized a community-based campaign, United Families (UF), led by two women who traveled to Ottawa to meet national politicians presenting themselves explicitly as “miners’ wives.” While the UF located their campaign within the context of family and community, as expected of miners’ wives, their principal focus was the men disadvantaged by the settlement. Here they strayed onto the terrain of the men's union.

To support their case the women took photographs of miners leaving the pit at the end of a shift and organized them into an album. This became a catalyst for the disjuncture between the gendered expectations associated with female roles, and the women's efforts to represent the interests of the men. Intended as objective evidence in support of their position, the photographs carried a range of complex emotions relating to the women's campaign: They expressed the subjective meanings of the women's relationship with mining and the men photographed, as well as providing material evidence of the condition of the miners. This subjectivity was overlaid onto gendered subtexts inscribed within the history of photography in the public and domestic spheres.

In campaign negotiations the women struggled to control the meaning of the photographic images and their endeavors resulted in only very minor amendments to the original settlement. The UF women's creative use of photography ultimately undermined the legitimacy of the women's negotiations. However, the photographs remain a testament to the history of mining in Cape Breton and to the emotional commitment of women to a partnership with men forged through the sexual division of labor in coal mining.

This article draws upon a range of evidence and theories of gender, activism, and photographic practice to analyze the ways in which the women were disadvantaged in their campaign.

The privatized nature of employment as a domestic servant is often inimical to collective action. Yet in the early 1960s there was significant trade union interest in the working conditions of female domestic servants in Singapore and Malaya. Studies of female domestic service in Malaya (later Malaysia) and Singapore are dominated by work focusing on Chinese-born servants before the Second World War, and migrant maids associated with economic transformation from the late 1970s. If scholarship on pre-war domestic servants leans toward an emphasis on agency, then studies of maids from the 1980s tend toward experiences of abjection. What of the intervening period, during the Cold War, when rapid decolonization introduced new factors into the demography, structure, and regulation of domestic service in Malaysia and Singapore? Did this provide opportunity for greater autonomy, mimic older colonial relationships, or herald new protections for domestic servants in the modern postcolonial state? The considerable historical literature devoted to the relationship between imperial power, colonialism, and domestic service rarely extends to the persistence and dynamics of domestic service in the era of decolonization between the 1950s and the 1970s, although it does explore the increasing feminization of the occupation. This article explores a confluence of factors—the politics of anticolonialism, economic dependence, and apprehension about the privacy of the home—that cohered in a controversy in the 1960s known as the “amah strike,” when female domestic servants in Singapore and Malaya threatened to walk off the job over a proposed change to their employment conditions.

In the Spring of 2020, the onset of the global pandemic intensified existing inequalities, but also accelerated organizing within some of the most precarious economic sectors. The neoliberal university was no exception to this general trend, and from 2020 until 2022, student workers organized for union contracts, just pandemic responses, independent arbitration for harassment and improved conditions at their workplaces. In those years, while neoliberal universities issued empty calls for “community,” and a prompt return to normalcy, student workers mobilized themselves and won unprecedented gains from their institutions, rejecting administrative pleas for the defense of the status quo. The following “Report from the Field,” details the struggle of student workers organizing from 2020 to 2022 at the University of New Mexico, the University of Michigan, New York University, and Columbia University, and offers a collectively authored reflection on the challenges, victories and future concerns of its respective movements.

This article identifies decollectivization as one of the central policies through which the so-called “Uzbek model” mediated independent Uzbekistan's incorporation into the global economy as a cotton exporter. As such, it problematizes the way in which the dominant literature on transition framed the country's independent history since 1991 as a “paradox” of no transition and transformation. Since it theorizes the former as the application of privatization, liberalization, and macroeconomic stabilization, the literature cannot explain why, absent this standard reform package, Uzbekistan still underwent a momentous transformation from full employment and low migration to mass informalization of economic activity and rural outmigration. Instead, I contend, decollectivization entailed a process of mass expropriation of the rural population from the land—primitive accumulation in Marxian terminology—in order to put it to production for capital accumulation. As such, land use was shifted from the collective reproduction of the rural population during Soviet times to the rent-subsidization of capital accumulation after independence, particularly via import-substitution industrialization. The result has been the class stratification of Uzbek society, most evident in the rise of a vast relative surplus population of landless peasants struggling in the precarious informal economy, including as daily workers and labor migrants.

This article argues that precarity partly arises from the growth of household debt in the age of rentier capitalism. It examines the mechanisms of neoliberal finance and its debt-based economic growth model in shaping precarious work and life in Kyrgyzstan. The unequal social relationship between lenders and borrowers generates considerable economic dispossession, appropriation, precarity, and harm. For debt-ridden micro-entrepreneurs, some of the pressures and consequences of debt are acutely felt within their family context, where members struggle to negotiate and ameliorate the impact. By drawing on three case studies of a small farmer, a bakery owner, and a petty trader turned petty producer, the article examines how usurious interest loans plunged them and their families into distress, insecurity, fear, loss, and powerlessness. The first-person accounts of these micro-entrepreneurs-cum-borrowers explain how debt was produced and experienced, and how it was inseparable from the country's rentier capitalist transformation. The study also draws on twenty-nine semi-structured interviews with financial institutions and thirty-three semi-structured interviews with borrowers conducted in Kyrgyzstan.
