This paper is about intergenerational family literacy (IGFL) programs which are designed to benefit the children of parents in need of literacy education as well as the parents themselves. The paper reports results from a Department of Employment, Education and Training national study of these programs. Of particular importance is the issue of parents' self-esteem and the use of a student-centred approach in adult literacy classes. The issues of recruitment, control, networking and resources are also addressed. Studies are reported which indicate the considerable potential of these programs to benefit children and parents.

During recent years a significant change has occurred in child welfare policy in New South Wales as a large component of the government's substitute care program has been, or is in the process of being, shifted away from direct government provision to non-government agencies. Analysis of some aspects of the policy process by which this change has occurred illustrates the complexity of social policy development. In particular this analysis highlights the importance of the ideological and political context of child welfare policy development and the way in which this contributes to contradictions between official policy statements and policy as experienced by the recipients of the implementation of these policies.

This paper argues the need for comprehensive provision of family resource programs. All Australia's families should be able to access the support, information, skills and resources that are necessary for optimal child development and for prevention of child abuse and neglect. The paper argues that there is a significant gap in the general availability of primary prevention family services in Australia. Family resource programs are discussed in terms of their goals, guiding principles, and service models. Examples of these programs both overseas and in NSW are described.

A small project explored how occasional daycare assisted families perceived by referring agents as needing relief from the pressures of constant child care. The results suggested that ‘common sense’ was confirmed and the underlying practice wisdom behind referrals for relief daycare was validated. Respite daycare does assist families with preschool children by acting as a ‘circuit-breaker’, reducing tension and giving breathing space for both parents and children.

In the light of continuing concern about the high level of involvement of Aboriginal people in the criminal justice system, this article examines the 1993/94 police data for Victoria. The focus is on juvenile ‘alleged offenders processed’. The data shows contact commencing early and a continuing high level of contact with the system, especially for young Aboriginal males. Although there has been a reduction in the over-representation ratio of Aboriginal juveniles in juvenile corrective institutions, the difference in rates at all points in the system compared to non-Aboriginal youth is substantial.

Longer-term consequences including the likelihood of adult incarceration are serious and the need for more research and action is clearly signalled.

The selection of foster parents with qualities necessary to undertake care of other people's children is a difficult task. Little research has been done in identifying what the associated qualities are. This paper reports the first stage of a research study examining these qualities from the perspective of foster parents themselves and experienced family care workers. From a qualitative exercise involving 10 foster parents and 2 family care workers over 50 nominated qualities were elicited covering motivation; personal attributes; knowledge and skills with children and competencies emanating from experience. Arising from this exercise a model was constructed which identifies stages in foster parenting. This could enable differential educational strategies based on a competency approach to be developed in order to achieve a better level of quality control.

In order to place child sexual abuse in the broader conceptual framework of unwanted sexual experiences in childhood, this study explores a continuum of intrusive behaviours as reported in questionnaire data gathered from 345 first and second year Australian university students. The data provide evidence which is supportive of other findings on the nature and extent of child sexual abuse for females and males, including age of occurrence, identity of perpetrators, most commonly occurring behaviours, and gender differences in disclosure and prevalence.

This article presents the work of the Child Sexual Abuse Treatment Program and Adolescent Sex Offender Treatment Program, auspiced by the Children's Protection Society. The focus is upon their experiences in working with families in which sibling incest has occurred. It outlines the philosophy, principles and model of the program, gives an overview of the demographic data and client profiles, and finally reflects on practice observations relating to issues which have emerged in their work.

This article argues that clear coordination structures are essential if collaboration around the complex needs of a small subcategory of seriously emotionally disturbed children and adolescents requiring multi-agency involvement is to be successful. A model of coordination which evolved out of a project conducted in the western suburbs of Melbourne during 1992-1993 is described. Although expensive to implement this model would be less costly than the current unsatisfactory situation where much time and effort is expended by a number of workers from a range of agencies, often for very little return.

The risk of child abuse and neglect is higher in families where the parent(s) abuse substances, with the highest incidence in families where both parents abuse alcohol. The interplay between parental substance misuse and child maltreatment has become a crucial issue in statutory child protection work and consequently for those who work intensively with clients in their homes. Not all children of substance-abusing parents are ‘at risk’ of harm, however, and abstention from drug usage is not always a helpful treatment goal, nor indeed does it necessarily reduce the harm to a child under protective scrutiny.

This paper explores the relationship between family environment and behaviour of primary school children living in three family contexts. It uses data from studies including children of married heterosexual couples, cohabiting heterosexual couples and homosexual couples, and examines the extent to which these children differ with regard to scholastic achievement and aspects of social development. It shows that in the majority of cases, the most successful are children of married couples, followed by children of cohabiting couples and finally by children of homosexual couples.

This paper traces the history of child welfare in Victoria, from the formation of the Children's Welfare Department to the present time. It draws principally upon the Annual Reports of the responsible state government department, to illustrate trends in out-of-home placement for children and young people admitted to care. It describes substantial shifts in direction to the institutions in the 1960s, deinstitutionalisation of the 1980s, and the re-emergence of home-based care as a favoured, economical option.

The paper traces the ebbs and flows in numbers, periods of overcrowding and the current reduced number of children and young people in care. It notes events impacting on evolving child welfare history in Victoria, the child migration program, building projects, the establishment of family group homes, regionalisation, external review, the Children and Young Persons Act (1989), and mandatory reporting legislation. Themes emerging include: early child welfare as a period of rescue and reform; the monitoring of standards and re-entry of the department to residential care; the building of institutions and rising numbers in care; redevelopment and the emergence of a community focus; the expansion of child protection; and the phasing out of old models and the search for cost efficient alternatives.

A challenge for the 1990s is the need for deliberate and planned monitoring and evaluation as institutional and residential care give way to home-based care, and numbers of admissions decrease. The paper aims to provide useful, historical material for readers with an interest in child welfare work which would benefit from a descriptive review of the past.

An evaluation of pre-hearing conferences in the Children's Court of Victoria was carried out during 1994 by five members of staff from the School of Social Work at the University of Melbourne. An interesting theme which emerged from this evaluation is the role of the convenor as pivotal to the process of the pre-hearing conference. The convenor has emerged as a critical figure in the success of the mediation process, and the knowledge, skills, and values they are equipped with are seen as essential to their effective operation. This article describes the role of convenors and the many responsibilities they must juggle in fulfilling their role, and the characteristics which make for an effective and successful conference. As conferences become a more frequent method of resolving conflict between individuals, families and society, it is hoped that the principles which emerge from this article will be applied to other conference proceedings. It is clear that we are moving away from conventional adversarial methods, to mediative and conciliative modes, and in doing so we need to become clear about the characteristics which are required for such processes. This is one exploratory study of a pilot project in Victoria which should be of interest to other conferencing and mediation mechanisms.

The following review of literature arose from Project Partnership, an initiative of the Royal Children's Hospital, Melbourne, which was set up to identify systemic and organisational changes which could improve continuity and quality of care for children with long-term and complex health care needs. This article examines research findings and other literature relevant to the experience of families whose children have complex health care needs; the experience of hospital based, health care professionals who care for this group of children; and the complexities of undertaking collaborative research in a large health bureaucracy.

Parenting Resource and Management (PRAM), a primary prevention program for first-time parents, was initiated in Melbourne in 1986. It was an adaptation of the American program, Minnesota Early Learning Design (MELD), utilising non-professional couples as leaders who were selected, trained and supported by professionals. The advantages of this program included cost effectiveness, a self-help emphasis and involvement of both parents. Difficulties in establishing the program will be discussed. The program was proactive, and intensive publicity to generate interest was required. Anonymous evaluation reports from the participants indicated a positive response, recognising that the program filled a significant gap in the existing community support structures.
